CITY OF THORNTON
TITLE VI COMMUNITY PROTECTION
CHAPTER 14 DRIVEWAY REGULATIONS
An Ordinance to amend the Municipal Code of
the City of Thornton, Iowa, by adopting Title VI,
Chapter XIV for the purpose of establishing
the DRIVEWAY REGULATIONS for the City
of Thornton, Iowa; repealing any and all ordinances or parts of ordinances in conflict to the
extent of such conflict; and establishing an effective date.
BE IT ENACTED by unanimous vote the City
Council for the City of Thornton, Iowa, that:
Title VI Community Protection, Chapter XIVDriveway Regulations, the Municipal Code of
the City of Thornton, Iowa shall be the same is
hereby adopted and re-enacting the same to
state as follows:

6-14-1 DEFINITIONS. For use in this Chapter,
the following terms are defined:
I. “Driveway” means that part of any approach
for motor vehicles to private property that lies
between the property line and roadway of the
public street.
2. “Paving” means surfacing with Portland
cement concrete or bituminous concrete, with
necessary base. “Paving” does not include surfacing with oil, gravel, oil and gravel, or chloride.
6-14-2 PERMIT REQUIRED. Before any person shall construct or repair a driveway, such
person shall obtain a written permit from the City
Council. A written application for the permit shall
be filed with the City Clerk. The application shall
include a legal description of the property, the
name of the property owner, the name and address of the person who will do the work, and the
proposed plan of construction or repair which
shall include the depth, width, and type of surfacing material to be used. No other plan shall
be followed except by written permission of the
City Council, who may allow amendments to the
application or permit that do not conflict with this
chapter. The City Council shall issue the permit,
bearing the signature of the City Clerk and the
date of the issuance, if the proposed plan meets
all of the requirements of this chapter, if the fee
required under this chapter has been paid, and
if the construction or repair as planned will not
create any substantial hazard in the use of the
street or sidewalk for public travel or drainage,
or create any defect. Each permit shall expire
six (6) months from the date of issuance, if not
constructed within that time.
6-14-3 FEE FOR PERMIT. Before any permit
is issued the person who makes the application
shall pay a permit fee of twenty dollars ($20.00).
6-14-4 WIDTH AND NUMBER OF CURB
OPENINGS. The drive width for a single drive
shall not be less than twelve (12) feet or more
than sixteen (16) feet and the width for a double
drive shall not exceed twenty-two (22) feet.
Drives greater than double shall have a maximum drive width of twenty-eight (28) feet. In
general, only one (1) opening shall be granted
per residence in residential areas. The Building
Official may grant additional openings in special
cases such as for larger corner lots, etc. The
width and number of curb openings for business
and commercial places shall be determined as
to the need by the Planning and Zoning Commission. Any opening onto a State-owned road
will have to be approved by the State Department of Transportation and the Building Official.
6-14-5 LOCATION OF DRIVEWAY. Where possible, no driveway shall be placed nearer than
five (5) feet to the sidelines of owner’s property.
The driveway flare must remain within property
lines of the owner’s property. No driveway shall
be within fifteen (15) feet of any intersection at
the property line.
6-14-6 METHOD OF CUTTING CURB. The
curb shall be cut utilizing one of the following
methods:
1. A thirty (30) inch curb and gutter section shall
be saw cut at least six (6) inches deep and shall
be removed and placed to full depth of pavement.
2. If diamond grinding and sawing is utilized, an
epoxy sealer shall be placed on the cut.
6-14-7 SIDEWALKS. The grade of sidewalk
shall not be altered by the work done. The driveway shall be at the same level as any existing
sidewalk.
6-14-8 DRIVEWAY REQUIREMENTS. All
driveways shall be paved to the property line in
accordance with the following:
1. Residential. Residential driveways shall be
paved with six (6) inches of Type C !DOT concrete mix or a six (6) inch crushed stone bas
with four ( 4) inches asphaltic concrete.
2. Commercial and Industrial. Commercial and
industrial driveways shall be paved with a minimum of seven (7) inches of Type C !DOT concrete mix or a six (6) inch crushed stone base
with seven (7) inches asphaltic concrete.
6-14-9 EXCAVATIONS. Excavations to do
work under this chapter shall be dug so as to
occasion the least possible inconvenience to
the public and to provide for the passage of water along the gutter. All such excavations shall
have proper barricades at all times, and warning
lights placed from one-half hour before sunset to
one-half hour after sunrise. In refilling the excavation, the earth must be laid in layers and each
layer tamped thoroughly. Any street, sidewalk
or other public property that is affected by the
work shall be restored to as good a condition as
it was previous to the excavation. The affected
area shall be maintained in good repair to the
satisfaction of the Council for three months after
refilling.
6-14-10 INSPECTION AND APPROVAL. The
driveway must be inspected and approved by
the City within thirty (30) days after completion
of the work. The City shall keep a record of such
approvals. If the work is not approved, it must
be corrected immediately so it will meet with
the City’s approval. If the work has been done
improperly, the City shall have the right to finish
or correct the work and shall assess the cost to
the prope1iy owner. Such assessment shall be
collected with the general property taxes and in
the same manner.
6-14-11 EXISTING DRIVEWAYS ALTERED.
Existing driveways being altered or modified
which require removal of curbing must conform
to all driveway regulations. Abandonment of existing drives shall require the removal of existing
drop and placement of a full curb conforming to
all City specifications.
6-14-12 DRIVEWAY CULVERTS. The property
owner shall, at the owner’s expense, install any
culvert deemed necessary under any driveway
or any other access to the owner’s prope1ty,
and before installing a culvert, permission must
first be obtained from the City. In the event repairs are needed at any time with respect to culverts, it shall be the responsibility of the property
owner to make such repairs, and, in the event
the owner fails to do so, the City shall have the
right to make the repairs. If the property owner
fails to reimburse the City for the cost of said
repairs, the cost shall be certified to the County
Treasurer and specially assessed against the
property as by law provided.
This ordinance shall be in full force and effect
from and after its passage and publication as
required by law.

Seek to Balance “Risk Tolerance” and “Required Risk”
Like everyone else, you have financial goals.
To help achieve these goals, you may need to invest — and when you invest, you’ll need to take on
some risk. But the more you understand this risk,
and the better you are at managing it, the greater
your potential for staying invested for the long term.
To begin with, then, take a look at these terms:
Risk tolerance — Your risk tolerance is essentially
your comfort level with taking risk. For example, if
you have a high tolerance for risk, you may be comfortable investing aggressively. Conversely, if you
tend to be risk-averse, you might lean more toward
more conservative investment vehicles that offer
greater protection of principal.
Required risk — While the term “required risk”
may sound odd, it is actually an integral component
of your ability to invest successfully. Basically, your
required risk is the level of risk necessary to help you
achieve your investment goals. The higher the return
necessary to reach those goals, the more potential risk
you’ll need to assume.
As you invest, you’ll need to balance these two aspects of risk. For example, what might happen if you
have a low risk tolerance, leading you toward “safer,” low-growth investments, but your goal
is to retire early? For most people, this goal
requires them to invest in vehicles that offer
significant growth potential, such as stocks.
And, as you know, investing in stocks entails
risk — specifically, the risk that your stocks
will lose value. So in this situation, your risk
tolerance — the fact that you are risk-averse
— is going to collide with your required risk
level, the amount of risk you are going to need
to take (by investing in stocks) to achieve your
goal of early retirement.
When such a collision occurs, you have
two choices. First, you could “stretch” your
risk tolerance and accept the need to take on
riskier investments in exchange for the growth
potential you will require. Your other choice
is to stay within your risk tolerance and ad-
just your ultimate goal — which, in this example, may
mean accepting a later retirement date.
Obviously, this is a personal decision. However,
you may have more flexibility than you might have
imagined. For instance, you might feel that you should
be risk-averse because you have seen so many fluctuations in the financial markets. But if you have many
decades to go until you retire, you actually do have
time to recover from short-term losses, which means
you may be able to reasonably handle more volatility. On the other hand, once you’re retired, you won’t
have as many years to bounce back from market
downturns, so you’ll have less “risk capacity” than
you did when you were younger.
In any case, by balancing your risk tolerance and
your required risk level — and by understanding your
risk capacity — you can be better prepared to take
the emotion out of investing. When investors let their
emotions get the better of them, they can make mistakes such as chasing “hot” stocks or selling quality
investments due to temporary price drops. By having
a clear sense of what risk really entails, however, you
may be able to avoid costly detours — and stick with
your long-term investment strategy.

Steckman Appointed To Key
Committees In Iowa House
House Democratic Leader Mark Smith of Des Moines has appointed
Representative Sharon Steckman of Mason City to several key posts for
the upcoming 2015 legislative session. Steckman was selected by her peers
to serve as assistant leader earlier this month. She was selected to serve
on the Education, Environmental Protection, Labor, Ways and Means and
Administration and Rules committees.
“As a former teacher, Rep. Steckman is a strong leader for the House
Democrats and is able to work across the aisle,” said Smith. “Her experience
in the classroom will help build Iowa’s educational system to create a highly
skilled workforce here in Iowa.”

Water conditions remain above
normal for most of Iowa in November
Despite a drier and colder November than normal, annual precipitation remains above normal
for most of Iowa. Unfortunately, dry conditions in Minnesota
crept into the northwest corner of
Iowa, where 7 percent of our state
has abnormally dry conditions.
The statewide average snowfall for November was 5.0 inches,
or 2.3 inches above normal. This
was the snowiest November since
1991 and ranks 21st most snow
among the past 128 Novembers.
Iowa temperatures averaged 29.1

You and each of you are hereby noti¿ed that
the Board of Supervisors, acting on behalf of
Drainage District # 48, did appoint an Engineer
to investigate and determine the need for improvements on the drainage tile of said Drainage District.
The Board of Supervisors did appoint McClure
Engineering, to make an investigation on the
possible repairs or restoration needed for the
District facilities. The Engineer has reported
on the ¿ndings, and an informational meeting
has been scheduled to discuss these options.
The report proposes four different options to
improve drainage on the main tile in Drainage
District No. 48. The cost estimate of the different
options range in price between $665,800 and
$1,194,145.
The Board of Supervisors has ¿xed a time and
place of hearing on said report for January 12,
2015, at 10:00 A.M. in the Law Enforcement
Center in Hampton, Iowa. At such time, the
Board will hear objections to the feasibility of
such improvements as may be presented by
or for any taxpayer in the Drainage District, that
the report may be amended before ¿nal action
is taken by the Board of Supervisors.
All comments on the Engineer’s report or to
any matter connected with this hearing may be
made in writing and ¿led with the County Auditor. In addition, any interested party may be
heard in argument by himself or by council at
the hearing.
This notice is published and mailed as provided

UNAPPROVED MINUTES
DECEMBER 8, 2014
The Shef¿eld City Council Regular Session
was called to order at Shef¿eld City Hall by Mayor Nick Wilson at 7:00 p.m. Council Members
in attendance Ron Simmons, JC McCaslin, Jim
Hegarty, and Mike McKee. Public Works Director Pat Nuehring; Public Works Assistant Jace
Winfrey, & Police Deputy Sam Cain were also
in attendance.
Mayor Wilson led the Pledge of Allegiance.
McCaslin made a motion to approve the agenda with the Mayor request of rearranging the
order of the old business items. Hegarty seconded, motion carried unanimously.
Mayor Wilson announced that it was the time
and place for the public forum. Sheri Bogue
inquired about the hiring process of Valarie
Borseth as assistance city clerk. Mayor Wilson
agreed to look into the concern. Scott Deam
asked the mayor & council if they had ever considered accepting credit/debit cards for water &
sewer bills. Mayor Wilson said that it had been
brieÀy discussed with the new website, but that
was it.
McKee made a motion to approve the minutes
from the November 10th Regular Session. McCaslin seconded, motion carried unanimously.
Hegarty made a motion to approve the payment of the bills. Simmons seconded, motion
carried unanimously.
After the City Clerk reviewed over the Clerks Financial Report in more detail to the council and
the mayor and council agreeing to the new report format, Simmons made a motion to approve
the ¿nancial report. McCaslin seconded, motion
carried unanimously.
In old business:
Scott Sweet from WHKS was present and presented an engineering option for the West Fork
School Wellness Center as well as updating the
council on the results of the Flood Plain survey &
engineering studies. Scott will gather a timeline
& costs to replace culverts in the drainage ditch
for the next meeting. McKee made a motion to
table this topic until the next meeting, Simmons
seconded, and the motion passed unanimously.
Discussion continued regarding the requests
for sidewalks & water abatements from the West
Fork School District. McKee made a motion to
table this topic until the next meeting, McCaslin
seconded, motion approved unanimously.
A resolution was presented for policy regarding the city’s website. Discussion also occurred
regarding non-pro¿t organizations. McCaslin
moved to approve the resolution, Simmons seconded. The roll call vote was as follows: Ayes:
Simmons, McCaslin, Hegarty, McKee. Nays:
None. The mayor declared the resolution approved, adopted, and numbered 15-6
A resolution was presented regarding the rent
and improvements of the US Cellular tower on
the city’s water tower. Simmons motioned to
adopt the resolution, Hegarty seconded. Roll
call vote was as follows, Ayes: Simmons, McCaslin, Hegarty, McKee. Nays: None. The mayor declared the resolution approved, adopted,
and numbered 15-4.
Discussion continued regarding the vacant
position on the Planning & Zoning Commission,
which ended in having Mayor Wilson look into
¿nding someone to ¿ll the seat. McKee moved
to table until the next meeting, McCaslin seconded, motion passed unanimously.
In new business, there were several items:
Simmons motioned to approve the alcohol &
liquor license for the West Fork Wharf. Hegarty
seconded, all ayes on the vote.
The Annual Financial Report for the FY2014
was presented to the council. McCaslin motion
to approve the resolution accepting the report,
Simmons seconded. Roll call vote was all follows, Ayes: Simmons, McCalsin, Hegarty, McKee. Nays: None. The mayor declared the resolution approved, adopted, and numbered 15-7.
The mayor and council discussed resolutions
for making contracts, spending money & employee policies. Mayor Wilson stated going forth
from today’s date resolutions will be made following the Shef¿eld City Ordinance and all contracts will be presented to council and signed by
Mayor after a resolution is passed, all council
agreed.
Discussion of the city’s current cellphone plans
occurred. Simmons made the motion to have
the City Clerk complete the recommended
changes to the plans. McCaslin seconded the
motion and the motion was passed on all ayes.
Information regarding the employee insurance
was presented to the council. Due to the insurance companies requirements full-time employees will now qualify for insurance after 30
days of employment and must be signed up by
60 days of employment. A resolution stating the
policy was presented. McCaslin motioned to accept the resolution, Hegarty seconded. Roll call
vote was as follows, Ayes: Simmons, McCaslin,
Hegarty, McKee. The mayor declared the resolution approved, adopted, and numbered 15-10.
Discussion regarding the cities service by Aramark occurred. More information is needed
before making a decision. Simmons moved to
table the topic and McCaslin seconded the motion. The motion carried unanimously.
Mayor Wilson presented the council with a resolution for a $2/hour raise for the Public Works
Assistant. There will no longer be 3, $1.00 incentives for completing the three DNR tests,
which is scheduled for him to take by DNR control. Simmons moved to approve the resolution
& raise, Hegarty seconded. Role call vote was
as follows, Ayes: Simmons, McCaslin, Hegarty,
McKee. Nays: None. The mayor declared the
resolution approved, adopted, and numbered
15-9.
Council comments – There was discussion of
purchasing new chairs for the council chambers.
There was also discussion regarding the insurance on the sewer/lagoon. An update regarding
the pool project was given. Mayor Wilson informed the council that Police Chief, Ed Hanig,
had requested to carry 3 days of vacation time
into January due to the training of a new of¿cer.
The council supported Mayor Wilson’s decision
to approve the request. Mayor Wilson will do
employee reviews on each employee’s anniversary date and present the review along with pay
recommendations in resolution at the council
meeting that month. Finally, there was discussion regarding developing the city’s hay ¿eld.
McKee made a motion to adjourn the meeting.
Simmons seconded, motion carried unanimously. Adjournment 8:38 p.m.

The Board of Supervisors met in regular session at 8:30AM with Board members Michael
Nolte-Chairman Pro-Tem and Corey Eberling
present, Jerry L. Plagge-Chairman-Absent.

Motion by Nolte, seconded by Eberling, approves the agenda as submitted. All ayes, motion carried.

Commission update
Public Comment: Tom Berry-Veteran’s Affairs
Director presented the Supervisors with a poster in support of the Tribute to Vietnam Veterans
Operation LZ.
Brent Symens-Assistant County Attorney was
asked for guidance in preparing an agreement
between Franklin County and Food Pantry for
policies and procedures on County property, per
insurance carrier recommendations. No action
taken.
Jay Waddingham-County Engineer updated
the Board on DD 3 Sub 1 of 3 investigation and
¿nding a supposed abandoned tile closed beside an open concrete tile. The Supervisors will
relay these ¿ndings to Charlie Wearda.
Meghan Freie-Case Manager and Russell
Wood-CPC via phone call, requested an increase for rent and utilities now offered to quali¿ed residents in Franklin County through the
General Assistance program.
Motion by Eberling, seconded by Nolte, moves
to increase the General Assistance rental policy
from $300 and on utilities $300; to a combined
(rent and utilities) maximum of $850. All ayes.
Motion carried.
Franklin County Library Association requested
a 5% increase in funding for the FY15/16 budget year. Present from local libraries was: Retha Starek-Ackley, Jill Peterson-Shef¿eld, Barb
Gardner-Coulter, and Dee Schrodt-Alexander.
No action taken.
David Cook, Drainage Engineer McClure Engineering, conducted an Informational Meeting
on an investigation he was requested to do in
DD #48 for possible improvements and reclassi¿cation.
Also present was: David Jacobsen-Dows,
Delores Blackford-Dows, Nick Pedley-Hampton Chronicle, David Hicks- Dows, Kim Jacobsen-Dows, Larry Johnson-Latimer, Ian
Plagge-Latimer, Peggy & Dean Lemke, Bob
Borcherding-Johnson, IA- Dennis Lemke-Dows, Douglas Lemke-Dows, Corey Jacobsen-Dows, Craig Johnson-Latimer, Dave Christensen-Hampton and Matt Abbas-Latimer
Engineer Cook presented four options for improvements to DD 48 with comments following.
The 5 options were: 1) Main Drain Replacement
in Sections 11 and 14 with ½” Drainage Coef¿cient; 2) Main Drain Replacement in Section
11 and 14 with ¾” Drainage Coefficient; 3)
Replacement of Main Tile, ½” Drainage Coef¿cient; 4) Replacement of Main Tile, ¾” Drainage
Coef¿cient and 5) Other Alternatives such as
improvements in upstream drainage would be
limited by capacity of the 34” tile. No alternatives
utilizing partial replacement provided signi¿cant
improvements and were not evaluated further.
Another Information Meeting has been set up
for January 5, 2014 at 10:30 a.m. with a Public
Hearing scheduled Monday, January 12, 2014
at 10:00 a.m.; both meetings being held at the
Law Enforcement Center meeting room. No action taken.
Sandy Eckhardt-Drainage Clerk met on two
drainage districts:
DD #83. Area where trees were removed in E
½ NE ¼ Section 5, Oakland Township, the land
below the tile on the McClanahan property; tile
was exposed and ¿lled with tree roots so Mort’s
ran a new line of 200’ of 12” tile beside the existing tile along the fence line.
JDD #5-75 Main. A request for repair was
turned in by tenant wanting work done, but
Trustees of the District (Supervisors) stated the
landowner needed to sign Resolution 2010-23:
Investigation of Drainage Districts Per Requests
in order for any work to be done in Section 34,
Oakland Township. No action taken.
Motion by Eberling, seconded by Nolte, approves an Extension for Closing and Possession
of property located at 302 5th Ave NE, Hampton,
between Plymouth Church and Franklin County from December 5, 2014 through February 5,
2015 at 5 PM. All ayes. Motion carried.
Motion by Nolte, seconded by Eberling, approves claims for the period ending 12/7/14. All
ayes, motion carried.
Motion by Eberling, seconded by Nolte, approves setting December 29, 2014 at 9:30 a.m.
as the date and time for a Public Hearing to
amend FY14/15 budgeted expenditures and
revenues. All ayes, motion carried.
Motion by Eberling, seconded by Nolte, approves reinstatement of 2014 homestead credit
on parcel 09-30-301-012-00 due to owner still
occupying homestead on 7/1/2014. All ayes,
motion carried.
Motion by Eberling, seconded by Nolte, approves a Fireworks Permit to Donald Ziesman,
to display ¿reworks on 12/26-27/2014 at 325
Finch Ave, Alden. All ayes, motion carried.
Request from Franklin County Sheriff to amend
the LEC building FY14/15 budget. The Board
agreed to ¿gures submitted. No action taken.

The Board acknowledged Manure Management Plan Renewals for: 1) F106, #59671, owner Christensen Farms Midwest LLC, site located
