2013 ANNUAL REPORT
MISSION

FROM THE EXECUTIVE DIRECTOR
I believe that access to health care is a human right. No one should have to go without
medications or treatment for disease and illness just because they can’t pay for it.
We have had many success stories this year, however the biggest story isn’t the
transformation of a single life but the transformation of a struggling clinic.
TRANSFORMING A CLINIC
Low funding and lack of staff and resources left
Pocatello Free Clinic (PFC) unable to meet patient
needs the last few years. Pat Hermanson, Idaho
State University Health Care Administration
Program Director, led leaders in the medical
community and PFC board members in a series
of meetings to determine if there was a need for
the clinic and what role PFC should play in the
community.
The need was undisputed. Uninsured individuals
were going without care or accumulating
significant bills in the emergency room. The
cost of unpaid bills is passed on to the county
or written off by the hospital. To successfully
help this population more patients needed to
be seen and in a timely manner. When PFC asked
the community to help, volunteers responded.
Significant grants from Portneuf Health Care
Foundation, the Idaho Department of Health and
Welfare, and Bannock County were secured and a
part-time nurse practitioner was hired to expand
services and provide continuity of care. A director
was also hired to manage operations and staff.
The result is a bustling clinic open 20 hours a
week for patient care. Walk-in patients are often
treated, and a focus on preventative medicine
and education has been added to historical
services. Outreach efforts increased donations
and grants by 100%. Patient visits expanded from
999 in 2012 to 1,486 in 2013. We expect to have
close to 2,500 patient visits in 2014.
This valuable community organization was
transformed through the efforts of visionary
board members and a staff that puts in 110%
every day.
IMPACTS OF THE AFFORDABLE CARE ACT
I want to stress that in spite of the Affordable Care
Act (ACA) our patient population remains the
same. Idaho did not adopt Medicaid expansion
and our patients don’t make enough
to qualify for tax credits through “I want to stress that in
the exchange. The result is a gap spite of the Affordable
in health insurance. It is the same
gap that our patients have always Care Act (ACA) our patient
fallen into. These individuals are in population remains the
need and the challenge will be to

have not been able to keep up with
demand and our goal this year is to meet those
needs. We talk with an average of five people a
day who need immediate treatment. They have
pain, infection, and pieces of teeth breaking off.
Their need is heartbreaking. It is affecting their

THANK YOU
We feel extremely blessed that the
community rallied to our cause this
year. Our ability to provide access to
care for the uninsured in Southeastern
Idaho is a result of the hard work and
sacrifice of our volunteers and donors.
We have felt hopeless alongside some
of our patients with life-threatening
cases and have seen miracles happen
in their lives because of the generosity
of caring individuals.

LIVES TRANSFORMED
Sharon is a 60-year-old female who has been treated
at Pocatello Free Clinic (PFC) for just over six months
in the medical and dental clinic. She has an extensive
medical history which prevents her from working at
this time. Sharon is not yet eligible for Medicare and
does not meet the criteria for federally subsidized
health insurance nor for Idaho Medicaid.
Sharon has a long history of multiple hospitalizations and chronic,
debilitating illness. The past decade has been rife with the inability
to afford comprehensive health care and prescriptions. The result
has been ten costly admissions to the hospital, including the
intensive care unit for an extended stay on life support.
Since Sharon has been receiving care at PFC, her chronic illnesses
have been controlled. She has not been to the emergency room
or admitted to the hospital. PFC has been able to provide her
with primary care including, physical exams, diagnostic testing,
and prescription medications at no cost.
Sharon’s health has improved so much that she’s been able to
assist in caring for her elderly father in her home. She shared that
she no longer feels worried about the care (or lack of care) that
she will receive. PFC has been a safe-haven for Sharon and saved
her from suffering related to her former inability to access primary
health care.
Michael is 51years old and a little young to be worried
about a heart attack. However, he complained of
shortness of breath and chest pain while being seen
at the Pocatello Free Clinic (PFC) for hypertension and
diabetes.
Nurse practitioner Kate Roth performed an ECG with equipment
donated by Portneuf Medical Center. Abnormalities were
recorded and volunteer nurse practitioner Bill Sabel was called in
to evaluate Michael and another cardiac patient.
Bill performed a pro bono stress test on Michael at Intermountain
Medical Clinic. Several tests later and after numerous efforts on
Bill’s part, Michael was diagnosed with severe coronary artery
disease and underwent emergency open heart surgery.
Michael is now recovering, and he and his family are enjoying
time together because of the dedication of staff and generous
volunteers. Michael is alive today because of the heroic
collaboration of many individuals. This is pure medicine at work.
HOW YOU CAN HELP
Some people assume that a lack of access to health care
is a third-world problem. It is not. At the Pocatello Free
Clinic (PFC) providers serve patients with broken teeth,
uncontrolled diabetes, cancer, heart disease, mental
health issues, and much more. PFC continues to move
in a wellness direction where staff help this population
improve their health and their lives. Help PFC get these
individuals back on their feet.
DENTAL CARE: PFC needs 20 dental offices who will see one to
two patients a month on a regular basis. Patients will already have
a cleaning, x-rays, and a treatment plan identified by a Registered
Dental Hygienist. Dental offices will be asked to do restorative
work (fillings and extractions) on a one-time basis for each patient.
Patients will be counseled that they get one hour in the chair and if
additional work is needed, it must be scheduled with PFC.
DONATIONS: For every $1 donated we are able to provide $8
of direct medical or dental services. $52 a year provides the funds
for 3 patients to get dental care for an abscessed tooth including
an extraction and antibiotics. $260 a year would provide 14
individuals medical care, prescriptions, support, and referrals for
mental health issues.
VOLUNTEER PROVIDERS: If you are a physician, physician
assistant, nurse practitioner, dentist, registered dental hygienist,
or certified dental assistant, please contact PFC to volunteer
your time. Just three hours can make the difference in the lives of
several individuals.
OTHER VOLUNTEERS: In addition to providers, it takes a lot
of support to make our clinic run. Please consider becoming a
volunteer and urge your friends and family to aid us in building
a healthier community. Contact us if you could help with the
