Vaccine Implementation - Country Programmes 01.Mar.2015 (at latest) to 31.Dec.2016 Director, Vaccine Implementation NA 5 ONLY CANDIDATES AVAILABLE TO START NO LATER THAN MARCH 1 ST WILL BE CONSIDERED Key results expected: Achievement of Ebola Vaccine Programme goals as defined in the Gavi Board’s decision paper of December 2014; Successful coordination of the work streams, responsible for the work plans and deliverables for the Ebola vaccine Programme; Smooth communication and consultation with Executive Office, key partners, stakeholders and relevant vaccine manufacturers; Ensure that Gavi processes accommodate specificities of the programme. Main duties/ Responsibilities: Ensure tight project management of the entire program and of the 4 work streams with proactive identification of bottlenecks along the critical path; Coordinate the development of an integrated / cross-agency vaccine work plan and ensure adequate linkage with the overall Alliance business plan; Chair/Coordinate program specific work-stream meetings with relevant experts and stakeholders from the Gavi Secretariat, WHO, UNICEF Programme Division, UNICEF Supply Division, donors and others; Ensure timely delivery of the vaccine programme design with contribution from internal and external partners ; Lead the vaccine delivery work stream providing coordination of partners on the preparation activities necessary for successful and timely in countries introductions such as: Assess required programme activities and costs; Monitor country readiness status and technical assistance requirements; Provide background information to countries and partners on programme related choices; Facilitate supply allocation discussion (based on WHO guidance) and following communication provide programme specific briefing to Senior Country Managers; Provide coordination of partners and oversight on in-country introduction and post-introduction activities; Analyse and validate proposed doses in the APR (stocks and vaccine utilisation rate); Monitor safety surveillance activities and ensure reactive communication is in place. Lead the Vaccine Recovery sub-work stream providing coordination of partners on the preparation activities necessary for successful and timely in-country re-start of all existing Gavi programmes ensuring that opportunities for coverage improvement, more efficient vaccine delivery and integrated approaches are appropriately explored; Develop, update and maintain procedures and reporting tools to ‘systemise’ vaccine roll-out to establish a platform for well-coordinated vaccine introductions; Understand the current supply situation, liaising with market shaping and UNICEF SD; Serve as the focal point, programme champion and disease area ‘expert’ in its assigned product area to internal (e.g. external relations) and external stakeholders (e.g. donors) to provide: Regular reports on current vaccine roll-out status against plan for key governance meetings (e.g. PPC, EC and Board) and on request by specific stakeholders when required; Vaccine specific information including product presentations, efficacy, safety, current suppliers, price points (in collaboration with market shaping), and evolution of demand; Disease area high level information such as burden of disease, vaccine cost effectiveness data, other treatment options, latest publications (in liaison with the Monitoring and Evaluation team); Liaise with Media & Communication providing vaccine specific information around specific media events and supporting standard and ‘back-pocket’ Q&A; as well as provide and coordinate input during crisis communications (i.e. recall/WHO prequalification de-listings, safety alerts). Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs. 1 Qualifications: Academic: Advanced University degree in Public Health, Development, Business Administration or related field; Certification/qualification in project management or equivalent. Work experience: 12 years of experience at global level in healthcare sector (public or private). Vaccine specific experience is highly desirable; Significant experience in managing large and complex projects; Public health or development-related experience ideally in both global/regional and developing countries settings; Familiarity with multilateral agencies and key public health donors as well as vaccine manufacturers; Knowledge of epidemiology, understanding of biological product development and production would be advantageous. Skills/competencies: Knowledge of both theoretical and practical aspects of project management, as well as techniques and tools; Extensive familiarity with global health and development; Strong representational and diplomatic skills; Excellent communication skills; Solid knowledge of global health and development in general and vaccines and Infectious disease in specific; Strong analytical and writing skills; Strong leadership and management skills; Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization. Languages: Demonstrated full spoken and written fluency in English; Equivalent skills in French highly desirable; Other languages of Gavi eligible countries a plus.
