“The Newest Opium War:
The Epidemiology of
Prescription Opioid Misuse”
Dr. Lewis Nelson is an Emergency Physician
at Bellevue Hospital Center and New York
University Medical Center. He is a member of
the Editorial Board of Annals of Emergency
Medicine, an author on over 100 peer reviewed
publications and numerous textbook chapters,
and an editor of Goldfrank’s Toxicologic
Emergencies, the premier textbook of Medical
Toxicology. His interests include medication
safety, alcohol withdrawal, and opioid misuse.
0845 Keynote
The Newest Opium War: The Epidemiology of
Prescription Opioid Misuse
The ever-increasing epidemic of prescription
opioid misuse, abuse, addiction, and death that
we are witnessing in both the US and Canada,
is sparing the majority of the world. Legislators,
regulators and healthcare providers in our
countries are each doing their part to understand
and ameliorate the devastating personal and
public health effects, while attempting to allow
access to these medications for those whom they
are deemed effective. The balance of providing
quality healthcare with protecting the public
health is complicated by competing influential
constituencies (pain and addiction), regulatory
inconsistencies, and perverse incentives. This talk
will highlight how we created this epidemic and
where we currently stand, as well as some of the
potential solutions that are being implemented or
considered.
Location: LIBIN Theatre

This moderated panel discussion will feature two
experienced medical toxicologists discussing
management of common toxicologic issues
such as toxin-induced seizures and the agitated,
delirious patient. It is geared towards medical
professionals at all levels of experience. Ample
time will be provided for audience members to ask
their own questions of the panel.
Location: LIBIN Theatre
Moderator: Fiona Garlich
Discussants: Lewis Nelson & Sophie Gosselin
1545 Closing Plenary
Not for Human Consumption: Incense, Bath Salts,
and Synthetic Marijuana
With advances in non-commercial synthetic
chemistry and with the help of easy information
availability on the Internet, illicit drug
manufacturers can stay steps ahead of regulatory
and drug authorities. Simple changes in a drug’s
chemical makeup produce not only changes in
the anticipated clinical effects but also allow
circumventing of controlled substances laws.
This talk will focus on the history of synthetic
“substitutes” for more conventional drugs of abuse
(such as for amphetamines and cannabis), discuss
some of the regulatory aspects, and describe the
clinical management of patients exposed to these
unpredictable substances.

About Padis
The Poison and Drug Information
Service (PADIS) provides a
comprehensive system of patient
care, education and research in the
fields of clinical pharmacology and
toxicology to the general public and
health professionals throughout
Alberta, Saskatchewan and the
Northwest Territories.
Formed in 1986, PADIS is one of
five provincial Poison Centres in
Canada. PADIS is staffed by a
multi-disciplinary group of health
professionals who are cross trained
in all areas and are supported
by Medical Toxicologists. With
intensive training and access to
critical resources, our Information
Specialists are able to treat, alert
and advise both health care
providers and the general public
under three distinct services:
The Poison Centre provides
emergency advice and information
about poisoning management and
prevention to both the general
public and health care professionals
throughout Alberta, Saskatchewan
and the Northwest Territories
24 hours a day, 7 days a week.
Approximately 70% of calls received
by the Poison Centre are managed
safely and effectively at home
without the need to refer to a health
care facility.
Drug Consultation for Health
Professionals Line provides
advice to healthcare professionals
throughout Alberta and the
Northwest Territories. Types of
calls include questions regarding
therapeutic use of medications,
adverse drug reactions, use of
drugs in pregnancy, lactation, and
drug identification. This service is
available from 0800-1615 Monday
to Friday, excluding statutory
holidays. Calls on this line are from
pharmacists, nurses, physicians,
midwives, paramedics, dentists,
dental hygienists, as well as other
health care professionals.
Medication and Herbal Preparation
Advice Line is dedicated to helping
patients make informed decisions
about their medications. Types of
calls include questions regarding
therapeutic use of medications,
adverse drug reactions, use of drugs
in pregnancy, lactation, and drug
identification. This service provides
advice to Albertans 24 hours a day,
seven days a week.
PADIS provides accurate, complete,
current and timely information about
drugs and poisons to the public and
health professionals. For patients in
a healthcare facility, PADIS partners
with the healthcare professionals
at the bedside to support patient
care throughout the patient’s entire
hospital stay. Our city-wide Medical
Toxicology consultation service in
Calgary covers the five acute care
hospitals and provides bedside
consultations by PADIS.
PADIS also operates a monthly
outpatient Medical Toxicology
Clinic at the Rockyview General
Hospital in Calgary where patients
with exposures to potentially toxic
substances such as metals (e.g.
lead, arsenic, mercury, cobalt,
chromium), gases (e.g. carbon
monoxide) and other hazardous
materials or requiring interpretation
of toxicologic testing already
performed are seen by a Medical
Toxicologist.
Finally, PADIS is a centre of research
in drug and poison information.
Original research findings have been
presented at many local, national,
and international conferences.
Areas of research interest include
the epidemiology of poisoning,
acetaminophen poisoning, antidotal
therapy, pediatric toxicology and
toxic alcohol poisoning. Our data
collection system provides the
capacity to monitor poisonings
and trends in poisoning, target
educational programs, recognize
groups at highest risk, and identify
high risk toxins.
