Criteria for the Community & Voluntary College of the PPN
Introduction:
The national framework for the community college best lies with the White Paper
on a Framework for Supporting Voluntary Activity and for Developing the
Relationship between the State and the Community and Voluntary 2000 and the
Working Group on Citizen Engagement with Local Government 2013.
In defining three distinct colleges for citizen engagement the community college
relates to activity that is intended to promote goodness to improve human quality
of life and community well-being. Volunteering is a key aspect within the
community pillar and is renowned for skill development, socialisation, meeting a
particular need as well as creating fun and enjoyment in the community.
In developing criteria for the Community & Voluntary College of the Wexford
Public Participation Network, the role of residents associations, community
organisations, community councils, local development groups, tidy towns
committees, sporting clubs, parish councils and other local faith-based groupings,
arts groups and similar community organisations have a distinct relevance for the
community leadership role of local government and in the promotion of community
well-being.
Eligibility Criteria for membership of the Community College:
1. The primary objective and activities must focus on community responses to
local issues / concerns
2. The organisation must be a not for profit group
3. The organisation must be formally organised with at least a constitution, bank
account or credit union account
4. The organisation must have activities that promote overall community well
being
5. The organisational structure of the member groups must not have
representatives appointed by any government department, semi-state body or
local authority; but this does not prevent any person sitting on the board in a
personal capacity
6. The organisation must be in existence for at least 6 months to register with the
Community & Voluntary college and must have a presence and postal address
in a municipal district.

Criteria for Membership of Environment Electoral College of County/ City Public Participation Networks (PPNs): Introduction The Environmental Pillar is a national Social Partner and an advocacy coalition of 27 national environmental NGOs, and since 2009 it has been nominating local people to represent the environment on a range of local bodies, including: the City and County Development Boards; the boards of the ILDCs and Partnership Companies, and Strategic Policy Committees. Under the new Public Participation Network (PPN) arrangements these nominations will now be made by the members of the PPN, with the Environmental Electoral College electing 1 person onto the City/County Local Community Development Committees (LCDCs). The Environmental Pillar as the validating body for the membership of the Environmental Electoral Colleges of the City and County PPNs provides below a list of criteria and areas of activity that qualify a local/regional group to be members of an Environmental Electoral College of a PPN, together with a list of all the national networks whose local/regional groups are automatically eligible. A. Eligibility criteria for an organisation seeking or renewing membership of the Environmental Electoral College 1. The primary objectives and activities of the organisation must be Environmental (i.e. ecological) protection and / or environmental sustainability. 2. Single issue protest groups are not eligible for membership. 3. The organisation must be a not for profit organisation. 4. The organisation must be formally organised with, at least, a constitution, and a bank/credit union account. 5. The organisation must have been in existence for a period of at least 12 months prior to an application for membership. 6. The organisation must be an independent and legally discrete body, and not an organisation managing a project with a limited life span. 7. The organisation must have accounts or a Balance Sheet/Profit and Loss account from at least one of the previous two years. 8. The organisation must be able to demonstrate a substantial level of activity in promoting its aims and objectives over a period of at least 12 months prior to application for membership. 9. No organisation whose executive board contains a representative or representatives appointed by any government department, semi‐state body or local authority shall be admitted to membership. However, this does not exclude individuals from sitting on the board in a personal capacity. B. Criteria for the Social Inclusion College of the PPN
The National Action Plan for Social Inclusion 2007-2016 (NAP inclusion)
represents a wide-ranging and comprehensive programme of action to address
social exclusion. It sets out a coherent and comprehensive approach for a ten
year period that coincides with the timescale of Towards 2016 Partnership
Agreement.
The NAP Inclusion uses a lifecycle approach, as set out by National Economic
and Social Council (NESC) in its report, The Development Welfare State. This
approach was adopted by the national partnership agreement “Towards 2016” as
a means to tackling the problems people face at different stages of their lives and
is also reflected in the social inclusion elements of the new National Development
Plan. The lifecycle approach places the individual at the centre of policy
development and delivery and offers a framework for implementing a streamlined,
cross-cutting and visible approach to tackling poverty and social exclusion.
In developing criteria for the Social Inclusion College of Wexford Public
Participation Network (WPPN), it is useful to apply these lifecycle thematic
headings in the self-selecting of local groups working in Wexford.

community development, equality and social justice issues
2. The organisation must be a not for profit group
3. The organisation must be formally organised with at least a constitution, bank
account or credit union account
4. The organisation must have activities in line with a social inclusion approach to
community building and have those who experience poverty and social
exclusion on its management/organisational structure
5. The organisation structure of the member groups must not have
representatives appointed by any government department, semi-state body or
local authority; but this does not prevent any person sitting on the board in a
personal capacity.
6. The organisation must be in existence for at least 6 months to register with the
Social Inclusion College and must have a presence and postal address in a
municipal district.
