As a part of our vision & mission, we are organizing the Siddhartha National
Legal Fest. The details of each competition, time schedule & payment of registration
fees are specified in the attached documents hereunder.

OFFICIAL RULES
1. Date and venue: The All India Moot Court Competition under the
auspices of the Smt. V. D. Siddhartha Law College will be held from 27th
February to 1st March 2015 at the Smt. V.D.Siddhartha Law College
Campus, Kanuru, Vijayawada, Andhra Pradesh.
2. Team Composition:
a. The Competition is open to all Law Colleges and Faculties/University
Departments of Law in India recognized by the Bar Council of India.
The participation is limited to LL.B/ B.L. / B.G.L. students both in the
Three year Scheme and Five Year Scheme. Students pursuing postgraduation in law and students undergoing correspondence courses are
not eligible to participate in the Competition.
b. Only one team from each participating college shall be registered for the
competition. Each team shall comprise three members (two speakers
and one researcher)
3. Registration: Provisional Registration of the team for the competition shall
be done by sending email to [email protected] on or before 25-012015. Please confirm your participation by sending duly filled pro-forma
along with the travel plan and a Registration fee of Rs.500/- (Rupees Five
Hundred Only) to be paid by way of Demand Draft drawn on any bank
payable at Vijayawada, drawn in favour of the “Principal, Smt. V.D
Siddhartha Law College”, on or before 30th January 2015. However, if
the college desires to take part in more than one event or in all the events
then a lump sum registration fee of Rs.1000/- (Rupees One Thousand Only)
to be paid as per the details given here in above.

4. ACCOMMODATION: Accommodation and other facilities shall be provided
for the team members by the organizers from 26th evening to 2ndMarch morning.
5. DRESS CODE: The dress code for the competition is formal. Men are required
to wear a Black suit with a white shirt. Women are required to wear a white shirt,
Black trousers/skirt and a black jacket or Salwar kameez and black jacket. Gowns
and bands are not permitted to be worn by the Participants in the Competition.
6. MEMORIALS:
a. Each team is expected to be ready with written briefs and oral arguments to
argue for either side of the case. The Court will follow its own procedure
within the accepted norms of judicial practice, and in case of doubt or dispute
in the matter of procedure or facts, the decision of the presiding member of
the Panel of Judges of each Court shall be final
b. Five hard copies of Memorials for the petitioner and five hard copies of the
memorials for the respondent shall be submitted at the time of registration on
07-02-2015. The memorials will be handed over to the Panel of Judges for the
award of marks.
c. The Memorials shall not contain any information that will reveal the identity
of the participating team. The contravention of the same will attract
disqualification.
7. Content :
a) Memorial dealing with jurisdiction, issues involved in the problem, summary
of arguments and arguments supported by authorities, conclusions and prayers
shall be prepared by each team both for the petitioner’s side and respondent’s
side. The body of the Memorial shall not exceed more than 25 typed pages.
The cover page, table of contents, index of authorities, jurisdiction, statement
of facts, questions presented, and summary of pleadings, title page and back
cover are not included in these 25 pages. But these 25 pages will include the
pleadings, conclusions, and footnotes. Any issue or pleading, not discussed
within the body of the Memorials shall not be included in any other section of
the Memorials.

8. Evaluation:
a) There shall be a Quorum of judges selected for each court from among a panel
of judges constituted for the purpose including eminent Judges, Lawyers, and
Law Teachers from all over India. The finals will be presided by a full bench
of either sitting Judges of the High Court or Senior Advocates of the Apex
Court.
b) Marks will be awarded to the memorials by the Committee of Judges out of a
maximum of 20 marks. Each Court will assign marks for oral arguments to
each individual participant and the team. Each individual's marks for oral
arguments will be added with memorial marks to make the individual's marks
out of 100. Out of 100 marks, the division of marks for each individual
participant is as follows:
1. Written Memorial

c) The Evaluation of the oral arguments will be based on:o Knowledge & Use of facts
o Correct articulation of facts, factual analysis & use of evidence
o Correct articulation of legal issues and legal analysis
o Knowledge of law & its interpretation
o Use of authorities and citations
o Response to questions
o Skills of advocacy & Persuasiveness
o Language & style
o Clarity, brevity & ingenuity
o Court manners and general impression
• Marks are awarded on agreed criteria by the Committee of Judges and the factors
constituting the criteria shall be such as “EXCELLENT”, “GOOD”,
“AVERAGE”, and “POOR”, based on the performance of the participants. The
decision of the Committee of Judges shall be final.
• The individual prizes will be awarded on the basis of total marks secured by the
individual participant in the preliminary round.
9. ORAL ROUNDS :
a. The order of the competitions including the days, if any, and the side
(petitioner/respondent) for which each team appears will be declared on the
basis of taking lots before the commencement of the competition during the
briefing session. The entire scheme of the competition thus drawn out will be
notified to the participating teams. The college reserves the right to make any
necessary alterations in respect of the side to be taken by the competing
teams, in case, it becomes absolutely necessary due to withdrawal of any
team/teams at the last minute, or if the competing teams had no opportunity to
argue the other side of the problem. The host team, if it gets qualified for the
finals, will not be eligible to participate in the finals of the competition.
b. The duration of each Court will not exceed one hour and ten minutes. To be
precise each participating team will get 35 minutes including the
rebuttals/sub-rebuttal. One speaker must speak not less than 10 minutes.
c. REBUTTAL/SUB-REBUTTAL: The maximum time provided would include the
time that each team may want to reserve for their rebuttal/sub-rebuttal. At the
commencement of each session the team shall notify the Court Officer as to
the division of time between the 2 speakers (including rebuttal/sub-rebuttal).
In case any speaker continues to speak after the completion of his/her time,
the additional time that was used, will be deducted from the time allocated to
his/her co-speaker, or from the time allocated for the rebuttal/sub-rebuttal, as
the case may be. The teams can reserve maximum of 5 minutes for the
rebuttal/sub-rebuttal. The final decision as to the time structure and the right
to rebuttal/sub-rebuttal will vest with the Judges.
d. The language of the Court will be in English only.
e. During the oral rounds, the team shall not be allowed to use any type of
electronic devices such as laptops, mobile phones, tablets etc.
10. AWARDS:

All the participants will be awarded Merit Certificates of participation and the
same will be given only at the valedictory function and not thereafter.
11. MISCELLANEOUS
a. SECRECY OF IDENTITY: During the course of the Oral Submissions, the
speaker shall neither reveal his/her identity nor the identity of their
College/University by any means whatsoever. Such actions on part of any
member of the team will lead to disqualification of the team from the
competition.
b. SCOUTING: Scouting is strictly prohibited. Teams found scouting will be
disqualified immediately.
c. APPEAL COMMITTEE: In case of any complaints/disputes, the same shall be
submitted to the Principal Dr. Ch. Divakar Babu and Sri G.V Ramaiah,
Senior Faculty Member, for resolution.
d. There will be a briefing session for all the participants on 27th February 2015
(Friday) followed by a draw of lots & exchange of memorials after the
inaugural function.
e. RECEPTION: The teams will be received from 26th February 2015
onwards at the Airport/ Railway Station/ Bus stand if the time of arrival is
well in advance or else the team may report at the Reception Committee
office at the Smt. V D Siddhartha LAW COLLEGE CAMPUS on 26th
February 2015.

“MOOT PROPOSITION”
IN THE HON’BLE SUPREME COURT OF HINDUSTAN
CHILD RIGHTS ADVOCACY FOUNDATION VS. THE REPUBLIC
OF HINDUSTAN
The Republic of Hindustan is a country which is almost similar in population,
geographical area, historical heritage, crime rate and culture as that of the Republic of
India. Similarly, the Constitution of Hindustan and other prevailing domestic laws are
in parimateria with the Republic of India, except in regard to the reduction of the age
of juveniles. The Constitution of Hindustan contained various beneficial provisions
for promoting and protecting the rights and interests of children. The Parliament of
Hindustan enacted and put in place a law by name “The Juvenile Justice (Care and
Protection of Children) Act, 2000” with the laudable object of engendering welfare
and wellbeing of juveniles. The said Act unequivocally delineated a juvenile as a
person not attaining the age of his/her 18th year of age.
The print and electronic media in the Republic of Hindustan had blown out of
proportion the incidents of offences of rape, murder, kidnapping, and similar such
offences committed by juveniles against the girl child & women. Certain women
empowering organizations, having been heavily charged with and carried away by
these media stories had been actuated to conduct a random survey on the incidents of
serious bodily offences committed against women by the juveniles. The survey
shockingly and stupendously disclosed that a considerable number of such offences
are committed against women by juveniles. Basing on the findings of the said survey,
the women organizations had successfully lobbied with the key functionaries of the
ruling party at the Central Government and parliamentarians belonging to different
political parties for initiating Amendments to the Juvenile Justice Act, 2000 for
treating juveniles in between the age of 16 to 18 as adults for the purpose of
conducting trial and awarding of punishment in cases of serious bodily offences
against women, Consequently, the said Amendment was successfully made to the
Juvenile Justice Act, 2000. The said Amendment clearly provided that any juvenile in
between the age of 16 to 18 years commits any offence of rape, murder, kidnapping,
abduction and offences of such analogous nature then such offender shall be treated as
an adult offender only. Resultantly, the punishment awarded would be the same like in
the case of the adult offenders in similar such offences by treating the juveniles on par
with the adult offenders.
The said Amendment was challenged by a leading child rights group by name
“Child Rights Advocacy Foundation” –a leading Non-Governmental Organization
spearheading the cause of child rights and welfare in the Republic of Hindustan before
the Supreme Court seeking declaration that it is invalid, void and unconstitutional on
various grounds inter alia: that such Amendment was against the very spirit of the
International Covenants like United Nations Convention on the Rights of Children to
which the Republic of Hindustan was a signatory; such Amendment was in flagrant
flouting of the constitutional provisions & core principles of juvenile justice; that such
Amendment was contrary to the established judicial precedents; that
such
Amendment, If implemented would make juveniles into hardened and habitual
criminals; that such Amendment would dehumanize the criminal administration of
justice, that such Amendment founded on the skewed survey was far from the reality
at ground level etc., However, the State of Hindustan strongly defended the said
Amendment on the ground that the lowering of the age of juveniles in regard to
serious offences against women was imperative in the light of early maturity and
precocity of the child in the era of globalization, easy access to crime and
pornography in the internet and increasing incidents of rape, murder, kidnapping etc.,
committed by juveniles in every succeeding year, to add more deterrence to the
existing law and changing face of juvenile laws across the World. The Child Rights
Advocacy Foundation filed a Writ Petition under Article 32 of the Constitution in the
Supreme Court of the Republic of Hindustan challenging the Amendments made to
the Juvenile Justice Act, 2000.
The Supreme Court of the Republic of Hindustan was pleased to admit the
present petition & further framed the under mentioned issues for final hearing of the
matter.
Issues:
1) Whether the petitioner has locus-standi to file the present petition?
2) Whether the contention advanced by the petitioner that the impugned
Amendment is against the International covenants, constitutional ideals, core
principles of juvenile justice and established judicial precedents is legally
tenable?
3) Whether the contention advanced by the respondent that lowering of the age of
Juveniles in the light of survey findings & early precocity of child is legally
sustainable?
4) Whether the impugned Amendment dehumanizes the criminal administration
of Justice as contended by the petitioner?
Note:
It is assumed that the Laws of the Republic of Hindustan are in parimateria
with the laws of the Republic of India except in regard to the reduction of the
age of juvenile though a bill to the same has been mooted but it is yet to
fructify into law. It is further assumed that crime rates of juveniles in the
Republic of Hindustan are on par with that of the Republic of India.
The moot problem is, the way it is. Hence, no queries or requests for the
clarification will be entertained under any circumstances.
Participants are free to adopt or devise a litigation strategy which will serve
their interests best.
Participants are at liberty to frame any new issue pertinent to the averments and
contentions made by the parties in the Moot Proposition.
Disclaimer: The above moot proposition is based on hypothetical facts and
circumstances.

1. Each Participant shall be given three minutes to speak on the topic picked
up by him/her by draw of lots.
2. A bell will ring at the end of two minutes to signify that one minute is left
to conclude his/her talk.
3. Another bell will ring at the end of three minutes.
4. Negative marks will be given, if the speaker exceeds the maximum time
allocated.
5. Language used shall be strictly in English only.
6. No objection or arguments shall be entertained over the decision of the
Judges.

LAW QUIZ
• RULES FOR LAW QUIZ
1. Each Team shall consist of two participants only.
2. The preliminary round shall be in the written form.
3. The questions shall be in the form of multiple choice, true/false
statements, specific answer based etc.
4. Team scoring the highest marks in the written quiz shall qualify for the
final round.
5. Quiz will cover topics pertaining to all the legal subjects and
contemporary
legal
issues
and
concerns
and
International
Conventions and Treaties & Organizations.
6. The quiz shall be conducted within a span of 2 to 3 hours,
depending upon the number of teams.
• SEQUENCE
1. Screening Round ( written)
There are 75 Multiple Choice Questions in the Preliminary written
round.
Time duration for Preliminary round is 1 hour.
On the basis of merit, teams shall qualify for the final round.
Total 75 marks (1 mark for each Correct Answer) shall be
awarded for the preliminary round.
2. After the Preliminary round, test copies will be checked and the result
for the teams selected for the final round will be declared.
3. Questions for Audience
If all participating teams are unable to answer the question put to
them then chance will be given to the audience. If a member of the
audience is able to answer the question then prize will be given on
the spot as a token of appreciation.
