Latino Community
High quality early learning
pays off for all children—and
research shows that Latino
children benefit to an even
greater degree. More than half of Latino children,
however, are in unregulated child care settings
which fail to offer the quality early learning
experiences that prepare children for kindergarten.
That is why 4C is presenting workshops to Latino
families (like those pictured here at Roberts
Academy in Price Hill)—to make sure their children
enter kindergarten prepared to succeed. A 2012 grant
from Cincy-Cinco kick-started this effort.

Our Mission & Vision
The mission of 4C is to ensure that every child
has a positive experience and a foundation for
success in school and life by improving the
quality, effectiveness and accessibility of early
childhood education and care in the region.
Our vision is to be recognized as the authority on
and a national model for quality early childhood
education and care support systems.
Appealing to the Heart
A new e-mail campaign begun
at the end of 2012 aims at making
4C’s impact on children more
understandable—and more
heartfelt. A series of messages
(like the one shown here) focused
on the importance of play in
preparing children with the skills to become
whatever they dream. So, if this little girl wants
to be president, she can be! Response, in terms of
increased open rates and online giving, has been
dramatic. 4C will continue this appeal to both heart
and head in 2013 in order to ensure a bright future
for all of our community’s children.

Celebrating 40 by Laying a Future Foundation
“This has been a year of deepening relationships with supporters new
and old,” says Sallie Westheimer. “What better foundation could we have
for our future?”
Connecting with supporters. Since loyal donors are 4C’s most important
foundation, meeting with donors to review past accomplishments and
outline today’s challenges was a top anniversary priority. Special thanks
to Susan Haas and Craig Decker, Sue Ransohoff and Glenda and Roger
Schorr who opened their homes and provided hospitality for gatherings
of 4C friends.
Launching an annual giving society. When 4C announced a new society
for donors of $1,000 or more, the hope was for 40 charter members. As
the listing in this report reveals, 54 individuals and couples stepped into
this Jewel Circle. Special thanks to Pam Page who led this effort and to
Sue Wilke—who issued a challenge to former board members to join her
in stepping into the Jewel Circle.
Inviting a younger generation into 4C’s mission. Another anniversary
goal was to attract 40 new donors under 40. Over 40 “young
professionals and the young at heart” came to a 4C open house in
October. And from that event a core group of “younger” supporters
formed to become ambassadors of 4C’s mission to their peers.
Special anniversary gifts.
• All through 2012 video clips were posted on YouTube featuring
former and current Board members sharing highlights from the past
and hopes for 4C’s future. Thanks to Dan Hurley and Greg Rhodes,
who conducted these interviews, and to Craig Decker, who edited
them for YouTube.
• Cincinnati Early Learning Centers presented 4C with large
professional photos of children to hang on the wall of the
Dana Avenue office.
• Joyce Monger donated a step ladder and Ann Williams donated
its yarn-bombing to provide a focal point for our 2013 Champions
for Children gala. The ladder, now standing in our central office,
challenges everyone to “help children reach great heights!”
• In response to a special anniversary request, 132 supporters
increased their giving over last year.

Member Program” which provides respite care for military
families with a special needs child. By year-end the first
respite care provider had been trained and the first families had
received a needed respite.
The 20th anniversary of 4C in Northern Kentucky provided
the occasion to reach out to Northern Kentucky business and
political leaders. Over 130 attended our September anniversary
breakfast which paved the way for forming a Northern
Kentucky Advisory Board that is now ready to assist 4C in
many ways, including a move to a more suitable office space in
2013.
That’s a lot of expanding for one year! We could not have done
it without the support of the many individuals, corporations and
foundations listed here and on our Web site. Thank you!

Reaching Out to the
Latino Community
High quality early learning
pays off for all children—and
research shows that Latino
children benefit to an even
greater degree. More than half of Latino children,
however, are in unregulated child care settings
which fail to offer the quality early learning
experiences that prepare children for kindergarten.
That is why 4C is presenting workshops to Latino
families (like those pictured here at Roberts
Academy in Price Hill)—to make sure their children
enter kindergarten prepared to succeed. A 2012 grant
from Cincy-Cinco kick-started this effort.

Gearing Up for e-Learning
The child care providers 4C serves are spread
over a 40-county area—and that makes finding
convenient locations for workshops a challenge.
Soon a new training location will start appearing in
4C workshop listings: online!
Thanks to grants from The Daniel and Susan Pfau
Foundation, The Thomas J. Emery Memorial and
The Andrew Jergens Foundation in 2012, 4C will
offer its first e-learning courses in the summer of
2013. These online opportunities will be especially
helpful for providers in rural areas and family child
care providers whose schedules make it difficult to
attend face-to-face training.

COMMUNITY
Our Mission & Vision
The mission of 4C is to ensure that every child
has a positive experience and a foundation for
success in school and life by improving the
quality, effectiveness and accessibility of early
childhood education and care in the region.
Our vision is to be recognized as the authority on
and a national model for quality early childhood
education and care support systems.
Appealing to the Heart
A new e-mail campaign begun
at the end of 2012 aims at making
4C’s impact on children more
understandable—and more
heartfelt. A series of messages
(like the one shown here) focused
on the importance of play in
preparing children with the skills to become
whatever they dream. So, if this little girl wants
to be president, she can be! Response, in terms of
increased open rates and online giving, has been
dramatic. 4C will continue this appeal to both heart
and head in 2013 in order to ensure a bright future
for all of our community’s children.

the 4C Web site and search “Initiatives.”

2012 Annual Report
A Year of Reaching Out to New Counties, New Populations
L
ast year at this time 4C was serving 23 counties. Now, having expanded
into 17 new Kentucky counties in July, that number is 40. Last year
at this time our staff numbered 70. Now we are at 95. This staff growth is
partly due to Kentucky expansion but mostly due to Ohio’s push to increase
the number of quality-rated child care programs to meet the goals of its
Race to the Top Early Learning Challenge Grant.
This federal grant will also require increasing the quality of care in
unregulated family child care homes. In Dayton, The Frank M. Tait

school readiness of children cared for in family child care homes. Sixty
family child care homes will benefit from this effort funded by The Greater Cincinnati Foundation.
Last year at this time we had only a glimmer of an idea of how 4C might meet the needs of
Latino families with young children. Now, after a year of meeting with families and forming
a Latino Advisory Board, we are ready to launch programming for both these parents and the
informal caregivers (family, friends and neighbors) on whom so many depend. We want to make
sure that the growing number of Latino children in our community enter school ready to succeed.
In 2012 we also began reaching out to another group of parents: military families connected with
Wright-Patterson Air Force Base in Dayton. 4C is administering the “Exceptional Family
