Did You Know...
On July 22, 2014, Governor Andrew Cuomo signed a bill that provides unpaid interns
with the same workplace protections as paid employees under the New York State
Human Rights Law?
Effective immediately, it is unlawful for employers to discriminate, harass, retaliate, or otherwise engage in unlawful employment practices against unpaid interns and applicants for internships with respect to: hiring, discharge, or terms or conditions of employment based on their age, race, creed, color,
national origin, sexual orientation, military status, sex, disability, predisposing genetic characteristics,
marital status or domestic violence victim status.
The new law also prohibits sexual harassment, and prohibits employers from retaliating against interns for opposing prohibited practices or for filing a complaint, testifying or assisting in a proceeding
brought under the New York State Human Rights Law.
The Act defines the term “intern” as “a person who performs work for an employer for the purpose of
training under the following circumstances”:
•
The employer “is not committed to hire the person performing the work” (the intern) at the conclusion of the training period;
•
The employer and the intern agree that the intern “is not entitled to wages for the work performed”;
and
•
The work performed “(1) provides or supplements training that may enhance the employability of
the [intern], (2) provides experience for the benefit of the [intern], (3) does not displace regular
employees, and (4) is performed under the close supervision of existing staff.”
Employers who hire or anticipate hiring unpaid interns should revise their equal employment opportunity, anti-discrimination, and anti-harassment policies to include the new protections for unpaid
interns, and should conduct comprehensive anti-harassment training for managers.

Cleanup programs on Governor’s
2015 agenda
Reform of the brownfields cleanup program and reauthorizing the state superfund program are
two priorities for the Cuomo administration in the coming year, Basil Segos, the Governor’s environmental advisor told attendees at The Business Council of New York State’s Annual Environment Conference.
Segos told the gathering that limiting the remediation credits to actual cleanup costs, creating
new credits of eligibility to favor sites whose cleanup costs exceed the property’s value, where the
property is vacant or under-utilized and credits in areas with high poverty and unemployment
levels will all be part of the Governor’s proposal to extend the program begun in 2003.
This program expires at the end of 2015 and extending it has been a priority of The Business
Council for several years. Since the program began some 150 projects around the state have received cleanup credits and another 250 projects are currently in the program.
Conference attendees representing businesses across the state expressed concern that there be
provisions in the reform proposal for projects already under consideration. Last year, the Governor and the Legislature agreed to extend the current program to March 31, 2017, but Sego says
another extension is not the solution.
“We have to start thinking about a ten year program again. We’ve got to think about the reforms
again because an extender doesn’t buy us much.
“Make no mistake, the challenge of balancing the economy and environmental protection is no
small undertaking. After we get past this thing on Tuesday (Election Day), life will get a little
easier again and we’ll be able to start communicating again on more rational terms,” said Segos.

Cayuga Milk Ingredients in Aurelius hosted the Economic & Community Development Session in October.
They produce high-quality milk products from the excellent milk provided by local farms. After a welcom from
Plant Controller, Tim Gaul, CMI graciously accommodated the Leadership Cayuga in their training area for
the day.
This session focused on an economic overview of Cayuga County, as well as an understanding of major local
economic drivers, such as agriculture and tourism. The class heard from community leaders who work in arts
and industry, as well as the experts charged with managing an inviting economic climate for new and continuing businesses.
The Leadership Panel on Economic & Community Development included Nancy Ansteth; Auburn SCORE, Andrew Fish’10; Cayuga Economic Development Agency, Jennifer Haines ‘04; City of Auburn Office of Planning
and Economic Development, Stephen Lynch; Cayuga County Office of Planning and Economic Development,
Maureen Riester ’09; CEDA, Benjamin Sio; CenterState CEO, Meg Vanek; Cayuga County Office of Tourism,
Doug Ververs ’06; Cornell Cooperative. Ben Sio, Director of Public Policy for Centerstate CEO, provided a
more global perspective of economic development from the greater Syracuse area.
The Leadership Business Panel addressed the realities of running a business in our county. Panelists included
Donna Lamb, executive director; Schweinfurth Memorial Art Center, Eric Ridley; general manager of Hilton
Garden Inn, Gregory Tones; CEO of Sweet Penelope Farms and Gregory Wrona; director of administration for
D&W Diesel.
After panel discussions about business, the class reviewed the concept of another type of capitalism: social capital. They explored the economic and social value that comes from relationships and interactions within and
between social groups. Monika Salvage ’09, community volunteer and CEO of communicate this! joined the
class to talk about the impact one person can have on a community once he or she makes the decision to step
up and take action. Whether it’s about addressing an injustice or realizing a dream to run a business, leaders
don’t wait for someone else to do something. They act. Monika shared her own experiences, and encouraged
the class to be empowered to action, building on their experiences in Leadership Cayuga.

Cayuga Tourism Bureau brings on New Board Members
Two new board members were appointed to the Cayuga County Convention and Visitors Bureau Board
of Directors at their regularly scheduled board meeting held November 4, 2014 at the Plaza of the Arts in
downtown Auburn. Linda Eldred was elected to complete a term ending in June 2015, after which she will
be eligible to serve three additional two-year terms. Mrs. Eldred and her husband, Doug own Strawberry
Fields U-Pick Hydroponic Farm located on Route 20 west of Skaneateles. Strawberry Fields is a member
of the Finger Lakes Sweet Treat Trail, promoting locally grown and produced sweet treats such as fruits,
syrups, jams, jellies and honey.
In addition, Gino Alberici was appointed by the Cayuga County Legislature to fill the ex-officio seat held
by the Cayuga County Parks Commission. A retired teacher and coach, Mr. Alberici serves on the Parks
Commission and has always been active in the community, previously serving on the Auburn School
Board, Owasco Town Board, the YMCA Board of Directors and co-chairing the United Way drive with his
wife, Maxine.

We are about midway through this year’s United Way campaign, and I couldn’t be more proud of my colleagues in
IGNITE and the energy and hard work they’ve demonstrated. I am also heartened and excited to see how open and
generous this community has been with its time, allowing IGNITE members and United Way staff into their workplaces
to talk about the value of United Way in our community.
IGNITE members have become involved in so many aspects of this year’s effort. We scripted, edited and starred in this
year’s campaign video, along with representatives from several of the agencies United Way supports. We redesigned the
United Way’s website to make it more user friendly. We’ve been at every workplace presentation (about 30 at this writing).
We’ve spearheaded a new program to help small businesses that want to participate in the United Way effort. While our
role as campaign chair puts us at the head of the campaign committee, IGNITE members have also been involved in the
marketing and allocations committees. And, of course, we hosted the first-ever Community Thank You Day.
The brainchild of IGNITE Steering Committee member Maureen Reister, Community Thank You Day offered a chance
for the entire community to get to know the agencies United Way supports. It was a chance for agencies to thank the
community for its support through United Way, and an opportunity for those served by United Way programs to express
their gratitude by filling out thank you cards, which were displayed throughout the event. Food, drink and lots of family
friendly crafts and activities were available throughout the event, thanks to the agencies and the many sponsors, including Owen Orchards, Sweet Penelope Farms and so many more. Attendees were treated to live music, courtesy of Perform
4 Purpose, and Jane Stebbins of GoodTime Charlie’s DJ Service donated her time, filling Exchange Street with even more
music.
I can’t say enough how proud I am to work with Maureen, who hatched the plan and made it reality, Jon Wilcox, who
organized the activities and agencies, Christina Calarco-Lukins, who brought an entire team of cheerleaders to man
tables and volunteer throughout the event, Felicia Franceschelli, who secured the tables we needed, and the entire
IGNITE steering committee, for volunteering time on a beautiful Saturday afternoon to make the event a success. And of
course Carrie Collins-Fedell and Chrissy Derleth were a pleasure to work with throughout the planning of the event.
