Adjudicator-General
Reporting to the Chief Ombud, the role of the Adjudicator-General is to provide strategic leadership across the core regulatory and Dispute Resolution
functions of the CSOS. The successful candidate will be tasked with setting up this functional stream, developing a rigorous and efficient Dispute
Resolution model, a registration and investigations unit, as well as developing all policies and regulatory frameworks and regulations to ensure an
effective complaints process is in place. The Adjudicator-General will preside over, judge and help arbitrate legal disputes pertaining to community
schemes disputes and will determine the appropriate course of action for claims and settlements.
Requirements: • Advanced legal degree • LLB • Additional postgraduate Management degree, eg MBA or MPA is preferred but not compulsory
• 10 years’ management experience at the level of Director or COO • Experience in a service-oriented Government agency or similar • Working
knowledge of the PFMA, Companies Act, Governance Report – King 3 • Thorough knowledge of Corporate Law, Dispute Resolution, Commercial
Law and Law of Contract • Ability to interpret financial statements • Knowledge of business and performance measurement (strategic, operational
and financial) • Must be able to travel nationally • Meticulous • Assertive.

Board Secretary
Reporting to the Board directly and indirectly to the Chief Ombud, the incumbent will be expected to advise the CSOS Board on governance and
legal issues and ensure the effective, proper and efficient functioning of the Board and all its sub-committees. He/she will provide secretarial services
to the Board, ie minute-taking and reporting, compilation and distribution of documents, important document filing and security of information and
management of documents on the organisation’s Document Management System.
Requirements: • Recognised legal and/or advanced B degree • 10 years’ secretarial experience at Executive level • Experience working with
senior and influential thought leaders and decision makers • Knowledge of relevant legislation (PFMA, Treasury Regulations (or Companies Act))
• Knowledge of Corporate Governance (Protocol on Corporate Governance in the Public Sector, King II and III, governance best practice) and the
role of key corporate leadership positions, ie Board Chair, CEO, etc • Service orientation. (Ref. ????????)
Corporate Legal Manager
Reporting to the Adjudicator General Officer (AGO), the incumbent will be expected to provide Corporate legal advice to the Chief Ombud and the
Board as well as on request, to all Officers. Key functions include providing legal advisory notes on a range of Corporate and business-related issues
such as contracts, litigious matters, labour matters, trademarks etc, as required, as well as drafting and managing legally sound contracts within
the CSOS.
Requirements: • BProc/BCom LLB • Master’s degree is an added advantage. Postgraduate qualifications in Public Law will be a recommendation
• Admitted practising Attorney or Senior Council keen to transition into Corporate Law • 5-7 years’ management/Corporate Law experience as a
Senior Manager • 2-3 years Prosecution experience or in having managed own legal practice • Self-starter • Customer orientation • Meticulous.

Human Resources Manager
The successful candidate must ensure the CSOS is a high performance organisation by developing, implementing and managing the HR Strategy
and plans (wellness, CSI, leave management, etc), and taking responsibility for organisational Management and Governance, as well as Compliance,
Monitoring and Reporting. He/she must ensure performance management is compulsory and delivered through Line Management, and oversee
financial management/oversight and compliance.
Requirements: • Recognised Bachelor’s degree or equivalent qualification (minimum) • HR-specific qualification is preferred • 5 years’ experience
in an HR management role • 10 years’ collective experience in the HR field • Thorough knowledge of labour legislation • Advanced knowledge
of Human Resource practices with a distinct focus on Talent Management • Excellent Human Resource practice skills as a specialist and/or at a
strategic level • Analytical ability • Excellent change management skills • Discretion.

Manager: Information Technology
The incumbent will align the CSOS agency’s information management (information management systems) and information technology (as enabler)
with the strategic direction and establish a secure, stable and reliable IT environment, (98% uptime), including Business Continuity, BPR and IT
recovery processes. Further role functions include identifying and mitigating all IT-related risks and proactive maintenance planning and scheduling
of regular maintenance projects.
Requirements: • Advanced technical degree in the field of Computer Science or Business Administration • Master’s degree is an added advantage
• 5-10 years’ experience working in a similar environment directing IT operations • Proven experience in IT planning, BCP, Governance, organisation
and development • Advanced knowledge of ITIL as well as the recent Corporate Governance of Information and Communication Technology (CGICT)
framework is an added advantage • Considerable knowledge of business theory, business processes, management, budgeting, and business
office operations • Experience with systems design and development from business requirements analysis through to day-to-day management
• Exceptional customer orientation • Ability to motivate and manage a team.

Strategic Planning & Reporting Manager
The role of the Strategic Planning & Reporting Manager is to ensure the smooth running of the office of the Chief Ombud’s (CO) operations. This will
include providing executive assistance to the Chief Ombud in drafting the CSOS’s 5-year Strategic Plan (its annual updates) as well as the Annual
Performance Plans in line with National Treasury Guidelines, and taking responsibility for all statutory quarterly reporting to the Board and Executive
Authority. The Strategic Planning & Reporting Manager will be directly accountable to the Chief Ombud.
Requirements: • Degree in Business Admin, Planning, or Public Admin/Office Management • Postgraduate qualifications are preferred
• Understanding of protocol matters with regard to Government, parliament and other key stakeholders • Knowledge of administrative and document
management systems • 5-10 years’ progressive experience as a Strategic Planning Manager in an executive office management environment
• Strategic thinker with advanced technical planning skills • Ability to run a strategy making session with stakeholders and the Board • Detailed
research ability • Attention to detail/accuracy.

Internal Audit & Risk Manager
Reporting to the Chief Ombud, the role of the Internal Audit & Risk Manager is to develop and implement the CSOS audit and enterprise-wide risk
management strategy in a manner that fulfils the mission and strategic goals, while complying with legislation and accreditation standards related to
audit and risk management. The incumbent will identify, analyse and prioritise risks on a quarterly basis as well as conduct internal audits and develop
action plans with Executives in each work stream to ensure that the CSOS obtains a clean external audit.
Requirements: • BCom degree/BCompt and CIA • Postgraduate qualifications are preferred • IT audit experience is an added advantage
• 10 years’ internal audit and risk experience at senior level • Understanding of protocol matters with regard to Government, Parliament, and other
key stakeholders • Knowledge of Operational Systems • Knowledge of administrative and document management systems • Knowledge of the
National Treasury Regulations on Strategic Planning and reporting guidelines • Auditing experience in a Government agency environment • Ability to
add value to the team through improvement plans • Professionalism.
