In the PRM, which has been split off from
the PRD last year, 59 percent voted for the

already is promoting himself as a possible
candidate for the elections in 2016.
However, he only gets 22 percent approval
of the interviewees in this survey.

Like every year after the Christmas holidays,
the Emergency Center (Centro de Operaciones de Emergencias - COE) reported on
the casualties from Christmas and New
Year. Like every year, despite warnings and
controls, there was a huge number of
avoidable accidents.
So 23 people died on Christmas Eve and
Christmas Day at 353 traffic accidents
across the country. In 220 cases, motorcyclists were involved in accidents, 16 of
them were killed. At least 17 minors
between seven and 17 years of age suffered
alcohol poisoning over the two days.
On New Year's Eve and New Year there
were 193 traffic accidents (115 motorcycles) in which another eight people lost
their lives. Among the 13 cases of alcohol
poisoning on New Year there were two
eleven year olds.

announced to readjust the salaries of
the employees in the
Ministry of Foreign
Affairs in 2015. The
one who does not
work, should not get
paid either.
The Dominican Foreign Service is notorious
for its high number of employees who are
employed there due to favors and
relationships (so-called „botellas“) and some
of them get extremely high salaries, without
having something to work on.
Navarro said the salaries of the Foreign
Ministry were inflated and the staff will be
reviewed in terms of its tasks and skills and
then classed in the corresponding salary
bracket.
Navarro draws a positive balance after his
first three months in office. „The aim is that
diplomacy will touch the daily lives of
people, and I assured in June 2015, that the
Dominican people will be proud of its
Foreign Ministry and the Dominican
diplomacy,“ said Foreign Minister Navarro.
Emergency Call System expanded
60 new Ambulances / Puerto Plata and Santiago new Members of System / No Reports
Since the beginning of January, the 911
emergency call system is in operation also
in Santiago and Puerto Plata. It therefore
was provided with 60 new ambulances.
According to information from the Ministry
of Health, 190 persons were trained to
work for the emergency call system in the
two provinces and further to strengthen the
already existing teams in the National
District and the capital.
The 60 ambulances are equipped with
defibrillator, an aspirator, monitor, rescue
equipment, fixing table, berth and stretcher
and a chair.
According to Pablo Sméster, training
manager for the 911 system, the staff
working in the units was properly trained, “It
is a comprehensive training over three days
to teach the participants the introductory
part of pre-hospital medicine, in order to
prepare them to save lives.”
Sméster said the staff was equipped with
the basic skills required by the technical
team and doctors working at the level of
pre-hospital medicine and primary care to
ensure the stabilization of the patient.
“This new staff, which is integrated into the
911 system, was trained on the base for
sustaining life, on cardiopulmonary resuscitation, advanced care of trauma patients,
respiration management, applying a neck
brace, the immobilization of bone fractures
and everything related to the loading and
the primary stabilization of hospital patients”, Sméster said.
The so-trained staff will then have to assist
courses to refresh the training and improve
their skills every six months.
The new ambulances were delivered to the
Ministry of Public Health by the Presidency
of the Republic end of December.
The effectiveness of the “Operation peaceful Christmas 2014” carried out by the
police so that the Dominicans are able to
spend Christmas in peace, have given rise
to doubts in the emergency call system 911
for the information on violence that kept
Santo Domingo and the National District in
suspense on 24 and 25 December.
The National System for Emergencies and
Safety (911) announced that in this area of

10,017 new Classrooms / Salary increased by 13 Percent / Better Training of Teachers
At the end of 2014, President Danilo
Medina had inaugurated 10,017 new classrooms in the Dominican Republic.
Education Minister Carlos Amarante Baret
called 2014 “the year of glory for the
Dominican education”. Because in addition
to 652 newly built schools, the introduction
of the all-day school (tanda extendida) was
amplified, in which the students are also
subsisted. The government expenditure per
year and pupil augmented to 60,848 pesos,
from 6,204 pesos in the year 2004.
The great part of the students receives
breakfast, lunch and a snack in the
afternoon. Many get free school uniforms,
shoes and school bags. At the schools vision
tests are carried out and there are free
dental treatment and worming campaigns
for the students.
The salary for teachers was increased last
year by 13 percent, a further twelve percent
are predicted in 2015. Thus, a primary
school teacher now earns 15,000 pesos a
month or more for one shift. Specialized
professionals can earn up to 50,000 pesos
monthly.
The Education Minister stressed that the
draws for the construction of schools
reached the sum of 26 billion pesos in 2014.
In the past two years, 1,882 contracts were
raffled, worth more than 82 billion pesos,
including 312 new schools and 125 kindergartens to be constructed in 2015.
“The challenges we have are big, are
immense, but the important thing is to feel
things are moving forward,” said Minister
Amarante Baret.

(Asociación Dominicana de Profesores ADP), Ivelisse Prats de
Pérez, called it a
priority to improve
the
education
of
teachers in 2015, requiring constant training
and an appreciation of the profession.
Also, the curriculum should be revised,
which was not done since 1995. Prats de
Pérez proposed to revise the curriculum in
the summer holidays 2015 and get rid of
unnecessary clutter which hinders the students to receive and process it.
In relation to the definition of the Ministry of
Education, about the profile of the kind of
student the country wants to have, Prats de
Pérez said it was important to make the
students critical, democratic and objective
citizens, open to dialogue. The school
structure had to be reformed and the
dictatorship of school principals and the
Ministry of Education must be ended.

ADOCCO calls for Dissolution of the Drug Police / DNCD confiscated Ten Tons in 2014
The National AntiDrug Authority (Dirección
Nacional
Antinarcoticos - abbr.
DICAN) got under
heavy fire after it was
revealed
that
members of this special police unit apparently took the drugs of small-scale
dealers but did not not report and deliver.
The talk is about more than 1,200 kilos of
cocaine which “disappeared”. The value of
this missing merchandise, according to the
newspaper “El Nacional”, is at an estimated
3.5 billion pesos.
Police President Manuel Castro Castillo
said: “This DICAN criminal case is much
more serious than what’s been published.”
He said that several senior officers have
already been arrested, but didn’t reveal
names in the case. “Everyone who is
involved in the scandal will be fired and
brought to justice,” assured Castro Castillo.
In the center of the scandal is Col. Carlos
Fernández Valerio, who was recently removed from office.
Fernández Valerio was replaced by Col.
Francisco Bloise Olmeda, who also is no
dark horse. In 2006, he was sentenced to
two years in prison for embezzling 44,422
dollars in a case of human trafficking.
DICAN was sharply attacked by the

(pic), who demanded
the dissolution of these
special
forces
by
President Danilo Medina. He said, DICAN
was an obstacle to the effective combating
and punishing of wholesale and retail, as it
has caused a significant increase in police
corruption. De la Rosa said, officers of this
unit were involved in corruption in the
neighborhoods in which they are employed
to monitor illegal activities and drug use by
children and adolescents.
The chairman of ADOCCO pointed out that
the police gets regular complaints of
irregularities in this unit since the
establishment of the National Anti-Drug
Authority. Earlier, the police had the
authority that DICAN has now, but they had
to give the task to the new authority after
repeated scandals.
Attorney General Francisco Dominguez
Brito introduced two additional prosecutors
to investigate this a scandal in which 17
officials were arrested so far. Col. Fernández
Valerio is not among them.
The head of the National Drug Control
Authority (DNCD), Major General Julio
César Souffront Velázquez, announced that
his institution confiscated a little more that
ten tons of different drugs in collaboration
with the army and consultants of the
American DEA in 2014 at 2,324 raids and
70.263 operations in the air, at sea and on
land. According to Souffront, the confiscated drugs consisted of 8,743 kilos of
cocaine, 1,029 kilos of marijuana and 44.1
kilos of heroin. 26,690 people were
arrested, of which 26,222 are male and 468
female. 25,499 are Dominicans, 1,063 are
Haitians and the rest is from 24 other nations.

country of Haiti.
Meanwhile, President Martelly, the President of the Senate, Thimoléon, the President of the Chamber of Deputies, Desras,
and the President of the Supreme Judicial
Council, Joseph, signed an agreement that
the senators and representatives who would
lose their office on 12th of January because
of the elections that should have taken
place since three years, will stay in office
until April and September. The deputies
pledged to accept the electoral law before
12th of January to finally hold the elections.
In the Central American country of El
Salvador, no end to the violence is in sight.
In December, the country recorded twelve
murders per day on average. Drug gangs
fight each other for supremacy in the
lucrative business, and furthermore the
police is one of their main targets.
Of the 3,875 murders committed in 2014 –
at slightly more than three million inhabitants - 1,481
of the victims are
attributed to be
gang members. 70
percent of homicides are committed in connection with drug
dealing. 77 percent
of murders last year were committed with
firearms, a sharp increase from the previous
year. President Sánchez Ceren, in office for
six months, re-introduced the civil police,
which lead to an increase of violence.
It is estimated that the gangs have 70,000
members, more than 10,000 are in custody.

Antibodies against Dengue
About 400 Million Infected every Year / Dengue spreads despite preventive Measures
A team of scientists from the Imperial
College London has discovered a new type
of antibodies, able to neutralize the four
forms in which the dengue virus manifests.
This was reported by the British magazine
“Nature Immunology”.
This new type of antibodies, which was
discovered in humans, neutralized the virus
in mosquitoes in its initial state. It could lead
to the development of effective vaccines
and treatments.
Annually, around 400 million people are infected worldwide in tropical and subtropical
zones by the dengue virus, which is
transmitted by the tiger mosquito. One of
the main problems of dengue is that there
exist four different kinds of it. After having
had the disease, the human body is immune
to this one type, but unfortunately not to the
other three.
For the study, researchers analyzed 145
samples of antibodies found in patients who
developed an immunological disease. Here
they found a large number of antibodies
that neutralize the virus very effectively. This
discovery opens the door to the
development of an universal vaccine against
dengue, although the researchers point out
that it is still necessary to understand the
human immune response of the infection,
and to see how is the response to a subsequent vaccination.
The report pointed out that dengue is
spreading geographically. The number of
cases is rising sharply in Latin America and
in Australia, and also in southern Europe
there exists the threat that dengue could
spread in warmer areas.

dengue until a vaccine was found. But that
will still take some time.
In Latin America, dengue spreads even in
countries that practice good preventive

These women seem awfully shaken and
they haven't muttered a single peep this
whole time”, the officer asks.

The movie about the life of one of the most
controversial Mexican Stars, singer Gloria
Trevi (LA PLAYA 127), was premiered in
Mexico in more than a thousand theaters in
early January. From March, the film will be
presented also in the United States. Basis of
the film are the memoirs of the 46-year-old
“greatest diva of Mexican pop” (music
channel VH1), who sold 20 million records
during her career. As expected, there were
legal disputes in advance of the Diva with
the producers, because Trevi accused the
producers, the movie didn't correspond with
her biography as agreed. She tried every
means to prevent the production.
The movie tells the dramatic life of the
singer who was very successful in Latin
America in the nineties. Among other
things, it shows the tragic death of her
daughter and her relationship with producer
Sergio Andrade, with whom she spent more
than four years in a Brazilian jail, detained
for abuse, rape and kidnapping of subordinates, but later she was acquitted. In
prison, she also tried to commit suicide.
The film ends when Gloria Trevi steps over
the threshold of the prison, walks into a
bright light filled space and does what she
knows best: she sings.
After the Spanish singer Isabel Pantoja went
to jail for money laundering, the now 81year-old opera diva Montserrat Caballé
made an agreement with the Spanish prosecutor. She will go to jail for half a year and
pay a fine of 240,000 euros.
In addition, she already refunded half a
million euros to the treasury, which she
evaded by paying her due taxes, declaring
Andorra as her principal residence in her tax
declaration in 2010 fraudulently.
Montserrat Caballé could negotiate the
sentence, because she had no previous

project “Frida”, the movie about the painful
life of the Mexican paintress Frida Kahlo, for
whom she was awarded her only Oscar
until now.
At the breakfast of the media website “The
Wrap” after her appearance as the keynote
speaker at the sixth conference “The strength
of woman”, she said: “If you want to stop
the violence in the world, you have to start
at home. Yes, we can win this war against
violence!”

Antonio Rodriguez Castillo was born in Villa
Juana close to Santo Domingo on 22 nd of
August 1972. From childhood he was
interested in music, his specialty was playing
the güira. He played it so well that he
adopted the stage name Tony Güira. Which
he retained until 1991, when his voice was
discovered. He sang on Merengue fiestas
until 1997, whe he got his first Merengue
record, produced by Ramón Orlando. In
2001 he adopted his artist's name
Sexappeal on his first Salsa hit “La llorona”
for which he was recognized as “Discovery
of the Year” with the Premio Casandra, the
most important prize of the Dominican
Republic. One of many prizes that were to
follow, such as “Salsero of the Year 2008”.
Today, he is considered one of the best
Dominican salseros. Unlike some of the new
stars who just interprete hits of others as
Salsa, the songs of Sexappeal are his own.
He criticized some of these new stars, who
attempted to jump on the train of the Salsa
revival, but are not particularly talented.
