Long long ago when we, the present old men, were young
worshippers of beauty projected by Hollywood on cinema
screens, Elizabeth Taylor, the trophy winning creation by
God, made a triumphant trip to Casino Cinema as Cleopatra
through a sea of humanity after laying low all her lovers and
self proclaimed enemies.
I must have been in college then and gripped by the thought
that life is so beautiful as concocted by good old Shakespeare.
It is good to be taken for rides by humanists like the Bard of
Avon. He probably had nothing else to do but to create
dreams for fools like me and the drunken mob in his home city
drama halls.
Let us skip a century and focus on a triumphant motorcade from Chennai airport to Poes Garden, a locality in
Chennai rendered holy by Amma’s presence in a palace
where she is the deity. I had the good fortune to visit it many
years back when she was the Chief Deity of Tamilnadu and
I was designated her Government Pleader in the High Court
until an Iago contrived a situation in which Amma, in a hurry
to catch a flight to Kodaikanal, went on a signing spree of
papers, one of which was my sack order which she had not
even read! Well,the history of the world would have been dull
without Iago and similar creepy crawlies!
If good old Nariman with his magic tongue and fund of legal
lore is able to extricate good old Amma from the Karnataka
High Court, it would be a tribute to all Ammas who do things
for the general welfare of all as all mothers do!

Permanent Aadhaar card centers to come up by Nov. 15

The Census Department will set up permanent Aadhaar card centers in all the wards of the city by Nov. 15.
The delay in covering the entire population has caused some hiccups in the machinery as the government would have to
rely on the biometric database for its proposed smart ration cards. The cards presently in circulation were issued in 2005 and
their validity extended with additional sheets since 2010. The Aadhaar exercise began in 2011 under the direct supervision
of Unique Identification Authority of India (UIAI). The Census Department took over it in 2012 and began registering the
biometric parameters under its National Population Register (NPR) program and began capturing the biometric parameters.
More than 60% of the populations in the city suburbs have received the cards.

planning to link property tax
with the current guideline
values, instead of old base rates
finalised in 1998. This is likely
to increase the property tax
rates across the city.
Following complaints from
residents pertaining to
anomalies and inconsistencies
in the base rates, the civic body
is planning to request the State
government to amend the
Chennai City Municipal
Corporation Act to revise the
property tax every year based
on current guideline values.

limits. The civic body will map
all such roads to asses the loss
of revenue because of the
existing system. Based on a
study, the civic body will
rationalise and revise property
tax rates.
Property tax is around 30
per cent of the total revenue of
the civic body.
The increase in property tax
collection is likely to result in a
rise in per capita capital
expenditure. Chennai spends
less than Rs. 2000 per resident,
much lower compared to
developed cities.

Consumers oppose proposed power tariff hike
Consumers opposed the proposed power tariff at a public
hearing conducted by Tamil Nadu Generation and
Distribution Cororation Limited (TANGEDCO) in its
corporate office in Chennai last week.
They criticized the state’s electricity utility, TANGEDCO,
for its mismanagement and unsound business practices,
which included buying power from private producers at
expensive rates in violation of an order passed by the Tamil
Nadu Electricity Regulatory Commission (TNERC) in
2012. The Neyveli thermal plant is able to sell power at
Rs.2 per unit. But TANGEDCO buys power from some
private players who sell at Rs.12 and Rs.16 a unit,
said District Secretary, Center of Indian Trade Union
(CITU).
Braving incessant rain and flooded roads, a sizable number
of the city’s residents turned up at a public hearing here on
Friday to register their protest against the proposed power
tariff hike. It was a clash of two world views, as those
advocating an increase in the power bill considered electricity
as a commodity that can vary in price based on the profit
margin, while angry consumers held on to the view that
power supply is public goods.
He also pointed to the thousands of crores of rupees of
arrears that TANGEDCO has failed to collect and insisted
that by taking action against errant consumers and by
curbing electricity theft, the need for a tariff hike could be
avoided.
M. Thuyamurthy of the Association of Transparency
and Anti-Corruption said that despite repeated and specific
complaints about incidents of power theft, including those
at apartment high-rises, no action has been taken. “What
is the point of our representation,” he asked. Industry
voices such as Sanchit Makhija of Indus Towers Ltd., a
telecom tower operator, said that the proposed hike would
violate the guidelines issued by the Electricity Appellate
Tribunal and amount to a “tariff shock.”
“The cost of supplying power, according to TANGEDCO,
has increased only by five per cent. But, the proposed hike
for commercial players like us is 20 per cent,” he said.
Even the few who said that they would consider the
proposed hike said they could do so only if “uninterrupted
power supply” is promised. Murali Mohan, secretary,
Maduranthakam Cooperative Sugar Mills in Padaalam,
said that while multi-national companies and Special
Economic Zones were enjoying round-the-clock power
supply, farmers, already affected by persistent power cuts
and drought for several years, are yet to come out from the
tariff revision shock of 2012.
“It almost doubled the cost of electricity charges for the
farmers who were increasingly facing difficulty in
undertaking agricultural operations because of shortage
of water,” he said, asking the TNERC members to postpone
tariff hike by few more years.
