In addition, the inclusion of Incremental RTD EIM Transfer Energy when determining Real Time Offset Transfer amount. These configuration logic is specified within each document. The ISO anticipates implementation on or about 12/01/14 in order to support a 10/1/2014 production effective trade date. As this BPM content change will become effective prior to this PRR completing the BPM change management process, this PRR is being initiated as an emergency change. Is to eliminate a Settlement software duplication of a process for the qualification of minimum load cost (MLC) assessment in the event of binding shutdown that is performed by an upstream system. The upstream system’s implementation of binding shutdown condition – which does not have the same limitation as the Settlements software – will continue to reflect binding shutdown condition disqualification, via MLC value of zero. These changes will be isolated to the SUC MLC Precalculation, and will be implemented retroactively back to May 1, 2014. The anticipated implement date is 12/01/14. The terminated charge code was removed with the implementation of FERC order 764 and no longer applies to the settlement of UFE. This is a language only change and does not impact implemented configuration. As this content change will become effective prior to this PRR completing the BPM change management process, this PRR is being initiated as an emergency change. No Comments submitted; comment period expired 11/14/14 Post Recommendation The price for MSS net resources is missing when it’s Residual Imbalance Energy is not mitigated and residual bid price does not exist. An RIE formula common to all resources, whether MSS net, MSS gross, or non-MSS when the RIE is not BCR mitigated is to use the residual bid price, or if that does not exist then use the LMP price. This latter part was missed for MSS net resources. The suggested revised formula takes care of this issue. The ISO anticipates implementation on or about calendar date 12/01/14 with a retroactive 5/1/2014 production effective trade. As this content change will become effective prior to this PRR completing the BPM change management process, this PRR is being initiated as an emergency change. A revision to both versions of 6470 was posted on 11/4 to update configuration to appropriate granularity; both the RIE bid price flag and RIE Amount should be at bid segment level. Negative Billable Quantities would result in a payment to business associates via successor No pay charge codes (CC6124 and 6224) where No Pay should always represent a rescission of payments represented by a positive quantity Configuration changes associated with this effort have a retroactive effective date of 5/1/2014 with an anticipated implementation date of 12/01/2014. As this content change will become effective prior to this PRR completing the BPM change management process, this PRR is being initiated as an emergency change. Flexible Resource Adequacy Criteria and Must Offer Obligation (FRAC-MOO) creates a new RA product called flexible RA Capacity in order to manage and maintain the reliability of the grid. These RA program enhancements determines a flexible capacity requirement, establishes an allocation methodology, requires LSEs and suppliers to procure and show flexible capacity, validates flexible RA showing, establishes a Must Offer Obligation, & authority for backstop procurement. Configuration changes associated with this effort were mostly implemented on 9/30/2014 with incremental edits deploying on 12/01/2014. All changes have a prospective effective date of 1/1/2015. The effective trade date is retroactive to 5/1/2014 production for CC 6620 and 6630, and retroactive to 10/1/2014 for CC 66200. As this BPM content change will become effective prior to this PRR completing the BPM change management process, this PRR is being initiated as an emergency change. In response to valid dispute, the CG PC Real Time Price has been updated to calculate the FMM MSS Price based upon Pricing Nodes and Aggregated Pricing Nodes when internal generation exceeds internal metered demand. The ISO anticipates implementation on 12/01/14 in order to support a retroactive 5/1/2014 production effective date. A revision was posted on 11/14/14 to both versions of the BPM to adjust the MSS quantity configuration to ensure correct MSS Price is derived in subsequent calculations. The addition of the pass thru bill determinant (PTB) will impact CC8824 & CC8825 and be retroactive to the creation of each charge code effective 1/1/2010. As a result of the retroactive application, instead of providing a new version increment of the BPM, the ISO will be reissuing each BPM version to accurately reflect the new PTB variable back to the first version. As this BPM content change will become effective prior to this PRR completing the BPM change management process, this PRR is being initiated as an emergency change The configuration is anticipated to be deployed into production as part of Settlements December release on or about 12/01/2014. No Comments submitted; comment period expired 11/14/14 Post Recommendation The current implementation of the Persistent Deviation Metric (PDM) is producing incorrect results in specific cases, leading to an invalid trigger of PDM bid cost mitigation. The PDM was adopted on May 1, 2014, as part of the Bid Cost Recovery Enhancements. The changes made will ensure the PDM is applied correctly. These changes do not impact any successor calculations and will be implemented retroactively back to May 1, 2014. The anticipated implementation date is on or about December 01, 2014. As this BPM content change will become effective prior to this PRR completing the BPM change management process, this PRR is being initiated as an emergency change. These changes were implemented on November 1, 2014 as an emergency release with an effective trade date of November 1, 2014.
