At this time of year I often receive questions from parents and students regarding the process used in making determinations about school closings. Schools are dismissed early or closed due to inclement weather, or other emergencies, only when absolutely necessary for the safety and welfare of students and staff. The Le Roy Central School District resides in a snow-belt and most storms can be managed effectively. For this reason, please assume school will be open and encourage students to be prepared for their next day’s studies. Anticipate the possibility that busses may be delayed during rainy or snowy conditions and dress children appropriately for weather conditions. We understand that a decision to open or close school in bad weather will have an impact on our families. We consider many factors while making these decisions, including: • Current and projected weather conditions. • Road patrols by the Village, Town and District. Reports include the condition of local roads, sidewalks and parking lots, taking into account snow and ice, as well as other hazards such as downed trees or power lines. These reports also provide an assessment of the progress of snow clearing. • Director of Transportation report after gathering information about road conditions in local and surrounding areas. • Temperature and wind chill factors. The County Health Department recommends that we consider closing schools if the wind chill is expected to fall to -25 degrees or below. When it is necessary to close or dismiss schools for any emergency, including inclement weather, every effort is made to have announcements on local radio and television broadcasts by 6:30 a.m. The District will also post a notice on the District website, send an email/text/phone call message to subscribers. When the decision has been made to close schools or dismiss early, all evening school activities will be cancelled, including athletic practices and contests, club meetings, and any other student after-school activities. It is the responsibility of parents or guardians to make the final decision regarding school attendance. If parents feel the weather is too severe, they have the right to keep their child(ren) home. In this instance, it is essential that the parent contact the school to alert them of their child(ren)’s absence and to make arrangements for missed work. We should always be mindful of their sacrifice and service on behalf of all Americans. As your State Senator, I have always worked to support New York’s courageous veterans. Earlier this year, I honored a hometown hero at a State Capitol ceremony as one of the newest inductees of the Veterans’ Hall of Fame. While he enlisted in the United States Army decades ago, James Neider continues to serve veterans and their families to this day. He is a founder of the Joint Veterans’ Honor Guard and a tireless advocate for locating a National Military Cemetery to our region. During this year’s legislative session, I worked with my colleagues to enact new legislation to help advance educational and professional opportunities for veterans, as well as active service members and their families. The legislation seeks to help: • Ease the transition to a new school for children of military families that relocate as a result of change of duty station; • Lower the cost of higher education for veterans receiving benefits under the GI bills; • Offer military family members greater flexibility with professional licenses received from other states; and • Strengthen the supplemental burial assistance provided by the state to military families when a service member dies in combat or as a result of injuries sustained in battle. This legislation will build upon the new law, also enacted earlier this year, to help Service Disabled Veterans pursue successful new business ventures. Modeled after a successful Federal initiative, the law created a new contract preference for service disabled veterans, opening the door to major new business opportunities. More importantly, this new initiative will help to send a loud and clear message that when New York’s service men and women return home, they will be welcomed with the promise of economic opportunity. Last but not least, this year’s budget supported veterans in many ways. The final fiscal plan allocated $3.1 million for Veterans Assistance Programs. It also expanded eligibility for the Gold Star Parent Annuity, to remove the income requirement to receive this $500 annual state provided payment, and included a new measure for veteran businesses to be accommodated within the Department of Economic Development’s Entrepreneurial Assistance Program. Our veterans have sacrificed so much to serve our nation. We must always remember our freedoms have been fought for and defended by current and former members of the Armed Forces, many of whom made the ultimate sacrifice. While we owe them a debt of gratitude that can never truly be repaid, each one of these initiatives will help to show our appreciation for their service. CLOSED LE ROY PENNYSAVER & NEWS - NOVEMBER 23, 2014 LeRoy Moose Club - A Centur y Of Giving by Lynne Belluscio The LeRoy Moose Club was founded in 1914, when fifty men met in the meeting room on the second floor of Maloney Hall on the corner on Bank Street. The origin of the Loyal Order of Moose goes back to 1888 in Louisville, Kentucky when Dr. John Henry Wilson founded a men’s social club. Lodges were soon founded in Cincinnati, St. Louis and Crawfordsville and Frankfort in Indiana. But it didn’t seem to catch on, and in the fall of 1906, only the Indiana lodges remained. Then in October of that year, James J. Davis became a member of the Order. Davis was an interesting man. He was a Welsh immigrant who worked in the steel mills of Pennsylvania and became an active labor organizer. He saw the Order of the Moose as a way to provide a social safety net for the working class. He decided to recruit members and establish lodges throughout the United States and Canada. At the 1911 Convention in Detroit, Davis suggested that the Loyal Order of Moose acquire property for a school that would provide schooling and vocational training for orphans. The school would be built west of Chicago and would become known as Mooseheart. The Loyal Order of Moose assumed the financial support of the new school. By 1912, James Davis and a group of organizers had recruited half a million members and established 1,000 lodges in the United States and Canada. Lorie Matla, who has written a book about the LeRoy Lodge believes that it was James Davis who was in LeRoy in 1914 at the time the LeRoy Lodge was chartered. (James Davis served as United States Secretary of Labor from 1921 to 1930 under Presidents Harding, Coolidge and Hoover. He then was elected to the United States Senate were he served as the Pennsylvania Senator from 1930 to 1945. ) The LeRoy Lodge met in vari- ous locations around the Village, but eventually purchased property on Bank Street where the present building stands. By 1947, the Lodge had 500 members. On May 11, 1950, the Moose Club dedicated the Statue of Liberty to the Boy Scouts. It was one of 200 that were dedicated in celebration of the 40th birthday of the Boy Scouts. Today, about 100 of the statues remain. The LeRoy Lodge also supports Moosehaven, a retirement home in Orange Park, Florida. Today, the local lodge has over 300 members who raise money for community activities. Speaking of thanks, last year (November 24, 2013, LeRoy Pennysaver), I gave “Thanksgiving” to a variety of town, village and community staff and volunteers for assisting me a great deal at the half way mark of my term. This year, at Thanksgiving time, I was reflecting on how fortunate I have been to have such an outstanding board to work with. Over the last three years, they have amassed quite a list of accomplishments: - Maintained a consistent tax rate, despite declining revenue sources, without reducing services - Worked with EPA/DEC/Congressional leaders to remove old debris and continue testing at the former RR derailment site (special thanks to leadership from Councilman Stella) - Greatly enhanced our web site (with more improvements to come) for public information and transparency - Cleaned up budget indebtedness and received very favorable audits for such - Settled longstanding Water District issue in the Southwest quadrant (special thanks to leadership from Councilwoman Kelly Lathan) - Updated entire Town Code - Established a highway equipment replacement schedule with proper reserve budget allocations (special thanks to leadership from Councilman Dave Paddock) - Consolidated positions through attrition and hired new personnel (special thanks to leadership from Councilman John Armitage) - Assisted with financial and work service support for community celebrations such as the Bicentennial, LeRoy night at Dwyer Stadium, and Oatka Festival - Increased budget support toward adult and youth recreation and cemetery repairs This is just a short list of your board’s efforts over the last three years. We are still working on a revision to the Comprehensive Plan, renovations to the Steam Shovel, EDC Commercial Project (special thanks to leadership from our County Legislator Shelley Stein), and reducing operating costs in several other areas.
