Presentation by CCTA Deputy Executive Director, Planning, Martin Engelmann on the
Countywide Transportation Plan
Martin Engelmann, CCTA Deputy Executive Director, Planning, presented the fifth update to the
Countywide Transportation Plan (CTP) and explained that SB 375 had just come out prior to the
distribution of the 2009 CTP. As a result, the 2014 CTP Update focused more on sustainability and
implementing SB 375 and AB 32.

Mr. Engelmann explained that the presentation now being offered was being taken to five regional
workshops, three of which had already been held. He presented a brief history of Measure B and stated
that in total, Measures B and J had generated $3 billion in sales taxes. With the Great Recession over,
the unemployment rate in Contra Costa and the Bay region was down, housing prices in the East Bay had
doubled, and smartphone usage had also doubled. Identifying some of the accomplishments since 2009,
he cited the fourth bore of the Caldecott Tunnel, the widening of Highway 4 East to Somersville Road,
more BART parking, Intermodal Transit Centers in Pacheco and West County, new pedestrian
overcrossings, and new carpool and merge lanes on I-680. He added that in total there had been $1
billion expended for capital improvements in the last five years. Of that total, $376,000 represented
Measure J funds while the remainder were state or federal funds showing how the funds had been
leveraged. Sixty percent of the funds went to programs and a major portion to streets and roads. The
programs serving the public provided funds for local streets maintenance; major streets expansion;
bicycle, pedestrian and trails facilities; bus and senior and disabled transit; Lamorinda and Traffix school
buses; access to BART; and demand management.
Mr. Engelmann described some of the challenges that would be faced over the next 25 years to 2040 in
that the population was expected to increase 27 percent and housing was expected to increase 24
percent, with 3,000 homes per year in Contra Costa County and 4,000 jobs per year through 2040. As a
result, traffic would increase overall by more than 25 percent although it would be focused in certain
corridors, more in some than others. Another challenge was the required reduction of greenhouse gases
(GHGs) in compliance with State Law to reduce 15 percent per capita emissions, with a greater
percentage reduction required in the future.
Mr. Engelmann stated that the Growth Management Program (GMP) was being implemented with a
focus on the Urban Limit Line (ULL), which all cities and the county had adopted as part of the GMP,
promoting living and working near transit by encouraging transportation projects and supporting
alternative modes to help keep the air clean through the use of electric car charging stations, a real time
car sharing program, and through the use of Über in the ride sharing market, which programs could help
with bus pickups and bus routes. He emphasized that innovation was the key. He referred to General
Motors’ unveiling of the 2016 Cadillac with Super Cruise, which was a form of adaptive cruise control to
keep the car away from the car in front but also in the lane, which would start as a luxury item but
continue with competitors over time.
As to the CTP, Mr. Engelmann stated that it had started with a vision and there were five goals in the
plan which comprised three volumes: Volume 1 represented the vision, goals, and strategies; Volume 2
the Action Plans from each Regional Transportation Planning Committee (RTPC); and Volume 3, the
Comprehensive Transportation Project List (CTPL), projects, and programs. He noted that the Action
Plans had helped develop a list of projects and there were now 1,200 projects in the CTPL. What had
been learned so far was that commuters wanted transit down the I-680 corridor and wanted BART to
Dublin, connecting Walnut Creek to the BART station, which was an example of a large unfunded project.
He added however, that when talking to neighbors and residents along I-680, most were opposed to the
noise and visual impacts of such a project. There was a total of $12 billion in projects in the CTP while
only $4.7 billion in local, state, federal, and regional funding had been identified. Given the limited funds
and the predominance of unfunded projects, he emphasized that the most important projects would
have to be identified.

The question now was whether anything had been missed and that question was being asked of each
RTPC and the general public. Referring to the www.keepcontracostamoving.net website, Mr. Engelmann
reported that 20 pages of comments had been received to date describing the needs and wants that
would help shape the plan. He added that online tool would be kept open through October to continue
to solicit feedback from the public.
Director Pierce commented that the CTP Update of 2014 would be adopted by the end of 2014 with a
huge list of 1,200 projects, but that it was a living document and there could be something through the
public process or through the next year that might identify a project that was needed although not
previously included. As such, it was important that the CTP remain a living document that could be
amended. She stated the public was being encouraged to help with the list because the public could
think of projects that the RTPCs and others might not. She identified the discussions of being innovative
in the process to address the transportation concerns and the challenges involved. She also noted that
one of the interim solutions might be direct access ramps for HOVs and carpools to run rubber-tired
express buses between Central County and the Dublin BART station, with stops in between in addition
to what Bishop Ranch already funded. She urged everyone to keep their imaginations going.
Adam Foster, Bike Concord, explained that transit would continue to be a big part of his working life. He
commended everyone for the work being done for bicycles in that the public was seeing a regional bike
network. As one who biked 100 miles a week, he noted that arterials were not safe and he suggested
that some imaginative ideas were needed, such as electric bike share; and while the cost might seem
prohibitive, he suggested electric bikes could use the Iron Horse Trail and be a ride share option. He
noted that many people his age wanted to live near transit and have a simpler life, and an electric bike
share would help. He requested that the CTP consider that option.
Noting that Lamorinda had school bus funding, John Mercurio asked if the polling had revealed anything
in Central County for school bus service, to which Mr. Engelmann stated that everyone wanted school
bus service but no one wanted to pay for it.
Director Pierce stated that Lamorinda and others had more active parental involvement and funding
while other communities did not and had to be subsidized. She suggested in a subsequent measure a
method to pay for that might be considered, although she noted that in communications the Mt. Diablo
Unified School District (MDUSD) did not support that possibility.
Lynn Overcashier appreciated Mr. Engelmann’s recognition of the programs that affected people directly
such as local streets maintenance; major streets expansion; bicycle, pedestrian and trails facilities; bus
and senior and disabled transit; Lamorinda and Traffix school buses; access to BART; and demand
management. She stated that the Street Smarts Bicycle Safety Program might address those areas where
there were no bike programs. She supported ongoing funding which would affect people directly.
Colin Piethe, Bike Walnut Creek and Bike East Bay, requested a re-prioritization of funds towards
bike/ped and transit and wanted to see more taken away from the freeway and interchanges and put
towards bike and bike/ped. He also wanted to take people out of cars onto buses or BART, or onto bikes,
which had also been echoed at the community meeting in Walnut Creek.

Mr. Piethe stated that almost everyone at the Walnut Creek community meeting had stressed the need
for a bus network. He wanted to increase the bicycle network and he also wanted to see more money
into SR2S programs.
Chair Ross agreed and thanked the public for the comments. He recognized that the vast majority of
people liked to drive and he agreed that there should be more bike access. He also suggested a way to
join East and West counties with bike routes, which were particularly needed during Spare the Air days.
Mr. Piethe recommended working with Alameda County to address bike/ped needs.
TRANSPAC thanked Mr. Engelmann for his presentation and accepted his report.
Mr. Engelmann noted that the comment period was open until September 30, 2014; a Draft
Environmental Impact Report (DEIR) would be released mid-month, and comments on the DEIR would
be open through the end of October.

5.
Report on the Implementation of Ray Kuzbari’s Proposal to Use Measure J Line 28a Funds for
Project Purposes
Ray Kuzbari reported on the progress related to the implementation of the plan to use Line 28a funds
for project purposes, explaining that the applicable city attorneys and County Legal Counsel had
reviewed the Cooperative Agreement to implement the plan. The process was now complete and the
Agreement would be submitted to the CCTA Board for approval at its September 17, 2014 meeting. He
added that in Concord, the City Council would also review and consider the Agreement on September
23, 2014. Once all six TRANSPAC jurisdictions and the CCTA Board had approved the Agreement, the
plan would be put into motion. He commented that if completed in the next month or two, the CCTA
would disperse $2.2 million around January 2015 to five TRANSPAC jurisdictions to pay for street
improvements, pothole repair, as well as to help fund Complete Streets, bikeway, and pedestrian
improvements. He asked the other TAC members of their schedule in the approval of the Agreement.

Charlie Mullen thanked Mr. Kuzbari for initiating the proposal and reported that the Clayton City Council
would consider the Cooperative Agreement at its meeting on September 16, 2014; Tim Tucker reported
that the Martinez City Council would consider the Agreement at its meeting on September 17, 2014;
Jeremy Lochirco reported that the Walnut Creek City Council had already adopted the Agreement last
week; Director Mitchoff advised that she was unaware as to when the County would consider the
Agreement; and Director Durant suggested that the Pleasant Hill City Council might already have
adopted the Agreement.
TRANSPAC thanked Mr. Kuzbari for his work on the Line 28a funding proposal and accepted the report.
6.
511 Contra Costa Staff and TRANSPAC Reports
A.
511 Contra Costa Report
Lynn Overcashier, 511 Contra Costa, presented the 2014 Program Update and added that at last week’s
League of California Cities conference in Los Angeles, she had met an old friend who was on the California
Transportation Commission (CTC) who had mentioned that he would be making the rounds of the
Congestion Management Agencies (CMAs) in the Bay Area in November and had asked about a report
on the Electric Vehicle Infrastructure Program. She advised that she would coordinate with him to make
a presentation to TRANSPAC. As the secretary for Traffic Demand Management (TDM) for the
Transportation Research Board, she would attend the 2015 conference in January when two discussion
items were expected; the effect of managed lanes and three-person carpool requirements since carpool
was down 30 percent in managed lanes in Southern California, and AB 2023 (Transportation Network
Companies of Über and Lyft) to address the difficulties and concerns particularly related to insurance.
Ms. Overcashier also reported on the CHP Start Smart Driving Safety Program for teen drivers and their
parents set for September 17, 2014 from 6:30 and 8:30 P.M. at Alhambra High School. She distributed
flyers with details of the project where all members of the public were invited to attend, registration
was free, but registration of those planning to attend was requested. Students would receive a
certificate of participation and had to attend with their parents. She noted that more and more auto
insurance companies were decreasing the insurance of those who had received certificates of
participation in the program. She identified the speakers expected at that event.
Ms. Overcashier added that she had also been working with Police Officers Roach and Trimble of Concord
PD to reinstate the crossing guard program and hoped to solicit employer donations and public/private
partnerships to assist the cities with crossing guard costs.
In response to John Mercurio with respect to the electric charging stations in Concord, Ms. Overcashier
identified the first city-sponsored charging station in Concord and explained that they working with
PG&E to identify the cost for compensation purposes. She noted the factors involved and explained it
was a bit more complicated than just providing a station for use. As to plans for other stations
throughout the city, she noted her understanding that Concord was considering a bank of charging
stations for a fleet of cars.

A.
Executive Director Recruitment Process
Director Durant identified the nine contacts with respect to the TRANSPAC Executive Director (ED)
announcement and reported that four applications had been received.
Director Pierce explained that the JPA process had imposed some complications in the ED recruitment
process in that if TRANSPAC chose a firm to fill the position, CalPERS would not look appropriately at a
non-PERS person running the operation. The TRANSPAC subcommittee was therefore looking at
scenarios to help address that issue.
Director Durant commented that it might be possible to hire an Interim Manager who was currently in
the PERS system, preferably a retired PERS employee like a Range Rider, which would offer the best layer
of flexibility from six to eighteen months to get through the JPA process as well as the CalPERS process.
The subcommittee had started to see who might be available if pursuing that route. When asked why a
PERS eligible individual was preferred, he explained that a significant part of the effort was to get existing
511 Contra Costa employees into harmony with PERS, and a PERS eligible manager would show the
intent of the JPA organization as a PERS eligible entity.
Director Pierce noted that a couple of applicants were PERS employees who might be willing to fill the
position on an interim basis, particularly through the JPA process given that some of the questions from
the applicants could not be answered at this time because that process had not been completed. She
suggested the pool of applicants could be increased if the JPA issues had been settled to allow more
definitive responses. She clarified that even though the Secretary of State process related to the JPA
was straightforward, PERS could still decline the JPA. For the interim, she suggested the selection of a
retired PERS employee to keep things running to hopefully solve that issue which could then be
addressed more completely afterwards. She sought direction from the TRANSPAC Board to be able to
apprise those who had applied the status of the situation in the formation of the JPA and getting
everything settled with PERS, asking those who had applied to be patient, and if still interested when the
JPA was in place, to reaffirm their interest. She did not believe it was appropriate to disclose the
identities of the applicants at this time.
Director Mitchoff noted the significant time spent addressing the PERS issue and supported the
recommendation for an interim manager to allow the completion of that process. She commented that
within the next six months she would be supportive of someone with administrative skills to ensure that
TRANSPAC was on track and working with the CCTA. She acknowledged the members of the TRANSPAC
Technical Advisory Committee (TAC) who had been helping to bridge that gap.
Director Durant clarified that the focus was on candidates with transportation and administrative
experience who were with PERS now or who had retired under PERS. A secondary choice would be one
who had two of those components.
Director Pierce emphasized that transitioning from and to would be important. The subcommittee was
looking for direction to continue the search for someone who could provide services in the interim, and
determine whether a Board interview or an interview with the subcommittee with a recommendation
to the Board was preferred.

Director Pierce stated that unless there was pressing business, and Barbara Neustadter, former
TRANSPAC Manager was not aware of any, the October TRANSPAC meeting could probably be cancelled.
Director Durant explained that the subcommittee would meet with the TRANSPAC Chair to see what
might be on the agenda over the next six months.
Ms. Overcashier requested to discuss the budget, particularly related to the TDM budget and the
necessary funds to accommodate a 50-percent person for 511 Contra Costa.
In response, Director Durant stated the intention to use the pot of funds that had been used to fund the
former TRANSPAC Manager going forward with a need to determine the long-term funding strategy.
Director Pierce clarified that there would be no change in status or personnel until everything had been
worked out. Another issue was that the insurance coverage from the municipal pooling authority had
expired in December and a potentially different insurance provider had to be found for 511 Contra Costa.
She added that she would have to gather more information to address that issue.
As to the next TAC meeting scheduled for September 25, TAC members were asked if there was a need
for a meeting in September. Nothing was identified. The date was left open but it was unlikely a TAC
meeting would be needed in September, although a November meeting was expected.
On motion by Director Mitchoff, seconded by Director Haskew to concur with the recommendation to
move forward approaching candidates for the interim Executive Director position, keep the TRANSPAC
meeting date in October on the calendar although it would likely be cancelled, and continue the role
and the membership of the three-person subcommittee comprised of Directors Durant, Pierce, and
Mitchoff, was approved by consensus.
B.
Status Update on the Joint Powers Authority (JPA) Process
Director Pierce reported that all jurisdictions and the County had approved the JPA agreement although
the cities of Martinez and Walnut Creek had not signed and submitted the documents.
Director Haskew noted her understanding that the City of Walnut Creek had signed the JPA, although
Chair Ross advised that the City of Martinez had not.
Director Mitchoff emphasized the need to have the agreements signed by all jurisdictions and the County
to allow the consultant to proceed with the JPA process.

Director Pierce reported that there had been no meeting of the Administration & Projects Committee
(APC) in August, and the September meeting had also been cancelled.

Director Durant reported that the Planning Committee had approved the City of Clayton’s GMP
Compliance Checklist; a bike path on Frontage Road in the City of Pittsburg had been funded; BART way
finding and lighting funds had been approved; a multi-modal and lighting improvement contract for the
Town of Danville’s downtown had been approved; an extended contract with a real time ride sharing
program had been approved; and the PDA Grant Program had been approved.

Jeremy Lochirco reported on the community meeting for the Olympic Corridor Trail Study, stated the
draft plan had been distributed, the second community meeting had been scheduled for September 16,
2014 at Parkmead Elementary School, and the report could be downloaded. Staff was working with
Contra Costa County on the Treat Boulevard/I-680 Overcrossing Study; the Administrative Draft would
be released soon for public comments, feedback, and review; and a website would be provided through
the County Planning Department. He also reported that County Connection had begun another free
service in Walnut Creek; Route 5 from the Walnut Creek BART station to Creekside Drive with stops on
California Street and at Kaiser Hospital in a two-year pilot program to get more people on transit.
Tim Tucker reported that the City of Martinez was working with the County on Pacheco Boulevard
Improvements and were negotiating a Scope of Service for a Project Study Report (PSR), from Blum Road
north through the city back to the County to Morello Avenue. The project would take two years or so
and would go to the Martinez City Council and the CCTA for funding and agreement.

EXECUTIVE DIRECTOR’S REPORT
October 17, 2014
Active Transportation Program: September 5, 2014
MTC released its staff recommendations for regional project awards. MTC received 127
applications totaling over $200 million in funding requests. Eleven projects were approved for
funding, including the Authority’s Riverside Avenue Pedestrian Overcrossing which is part of the
larger I-80/San Pablo Dam Road interchange project. The project is targeted to start construction
next year and will receive $682,000 in funding from the Active Transportation Program.
Countywide Transportation Plan (CTP) Workshop: Southwest County: September 10, 2014
The third CTP in-person public workshop was held at 7:00 p.m. at the Lafayette Veterans Hall.
Approximately 35 people attended. SWAT Chair Candace Andersen and Commissioner Dave
Hudson welcomed the attendees and gave introductory remarks. Don Tatzin of Lafayette gave
the slide presentation. This was followed by public comment.
CTP Presentation to Contra Costa Public Managers Association (PMA): September 11, 2014
Martin Engelmann attended the September PMA meeting in Walnut Creek to brief the city
managers on the Draft 2014 CTP.
CTP Presentation to Building Industry Association (BIA): September 12, 2014
Martin Engelmann presented the 2014 CTP to a gathering of building industry representatives in
San Ramon. Lisa Vorderbrueggen, the Executive Director for Governmental Affairs at BIA, hosted
the meeting.
ITRI International Inc.: September 12, 2014
I was invited to a lunch meeting by representatives from the Industrial Technology Research
Institute (ITRI) of Taiwan. There were representatives from various technology firms in Taiwan
attending the meeting. ITRI International is a US based subsidiary of ITRI based in San Jose.
There were several presentations regarding connected vehicles. Jack Hall attended the meeting
with me.
Meeting with Allison Brooks: September 15, 2014
Ross Chittenden, Martin Engelmann, and I met with Allison Brooks, Executive Director of the Bay
Area Joint Policy Committee (JPC). The JPC brings together commissioners from MTC, ABAG,
BCDC and the Bay Area Air Quality Management District. Allison is interested in learning more
about the Congestion Management Agencies and is excited to help support the Northern
Waterfront Economic Development Initiative.

CTP Presentation to East Bay Regional Park District (EBRPD): September 16, 2014
At the September meeting of the EBRPD Board in Oakland, Martin Engelmann presented the
2014 CTP. EBRPD staff has responded by submitting a list of proposed trail projects for inclusion
in the Comprehensive Transportation Project List (CTPL).
SF Examiner Interview: September 17, 2014
I was interviewed by Jessica Kwong. She was interested in the Car.ma program to rebate the toll
across the San Francisco – Oakland Bay Bridge for carpoolers using the Car.ma mobile app.
Tech Series - Road-Tech: September 17, 2014
Joe Jeffrey from Road-Tech Safety Services Incorporated and David Berkman from ADDCO
presented their technology. They work together to mesh software with hardware to provide
work zone information through changeable message signs. They provided the ITS work zone
solutions for the FIX 50 project in Sacramento. We are working with industry to provide freeway
work zone information for the upcoming San Pablo Dam Road project on I-80.
Brigadier General Mark Toy: September 17, 2014
I met with General Toy in San Francisco. We met last year at an AAa/e leadership speech in Los
Angeles. He was a Colonel in the Army Corps of Engineers (ACOE). ACOE is responsible for
issuing and enforcing the federal clean water act. He was recently promoted to Brigadier
General in charge of a large region which includes the Bay Area.
CTP Presentation to Tri-Valley Transportation Council (TVTC): September 17, 2014
The TVTC met in Danville for its regular quarterly meeting and received a presentation from
Martin Engelmann on the Draft 2014 CTP.
California Transportation Foundation (CTF) Board Meeting: September 18, 2014
I attended the CTF board meeting in Sacramento. I am the Chair of the Caltrans liaison
committee and I reported on the most recent liaison committee meeting. The next CTFsponsored education symposium will be held in Santa Cruz on November 6 – 7, 2014. The
symposium is designed to pair university students with public and private sector transportation
officials to work on solutions to predetermined problem statements. I attended the symposium
many years ago and felt that it was valuable. CTF will also sponsor a reception at the Focus on
the Future Conference on November 17, 2014.
State Route 4 Tour: September 19, 2014
Ross Chittenden, Jack Hall and I toured the SR 4 project with California Transportation
Commission Executive Director Andre Boutros. Bonny Nyaga from Caltrans gave us a very
comprehensive review of the traffic switch and the construction staging for the bridges. Mr.
Boutros was impressed with the progress and asked for some pictures of the construction for
possible inclusion in the next CTC annual report.
CTP West County Workshop: September 20, 2014
The fourth CTP in-person public workshop was held at 1:30p.m. at the Richmond Convention

TriLink Finding and Delivery Options: September 22, 2014
Martin Engelmann, Ross Chittenden, Randy Carlton and I met with Brian Dowd and Kent Marshall
of Granite Construction and Kevin O'Brien of Bank of America Merrill Lynch to discuss strategies
to deliver the SR 239/TriLink project as a Public Private Partnership (P3) project. We continue to
explore options to advance the delivery and financing of this important project.
CTP West County Workshop: September 22, 2014
The fifth and final CTP in-person public workshop was held at 7:00 p.m. at the Hercules
Community Center. Approximately 30 people attended. Hercules Mayor Myrna De Vera
welcomed the attendees, and Vice Mayor Sherry McCoy gave introductory remarks. This was
followed by Martin Engelmann’s slide presentation and public comment.
Telephone Town Hall Meeting: September 23, 2014
In accordance with the Public Education and Outreach Plan for the 2014 CTP update, CCTA
hosted its first telephone town hall meeting – one of our new ways of communicating with the
public. At one point, there were 4361 people on the call listening to the session. We had more
than 250 people stay on the call for over 40 minutes and were able to answer 24 questions in the
60-minute event.
Bay Area Council Economic Institute: September 24, 2014
Martin Engelmann, Ross Chittenden, Linsey Willis and I participated in a conference call with the
Bay Area Council Economic Institute. We are looking for a study to show how the investment in a
transportation corridor such as SR 4 will generate an uptick in the local economy for future
generations to enjoy. There are studies that show how many short term jobs are created during
construction by the investment. We would like to look to see if we can predict the local
economic growth after the dust settles from construction.
Caltrans E-76 Training: September 24, 2014
Peter Engel and Ivan Ramirez attended a training in San Jose on process and requirements for
submitting and obtaining an E-76. An E-76 is the “Request for Authorization” to proceed on a
federally funded project administered through Caltrans on FHWA projects.
Remy Goldsmith: September 25, 2014
Remy Goldsmith, District Director for Senator Mark DeSaulnier, visited our office to introduce
herself. Ms. Goldsmith has been on the job for a few months.
CTP Presentation to West County Mayors Conference: September 25, 2014
The West County Mayors met in Hercules and received a presentation from Martin Engelmann
on the Draft 2014 CTP.
Streetline Presentation: September 26, 2014
Jack Hall, Linsey Willis, and I met with officials from Streetline. Joe Enke, City of Martinez Senior
Civil Engineer, and Ramin Bolourchian from Caltrans, also attended the meeting regarding the

close-out the construction phase for the Pacheco Transit Hub and beginning of the maintenance
and operation phase of the project. Streetline officials explained the how the various
applications work for the system. As the system matures, Streetline will develop any specialized
reports that the City or Caltrans are interested in. Ramin works in the TMC at Caltrans and he
was there to work with us to display the number of vacant parking spaces on the various
changeable message signs near the Transit Hub.
San Joaquin Joint Powers Authority (SJJPA) Board Meeting: September 26, 2014
Peter Engel attended the SJJPA meeting in Hanford, California. The SJPPA Board will provide
policy direction for the San Joaquin Amtrak service from Oakland to Bakersfield. Don Tatzin
represents CCTA on the SJJPA Board. The main topic of discussion was the transfer agreement
between Caltrans and the SJJPA. The transfer agreement will provide SJJPA management and
policy authority for the service. The agreement is anticipated to have the first phase signed in
December giving SJJPA authority to begin planning and marketing activities. A second phase,
expected in early 2015, would transfer the balance of activities to the SJJPA.
SR4/SR 160 Connector Ramp Project Partnering Meeting: September 29, 2014
Ivan Ramirez, Ross Chittenden and I met with team members from the contractor RGW
Construction and the partnering consultant GLA. This was our first partnering meeting on the
project. There were some issues we discussed in depth. The first was imported borrow. The
project needs dirt to build the embankments. Caltrans staff has made some changes in the
requirements for documentation and testing frequency for imported borrow that has not
appeared on other “State” run projects. Ivan is working on this issue. The second was
winterization of the project. The contractor is erecting their falsework and may need to revise
their approach to the foundations. They are working on this issue. The last major issue was the
schedule. The project started on time with the subcontractor making progress on the cast-indrilled-holes (CIDH) pile work which was identified as an early risk. However, currently the
project schedule has slipped a bit and we are working on getting the project back on schedule.
CTP Presentation to the East Contra Costa Collaborative (EC2 ): September 30, 2014
Martin Engelmann and Ross Chittenden attended a meeting of EC2 in Antioch. Representatives
from East County businesses, local jurisdictions, and Non-Governmental Organizations were in
attendance to receive a presentation from Martin Engelmann on the Draft 2014 CTP.
New Employee Stephanie Hu: October 1, 2014
Stephanie Hu, Associate Engineer, started work at CCTA on October 1st. Ms. Hu has a Master’s
degree in Civil and Environmental Engineering, and has over 12 years of professional experience
with a large engineering firm and a wide range of experience on local street improvement
projects, and transit and freeway interchange projects.
Autonomous Vehicle Test Bed Press Release: October 1, 2014
Linsey Willis released the news that CCTA with the City of Concord, Mercedes-Benz and the US
Navy had signed an agreement forming a partnership to test Autonomous Vehicles at the
Concord Naval Weapon Station. The location is the largest secure test site in the United States.
This started a series of requests from the media for more information.

Regional Planning Committee (RPC) Meeting: October 1, 2014
The quarterly RPC meeting was held in Oakland at MTC. Martin Engelmann attended as the
representative of the CMA Planning Directors.
Tom Curry Interview: October 2, 2014
I was interviewed by Tom Curry, who writes for “The Container” for Congressional Quarterly/Roll
Call in Washington DC, about the test bed. The interview has been printed in two parts. Tom
was interested in why CCTA developed the test bed and what tests would be performed.
Gabe Nelson: October 2, 2014
I was interviewed by Gabe Nelson of Automotive News. He was very interested in the test bed
for Autonomous Vehicles in Contra Costa. The article will be published shortly.
East Bay EDA Executive Committee Meeting: October 2, 2014
I gave a speech at the EBEDA Executive Committee meeting about the update of the Countywide
Transportation Plan, polling results and next steps. Art Dao, Executive Director ACTC, spoke
about his upcoming ballot measure and Randy Rentschler, Legislation and Public Affairs Director
for MTC, gave the committee a sneak peak of the latest jobs, housing and congestion results. If
we go to the ballot in the near term, we should get a support vote from the EBEDA.
City of Orinda: October 2, 2014
Janet Keeter, City Manager, Chuck Swanson, Public Works and Engineering Services Director, and
Dennis Fay, Orinda Citizens Infrastructure Oversight Commission met with Ross Chittenden,
Martin Engelmann, Linsey Willis and I to discuss the Countywide Transportation Plan and how to
make sure their projects are in the plan. Martin gave them a great overview of the process.
They will send us a letter with their projects and go the website
www.keepcontracostamoving.net and make sure they submit their requests there too.
Contra Costa Mayors Conference Meeting: October 2, 2014
I gave a short update on the CTP. I asked for the attendees help to make sure we are getting a
comprehensive list of transportation needs from the various area of Contra Costa County.
HNTB THINK: Infrastructure Forum: October 3, 2014
I moderated a panel at HNTB’s THINK: Infrastructure Forum in San Francisco. The panel
consisted of Alix Bockelman, MTC, Tilly Chang, SFCTA, Carolyn Gonot, Santa Clara VTA, Greg Le
Frois, HNTB and Jim Wunderman, Bay Area Council. The two-hour forum focused on three areas.
The first was how the public and private sectors can better work together. The second was how

technology best can bring together the elements of success. The last was how best to
communicate the economic benefits of transportation improvements to the public. There were
25 transportation experts invited from all over the Bay Area who participated in the forum.
HNTB will produce a summary of the discussion.
Bay Trail Connection Meeting: October 6, 2014
I attended a meeting in Richmond to discuss the development of a Bay Trail connection east of
the Richmond/San Rafael Bridge. The meeting included representatives from the City of
Richmond, Trails for Richmond Action Committee (TRAC), and representatives from MTC/BATA,
including Richmond Council Member/CCTA Commissioner Tom Butt, MTC Commissioner/CCTA

Staff Out-of-State Travel – Prior Reporting Period
As reported in September, Peter Engel attended a special one-day session in Branson, Missouri
on transit ITS as it pertains to seniors, veterans, and people with disabilities, which was
sponsored by the Federal Transit Administration. Expenses for the trip totaled $955.21.

of interest to the Transportation Authority:

Received a presentation from Martin Engelmann, CCTA Deputy Executive
Director, Planning, on the update to the Countywide Transportation Plan (CTP).
2.
Received a report from Ray Kuzbari on his proposal to use Measure J Line 28a
funds for project purposes.
3.
Received a 2014 Program Update from Lynn Overcashier, 511 Contra Costa
Program Manager.
4.
Received an update from the TRANSPAC Subcommittee (Durant, Pierce, and
Mitchoff) on the Executive Director Recruitment process which had been
approved for public noticing at a special TRANSPAC meeting on July 24, 2014.
5.
Received an update from the TRANSPAC Subcommittee (Durant, Pierce, and
Mitchoff) on the status of the Joint Powers Authority (JPA) process.
