Shri Piyush Goyal is the Hon’ble Minister of State with Independent Charge for Power, Coal
and New and Renewable Energy in the Government of India. He is currently a Member of
Parliament (Rajya Sabha).
During his 27 year long political career, he has served on the National Executive and held
several important positions in the BJP. He was also nominated by the Government of India
to the Task Force for Interlinking of Rivers. He was the Dy. Campaign In-charge for the
Parliament elections in 1991 and played a key role at the central level in all elections since
2004.
Shri Goyal is a member of the Standing Committee on Finance and the Consultative
Committee for the Ministry of Defence. An active member of the Managing Committee of
Indian Merchants Chamber, he is also involved with NGOs in diverse fields such as tribal
education and welfare of the physically challenged (Jaipur Foot).
He has had a strong academic record - all-India rank holder Chartered Accountant and
rank holder in Law in Mumbai University. He has participated in Leadership Programs at
Yale University (2011), Oxford University (2012) and Princeton University (2013) and
is currently pursuing the Owner / President Management (OPM) Program at Harvard
Business School. He did his schooling from Don Bosco High School, Matunga.
A well-known investment banker, he has advised top corporates on management strategy
and growth; also served on the Board of India’s largest commercial banks, State Bank of
India and Bank of Baroda.

Shri Saurabhbhai Patel, has been holding charge of key economic ministries in the
Government of Gujarat for the past 13 years like Finance, Energy and Petrochemicals,
Industries and Mines etc. His contribution in the growth story of Gujarat has been widely
acknowledged.
The Energy and Petrochemicals Department have witnessed massive transformation
during his 13 years stint at the helm. The heavy loss making Gujarat Electricity Board was
transformed into profit making corporate bodies. These successor Companies not only
make profits, but also transformed the quality of services to the consumers by way of reliable
24x7 power supply to not only urban areas, but also to the remotest villages and habitations
in the State of Gujarat. This was achieved through various innovative measures like the Jyoti
Gram Yojana, High Voltage Distribution System, KHUSY (Kisan Heet Urja Shakti Yojana) for
the benefit of farmers and for reduction of technical and commercial losses and large scale
application of Information Technology through e-Urja project.
There is also massive growth of Gujarat State Petroleum Corporation Limited(GSPC) and
its subsidiary companies in areas of oil and gas exploration and production, development of
oil and gas transportation networks in and outside Gujarat and city gas distribution services.
GSPC and its subsidiary companies have become major players in these fields under his
leadership not only in Gujarat, but also in the Country.
Shri Saurabhbhai Patel has been instrumental in bringing out various policies for promotion
of Industries which helped the State of Gujarat to maintain leadership in Industries sector;
and he has been playing a key role making the Vibrant Gujarat Summits growing from
strength to strength.
He has also been instrumental in prudent and dynamic management of the Finances of the
State Government, which enabled the State to present Revenue Surplus Budgets for the past
many years and has been exceeding its commitments under Gujarat Fiscal Responsibility Act
2005 while substantially increasing plan expenditure and allocations for the Social Sectors.

SHRI GOVINDBHAI PATEL

Mr. Govindbhai Patel was appointed as the Minister of State for Energy & Petrochemicals
and Science and Technology in November 2014. Prior to this Shri Patel was Minister of
State for Agriculture, Water Supply and Science and Technology. He is a senior leader of the
Bharatya Janata Party in Gujarat. He has been a Member of Gujarat Legislative Assembly
since 2007. Currently, he is Member of Legislative Assembly representing Rajkot South
constituency in the 13th Gujarat Legislative Assembly.
Shri Govindbhai Patel had a long experience in public service. He was the Chairman of
Education Committee of Rajkot Municipal Corporation between 1981 to 1987, and Deputy
Mayor of Rajkot City during 1991-93. The chronic water shortage faced by Rajkot City was
managed so effectively under his leadership that he was called “Paniwala Neta”. He had also
worked as the Chairman of the Gujarat Rural Development Corporation in 1998.
Shri Govindbhai Patel is a Farmer, and has been playing important roles in development of
the Farm Sector in the State.

Dr. Kandeh K. Yumkella is United Nations Under-Secretary-General and the Special
Representative of the Secretary-General for Sustainable Energy for All and CEO of the
Sustainable Energy for All Initiative. He is also the Chairman of UN-Energy and a two-term
former Director-General of the United Nations Industrial Development Organization
(UNIDO).With over 20 years’ experience in international development cooperation, he has
provided leadership for various initiatives and promoted increased international cooperation
in the area of sustainable industrial development, trade capacity-building, renewable energy
and energy efficiency, as well as climate change mitigation and adaptation.
Prior to working for UNIDO, Yumkella was the Minister for Trade, Industry and State
Enterprises of the Republic of Sierra Leone from 1994-1995. From 1987-1996, he held
various academic positions at Michigan State University and the University of Illinois.

DR. P.K. MISHRA, IAS (RETD.)

Dr. P.K. Mishra is currently the Additional Principal Secretary to Hon’ble Prime Minister of
India. He belonged to 1972-batch of Indian Administrative Service of Gujarat cadre. He
superannuated from service as Secretary to Government of India, Ministry of Agriculture
in 2008. Dr. Mishra has rich experience in public service within the Government sector,
and has held several key positions in areas of District and Land Revenue Administration,
Agriculture and Rural Development, Energy, Disaster Management etc.
Dr. P. K. Mishra has very significant contribution in the electricity sector in his capacity as the
Member (Finance) of Gujarat Electricity Board (GEB) during 1994 to 1998 and as Chairman
of Gujarat Electricity Regulatory Commission from 2008 to 2013. He also functioned as
Managing Director of the Gujarat State Electricity Corporation Ltd. during 1998-2000. He
was the key Official in drafting, negotiation and signing of the some of the earliest modernday Power Purchase Agreements (PPA) between a State Government Electricity Board and
Independent Power Producers during his tenure as Member (Finance) GEB.
He published a book entitled The Kutch Earthquake 2001: Recollections, Lessons and
Insights in 2005. He has written a book entitled Agricultural Risk Insurance and Income
published from UK in 1996. He has edited a book on Agricultural Insurance for the Asian
Productivity Organization, Tokyo. He has published a number of papers in national and
international journals, and has been invited to many international conferences as resource
person and to present papers.
He has a Ph.D. in Economics/Development Studies from University of Sussex, UK. He
completed M.A. degree in Development Economics at the University of Sussex in 1990,
when his academic performance was rated outstanding by the university. He did his M.A. in
Economics with a first class at the Delhi School of Economics in 1972.

DR. UPENDRA TRIPATHY, IAS

Mr. Upendra Tripathy is currently Secretary, Ministry of New and Renewable Energy from
1st April, 2014. Mr Tripathy is an Indian Administrative Service (IAS) officer of Karnataka
Cadre. He has worked with local, provincial and union governments in India over the last
34 years.
Before joining the Ministry of New & Renewable Energy, he was Adviser (Trade) in the
Indian Embassy in Brussels. He held the post of Additional Secretary, Cabinet Secretariat,
Joint Secretary, Minority Affairs and Deputy Secretary, Ministry of Petroleum & Natural
Gas in the Central Government.
In the State of Karnataka, he has worked in several areas—Revenue Administration,
Agriculture & Horticulture, Rural Development, Environment & Transportation.
Mr. Tripathy has done his Master’s Degree both in Political Science from Jawaharlal Nehru
University, New Delhi and Public Administration from Carleton University, Ottawa, Canada.
He has undergone various training programmes in areas of programme implementation,
financial management, sustainable development, quantitative methods and operational
research for public policy and management and e-governance. He has also undergone a six
weeks SIDA training programme in Sweden in areas of environmental management.
Mr. Tripathy was awarded Prime Minister’s Award for Excellence in Public Administration in
individual category during 2009.

Sir David Anthony King, FRS HonFREng is an Emeritus Professor in Physical Chemistry
at the University of Cambridge, Director of the Collegio Carlo Alberto, Chancellor of the
University of Liverpool and a senior scientific adviser to UBS. He currently serves as the
Foreign Secretary’s Special Representative for Climate Change and Chairman of the Future
Cities Catapult.
Sir David was the UK Government’s Chief Scientific Adviser and Head of the Government
Office of Science from October 2000 to 31 December 2007. In that time, he raised the profile
of the need for governments worldwide to act on climate change and was instrumental in
creating the new £1bn Energy Technologies Institute. He gave over 300 talks on climate
change at venues around the world between 2002 and 2007. In 2008 he co-authored
The Hot Topic (Bloomsbury) on this subject. As Director of the Government’s Foresight
Programme, he created an in-depth horizon scanning process which advised government on
a range of long-term problems, from flooding to obesity.
He has published more than 500 papers on chemical physics and on science and policy, and
has been awarded numerous prizes, fellowships, and honorary degrees.
Sir David became a Fellow of the Royal Society in 1991, Foreign Fellow of the American
Academy of Arts and Sciences in 2002, was knighted in 2003 for his work in science, and
received the award of “Officier dans l’ordre national de la Légion d’Honneur” from the French
President in 2009 for his work on climate change and on negotiation the international
agreement to build the world’s largest technology project, the ITER fusion reactor.

MR. MOGENS JENSEN

Mr. Mogens Jensen is Minister for Trade and Development Cooperation, Government of
Denmark. He is Member of Parliament for the Social Democratic Party since 2005. He has
been the Vice Chairman of the Social Democratic Party, Demark since 2012. He is a former
spokesperson for culture and media in the Danish Parliament. From 2011-2012, he served
as the Chairman for the Social Democratic Party parliamentary group. He is also former
member of the Cultural Affairs Committee, The Foreign Policy Committee, The Foreign
Affairs Committee and the Faroe Islands Committee. He is also the Former Chairman for
the Danish Delegation to the Parliamentary Assembly of the Council of Europe.

Unions, LO; Consultant on developing countries, Workers Education Association (AO);
Consultant on culture, Workers Education Association (AO); Secretary of Education, Danish

MR. VICENTE GUALLART

Vicente Guallart is chief architect of Barcelona City Council with the responsibility of
developing the strategic vision of the transformation of the city and its major development
projects. He was the first manager of Urban Habitat, a new department encompassing
the areas of urban planning, housing, environment, infrastructures and information
technologies.
Previously he founded the Institute of Advanced Architecture of Catalonia (IAAC), one of
the best Architectural Master Schools in the world, where he led projects such as Media
House Project (with MIT’s CBA), Hyper Catalunya, or the Fab Lab House.
His professional office, Guallart Architects has developed projects such as the ports of
Fugee and Keelung in Taiwan, the Sociopolis neighborhood in Valencia or Gandia Sharing
Blocks. He is the author of books like Geologics or The Self-Sufficient City and co-author
of the Metapolis Dictionary of Advanced Architecture. His work has been exhibited at the
Biennale of Venezia, MOMA or AIA in Washington.
He has published recently “The self-sufficient city” a book that outlines a blueprint for
the world to come, a world built around cities and their renewed capabilities to become
productive again, based on the principles of local self-sufficiency and global connectivity.

DR. VIJAY MODI

Vijay Modi is a Professor and past-Chair of Mechanical Engineering in the School of
Engineering and Applied Science and a faculty member at the Earth Institute, Columbia
University. Between October 2011 and 2012, he was a member of the U.N. Secretary
General’s high-level task force on “Sustainable Energy for All” and he currently leads the
U.N. Sustainable Development Solutions Network working group on Energy Access for All.
He received his Ph.D. from Cornell University in 1984 and worked as a post-doc at MIT
from 1984 to 1986 before joining the faculty at Columbia University. Prof. Modi’s areas
of expertise are energy resources and energy conversion technologies. His laboratory,
the Sustainable Engineering Lab (SEL), has been responsible for technologies such as
“SharedSolar” and widely used tools such as “Network Planner” and a free open-source app
called FormHub, used over a million times.
While his early work was on computational fluid dynamics and micro-electro-mechanical
systems, his recent work has been on energy infrastructure design & planning; solar energy;
energy efficiency in agriculture, and data analytics spanning from urban settings to remote
rural settings.
He is currently working closely with city and national agencies/utilities to understand how
energy services can be more accessible, more efficient and cleaner. His recent project on
minigrids is providing a unique understanding of consumer behavior, demand for energy,
and business models for deploying energy solutions and energy efficiency.

Dr Hannele Holttinen is Principal Research Scientist in wind integration group at VTT
Technical Research Centre of Finland. She obtained her MSc in 1991 and PhD in 2004 from
Helsinki Technical University.
She has worked for VTT since 1989 in different fields of wind energy research including
resource assessment and measurements, production and failure statistics as well as
offshore and arctic wind power feasibility. Since 2000, her main interest is the impact of
wind on power systems and electricity markets.
She acts as Operating Agent of the IEA international collaboration on power system
operation with large amounts of wind power (IEA WIND Task 25) since 2006 and is active in
EU Wind Energy Platform TPWIND since 2007. She chaired IEA Implementing Agreement
on Wind Energy in 2011-12.

MR. MOHINDER GULATI

Mr. Mohinder Gulati is the Chief Operating Officer of the Sustainable Energy for All
Initiative. He acts as a strategic advisor to the CEO and supports day-to-day operations of
the GFT.
Before joining SE4ALL, Mr. Gulati worked with the World Bank for twenty years, his latest
assignment was as Adviser (Energy). As Sector Leader (Sustainable Development) for
South East Europe, he managed policy dialogue, project development and implementation,
and partnership with key development partners and external relations. He led a multistakeholder dialogue on a thermal power project in Kosovo, environmental upgradation
of highly polluting thermal power projects in Bosnia-Herzegovina, development of sector
strategies in post-conflict environment in Western Balkans, and establishing innovative
approaches in energy efficiency investment in public buildings. As Program Leader in East
Asia and Pacific region of the World Bank, he led the dialogue on establishing a regional
electricity market in Greater Mekong Sub-region, managed a large cross-border exportdriven private sector hydropower project, rural energy access programs, and initiated a
cookstove program in Cambodia. In South Asia he led World Bank-funded power sector
restructuring and reform program in several Indian states (Andhra Pradesh, Uttar Pradesh,
Orissa), enactment of new laws and regulation, creation of new regulatory institutions, and
construction of power generation, transmission, and distribution projects. He is a graduate
in Management (Harvard and Delhi University), Physics (Delhi University), and Associate of
Indian Institute of Bankers.
