The certifications provided by bidders to Canada are subject to verification by Canada at all times. The UPS must automatically maintain AC power within specified tolerances to the critical load, without interruption, during failure or deterioration of the normal power source. .2 The manufacturer must design and furnish all materials and equipment to be fully compatible with electrical, environmental, and space conditions at the site. It must include all equipment to properly interface the AC power source to the intended load and be designed for unattended operation. .3 This contract also includes all labour, materials and equipment required to install this equipment at L-24 simulator room, 5CDSB Gagetown. This includes the removal of the existing UPS. 1.2 STANDARDS .1 The UPS and all associated equipment and components must be manufactured in accordance with the following applicable standards: .1 CSA 22.2, No. C1813.1 .2 IEEE 587, Category B (ANSI C62.41) .3 National Electrical Code (NFPA-70) .4 NEMA PE-1 .5 OSHA .6 UL Standard 1778 .2 The UPS must be ETL listed per UL Standard 1778 Uninterruptible Power Supplies, and must, be CSA certified. .3 The Quality System for the engineering and manufacturing facility should be certified to conform to Quality System Standard ISO 9001 for the design and manufacture of power protection systems for computers and other sensitive electronics. Input/output voltage specifications of the UPS must be: .1 .2 .3 .2 .3 Rectifier Input: (208) volts, three-phase, (3)-wire-plusground. Triple input system configuration, one input to bypass, one input to static switch and one input to rectifier. Output: 120/208 volts, three-phase, 4-wire-plus-ground. .2 Output Load Capacity. Specified output load capacity of the UPS must be 100kVA/90kW at 0.9 lagging power factor. .3 The UPS system must be a single module system. Design Requirements - Matching Battery Cabinet .1 Battery Cells: Sealed, lead-acid, valve-regulated. .2 Reserve Time: (20) minutes at full load, 0.9 power factor, with ambient temperature of 25°C. .3 Recharge Time: to 95% capacity within ten (10) times discharge time. Modes of Operation .1 The UPS must be designed to operate as an on-line, doubleconversion, reverse transfer system in the following modes: .1 Normal - The mission critical AC equipment is to be continuously powered by the UPS inverter. The rectifier/charger derives power from a utility AC source and supplies DC power to the inverter while simultaneously floatcharging a power reserve battery. .2 Emergency - Upon failure of utility AC power, the mission critical AC equipment is to be powered by the inverter, which without any switching obtains its power from the battery. Page 2 of 8 W0501-150042/A Annex A Requirement National Defence STATIC UNINTERRUPTIBLE POWER SUPPLY CFB Gagetown L-24 Simulator There must be no interruption in power to the critical load upon failure or restoration of the utility AC source. .4 .3 Recharge - Upon restoration of utility AC power, after a utility AC power outage, the rectifier/charger must automatically restart, walk-in, and gradually resume providing power to the inverter and also recharge the battery system. .4 Bypass - If the UPS must be taken out of service for maintenance or repair, or should the inverter overload capacity be exceeded, the static bypass transfer switch must perform a reverse transfer of the connected equipment from the inverter to the bypass source without interruption in power to the mission critical AC equipment. Performance Requirements .1 .2 AC Input to UPS .1 Voltage: 208 volts AC, -15 percent to +10%, three phase, 3 wires plus ground or 4 wires plus ground. .2 Frequency: 60 hertz, ±5 percent. .3 Power Factor: Up to 0.9 at full load and nominal input voltage. .4 Total Harmonic Distortion: Less than 7.5 percent at full load and nominal input voltage. .5 Power Walk In: 0 percent to 100 percent over a 5 second period. .6 Inrush Current: 100 percent of nominal input current for less than one cycle. .7 Reactive Current: Not to exceed 15 percent of the UPS nominal input current. UPS must remain in upright position, no tilting allowed. .2 Remove existing 100kVA UPS cabinets and battery racks. .3 Assemble and interconnect components to provide complete UPS. .4 Connect ac mains to main input terminal. .5 Connect UPS output to load. .6 Start-up UPS and make preliminary tests to ensure satisfactory performance. .7 Installation to be priced separately. The training should cover basic operation, maintenance and common UPS issues that can be managed by the end-user. .2 The manufacturer’s representative shall be present during commissioning by the Commissioning Agent. .3 Training is to include manual operation of system. .4 Instruct the operating and maintenance personnel in the proper operation, maintenance and repair procedures. .5 Training must include operation, maintenance and repairs. A minimum of 8 hours shall be included for training.
