This symposium will provide information on bio pathogens and the integrated response of the
medical, first responder and law enforcement communities.
Subject matter experts from the FBI, US Dept. of Homeland Security, PA Dept. of Health, PA
National Guard and medical professionals will identify, and with the audience explore the diagnosis,
investigation and treatment process of the patient/population and the subsequent law enforcement
response if the incident is defined to be a criminal/terrorist event.
The symposium is free of charge with a working lunch. Continuing education credits are available
for physicians, registered nurses, emergency medical service personnel and educators.

Jeffrey Backer, Director - Planning and Operations Division, Bureau of Public Health Preparedness, PA Dept. of
Health
Mr. Backer will discuss Pennsylvania's capabilities with the respect to the Bio Annex to the National Response Plan.
Charles F. Barbera, MD, MBA, FACEP, Chairman, Dept. of Emergency Medicine – Reading Health System
Dr. Barbera will speak about emergency room and hospital operations when confronted with a terrorist or non-terrorist
related bio pathogen.
Kevin Bosch, Special Agent - Federal Bureau of Investigation
Special Agent Bosch will speak on the role, responsibilities and authorities of the FBI in a suspected or known criminal
bio attack and the FBI’s capabilities locally and nationally. He will speak about the joint Crim/Epi investigative model
and evidence handling, processing and chain of custody matters. He may draw upon specific cases, incidents and
threats.
Major Russ Flick, Commander, Civil Support Team (CST), PA National Guard
Major Flick will discuss the CST’s immediate, deployable capabilities in a hazardous material incident or in the event of
the use of a Radiological, Nuclear, Chemical or Biological Weapon of Mass Destruction.
Selwyn “Jamie” Jamison, Bio Terrorism National Program Manager - Federal Bureau of Investigation
Mr. Jamison will speak on the National Policy and the National Strategy regarding the bio threat. He will focus on specific
national initiatives to counter a biological attack. He will identify and describe efforts to build capabilities across the
country and will speak on national security staff efforts to maintain awareness of bio threats and to coordinate the bio
agent threat response.
Julia A. Kiehlbauch, Ph.D., D(ABMM), Director - Bureau of Laboratories, PA Dept. of Health
Dr. Kiehlbauch will discuss a variety of potential bio pathogens including those organisms traditionally associated with
biological terrorism, and other agents that might be used as a weapon, and those that are emerging as potential agents
of concern. She will discuss how these agents might be used with respect to a scenario involving a health care
institution and methods that might be used to identify them in a situation. She will also offer considerations for situations
precipitated by potential terrorist actions.
Bill Ryan, Protective Security Advisor - US Dept. of Homeland Security
PSA Ryan will address common vulnerabilities concerning security at hospitals, and associated protective measures to
reduce those vulnerabilities.
Irshad Shaikh, MD, PhD, MPH, Director - Bureau of Epidemiology, PA Dept. of Health - or –
Jeffrey R. Miller, MD, MPH, CDC Career Epidemiology Officer - PA Department of Health
Dr. Shaikh or Dr. Miller will discuss the epidemiologic investigation and response that occurs in an outbreak. He will also
discuss the process of investigation that is used to provide information about the origins of an event, and will describe
how a health care facility might interact with the Department of Health during an investigation.
