FIR to be registered against traffic
rule violators
Shillong , Dec 14 :Irked with the continuous violation of no entry by vehicles
along the Civil Hospital and Barik junction, East Khasi Hills police has warned
that the police would now register FIR
cases against anyone who violates the no
entry rule.The warning came from the SP
M Kharkrang after police conducted surprise late night checking along the route
and found that many people violated the
no entry rule.
“So far, we have been filing non-FIR
cases and imposing fine on violators but
now, we will register FIR cases against
such vehicles.” he said.
Police, for the past few week detected
almost fifty such cases and even imposed
fine on such violators.
The move from the Shillong police
came as many road accidents have taken
place at that particular stretch due to violation of the no entry rule.
On the over loading of local taxis, he
also reiterated that people should come
forward and lodge complaint against any
such local cabby.
“We often read in papers people complaining about the over loading but they
never oppose when the local taxis are
over loaded,” he said.
He also requested the public not to park
their vehicles illegally since this is a festive season and traffic jams are bound to
occur during the festive season.

In a statement e-mailed to the media,
self-styled commander-in-chief of the
ULFA-I, Paresh Barua , said the 2000 MW
Lower Subansiri dam project as well as
another 186 hydro-electric projects in
Arunachal Pradesh that were being constructed would not serve the interests of
people of Assam.The ULFA leader, however, said that since the outfit also wanted
development of Assam, it would extend
design prepared by the experts’ panel from
Assam assuring protection of lives and
property of people in downstream areas in
Assam.
The ULFA put forward following condition for implementation of the dam project
that has been stalemated because of mass
protests against it :
• The NHPC must either shift the site of
the mega dam from the present location
where the base rock is sedimentary in
nature and would not be withstand the pressure of such a huge dam or convert it to a
smaller project with lower generation
capacity.• Only 25 MW of free power will
be provided to Assam from the 2000 MW
project which is not acceptable as the rest

signed between University of Science
and Technology, Meghalaya (USTM) and
Tezpur University, promoted by ERD
Foundationon Saturday at Hotel
Landmark.
The MoU was signed by Dr. Amarjyoti
Choudhury, Pro Vice Chancellor of
Tezpur University and Dr. P. G. Rao, Vice
Chancellor of University of Science and
Technology, Meghalaya in presence of
Prof. Mihir Kanti Choudhury, Vice
Chancellor of Tezpur University;
Mahbubul Hoque, Chancellor of USTM
and other high officials of both USTM
and Tezpur University.
The MoU between Tezpur University,
an institution of national importance and
one of the best universities in North East
which is striving to promote research in
emerging areas of science and technology having special and direct relevance to
the region and the University of Science
and Technology, Meghalaya (USTM), an
emerging technology university in North
East provides a road map in relation to
future cooperation.
The MOU provides that Tezpur
University will mentor and guide the
USTM and Regional Institute of Science
and Technology (RIST), an Engineering
College of ERDF affiliated under NEHU,
in academic promotion specially in the
field of basic sciences, management and
technology, by mentoring and training
the faculties, by syllabus up gradation
and taking the special classes by Tezpur
University Faculties and jointly organis-
ing seminars. Tezpur
University will also mentor the USTM and RIST
in administration and
quality faculty recruitment

research,
Tezpur
University will guide the
USTM and RIST in managing the research programmes and mentor the
research scholars.
The qualified faculty of
both TU & USTM will
jointly guide the scholars
of USTM for quality
research in their respective field.
Tezpur University will also uide the
faculties in preparing Detailed Projects
Reports (DPR) for projects and collaborative activities by taking lead. Both
USTM and Tezpur University will
exchange research information and experienced researchers between them and
will promote research in Science &
Technology.
The Institutions will reciprocally facilitate Science based innovation and fact
findings resulting into business development activities. Tezpur University will
also guide the USTM and RIST in
upgrading infrastructure like laboratories, equipments, library, class rooms,
recreational facilities, hostel, campus

specifications and operational guidance
where required. The cooperation will
bring benefit to the Engineering students

USTM from the placement machinery of

Ministers’
Conference in New Delhi
that the Centre would
withdraw its notification
regarding NEIIPP. “But
yesterday they again said
in Parliament that it has
been suspended,” Gogoi
said.The Chief Minister
said that Assam will
receive Rs 3,000 crore less
every year due to scrapping of the Planning
Commission.Asked about
Centre’s
allegations
regarding non-utilisation
of Central funds, Gogoi
said, “If we had not given
utilisation certificate since
2011, then why were allocations made in 2012,
2013 and 2014. Now they
have suddenly stopped.”
Regarding the Goods
and Services Tax, Gogoi
said Assam and some other
States want petroleum to
be kept out of its purview.
“Otherwise, we will lose
Rs 1,000 crore annually.”
Asked about the new
expert committee formed
by the Centre on the
Lower Subansiri Project,
Gogoi said, “I know what
the expert committee will
say after its deliberations.
It will say that work on the
dam should go ahead.
Even a non-expert like me
can predict it.”
He also castigated the
BJP for changing its stance
with regard to big dams
after coming to power at
the Centre.
‘Jihadis not getting support of local people’

Tarun Gogoi on Saturday
admitted that jihadi elements had been trying
very hard to expand their
network in the state but
claimed that local Muslim
population
has
not
responded well to their
overture.
He termed the arrest of

anti-jihadi tirade launched
by the police in the state.
He said, ‘‘Sahanur was
the top Jihadi leader operating in the state and had
had links to jihadi network

raised alarm that many
Bangladeshi nationals had
over stayed not only in
Assam but other parts of
India too even after expiry
of their visa period taking
advantage of the ‘ flawed’
tracking system in vogue.
He pointed out that such
a
situation
worked
towards the advantage of
anti-India elements who
were out to create disturbances in the country.
Gogoi said when pace
of development is ham-
pered
elements
like
Jihadis and other such
anti-national forces take
advantage of it to foment
trouble by influencing
vulnerable and deprived
populace.
Gogoi criticize the BJPled NDA government in
the Centre for not keeping
poll promises made to the
people of Assam and said
that it had exposed the
BJP’s inherent indifferent
attitude towards the welfare of the people of
Assam.
“The BJP and Narendra
Modi made tall promises
to people of Assam before
the last Lok Sabha election and now it has
become apparent that the
BJP and its leader have
forgotten all the promises
for development and wellbeing of the people of
Assam,” Gogoi said.
“While ‘acche din’
(good days) promised by
the BJP have remained a
distant dream, I am sensing kharap din (bad days)
ahead for the people of
Assam pointing out that
while there had not been
any new scheme for
development of the state,
the Centre had resorted to
pruning benefits of even
some of the existing
