IBC 717.5.2, Exception 3 Proposal: •Add new text as follows 3. Such walls are penetrated by ducted HVAC systems, have a required fire-resistance rating of 1hour or less, are in
areas of other than Group H and are in buildings equipped throughout with an automatic sprinkler system in accordance
with Section 903.3.1.1 or 903.3.1.2. For the purposes of this exception, a ducted HVAC system shall be a duct system
for conveying supply, return or exhaust air as part of the structure’s HVAC system. Such a duct system shall be
constructed of sheet steel not less than No. 26 gage thickness and shall be continuous from the air-handling appliance or
equipment to the air outlet and inlet terminals. The use of UL 181 listed and labeled Class 0 or Class 1 flexible air
ducts for the final run-out to the individual air terminals, or a non-metallic duct vibration isolation joint shall not negate
this exception, as long as the duct penetrating the Fire Barrier is constructed of sheet steel not less than No. 26 gage
thickness. Supporting Information: Purpose: This is to clarify the intent of the exception. Reasons: It could be interpreted that the use of flexible duct or vibration isolator anywhere in a duct system negates the use of exception 3, therby requiring fire dampers in all duct penetrations. Substantiation: The un‐amended exception clearly allows a steel duct to penetrate a Fire Barrier without a fire damper even if there are duct openings or grilles on either side, as long as the duct is continuous to the equipment. There is no logical or data driven justification to think that simply adding a flex duct runout to those openings would increase the risk to Fire/Life Safety. Note that this proposal limits the type of flexible duct to UL 181 Class 0 or Class 1 flexible air ducts. This is a higher standard than a UL 181 flexible air connector which is allowed. Note also that the use of flexible air duct is limited to the final runout to an individual air device and not an extensive use as the main air distribution. Bibliography: Not Applicable Referenced Standards: UL 181 is already listed in IMC Ch. 15. Impact: The proposal documents a logical interpretation of a “ducted HVAC system”, prevents the design and installation of unnecessary fire dampers, and maintains the same level of Fire/Life Safety as steel duct penetrations with openings on either side.
