Coastal GasLink Connector Coastal GasLink Connector December 2014 Coastal GasLink receives Environmental Assessment Certificate On October 24th, 2014 TransCanada announced that the B.C. Environmental Assessment Office (EAO) issued an Environmental Assessment Certificate for the proposed Coastal GasLink Pipeline Project (Coastal GasLink). As anticipated, the certificate was issued with a number of conditions resulting from the assessment by the EAO of environmental, social, economic, heritage and health components deemed pertinent to the project. The Environmental Assessment Certificate for Coastal GasLink contains 32 conditions, the majority of which reflect current best practices for natural gas pipeline construction and operation. They also include conditions adopted to address project-specific concerns, as raised by Aboriginal groups, local communities and resource management agencies. These include: • Participation in government-led programs to manage key wildlife populations of concern to B.C. including southern mountain caribou and grizzly bear; • A Socio-Economic Effects Management Plan to monitor effects of the project on community infrastructure, labour, employment and contracting opportunities; and • Continued engagement with Aboriginal groups and local governments along the pipeline route to share information about the construction schedule and collect ongoing feedback about the project. TransCanada has also submitted applications to the B.C. Oil and Gas Commission for the permits required under Section 25 of the Oil and Gas Activities Act to build and operate Coastal GasLink. Regulatory review of those applications is progressing on schedule, with permit decisions anticipated in the first quarter of 2015. Since the announcement of the project in June 2012, Coastal GasLink has engaged with Aboriginal groups and communities along the proposed pipeline route, including residents, local and regional governments, landowners and businesses. Through this engagement process, Coastal GasLink has shared project information and collected feedback on various subjects, including: • Routing of the proposed pipeline; • Required field work to support regulatory applications; • Draft ancillary site maps outlining project features such as access roads, compressor stations, storage yards and construction camp locations; • Contracting and employment opportunities arising from pipeline construction and operation; and • Economic benefits arising from the project. Next steps for the proposed project include detailed engineering and construction planning, as well as ongoing consultation with Aboriginal groups and the public. Pending the receipt of the required regulatory approvals and a positive final investment decision from LNG Canada, the start of pipeline construction is anticipated in 2016, with an in-service date by the end of the decade. December 2014 Celebrating 100 days until the 2015 Canada Winter Games Canadian amateur athletes from coast to coast recognized the lighting of the Canada Games Roly McLenahan Torch on Parliament Hill as a symbolic moment that marks the beginning of the final leg of their journey to compete at the 2015 Canada Winter Games (CWG) in Prince George, B.C. For Bruce Gabriel - Veteran, President of the Prince George Royal Canadian Legion (branch #43) and Torch carrier – the Torch is more than an emblematic icon of the Games, but a beacon that brings our country together. “In Canadian military history a torch, or eternal flame, is a symbol that reminds us to remember a time when Canadians came together to protect and preserve our Nation,” says Mr. Gabriel. “Carrying the Torch at the CWG Torch Relay was truly an honour for me because it signified the uniting of our country through sport.” As is tradition, the Torch was lit on Parliament Hill on October 15th 2014, and this symbolized the home stretch towards the CWG. The Torch touched down in Victoria, B.C. on October 17th and then made its way through Vancouver, New Westminster/ Burnaby and Kamloops. On November 4th, TransCanada employees and community members in Prince George celebrated 100 days until the 2015 Coastal GasLink Connector December 2014 Canada Winter Games – the largest multi-sport and cultural event for youth in Canada – with the inauguration of the Illuminate the North Torch Relay. As an official sponsor of the Games and the Presenting Sponsor of the Closing Ceremonies, TransCanada was invited to carry the Torch in Prince George and the company extended the invitation to Mr. Gabriel. “TransCanada has a strong relationship with our veterans in Prince George, including Mr. Gabriel from the local Royal Canadian Legion,” says Dave Kmet, TransCanada Regional Manager, Prince George and LNG Land, “I wanted to share this experience with Bruce because the Torch Relay falls within the Legion’s poppy campaign to remember our fallen soldiers and I knew it would be meaningful to him, Legion #43 and the community they serve.” In 2013, TransCanada donated $25,000 towards the building of a wheelchair accessible bathroom and a wheelchair elevator/ platform lift at the legion’s community building as part our company-wide strategy to support organizations that assist our military veterans. The enhancements to the facility help the Legion host all community members, including those with mobility limitations. Mr. Gabriel joined the Black Watch Royal Highland Regiment of Canada in 1962. In 1970 he was posted to the Royal Canadian Regiment and stayed there until 1978 when he was transferred to a logistics branch. Mr. Gabriel retired from duty in 1983. Supporting First Responders in Fraser Lake TransCanada is committed to building and operating our natural gas transportation systems safely. From design and construction to operation and maintenance, safety is an integral part of everything we do. As part of that commitment Coastal GasLink has directly supported improvements to emergency services for communities along our proposed route. Our most recent donation has helped to provide the Village of Fraser Lake with a new fire rescue truck which will serve their community for the next twenty years. The new vehicle is larger than its predecessor, has a more powerful drive train, and is outfitted with fire suppression equipment. It will assist Fraser Lake Fire Rescue in responding to all types of emergencies including medical emergencies, motor vehicle crashes and fires. Coastal GasLink involves the construction and operation of an approximately 650 kilometre natural gas pipeline from the Groundbirch area near Dawson Creek, B.C. to the proposed LNG Canada liquefied natural gas export facility near Kitimat, B.C. It would involve construction with 48-inch (1219 mm) diameter pipe, in addition to the construction and operation of up to three meter stations and one compressor station in the initial build. The initial capacity would be approximately 2.0-3.0 billion cubic feet/day of natural gas capacity, with an expansion capability of 5.0 billion cubic feet/day. Project timeline • 2012 – Launched project and began engagement with Aboriginal communities, local governments, landowners and other stakeholders. Our engagement program will continue throughout the life cycle of the project. • 2013 – Undertook environmental and engineering studies along the pipeline study corridor. Additional studies continued along the proposed route in 2014. • 2014 – Received Environmental Assessment Certificate from the BC Environmental Assessment Office, and filed a detailed project design application with the BC Oil and Gas Commission. • 2016 – Pending regulatory approvals and a positive investment decision by LNG Canada, start of construction is anticipated in 2016. • End of Decade – The proposed pipeline will be in operation in time to supply natural gas to the proposed LNG Canada facility in Kitimat.
