Emergency Call System expanded 60 new Ambulances / Puerto Plata and Santiago new Members of System / No Reports Since the beginning of January, the 911 emergency call system is in operation also in Santiago and Puerto Plata. It therefore was provided with 60 new ambulances. According to information from the Ministry of Health, 190 persons were trained to work for the emergency call system in the two provinces and further to strengthen the already existing teams in the National District and the capital. The 60 ambulances are equipped with defibrillator, an aspirator, monitor, rescue equipment, fixing table, berth and stretcher and a chair. According to Pablo Sméster, training manager for the 911 system, the staff working in the units was properly trained, “It is a comprehensive training over three days to teach the participants the introductory part of pre-hospital medicine, in order to prepare them to save lives.” Sméster said the staff was equipped with the basic skills required by the technical team and doctors working at the level of pre-hospital medicine and primary care to ensure the stabilization of the patient. “This new staff, which is integrated into the 911 system, was trained on the base for sustaining life, on cardiopulmonary resuscitation, advanced care of trauma patients, respiration management, applying a neck brace, the immobilization of bone fractures and everything related to the loading and the primary stabilization of hospital patients”, Sméster said. The so-trained staff will then have to assist courses to refresh the training and improve their skills every six months. DICAN under Fire ADOCCO calls for Dissolution of the Drug Police / DNCD confiscated Ten Tons in 2014 The National AntiDrug Authority (Dirección Nacional Antinarcoticos - abbr. DICAN) got under heavy fire after it was revealed that members of this special police unit apparently took the drugs of small-scale dealers but did not not report and deliver. The talk is about more than 1,200 kilos of cocaine which “disappeared”. The value of this missing merchandise, according to the newspaper “El Nacional”, is at an estimated 3.5 billion pesos. Police President Manuel Castro Castillo said: “This DICAN criminal case is much more serious than what’s been published.” He said that several senior officers have already been arrested, but didn’t reveal names in the case. “Everyone who is involved in the scandal will be fired and brought to justice,” assured Castro Castillo. In the center of the scandal is Col. Carlos Fernández Valerio, who was recently removed from office. Fernández Valerio was replaced by Col. Francisco Bloise Olmeda, who also is no dark horse. In 2006, he was sentenced to two years in prison for embezzling 44,422 dollars in a case of human trafficking. DICAN was sharply attacked by the Chairman of the Dominican Alliance Against Corruption (Alianza Dominicana contra la Corrupción ADOCCO), Julio Cesar de la Rosa Tiburcio (pic), who demanded the dissolution of these special forces by President Danilo Medina. He said, DICAN was an obstacle to the effective combating and punishing of wholesale and retail, as it has caused a significant increase in police corruption. De la Rosa said, officers of this unit were involved in corruption in the neighborhoods in which they are employed to monitor illegal activities and drug use by children and adolescents. The chairman of ADOCCO pointed out that the police gets regular complaints of irregularities in this unit since the establishment of the National Anti-Drug Authority. Earlier, the police had the authority that DICAN has now, but they had to give the task to the new authority after repeated scandals. Attorney General Francisco Dominguez Brito introduced two additional prosecutors to investigate this a scandal in which 17 officials were arrested so far. Col. Fernández Valerio is not among them. The head of the National Drug Control Authority (DNCD), Major General Julio César Souffront Velázquez, announced that his institution confiscated a little more that ten tons of different drugs in collaboration with the army and consultants of the American DEA in 2014 at 2,324 raids and 70.263 operations in the air, at sea and on land. According to Souffront, the confiscated drugs consisted of 8,743 kilos of cocaine, 1,029 kilos of marijuana and 44.1 kilos of heroin. 26,690 people were arrested, of which 26,222 are male and 468 female. 25,499 are Dominicans, 1,063 are Haitians and the rest is from 24 other nations. New Premier in Haiti Evans Paul new in Office / Rising Violence in El Salvador / Second Term for Rousseff After the forced resignation of Prime Minister Laurent Lamothe and the transition Minister Florence Duperval Guillaume, President Michel Martelly now appointed the former mayor of the capital Port-au-Prince and former ally of exPresident Aristide, Evans Paul, as the new prime minister in the crisis-torn neighboring country of Haiti. Meanwhile, President Martelly, the President of the Senate, Thimoléon, the President of the Chamber of Deputies, Desras, and the President of the Supreme Judicial Council, Joseph, signed an agreement that the senators and representatives who would lose their office on 12th of January because of the elections that should have taken place since three years, will stay in office until April and September. The deputies pledged to accept the electoral law before 12th of January to finally hold the elections. In the Central American country of El Salvador, no end to the violence is in sight. In December, the country recorded twelve murders per day on average. Drug gangs fight each other for supremacy in the lucrative business, and furthermore the police is one of their main targets. Of the 3,875 murders committed in 2014 – at slightly more than three million inhabitants - 1,481 of the victims are attributed to be gang members. 70 percent of homicides are committed in connection with drug dealing. 77 percent of murders last year were committed with firearms, a sharp increase from the previous year. President Sánchez Ceren, in office for six months, re-introduced the civil police, which lead to an increase of violence. It is estimated that the gangs have 70,000 members, more than 10,000 are in custody. On January 1, the Brazilian President Dilma Rousseff took office for second time. It could lead to the development of effective vaccines and treatments. For the study, researchers analyzed 145 samples of antibodies found in patients who developed an immunological disease. This discovery opens the door to the development of an universal vaccine against dengue, although the researchers point out that it is still necessary to understand the human immune response of the infection, and to see how is the response to a subsequent vaccination. The report pointed out that dengue is spreading geographically.
