30 October 2014 ECHA proposal to the Member States: Draft Community Rolling Action Plan (CoRAP) update for years 2015-2017 The draft plan is an annual update of the current CoRAP 2014 – 2016 and covers the next subsequent years 2015-2017. It contains substances for which there is a suspicion that their use could pose a risk to human health or the environment. Substance evaluation is the process under REACH Regulation (EC) No 1907/2006 (Articles 44 to 48) that allows for clarification of such potential risks. This draft plan introduces 1341 substances that are proposed for Member States (MS) to review under the substance evaluation process. It contains 65 substances newly allocated to the MSs and 69 substances already included in the CoRAP update published on 26 March 2014. The substances are tentatively divided for evaluation in years 2015, 2016 and 2017. At this stage it includes the nonconfidential substance names, CAS- and EC-numbers, the initial grounds for concern and the contact details of the MS who intends to conduct the substance evaluation. This draft plan has been prepared in close cooperation with the MSs, taking into account the criteria for selection of substances2. The MSs have also proposed substances based on national priorities. In many cases the initial concerns are related to PBT3-properties, suspected endocrine disruption, or carcinogenic, mutagenic and reprotoxic properties in combination with wide dispersive use or consumer uses. In general, the uses of these substances cover various areas and are not limited to particular industrial, professional or consumer uses. The draft plan has been submitted on 16 October 2014 to the Member State Competent Authorities and the ECHA Member State Committee. The Committee will prepare an opinion on the draft CoRAP update in February 2015. On the basis of the Committee’s opinion ECHA will adopt by the end of March 2015 the final CoRAP update for 2015-2017. The final CoRAP update 2015-2017 will also indicate a justification document for each individual substance. By publishing this draft now ECHA wishes to inform the stakeholders of the progress made and to facilitate early communication between the involved registrants and the relevant evaluating Member State. 1 In one case two substances will be evaluated together and are included in the same CoRAP entry. 2 Selection criteria to prioritise substances for Substance Evaluation (2011 CoRAP selection criteria) http://echa.europa.eu/doc/reach/evaluation/background_doc_criteria_ed_32_2011.pdf 3 PBT: Persistent, Bioaccumulative and Toxic 1 Public version of the draft Community Rolling Action Plan submitted to the Member State Competent Authorities and the Member State Committee Year 2015 2015 2015 2015 2015 2015 Member State Austria Belgium Belgium Belgium Belgium Czech Republic EC Number 202-525-2 202-307-7 203-079-1 206-022-9 907-745-9 217-175-6 CAS Number Substance Public Name Initial grounds of concern (*) Source Member State contact details 6,6'-di-tert-butyl-4,4'thiodi-m-cresol human health/suspected CMR, sensitiser, potential endocrine disruptor; environment/suspected PBT; exposure/wide dispersive use, consumer use already in CoRAP Maximilian Kinzl T: +43-(0)1-313 04/5655 Stoffbewertung(at)umweltbundesamt.at Umweltbundesamt GmbH Abteilung Chemikalien & Biozide/ Department Chemicals & Biocides Spittelauer Lände 5 1090 Wien Österreich/Austria propyl 4hydroxybenzoate suspected R, potential endocrine disruptor, wide dispersive use, consumer use, exposure of sensitive populations, exposure of environment new entry Federal Public Service Health, Food Chain Safety and Environment; e-mail: evaluation.reach(at) health.fgov.be 2-ethylhexyl acetate human health/suspected CMR; exposure/wide dispersive use, consumer use already in CoRAP Federal Public Service Health, Food Chain Safety and Environment; e-mail: evaluation.reach(at) health.fgov.be 288-88-0 1,2,4-triazole human health/(suspected) CMR; exposure/wide dispersive use, exposure of environment, high (aggregated) tonnage; other concerns (see justification document) already in CoRAP Federal Public Service Health, Food Chain Safety and Environment; e-mail: evaluation.reach(at) health.fgov.be n.a. reaction mass of 2,6di-tert-butylphenol and 2,4,6-tri-tertbutylphenol environment/suspected PBT/vPvB; exposure/wide dispersive use, high (aggregated) tonnage already in CoRAP Federal Public Service Health, Food Chain Safety and Environment; e-mail: evaluation.reach(at) health.fgov.be ammonium thiocyanate human health/suspected CMR; potential endocrine disruptor; exposure/wide dispersive use, high RCR, high (aggregated) tonnage already in CoRAP Ministry of Environment of the Czech Republic, Vršovická 65, 100 00 Praha 10, Czech Republic, e-mails: karel.blaha(at)mzp.cz; jarmila.sladkova(at)mzp.cz 96-69-5 94-13-3 103-09-3 1762-954 2 Year 2015 Member State Denmark EC Number 201-236-9 CAS Number 79-94-7 Substance Public Name 2,2',6,6'-tetrabromo4,4'isopropylidenediphenol (TBBPA) 2015 Denmark 203-632-7 108-95-2 phenol 2015 Denmark 247-979-2 2676145-5 2,3-epoxypropyl neodecanoate 2015 2015 2015 Denmark 500-033-5 2506838-6 Estonia 905-806-4 n.a.
