Engineering Metallic Construction (EMCON) was established in
1995 in Al Abour City as an Egyptian Sharing Company in accordance with
the investment law no. 230/1989 with more than 20 years of Egyptian
engineering experience.
EMCON uses the most efficient processes in the field of metallic
manufacturing. It also uses the most state-of-the-art machinery in this field.
EMCON has constructed several successful projects in different industrial
fields with top quality and fastest delivery time inside and outside Egypt. Since
1995, EMCON has supplied more than 40 buildings to allover Egypt.
Their customers list includes companies such as, Gillette Egypt, Trane Aircondition, CelioPack, Nono Brothers, Hyatt Regency Hotel, Sinai Stone,
Toshiba Al Araby, Noratex, Nestle to mention but a few.

EMCON has appointed Creative Line Enterprises as its sole Certified
Distributor in State of Qatar.
CREATIVE LINE ENTERPRISES CO. was started in the year 2007 as
a Private Company in the State of Qatar. It is a company which is in the field of
Construction, Manufacturing, Structural Steel Works, Interior Decoration, etc. and
contributing to the economic progress of Qatar.
Creative Line has catered to several public and private organizations in the past and
still going strong in the field of construction activities, and have had a good working
relation with all of them with no complaints from the respected ‘Clients’. With lot of
importance on safety, environment, quality control, time & man management,
resources management and timely completion of projects have helped in achieving

Procurement
Project Quality Plan
Tender & Estimation Process
o
Estimation Dept. to source New Tenders through Newspapers, Business Contacts,
and various Tender Websites OR Receiving of Tender Invitation from Clients /
Companies Directly and forward it for approval of Managing Partner.
o
With the consent/approval of Managing Partner arranging with Finance Manager to
pay Tender Fees for procuring Prequalification Documents.
o
Public Relation Officer to pay the required fees and collect the tender documents
from the Client’s office and handover it to Estimation Dept.
o
If there is any Non-Disclosure Agreement to be signed, informing and forwarding it to
the Managing Partner.
o
Estimation Dept. to receive Tender Documents and hold a Pre-Tender Meeting with
the Managing Partner & Finance Manager and discussing all Commercial &
Technical Aspects.
o
After the pre-tender meeting, Estimation Dept. should prepare Commercial &
Technical documents as per Tender requirements.
o
Finance Dept. to check breakdown of preliminaries from Commercial Aspects and
make arrangement for Bank Guarantees to be submitted with the tender documents.
And Procurement Dept. to review cost of materials are in compliance with vendors
list quotations.
o
When the tender documents are ready the Estimation Dept. should forward it to the
Managing Partner for review and approval and submit the approved tender
documents before due date to the Client.
o
When a Contract is Awarded by the Client, Estimation Dept. will check all contract
drawings and BOQ and Finance Dept. will check breakdown of preliminaries as per
the submitted tender documents, not only but also assessment of quotation from cost
& profit margin aspects.
o
Contract Agreement will be signed by the Managing Partner & Client and copies of
the same will be distributed to the Estimation & Finance Department.
o
Estimation Manager & Finance Manager to hold meeting with Managing Partner for
discussing and finalizing the Subcontractors, Manpower Requirements, Plant &
Machinery, etc……. for the new project.
o
All documents, contract drawings, letters, reports, etc. to be filed & stored at a central
place in the office as per the instructions of the Managing Partner.

The Procurement Department makes use of established procedures that govern:

Quality Control & Coordination
Safety & Security
Procurement Procedures:
 All Material Request must be submitted through email to our Admin Asst.
 After submitting to our Admin Asst. through email, the admin asst. will do the necessary
recording of the material on the log form and write in the material request form.
 The Material Request will be forwarded to Procurement Department to prepare the
Budget Compliance Report.
 After preparing the form and attaching the Budget Compliance Report it will be
submitted to the authorized signatories for approval.
 If the material request is already signed and approved, a copy of it will be kept by the
admin asst. and the original will be sent to the warehouse.
 After receiving by the warehouse personnel, the copy of the received request, either
issued/accepted or rejected will be forwarded back to admin asst.
 If materials are not in stock the request will be forwarded again to Admin Assist with
rejection, & will be forwarded to procurement department.
 Procurement department will arrange the following:
* Send Enquiries to Vendors.
* Receive Quotations.
* Make Bid Comparison and arrange for meeting with Vendors.
* Raise Purchase Order.
 Supplier will deliver the material at the store.
 After receiving materials at the store, Goods Receiving form & delivery note sent by the
supplier will be forwarded to administrative assistant. Note: If there are any defective
materials found during inspection, the Warehouse should send segregated goods
receiving report reflecting the DMR (Defective Materials Received). This means the 2
goods receiving should be sent, one for Accepted + DMR. Warehouse should also give
a copy of DMR to Supplier if materials found defective during inspection.
 Warehouse will arrange delivery of materials to project’s site.
 Site in charge should prove his receipt of materials by signing on Goods issue report &
delivery notes.
 Warehouse should forward copy of goods issue report & delivery notes to Finance
department through Admin Assist.
