The small city of Harstad (Northern
Norway) is in desperate need of a new
city hall. The public library has also
outgrown its facilities and the discussion
is now on going in the local area, about
what to do. My project discusses the
possible combination of these two some
what different functions, and I have
chosen a site right on the shore front.
I want to try to use architecture as a
way to make the distance between the
city administration (municipality) and the
public smaller.
Shore front street
The concept of the project is to
strengthen the existing shore front
promenade, and to make it a two sided
street by putting some of the important
functoins of the library and city hall,
on the water. My vision is that more
and more pavillions can be put along
the shore front, to make the street
longer. This new building wants to be
a generator for Harstads identity as a
coastal city, and a place for the public
to be. A totally new urban setting in
the heart of the (some what) dying city
centre)
