Capitol Hill
On October 25, the National Insulation Association (NIA) and the International Association of
Heat and Frost Insulators and Allied Workers,
through their alliance, held the first-ever Mechanical Insulation Industry Showcase in the
Rayburn House Office Building on Capitol Hill
in Washington, D.C. NIA and the International
used display materials and insulation samples to
illustrate the functions and benefits of mechanical insulation, and the Mechanical Insulation
Design Guide (www.wbdg.org/midg/) Simple
Calculators were demonstrated live to show how
easily mechanical insulation’s benefits can be
quantified.
The Showcase was sponsored by House Manufacturing Caucus Co-Chairs Representatives
Don Manzullo (R-IL) and Tim Ryan (D-OH), also
original cosponsors of the Mechanical Insulation Installation Incentive Act (H.R. 2866/S.
1526). After his introduction by NIA President
Alec Rexroat, Rep. Manzullo praised H.R. 2866
and the Montana Insulation Assessment Pilot
Program in his welcoming remarks. He pointed
out that the bill will “help the commercial and
industrial sectors invest in mechanical insulation and create much-needed jobs in one of the
hardest-hit industries.”
H.R. 2866/S. 1526 would create up to a 30

percent tax deduction to encourage commercial and industrial entities--like manufacturing facilities,
office buildings, schools, hospitals, power plants, hotels, and universities--to go beyond minimum
mechanical insulation requirements in new construction and retrofit projects and increase their
maintenance activities. Conservative estimates indicate that over a 5-year implementation period,
this legislation could save $35 billion, reduce 170 million metric tons of CO2, and create more than
25,000 jobs for skilled craftsmen in all 50 states within weeks or months, not years. While similar
incentives have been developed for walls, roofing, windows, lighting, and other energy efficiency
options, there are no existing tax incentives tailored for mechanical insulation. For more information

Rep. Manzullo also noted the
Montana pilot program’s results:
“Preliminary estimates indicate
energy savings are about 6 billion
Btu annually. The resulting overall
payback was just four years, with

proud to have introduced legislation promoting this important
energy- and cost-efficient initiative.”

their natutal habitat setting. The Sadler’s have

for their conference demonstration.
SEICA would like to thank SWICA for generously lending a piping mockup from the Craft
Competition for SEICA’s fall tabletop meeting at
Grove Park Inn, in Asheville, NC. The mockup
was used (as well as a duct mockup) for an
insulation installation demonstration during
the tabletop exhibit. A number of insulation
materials were used, as well as techniques
demonstrated. It was a great way to compare
techniques among insulation contractors and
to discuss material options--and to include the
major insulation suppliers in this best-practices
dialogue.

Mechanical Insulation Smartphone App
We’re also proud to announce our first-ever mechanical insulation smartphone application: the
Mechanical Insulation Financial Calculator. Based on the Financial Returns/Considerations Simple
Calculator in the Mechanical Insulation Design Guide (MIDG), this app helps you quickly determine
the financial returns related to investments in mechanical insulation. You can use it for an overall
project or a small investment, such as insulating a valve or replacing a section of insulation. The app
is available for Android phone users in the Android Market--just search for “mechanical insulation.”
New Simple Calculator
In addition, we’ve updated and added to the suite of MIDG Simple Calculators. The new Personnel Protection Calculator for Horizontal Piping can help you figure out how long someone can come
into contact with a surface above 140°F without suffering second- or third-degree burns. In addition,
the Temperature Drop Calculator has now been split into two, one for air ducts and one for hydronic piping. You can find all the Simple Calculators at www.wbdg.org/midg.
