Have you ever thought, “I wish somebody
would ask me what I think about the town-I’d tell ‘em!” Now, here’s your chance to
make a difference in the future of the city!
The City of Faribault is in the beginning of an important visioning process and we need your help to
identify what the community would like to see preserved, enhanced, or what you would like to see created over the next 25 years.
Over the next six months we will provide multiple
opportunities for you to share your thoughts about the
community. Beginning in September, meetings will be
held with neighborhoods and organizations throughout
the community to listen to your ideas. In late October
and early November, community forums will be held
to gather additional input from the public.
When the visioning process is completed by February
2015, it will be reflected in the City’s Comprehensive
Plan, which outlines how the community will attain the
new vision of the future.
We are looking forward to working with the community

You may have seen a number of scaffolds and lots of
painting activity in the City this fall. The Building Division has begun a proactive, property maintenance code
compliance effort to address building maintenance conditions. Property owners in the downtown area and others
throughout the City have been asked to repair peeling
paint, fix broken windows, and address other maintenance
items on their building.
Since the letters have been sent, property owners have
responded very positively and have made major improvements to their properties. The City is amazed by
the tremendous response and would like to thank all
those property owners who have maintained their property--their efforts haven’t gone unnoticed. The City will
continue its efforts next year on the larger projects that
are still present and looks forward to working with property owners on these projects. In addition, the City will
be implementing its Crime-free Multi-housing Program
next year that will help address blight properties. Again,
thank you to all the property owners for their efforts in
keeping Faribault looking great!
The City of Faribault in partnership with Rice County has been
awarded Clean Water Legacy grant funds to use for a joint project
known as the Twin Lakes Stormwater Retrofit Project. This project aims to reduce the volume and pollutant load discharged into
the Cannon River by constructing a stormwater treatment train
using best management practices in the 30th Street NW re-alignment project in the city.
Best management practices will be employed to provide runoff storage, treatment, and infiltration opportunities using
a variety of innovative methods to manage stormwater runoff on a smaller subwatershed scale. Outcomes of this
project include load reductions to the
Cannon River with goals of a 60% reduction in phosphorus and an 80% reduction in total suspended solids
discharging from the sub-watershed.
By receiving these highly competitive
Clean Water grant funds, Rice Co. and
the City of Faribault are better able to apply innovative methods
in the local road re-construction project. Improved management
of stormwater runoff on a small watershed scale will help us all
achieve common clean water goals.

4 Historic Clock Project
• A Mission to Save Time
The late Al Burkhartzmeyer was always an advocate for
downtown Faribault. He was very involved in business development, encouraging businesses to come to downtown Faribault, and helping downtown with decades of projects and
promotions.
Burkhartzmeyer was a dedicated Rotarian, with 55 years of
perfect attendance at Rotary meetings. He served in many capacities in his years, always honoring
the message of integrity and service
espoused by Rotary.
One of Al’s last requests connects
his two community passions: Downtown Faribault and the Faribault Rotary. Al asked Rotary leadership to
take on the restoration of the Security
Bank Clock. When the end was near,
Al Burkhartzmeyer
he asked his family to set aside some
of his memorials to start the restoration fund. The City’s Community Development Department has worked with the property
owner of the Security Bank building to secure a preservation
easement over the clock. If approved by City Council, the
easement will establish the City as owner of the clock, authorizing it to repair, maintain, relocate or remove the clock as desired. City staff is currently working to obtain cost estimates
for restoration of the clock, and will be presenting that information to the Council shortly.

Development activity has been steady and slowly increasing
in the city as the nation recovers from the recession. The Community Development Department has received building permit
applications for a number of interesting and important projects.
For example, Scotts Miracle-Gro has requested City approvals
to develop a soil and mulch manufacturing plant at the site of
the former Renneberg Hardwoods facility at the north end of
the Industrial Park adjacent to the Faribault Energy Park. The
plant will employ roughly 15 full-time associates and 10 seasonal associates.

Shattuck-St.Mary’s Inn & Banquet Center

Shattuck- St. Mary’s is restoring and expanding their former
infirmary building to create an Inn & Banquet Center on the
campus. This unique project restores a 147-year old historic
building on campus and repurpose it for today’s needs. It will
be a great addition to the city and their campus. Planning &
Zoning has also approved plans for a new Golf Driving Center
which will shelter golfers using the driving range at the Legacy
Golf Course during inclement weather allowing longer training
or practice seasons for area golfers and students.
Goodwill is building a new retail store on Grant Street west
of HyVee. This new thrift store will fill a vacant lot along
Grant and help build the property tax base in the area.
South Central College has wrapped up its new addition this
summer. The facility is great addition to the campus and provides an architectural upgrade that promotes its higher education role in the community. We congratulate our colleagues and
community partners at South Central College on the project.
Faribault Foods has completed a 100,000 square foot expansion of their distribution center in the Northern Industrial Park.
We congratulate them on this fine addition and wish them well
for continued success in the city in the coming years.
Several commercial or institutional additions or large remodeling projects are underway or recently completed this year.
Those include the Kingdom Hall Addition and remodel; Sage
Electrochromics Office remodel; and Mayo Clinic offices at
Crossroads Office Center.
So far this year we have issued permits for 8 new single family in homes in Faribault and 28 multi-family units. Overall
we have issued 732 building permits this year with a valuation
of about $15,200,000.

The snow season will soon be
here. The City’s goal is to have
all streets plowed and sanded
within 18-hours after snowfall
stops, or 24-36 hours after
snowfall stops for larger or
“non-average storms.”
• Sign up for emergency alerts
at www.faribault.org. Under City Departments, click on Police Department; then click on Emergency Messages Everbridge to enroll.
• No parking allowed between 1am-8am on any City of
Faribault street after a snow emergency has been declared.
Note it may take two full days after a snow emergency for
full removal of snow from your street. Vehicles in violation
may be ticketed or towed.
• Blue lights at the ends of Central Avenue will be turned
on for those in the downtown area when a snow emergency
has been declared.

• Per City Code, Section 25.41, snow and ice is to be removed from sidewalks within 24 hours after a snowfall.
Please help keep sidewalks safe for pedestrians.
• Trash receptacles and recycling bins must be kept out of
the street. Avoid having to replace your trash container by
keeping it out of the street and placing it on the boulevard
or in your driveway.
• Mailboxes need to be sturdy enough to withstand snow
rolling off of plows. The face of your mailbox should be 2”
behind the back of the curb. Homeowners shall keep piled
snow away from mailboxes.
• Residents are encouraged to “adopt a fire hydrant” near
their home and keep snow shoveled away from it.
• City plows are designed to discharge snow to the sides of
the road and do not “skip over” driveways. Shoveling snow
from the bottom of the driveway to the right as you face the
street will help lessen the amount of snow that will be deposited in the end of a driveway during the next plowing.
• Make sure children play well clear from the street. Do
not allow children to build snow forts, tunnel in the snow
banks next to the street, or to play near the curbs. It can be
difficult for plow operators to see children playing in these
locations.

The skills of shooting, dribbling, and passing are the focus
of this recreational program. Practices and games will also
help youth learn primary offensive and defensive strategies. There is a limit of 16 players per session. Space is

players receive a Bitty Basketball T-shirt.

Tae Kwon Do is a Korean martial art form that develops self-defense, discipline, self-control, and
flexibility. The instructor, Nancy Wilber, is associated with the Park Institute of Tae Kwon Do in
Rochester and is a 6th Degree Black Belt. Each session lasts eight weeks. After the first 8-week session the student passes on to the Advanced Level. Classes meet on Tuesdays and Thursdays. Classes are

Six classroom sessions and a field day session are required to earn a MN
Firearms Safety Certificate. Parent/guardian must accompany student during the

This class is for adults new to computers, and those who have a basic understanding. The goal is to help students gain confidence in computer skills.

We take an innovative approach in
assisting individuals of all ages to learn swimming and water safety skills. The Community
Center Pool is an indoor pool that is heated to a pleasant 86 degrees.
Enrolling in
the Proper Level
Programs offered through
Park & Rec include the
Water Exploration series (Infant/Toddler and
Parent/Preschool classes),
and following these in sequence are Level 1-5 swimming lessons.
Fee: $33 per class
Infant/Toddler
(For Ages 1 & 2) Parent/Guardians are in the water
with the child. Parent and child will focus on adjustment to the water. Min 3/Max. 12

Please follow the recommendation of your child's instructor.
The certificate you receive at the end of the session indicates the
level you should enroll in next. It is not uncommon for a student
to repeat a level several times before moving on. Each level is
structured to build on the skills learned in the previous level. A
student who does not possess the minimum skills for the level enrolled in will hinder the progress of the other students in the class
as well as their own. In many cases it is difficult to determine early
on whether a student will pass or need to repeat a level. For these
reasons, it is important that you wait to register until you are certain what level the student is in.
American Red Cross Learn-to-Swim Programs provide instruction to help swimmers of all ages and abilities develop
swimming and water safety skills. It is designed to give students a positive learning experience.
Learn-to-Swim teaches aquatic and safety skills in a logical
progression. The objective is to teach people to swim and to
be safe in, on, and around the water.
Skills are categorized this way:
Water Entry & Exit, Breath Control and Underwater Swimming, Buoyancy, Changing Direction and Position, Treading,
Swimming on Front, Back and Side, General and Personal
Water Safety, and Helping Others.

Level 1 Objectives
Introduction to Water Skills:
Helps students feel comfortable in the water and to
enjoy the water safely. Enter and exit water safely.
Open eyes underwater to pick up submerged objects. Swim on front and back using arm and leg
actions. Submerge mouth, nose and eyes. Float on
front and back. Follow basic water safety rules.
Exhale underwater through mouth and nose. Use a
life jacket. Class Size: Min. 3/Max. 6
We reserve the right to cancel any class due to insufficient
enrollment; a full refund will be given when this occurs. A
class that has insufficient enrollment may be cancelled as
early as one week prior to the start date.
Level 3 Objectives
Stroke Development:
Builds on Level 2 skills by providing additional
guided practice. Jump into deep water from the
side. Bob with head fully submerged. Perform survival float. Butterfly-kick and body motion. Use
Check-Call-Care in an emergency. Dive from kneeling or standing position. Use rotary breathing in horizontal position. Change from horizontal to vertical
position on front and back.
Perform the HELP and Huddle position. Submerge and retrieve an object. Perform front and

Water Power Class
Ongoing Classes
Why Water Workouts?
1.) Water provides buoyancy and support for your body. When exercising in
the water at waist level, you need only
support 50% of your body's weight -only 10% in water to your neck. Jarring and pounding of joints, bones and
muscles is greatly reduced in the water.
You are less likely to have soreness following a workout in the water.
2.) Water provides more resistance than
air because of its increased density. This increased resistance helps to promote better muscular endurance and tone. You will see quicker
results when exercising in the water, compared with the
same exercise routine on land.
3.) Water exercise improves flexibility without undue
pressure on joints. Because of the lessened effects of
gravity in the water, joints can move easier through a
wider range of motion. Improves long-term flexibility.
4.) Water exercise is cooler and more comfortable than
exercise on land. During a water workout, the water continually cools the body.
(Deep Water Exercise)
You do not need swimming skills for this class. Flotation belts are
provided. Deep-water exercise is the quickest way to achieve fullbody toning by using the resistance of the water. It is also a great
totally non-impact aerobic workout.
Shallow Water Workouts
Aquatic exercise is both safer and more
efficient than similar land-based exercise. Consider these points:

These classes are great for general conditioning, and for
gentle rehabilitation without
straining or overheating. Always check with a doctor
before beginning a rehabilitation program.
Deep Water Workout Class
This is by far the best way to tone your muscles and lose inches.
Participants use flotation belts to stay vertical in the deep end of
the pool. No swimming skills required. Combine water resistance with aerobic and toning activities to get a whole body
workout that anyone can do.

MN Star of the North Picture Book Award
This award was established by the Minnesota Youth Reading Awards
(MYRA). Its purpose is to promote quality, engaging picture books and
reading for pleasure among school-aged children.
Throughout the year, teachers, media specialists, and public librarians
are encouraged to present the nominees in appealing and meaningful
ways, to read the books aloud, and to develop activities that will connect
the literature to the curriculum. In March, students across the state vote
on which books they think should win for the individual categories. The
book receiving the most votes from children in grades K-2 is the winner.
Here is how the award works:
• Each year ten picture book nominees will be announced.
• Students or library participants who read or have read to them at least
eight of the ten nominees will be eligible to vote.
• Votes will be collected through MYRA members each March.

• The award winner will be announced each year between April 18 and

The Maud Hart Lovelace Book Award is a children's choice book award designed to encourage
recreational reading among school age children.
Maud Hart Lovelace was a famous Minnesota
author, born and raised in Mankato at the turn
of the twentieth century, and best known for her

Hot Reads
For Cold Nights
In January, the 17th annual Hot Reads
for Cold Nights reading rewards program for adults begins. People who
sign up are automatically eligible for
weekly and grand prize drawings.
Those who also decide to keep track of
the books they are reading earn a small prize for every three books
read. This part of the program is really fun and is very easy. Just read,
write down the title, and come in to get prizes. We even give you a
free pocket size notebook to write down your titles in. An added signup incentive this year will be Caribou Coffee coupons, generously
donated by Faribault Caribou Coffee. No written book report or public
speaking required. Books on CD and books on electronic reading devices like the Kindle or iPad count too...your book of choice doesn’t
matter, just READ!
This is the largest program the library provides for adults
during the year with the greatest participation. An average of 500 adults register every winter with hundreds of prizes given away as reading incentives.
If your New Year’s resolution is to read more, (and
it should be!), this is a fun way to get yourself motivated. The Friends of Buckham Memorial sponsor
the Hot Reads program, paying for all prizes and supplies.

The Friends of Buckham Library are a generous and committed organization that raises funds for the library by holding an annual Pancake Breakfast at the K.C. Hall on Sunday,
Jan. 25. In addition to the adult Hot Reads program, the
Friends raise money and accept donations for extra materials
and events for which the library normally doesn’t have the
funding, such as the Summer Reading Program for kids and
Baby Bags for newborns. Tickets available at the library, at
other locations in Faribault, and from Friends of Buckham
Library Board members.

charge during our open trail hours of 6am to 10pm.
Skiers need to purchase a “Great MN Ski Pass” from

The City of Faribault has become one of the most trailfriendly cities in southern Minnesota due to smart city planning and financing by local, state, and federal funding.
Faribault is a trail user’s dream--nine miles of in-city trails,
with the White Sands Sakatah Trailhead facility (with heated
bathrooms) providing access to well over 40 more miles. The
asphalt pathways are designed around some of the city’s most
