Background
The Internet Crimes Against Children (ICAC) Task Force Program has been protecting
American children since 1998.1 The ICAC program is a national network of 61 coordinated task
forces representing more than 3,000 federal, state, local, and tribal law enforcement and
prosecutorial agencies. These agencies engage in investigations, forensic examinations, and
prosecutions related to technology-facilitated sexual exploitation of children and Internet crimes
against children. Additionally, the task forces provide forensic and investigative technical
assistance to law enforcement and prosecutors as well as educational information to parents,
educators, prosecutors, law enforcement, and others concerned with child victimization.
By helping state, local, and tribal law enforcement agencies develop effective and sustainable
responses to online child victimization and child pornography, the Office of Juvenile Justice and
Delinquency Prevention (OJJDP) and the ICAC program have built capacity at the local level to
address ICAC-related offenses.
Purpose of the Report
The Providing Resources, Officers, and Technology to Eradicate Cyber Threats to Our Children
(PROTECT) Act of 2008 (P.L. 110–401, codified at 42 USC 17601, et seq.), Title I, Section 106
(d) (1), calls for OJJDP to regularly review the ICAC program and to submit its review to the
Attorney General on an annual basis.
OJJDP made the first awards to ICAC task forces following the guidance of the PROTECT Act
in July 2009. The PROTECT Act defined specific data elements to be included in the annual
review that ICAC program data collection had not previously captured. These new data elements
were recorded beginning July 1, 2009. This interim report will feature data covering fiscal years
(FYs) 2010 and 2011 and is intended to provide a summary of the ICAC program’s statistical
accomplishments. OJJDP will prepare and submit an FY 2012 ICAC Report to the Attorney
General in the first quarter of 2013; it will include a 3-year analysis (FYs 2010 to 2012) of the
ICAC program. This analysis will include an examination of statistical accomplishments and
trend analysis for the ICAC program as well as a review of individual task force reporting. The
data in this interim report come from required monthly data submissions to OJJDP from the state
and local ICAC task forces.
Purpose and Accomplishments of the ICAC Program
The ICAC program maintains and expands state and regional ICAC task forces to address
technology-facilitated child exploitation. These task forces work collaboratively as a national
network of law enforcement and prosecutorial agencies that prevent, interdict, and investigate
Internet crimes against children. The program requires existing task forces to develop
multijurisdictional, multiagency responses to such offenses by providing funding and other

support to state and local law enforcement agencies to help them acquire the necessary
knowledge, personnel, and equipment. Program accomplishments include:

Since 2000, the ICAC task forces have reviewed 324,474 complaints of alleged child sexual
victimization, resulting in the arrest of approximately 33,541 individuals.

Since the ICAC program began in 1998, approximately 280,000 law enforcement officers,
prosecutors, and other professionals have been trained throughout the United States.

In FYs 2010 and 2011, the ICAC program initiated approximately 65,857 investigations and
conducted 79,632 forensic examinations, identifying 2,965 real children who were victims of
some form of abuse and neglect.

In FYs 2010 and 2011, the ICAC program made more than 62,906 training contacts with law
enforcement personnel and 5,381 training contacts with prosecutors.

In FYs 2010 and 2011, the ICAC task forces arrested 11,206 individuals.
Table 1 describes the accomplishments reported by the 61 ICAC task forces in FYs 2010 and
2011.

In 2009, OJJDP issued the first continuation funding solicitation for the ICAC task forces as a
program following the guidelines in the PROTECT Act. Since that time, the funding solicitations
included language from the Act describing the functions and responsibilities of the ICAC task
forces and their data reporting responsibilities. Section 103 of the Act states that “ICAC task
forces are dedicated to the following”:

Increasing the capabilities of state and local law enforcement officers in the detection,
investigation, and apprehension of Internet crimes against children offenses or offenders,
including technology-facilitated child exploitation offenses.
•
Conducting proactive and reactive Internet crimes against children investigations.
•
Providing training and technical assistance to ICAC task forces and other federal, state, and
local law enforcement agencies in the areas of investigations, forensics, prosecution,
community outreach, and capacity building, using recognized experts to assist in the
development and delivery of training programs.
•
Increasing the number of Internet crimes against children offenses being investigated and
prosecuted in both federal and state courts.
•
Creating a multiagency task force response to Internet crimes against children offenses
within each state.
•
Participating in the Department of Justice's Project Safe Childhood initiative, the purpose of
which is to combat technology-facilitated sexual exploitation crimes against children.
•
Enhancing nationwide responses to Internet crimes against children, including assisting other
ICAC task forces and other federal, state, and local agencies with Internet crimes against
children investigations and prosecutions.
•
Developing and delivering Internet crimes against children public awareness and prevention
programs.

•
Participating in such other activities, both proactive and reactive, that will enhance
investigations and prosecutions of Internet crimes against children.
Number and Location of ICAC Task Forces
When the PROTECT Act was passed, there were 59 ICAC task forces serving all 50 states and
the District of Columbia. OJJDP selected each of these task forces through a series of
competitive requests for proposals issued between 1998 and 2007. In 2009, two additional
regional ICAC task forces were competitively awarded to serve the New York City and Houston,
Texas, metropolitan areas, bringing the total number of task forces to 61. Figure 1 and table 2
show the task force agencies and their locations. In FY 2010, the Minnesota regional ICAC task
force was re-competed and awarded to the Minnesota Department of Public Safety. In FY 2011,
the Missouri ICAC was re-competed and awarded to the St. Charles County Sheriff’s Office.

cycle with annual budget formulas derived to allocate funding to each of the task forces.

tribal law enforcement and prosecutorial agencies as affiliates. Additionally, several ICAC task
forces partnered with nongovernmental organizations to support the implementation of ICACrelated activities.

Number of Documented Complaints
In FYs 2010 and 2011, the 76,961 (35,763 in 2010 and 41,198 in 2011) complaints that the 61
ICAC task forces reviewed resulted in 11,206 (5,387 in 2010 and 5,819 in 2011) arrests. Table 3
presents the type and number of complaints the task forces received and reviewed for each fiscal
year discussed.

Investigative Technical Assistance Provided by ICAC Task
Forces
In FYs 2010 and 2011, ICAC task forces reported providing 54,329 (24,358 in 2010 and 29,971
in 2011) instances of investigative technical support to both affiliate and nonaffiliate agencies in
furtherance of an ICAC-related investigation. An instance of technical support is logged when
assistance is provided to another task force or agency in furtherance of an ICAC-related case. For the
years reported, ICAC task forces reported completion of more than 78,632 (33,055 in 2010 and
45,577 in 2011) forensic exams.
Community Outreach and Education Provided by ICAC Task
Forces
In FYs 2010 and 2011, ICAC task forces facilitated over 22,610 presentations reaching over 2.3
million individuals. ICAC outreach efforts include identifying youth-serving stakeholders such
as schools and afterschool programs/organizations (e.g., Boys & Girls Clubs of America, Girl
Scouts/Boy Scouts, and YMCA/YWCA). Reported activities include presentations for parents,
youth, and community members led by ICAC task force representatives; train-the-trainer
workshops for school resource officers and youth development workers; and pass-through grants
to support implementation of Internet safety and cyber responsibility education efforts. Some
ICAC task forces collaborated with local nonprofit organizations (e.g., Nevada Child Seekers,
Texas Center for the Missing, Missouri KidsFirst) to deliver prevention and awareness messages
to youth and community members, thereby expanding the capacity and reach of the ICAC
program.
In addition, ICAC task forces coordinated the dissemination of Internet safety messages and
materials at more than 1,800 public events. These activities included displaying Internet safety
and cyber responsibility messages on electronic billboards at major/minor league baseball games,
NASCAR and other sporting events, movie theater screens, and along major roadways. In
addition, materials were distributed at state fairs.
ICAC task forces also continued to build on public-private partnerships with corporate entities
located within each service area (e.g., Comcast (Philadelphia, PA/New Jersey ICAC), Build a
Bear (St. Louis, MO ICAC)).
These efforts will continue to be coordinated with federal, state, local, and tribal affiliates and
other partners.
ICAC Task Force Profiles
Section 106 (d) (1) of the Act calls for each state or local task force receiving ICAC funding to
report annually to the Attorney General. Appendix A provides individual task force performance
data for FYs 2010 and 2011.

ICAC Monthly Reporting Definitions
Documented Complaints - A complaint is information reviewed to determine investigative merit.
Complaints can be submitted through a variety of sources, including CyberTips, law enforcement
referrals, citizen complaints, or undercover activity.
 Traveler - A complaint which involves the transport of at least one individual for the purpose
of sexual conduct of a minor (count one per suspect)
 Enticement - The unlawful solicitation of a minor by any means for unlawful sexual conduct
(count one per suspect)
 Obscenity Directed to Minors - Any lewd or lascivious act directed towards a minor in
violation of state or federal statute, not meeting the criteria of enticement or traveler (count
one per suspect.
 Child Prostitution - Any minor who is persuaded, encouraged, enticed, or compelled into
sexual conduct for a fee in violation of state or federal statute (count one per suspect)
 Child Pornography - Manufacture - The creation of any visual depiction of a child in
violation of state or federal statute (count one per suspect)
 Child Pornography - Distribution - The transfer of any visual depiction of a child in
violation of state or federal statute (count one per suspect)
 Child Pornography - Possession - The care, custody, or control of a visual depiction of a
child in violation of state or federal statute (count one per suspect)

 Arrests - Physical detention of an individual (count one per suspect)
Case Dispositions
 Unfounded - Any investigation closed due to lack of elements of a crime
