1. BACKGROUND
The Agaseke project is One-UN project which have been initiated to empower poor and vulnerable
women from the City of Kigali and its suburbs and to provide them with skills for sustainable livelihoods.
The Programme will also contribute to developing IBANGA Cooperative Union’s organizational,
managerial, and marketing skills and as well as the sales capacities of the primary cooperatives.
The first phase of the project began in 2007 as a partnership between the City of Kigali, Imbuto
Foundation (Office of the First Lady), RDB (former RIEPA), and later with the One UN, which provides
technical and financial support. The programme’s duration is 3 years from October 2010 with a total
budget of USD 2,223,600.
The programme has resulted in exchanging the socio-economic wellbeing of 2,000 previously poor and
unskilled women of Agaseke cooperatives in the City of Kigali. The programme has also helped
beneficiaries enhance their weaving and life skills (HIV and SGBV prevention, and human rights) as well
as generate income (like kitchen gardens and Greenhouses). Participants have been facilitated with food
rations during training period for six months.
The project Objectives
The overall objective of the project is to economically empower 2000 women and improve their
livelihoods through weaving production and marketing. Specific objectives include:

To strengthen the skills of women participants in weaving production and access to markets;
To build women’s capacity in business entrepreneurship;
To create more employment and reduce poverty among women with low literacy level;
To use the project as a tool to promote peace, unity and reconciliation.
2. Scope of Work:
The scope of the evaluation for this project reflects the diverse range of activities as defined in
the Project work plan. Three main elements to be evaluated are Delivery, Implementation and
Finances. Each component will be evaluated using three criteria: effectiveness, efficiency and
timeliness.

Methodology
The appropriate methodology to be used will be suggested by the consultant in a proposal, but
should, at the minimum, provide for adequate participation of key stakeholders in UN agencies
and the City of KIGALI. It should also include a significant element of quantitative analysis,
evidence based findings and an emphasis on making clear recommendations.

Obligation.
The final reports should provide in English as other all reports and should include the following:
Executive Summary
A part from a comprehensive consultancy report, the Individual National Consultant is requested
to produce a clear and well written three to five page summary bringing out the main findings
and recommendations from the report highlighting the achievement of the Agaseke Promotion
project, the situation of the beneficiaries before and so far in the project implementation and
should clearly give the project way forward. This will guide the presentation for stakeholders’
workshop to validate the findings of the reports.
Conclusion and Recommendations
Prioritized list of recommendations and responsibilities with particular reference to how the
project have been implemented and it impact to the beneficiaries at different levels.

Annexes

Duration of work
Period of assignment: 6 weeks (30 working days) staring from the date of contract signature by
both parties.

The Contractor duty station will be Kigali and he/she will required to make site visit in three
Districts (GASABO,KICUKIRO & NYARUGENGE) to consult different stakeholders
Requirement for qualification and experience
Candidates must demonstrate the following qualifications and experience:

Master's degree in project management, with experience of 5 years of practical experience in
this field or related disciplines such as Public Policy, Business Administration, Political
Economy, Development Studies or other related areas from a recognized university; or
Bachelors’ degree with 15 years of experience in undertaking Project evaluation;

Scope of price proposal and schedule of Payment

Proposals must be expressed in lump Sum Amount which must be all –inclusive. All costs
(professional fees, travel costs, living allowances, communications, consumables, etc) that could
possibly be incurred by the contractor, must be factored into the final amounts submitted in the
proposal. Note that the contract price is fixed regardless of changes in the cost component.
Payment shall therefore be made according to the following deliverables:
Thirty per cent (30%) after the submission and the acceptance of the Inception report;
Thirty per cent (30%) after the submission and the acceptance of the draft final report;
Forty per cent (40) after the submission and the acceptance of the final report.
10.
Recommended presentation of Offer
The Contractor offer must be composed by the following documents:
a) Duly accomplished Letter of Confirmation of Interest and Availability using the
template provided by UNDP attached to this notice;
b) Personal CV or P11, indicating all past experience from similar projects, as well as
the contact details (email and telephone number) of the Candidate and at least three
(3) professional references;
c) Brief description of why the individual considers him/herself as the most suitable for
the assignment, and a methodology, on how he/she will approach and complete the
assignment;
d) Financial Proposal that indicates the all-inclusive fixed total contract price,
supported by a breakdown of costs, as per template provided. If an Offeror is
employed by an organization/company/institution, and he/she expects his/her
employer to charge a management fee in the process of releasing him/her to UNDP
under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point,
and ensure that all such costs are duly incorporated in the financial proposal
submitted to UNDP.
11.
Evaluation
The offer will be evaluated by using the combined scoring method. Technical proposal will be
evaluated on 70%. Whereas the financial one will be evaluated on 30%.
