The Texas
288 Corridor
The Texas 288 Corridor takes on its distinct personality outside the Beltway where
cosmopolitan Houston transitions into suburban areas and an immense ecosystem
along the Texas Gulf Coast — “Where Texas Began”.
The Texas 288 Corridor encompasses a large geographic area extending
from central Houston south to the Texas Gulf Coast. It is one of the few
regions in the Houston area with quick access to the Texas Gulf Coast and
the numerous and diverse activities found in the fourth largest city in the
U.S. The Texas 288 Corridor is a great place for families to put down roots,
to grow and prosper.
The 288 Corridor is anchored on the north by Pearland, the fastest
growing suburb of Houston, and Friendswood, the only community in the
Greater Houston area to make Money Magazine’s “Best Places to Live” list.
Further south is historic Alvin, home of the Nolan Ryan Baseball Museum
on the top-rated Alvin Community College campus, and Manvel currently
projected to be the next residential and retail hub on Texas 288.
Going south, Angleton, Lake Jackson and the Brazosport area are both

The Texas Medical Center (TMC ) consists of dozens of hospitals and clinics
equipped to provide quality family health care, cardiac care, cancer therapy,
trauma care, sports medicine, MRI, Life Flight® and innovative treatments in hundreds of specialties. This internationally recognized community is home to many
of the nation’s best hospitals, physicians, researchers, educational institutions and

Most of the physicians, dentists and other medical specialists working in the

The City of Pearland is less than 20 miles south of central Houston. According to U. S. Census Bureau population figures, Pearland is the 15th
fastest growing city in the U.S. compared to other cities with a population of 10,000 or greater. Pearland is currently the third largest city in the
Houston MSA.
In 2012, Pearland adopted the 20/20 Plan, a strategic outline for future
success. The plan incorporates a wide range of economic development
partners in government, education, healthcare and business. The Pearland
Economic and Development Corporation, the City of Pearland and local
commercial property owners have created a Municipal Management
District to improve aesthetics of the Texas 288 Corridor between Beltway
8 and County Road 59.
To provide residents with a quality lifestyle, the City of Pearland is
working on numerous projects that target thoroughfares, drainage, public
safety, library expansions, parks, recreation facilities and sports venues.
The Old Town District is being re-developed with homes, offices, businesses, service companies, recreational facilities, and a weekend farmers
market.
Pearland’s mayor, Tom Reid, heads the Pearland Alliance for Arts and
Culture (PAAC), a group of local business men and women who promotes
the cultural arts. PAAC recently obtained 501 (c)(3) status, launched a
new web site and opened an office in Old Town.
There are more than 30 churches in Pearland representing most denominations and spiritual interests, including the beautiful Sri Meenakshi
Temple near Old Town.
Pearland, first settled in 1894, was incorporated in 1959. The city currently

In the 1940s, Angleton followed the industrial trend when Dow Chemical and other petrochemical companies built chemical plants in the area. By the late 1980s, the town had grown into a banking and distribution
center for agricultural, chemical, oil & gas operations and county government. Angleton has been the county
seat of Brazoria County since 1896.
Today, Angleton can boast excellent schools, affordable housing, a low crime rate, and a high quality
of life minutes from the Texas Gulf Coast. The Brazoria County Fair, one of the largest in Texas, is held in
Angleton each fall.
The Texas Gulf Coast Regional Airport located in Angleton celebrated the opening of an 11,000 squarefoot terminal office building in 2013. Alvin
In 1992, the City of Alvin secured a grant from the
National League of Cities to buy property and start
revitalization of Old Town Center by working in
partnerships with local business owners, property
owners and citizens. In 2010, the NLC recognized
Alvin for its efforts and featured Alvin in its promotional poster, “America Downtown”.
In the heart of Old Town Center, the Parks and
Recreation Department and Keep Alvin Beautiful
have restored a 94-year old train depot to its original
condition. The depot has a new life as a museum
and venue for community and private events.
For a small town, Alvin has something for

Lake Jackson
Manvel
With significant frontage on Texas 288 and Texas
6, Manvel is said to be at the crossroads of Brazoria
Country. Just 20 miles from downtown Houston,
developers are looking at Manvel for large multiuse
projects encompassing commercial, retail and
master-planned residential communities. By size, 55
square miles, Manvel is the largest city in Brazoria
County.
Sedona Lakes, offering upscale homes in a natural setting, Rodeo Palms and South Fork are located
in Manvel. Pomona, a 1,000 acre master-planned
community being developed by Hillwood Communities in partnership with McGuyer Homebuilders,
Inc. (MHI), is scheduled to open in 2015.
Rounding out available housing in Manvel

Lake Jackson, the largest city in the Brazosport area, is said to have been planned almost foot-by-foot by
architect, Alden B. Dow, and Dr. A. P. Buetel, the first general manger of Dow’s Texas Division in 1941.
In planning Lake Jackson, every effort was made to save the thickly grown coastal forest. Seventy years
later, gigantic trees in the esplanades and open fields on both sides of Texas 288, welcome visitors and a vast
number and variety of migratory birds. The Great Texas Coastal Birding Trail and the Upper Texas Coast
Guide show more than a dozen birding spots in the Brazosport area. The Brazosport College campus occupies 156 acres of naturally landscaped grounds enclosed on two sides by Oyster Creek. The college is a key
provider of a highly-trained work force for industrial employers in Brazoria County, including Dow Chemical.
Based in Lake Jackson, Texas Dow Employee Credit Union (TDECU) is the largest credit union in Houston. The company’s growing roster in the Texas 288 corridor includes branch offices in Houston, The Woodlands, Pearland, Angleton, Brazoria, Freeport and Lake Jackson and Sugar Land. TDECU has purchased
the naming rights for the University of Houston’s new stadium located in central Houston. The stadium will
open in the fall of 2014 giving TDECU a national audience.

Freeport, the second largest city in the Brazosport area, is a deepwater port three miles from the mouth of
the Brazos River. Popular activities include fishing--from land and offshore, and sun bathing at Bryant Beach,

Freeport is home to one of the largest chemical complexes in the world--Dow Chemical Texas Division.

Having a car in Houston is a must, but there are alternatives. METRO
is recognized as one of the best and safest bus systems in the nation.
METRO offers express service to the central business district downtown and Texas Medical Center. Houston’s highways feature High
Occupancy Vehicle Lanes (HOVs) for two or more passengers traveling in one vehicle at certain times of the day. For schedule and route

Texas enforces a mandatory automobile liability insurance law.
If stopped for any reason, proof of liability insurance is required. The
minimum liability limits are $30,000 for each injured person, up to
a total of $60,000 per accident, and $25,000 for property damage per
accident. This basic coverage is called 30/60/25 coverage. TexasSure is
a verification system that tells law enforcement and county tax officials
if you or the car you’re driving has auto liability insurance For more

All vehicles must be registered in the county within 30 days of establishing residency. The cost is based on the model and year for cars
and gross weight for trucks. Subsequent registration may be handled
online or in person. Motor vehicle registration renewals may be purchased at various locations. For a list of locations visit the county web

To register a vehicle, present the automobile title and pay a new
resident fee, a title fee, and the cost of new license plates. All out-ofstate vehicles are required to have the following for registry in the state
of Texas: (1) proof of safety inspection, (2) your out-of-state title, (3)
payment of a new resident fee, a title fee, the license plates cost, and
(4) proof of liability insurance.
If you are a resident of Texas and hold a valid driver license from
another state, you must obtain a Texas driver license within 30 days of
establishing residency. Proof of registration, proof of insurance, your
Social Security card or latest W-2, your valid out-of-state license, and
$16 in cash or check are required to obtain a Texas driver license. You
will be required to pass both the written test and the vision test. If you
do not have a current Texas or out-of-state license, or if you are changing the class of your license, you will be required to take the written

Most common acceptable waste includes paper, telephone books, cans,
plastics 1 and 2, and used motor oil. Rinse and drain containers, remove
lids, caps, plastic bags and package materials, and place the recycle
container on the curb by 7:00 a.m. Used oil should be in the original
container or in a screw top non-detergent container.
Bag-It and Recycle-It
Many local communities have Bag-It programs requiring yard trimmings
to be placed in separate bags from trash and garbage. Place the bag at the
curb on the regular garbage day to be collected. Limit contents to grass,
leaves and small twigs; the bag cannot weigh more than 50 pounds and
should be less than 4-ft. in length and 18 inches in diameter. Do not put
anything into storm drains.
Household Hazardous Materials and Electronics
HHMs are accepted at Pearland recycling center on Monday, Tuesday
and Wednesday from 8:00 a.m. to 5:00 p.m. and Thursday 8:00 a.m. to
noon. Items accepted include: flammable oil based paint, paint products
and refinishers, pool chemicals, corrosives, acids and cleansers, batteries, motor oil, filters and cooking oil, latex paint, antifreeze, computers,
monitors, printers, printer cartridges, and cell phones. 281-489-2795.
Trash Pickup
Most municipalities provide trash pickup. Call the Solid Waste Management Department to find out on which day garbage and light trash is collected in your area. Some subdivisions opt to contract with local garbage
collection companies, and fees for these services are typically included in
the homeowners’ association dues. Contact the homeowners’ association
for information.

• Renewable energy sources, such as photovoltaic electricity and water heating systems, to decrease the overall energy consumption within the home.
• Fixtures such as low-flow showerheads, faucets, and toilets.
• Programmed, low-volume irrigation systems, rainwater collection systems, wastewater treatment systems, and hot water recirculation systems.
• The house orientation and design should take advantage of natural daylight
to reduce lighting needs, and use strategies to reduce seasonal heat gain or
loss.
• Should contain renewable materials, including rapidly-renewable woodspecies and recycled-content materials.
• The heating, air conditioning and ventilation system (HVAC) must be sized
for an efficient and properly ventilated home.
• Low-VOC paints and finishes and wallpapers should be used as well.
• Landscaping should contain plants that are appropriate for the climate, and
grouped according to water needs. Impervious surfaces should be reduced.

HOAs
Homeowner associations typically establish and enforce deed restrictions. All homeowners and
property owners are required to be members and pay annual maintenance fees. Among other things,
deed restrictions are written land-use and building-type agreements that prevent homes and lots
from being converted to commercial establishments, apartments and the like. Homeowners become
automatic members of the association when they acquire title to property in the neighborhood.
Homestead Exemption
The Texas Homestead Exemption law applies to property tax levies. All homeowners in Texas can
claim a yearly exemption of 20 percent of the total assessed value of their homesteads. To qualify,
owners must have title to a property on January 1 of the current tax year, and have filed a Homestead
Exemption Affidavit annually with the county tax assessor’s office.

Education

The Texas 288 Corridor is served by five independent school districts: Alvin,
Angleton, Brazosport, Friendswood and Pearland. In addition, limited areas are
served by the Fort Bend, Houston, Pasadena and Clear Creek Independent School
Districts. Each district is governed by its own board of elected trustees and offers
a variety of study areas, extracurricular activities, and special education departments to meet the needs of all students. All of the school districts in the Texas 288
Corridor are accredited by the Texas Education Agency (Region IV).
As health care and biotechnology industries grow and mature within the
Texas 288 Corridor, career opportunities for educated skilled workers are increasing. Students interested in health science careers can enroll in programs offered
at local community colleges and advance their degrees at numerous colleges and
universities. A number of programs utilize partnerships between local colleges
and industry to train students for job specialties in high demand. The University
of Houston Clear Lake Pearland Campus and other local colleges and universities
offer a variety of bachelors and masters degree programs.

your school district for an update or visit the Texas Education Association (TEA)
website. The 2011-2013 accreditation status for each school district and charter
school can be found on the TEA website at www.tea.state.tx.us.
School districts in the Texas 288 Corridor are focused on helping some high
school students achieve vocational training that will open doors to jobs at local
businesses. In the Pearland Independent School District, students attending
Robert Turner College and Career High School can choose a college and career
path for their major coursework. Students earn up to 60 college credits while in
high school, thereby completing six years of education in four years. Students will
complete professional internships to gain on-the-job experience, practical context
for academic reading and lectures, and networking for future employment. Some
of the students will earn certifications to improve their job marketability.
Student Assessment Testing: STAAR
Charter schools were authorized by the Texas Legislature in 1995 to provide
an alternative to traditional public schools. Open-enrollment charter schools
are public schools that have the flexibility to adapt to the educational needs of
individual students. Charter schools provide a personalized learning environment
that promotes greater student achievement.
In the State of Texas, charter schools operate under and receive academic
accountability ratings from the Texas Education Agency. All charter students in
Texas take the same STAAR test as traditional public school students. Charter
schools receive state funds based on the average daily attendance of students
(same as traditional public schools); however, they do not receive funds from
local tax revenue.
Texas students take the State of Texas Assessment of Academic Readiness
(STAAR) tests. STAAR tests measure a child’s performance, as well as academic
growth and college and career readiness. The number of subjects tested and the
number of tests taken each year varies by grade.
Results from STAAR are used to calculate annual school and district performance ratings. In 2013, the State Board of Education (SBOE) adopted several
revisions to STAAR and House Bill 5, which focuses on reducing the number of
tests required for graduation. These legislative changes will have fundamental
implications for the Texas Accountability Rating System. All of the districts in
Texas 288 Corridor met approved standards in 2013.

Texas Charter Schools
course work and industry certifications directly related to academic and occupational competencies.
Both students and staff members are supported by the Alvin ISD Education Foundation, which is a 501(c)
(3) (charitable) organization, created to support educational programs within the District. The Foundation funds are used to support student achievement and skill development, recognize and encourage staff
achievements and excellence, and to enhance community involvement from individuals, businesses, and civic
organizations.
Alvin ISD is a dynamic learning organization committed to excellence for all students and every program.
With continued growth, the District is expected to exceed 20,000 students during the 2014-15 school year, and
will reach 30,000 students within the next ten years. It is estimated that the total build-out for Alvin ISD will
consist of 57,000-60,000 students, which will ultimately necessitate a total of six high school campuses, 13-14
junior high campuses, and 38-40 elementary campuses over the next 25-30 years. For additional information,

Angleton

Alvin/Manvel Area
Alvin ISD covers more than 250 square miles and
serves families in seven communities in Brazoria
County, including parts of Pearland. The District
is committed to providing a comprehensive educational system for its growing student population,
currently nearing 20,000 students.
Manvel High School, Rodeo Palms Junior High
and Nolan Ryan Junior High, along with Savannah
Lakes Elementary, Don Jeter Elementary, Mary
Marek Elementary, Laura Ingalls Wilder Elementary, Glenn York Elementary and the most recently
built campus, Dr. James “Red” Duke Elementary
(set to open August 2014), all service students from
the Pearland, Manvel and Rosharon areas. These
campuses serve students whose families live in
one of the fastest growing suburbs in the Houston
area. In addition, the District is planning for the
future by starting construction on what will be the
District’s third high school in the Pearland area,
Shadow Creek High School.
Alvin ISD continues to pursue an Engaged
Learning Model (ELM) that ensures students are
provided individual learning opportunities with a
focus on standards, relationships and design. The
number of Advanced Placement Scholars grows
every year and the District boasts an increasing
number of students who distinguish themselves
in various academic and athletic competitions.
High school, junior high school and elementaryage students participate in a variety of challenging
University Interscholastic League (UIL) academic
and fine arts competitions.
Millions in academic, fine arts and athletic
scholarships are awarded to high school seniors every year. A program for gifted and talented students
provides identified children with opportunities to
broaden their knowledge, skills, and experiences.
Career and Technical Education programs at the
high school level provide a coherent sequence of
Angleton Independent School District (home of the Wildcats) fosters an atmosphere of community and
encourages all Angletonians to adopt the “Because I’m a Wildcat” mentality, promoting pride for Angleton,
their homes, their schools, their educations, and their futures. Since its establishment in 1897, AISD strives to
provide quality education for all its students. In fact, the school district’s motto is “a tradition of excellence”.
AISD serves approximately 6,500 students in a 396-square mile district that stretches from the BrazoriaFort Bend county lines in the north to the Brazoria-Galveston county lines in the south.
Because the district recognizes the value of producing highly skilled graduates, AISD has also designed
multiple pathways for college and career readiness. AISD completed its fifth year of the Dual Language Program (DLP), an educational model in which native English speakers and native speakers of another language
receive instruction together in both languages.
Angleton High School offers several career and technology programs, such as welding, criminal justice
and culinary arts. Students have the opportunity to participate in award-winning fine arts programs, championship athletic programs, and a wide array of academic courses including Advanced Placement and Dual/
Concurrent College classes.
Realizing that “to educate a man in mind and not in morals is to educate a menace to society” (President
Theodore Roosevelt), each AISD campus stresses the six pillars of character: trustworthiness, respect, citizenship, caring, responsibility and fairness. AISD’s Southside Elementary was just named a National School of
Character—an honor only 40 other schools in the entire country received. Combined with a strong PALS
program in grades 1 through 12, students are taught skills of peer mediation and mentoring. In addition,
AISD has implemented the Academic Honor Code, expecting students, parents, teachers and administrators
to adhere to certain expectations for academic integrity and behavior.

The Brazosport Independent School District

A Quaker heritage that focused on church, family and schools

Pasadena
Pasadena ISD serves much of southeast Harris
County, including a portion of Pearland near Pearland Parkway. The district was awarded “Recognized”
status in July of 2011 in State Accountability Ratings
released by the Texas Education Agency. All of the
district’s 58 schools earned an Academically Acceptable rating. Of the 58 schools, 41 were rated either
“Exemplary” or “Recognized. The district was named
the National Model School District in 2005 by the
International Center for Leadership in Education.

Colleges and Schools (SACS). Lutheran South was
one of only seven Lutheran schools in the country
to named “Exemplary” for the 2012-2013 school
year by the National Lutheran Schools Accreditation
Commission.

Santa Fe
The Santa Fe school district serves approximately
4,500 students on six campuses. Santa Fe ISD offers

Sotirios and Estela Papadopulos have passionately

Alvin Community College, a top 120

With classes officially beginning in September 1949,
Alvin Community College has provided southeast
Texas with 65 years of exceptional educational
opportunities and enrichment programs. Although

In 2015, the greater Pearland area will welcome the openings of Memorial Hermann Hospital Pearland and
HCA’s Pearland Medical Center. Both of the hospitals are located in the Shadow Creek Ranch area. Combined, the hospitals will add well over a 1,000 jobs while bringing new services and specialties to the area.
Memorial Hermann Health System is building a large multi-purpose complex on a 40-acre site on Memorial Hermann Drive at Business Center Drive. The Memorial Hermann Convenient Care Center opened
in the spring of 2014.
HCA Gulf Coast Division is constructing Pearland Medical Center on 48 acres situated at the southwest intersection of Texas 288 and Shadow Creek Parkway. The 30-bed full-service hospital will be adjacent
to HCA’s existing facilities; a freestanding 24-hour emergency department, imaging center, and a 3-story
86,000 square-foot medical office building.
On FM 518 west of Texas 288, Houston Methodist Hospital has opened the Pearland Emergency Care
Center. The emergency care center has 10 exam rooms and a full spectrum of emergency medical services,
including a digital radiology suite, 32-slice CT scanner, ultrasound, chemistry lab, and access to board-certified emergency room physicians.

new campus in Pearland. The Pearland campus,
Chamberlain’s second in Texas and 14th in the
nation, increases access to nursing education for

Proposed TX 288 Toll Road
“The Texas 288 Corridor is significant to the economic engine of the state,”
— Jeff Moseley, Transportation Commissioner.
The Brazoria County Toll Road authority (BCTRA), Harris County and Texas Department of Transportation
(TxDOT) have moved forward with plans to design, construct and operate the Texas 288 Toll Road since our
last update in February 2014.
The Brazoria County segment, four toll lanes - two managed lanes in each direction, will begin at the
Brazoria County line/Clear Creek and end approximately five miles south at a terminal point near CR 58.
Future expansion of this section will take the managed lanes further south where Texas 288 will intersect with
the future Grand Parkway, Texas 99, at CR 60.

The Brazoria County section of the toll road will
be owned and controlled by Brazoria County. The
county’s elected officials will set rates and make other
operational decisions. Brazoria County completed
the preliminary design of the toll road in February
2014 and immediately began the design phase for the
project.
Currently, Brazoria County has completed the
60% review process for the final design and anticipates completion of the design phase in the last quarter of 2014. While Brazoria County will be prepared
to begin construction in early 2015, TxDOT has
been delayed in delivering the Harris County portion
of the project. The start of construction is anticipated
in the third quarter of 2015.
Additionally, Brazoria County is conducting a
traffic and revenue investment study to insure the
financial viability of the corridor. This study should
be completed by the end of 2014.
“We need to prepare for the present and future
growth in Brazoria County, the Texas 288 tollway
will help relieve the traffic congestion our citizens are
currently experiencing,” said County Commissioner
Matt Sebesta. “Schedule-wise we’re where we should
be.”
In Harris County, plans for the Texas 288 Toll
Road are being handled differently. The Texas Transportation Commission has authorized state transportation planners to select by late 2014, an engineering
and construction team to design and build a four
lane tollway from U. S. 59 south to the Harris County
line. The winning contractor will share revenues
from tolls collected over a 52 year period. The $585
million Harris County leg is scheduled to begin in
mid-2015.
Of major concern to Brazoria County planners
are ramps that would connect Texas 288 to the Sam
Houston Parkway. TxDot is working on a solution
for the connectors, a complicated challenge for
engineers involving safely merging traffic and other
design restrictions.
“The traveling public expects ramps to the Sam
Houston Parkway, they’re important to travelers
and the county,” said Rep. Ed Thompson, Pearland.
“They’re a must-have on all fronts.”
The current population in Brazoria County,
313,166, is projected to increase 11% to 348,846
by 2017. According to the Texas Medical Center,
approximately 7,000 residents of the Pearland area
work in the medical center and use Texas 288 to
get there. Other cities in the area are experiencing
steady growth as development steadily moves closer.
Announced expansion plans at Dow Chemical, BASF
and Port Freeport will have a huge impact in southern Brazoria County.
In addition, commercial and residential development are moving south along Texas 288 towards
Texas 6 in Manvel and beyond.

Texas 288 is often called Highway 288 or simply 288. It has other names, as well, such as the Nolan Ryan
Expressway and South Freeway. Today, it carries over 180,000 vehicles per day and is one of the busiest corridors in Texas.
Texas 35 Opens
Construction of Texas 35, Main Street in Pearland, from the Sam Houston Tollway south to FM 518 was
recently completed after being under construction for several years. The project expanded a 4 –lane undivided
roadway to a 6 –lane street with a concrete curb, gutter, underground storm sewer and a raised median with
landscaping. The construction project is a partnership between the City of Pearland and the Texas Department of Transportation (TxDOT).
Pearland Parkway Expansion
To better serve residents of Houston, Pearland, Friendswood, Alvin, and League City, Pearland Parkway is
being extended from Oiler Drive south to Dixie Farm Road. The expansion is part of H-GAC’s Regional
Transportation Plan and is scheduled to be complete in April 2015.
Pearland Parkway connects to Monroe Road north of Beltway 8, which provides a connection to the
City of Houston, Hobby Airport, and IH-45. A future extension within the City of Pearland’s Extraterritorial
Jurisdiction will connect FM 2351. Another extension through Friendswood will eventually connect to League
City Parkway which intersects IH-45 and SH146.
The project includes four-lanes of concrete curb and gutter roadway with underground storm sewer,
landscaped medians, street lighting, 10 ft. shared use trail on the north side, bridges over Cowart’s Creek, and
traffic signals at Oiler Drive and Dixie Farm Road.

Alvin Historical Museum, Alvin
Housed in a former post office, the Alvin Historical Museum showcases artifacts and memorabilia from Alvin’s

Alvin Train Depot Museum
The restored Alvin depot is located on the Santa Fe (now BNSF) mainline in downtown Alvin. Trains stopped

Nolan Ryan Center Museum, Alvin
The Nolan Ryan Center is part of Alvin Community College. Exhibits highlight Ryan’s 27-year career in Major
