Milo City Hall - November 3, 2014
aerated lagoon constructed in 1985. Aeration units
in an aerated lagoon have the ability to do very good
at DOB and TSS but very poor at ammonia nitrogen
removal. Basically, in this type of system, bugs are
used to treat the wastewater. These bugs are very
temperature sensitive and become inactive in the
winter months causing testing compliance issues. In
1985 the current system was constructed and not
much has been done since. There is a lot of sludge
and aeration units have seen better days. The
blowers are past their useful life and have some
issues. There has been a lot of good use out of the
existing system, it was a good investment. But
obviously it has issues.
Jason Miller said the wastewater treatment system
is only as good as its operation. Miller said that the
system needs to meet DNR operational standards.
Miller went on to present four options for the
wastewater facility update:
Controlled Discharge Lagoon: The controlled
discharge lagoon basically holds all of the water for 6
months and then discharges to the stream. There is
not any aeration and does not have any ammonia
nitrogen standard. Except, literally all the water
received at the wastewater facility has to be held for
6 months. Size of the facility becomes an issue but
nothing needs to be done operationally for 6
months. Land acquisition would be a huge cost
factor.
Covered Aerated Lagoon: Milo currently has a noncovered aerated lagoon. Modifications for
temperature and other issues would need to be
made. A cover would contain the heat in the cold
months and activate the bugs (sludge system). Miller
stated that the nice thing about this system is that it
does not matter what kind of new discharge permit
that could potentially come, it will be at the
discharge standard. The discharge standard that
comes from an activated sludge system is very
robust, high strength waste can be discharged on a
sporadic basis and nothing needs to be killed in an
activated sludge system. The downfall is that it
usually requires round the clock operation and
support. There are a lot of pumps and a lot of valves
and a lot of things that have to be changed. Basically
use the same footprint of the existing lagoon. A
cover is built which consists of plastic with
Styrofoam which floats into the lagoon that will
retain the heat that will allow the bugs in the lagoon
to do their job. Mayor Hitsman inquired if this

Public Hearing
Community Development Block Grant (CDBG)
Application - Item was tabled until further notice
due MSA Professionals not providing the facility plan
or the application for review. Councilwoman Hall
and Councilman Graham suggested scheduling work
sessions to properly review the facility plan and gain
insight from other communities.

Old Business
Wastewater Treatment Facility Improvements –
LMI Survey results – Jason Miller, MSA
Professionals, addressed council regarding the
pretreatment evaluations stating that the sampling
has not yet been completed but is proceeding.
Jason Miller handed out a sheet showing the
water/wastewater that is coming to the current
facility and the projection of population for the City
of Milo. Miller said that council is trying to
determine a solution to the wastewater treatment
facility over the life of the loan. So projections are
made of the population growth over the next 20
years with treatment options for compliance with
that population projection. Miller stated that they
had created a projected population growth of .5%
annual growth and 1% annual growth. Obviously
the bigger the size of the treatment facility, the more
cost attached to it.
Jason Miller handed out several sheets showing the
existing sewer system and 4 options for the updated
wastewater facility. Miller addressed council and
stated that the current sewer systems drains by
gravity out to the wastewater lagoon system in the
far southwest corner. The wastewater lagoon is an

flows horizontally through the rock media where a
bunch of air is blown in and the bugs grow and
attach themselves to the sand and treat the water.
This is a new concept for the DNR. Only one has
been installed in Iowa and it had operator issues last
year. The only way for this system to work properly
is for the wastewater to be “super loaded” upon this
rock media to build up bugs creating a slimy
biomass. The operator in Iowa forgot to “super load”
the wastewater in the fall and the bugs did not
survive causing non-compliance during the winter
months. The city did not get fined.
Some issues with the existing lagoon would be
sludge. The sludge would need to be removed. The
aeration and blowers are both 30 years old and have
passed their useful life. MSA is suggesting
refurbishing the blowers.
Councilman Graham inquired what type of system
Lacona uses. Hembry stated it was Facultative
Lagoon (Controlled Discharge Lagoon). Miller said it
was an option but the biggest issue would be cost of
land (approximately 55 acres).
Jason Miller gave information to council regarding
the cost of the different facilities. Listing the overall
cost and then breaking down the costs depending on
State Revolving Funds, Community Block
Development Grant (CDBG), Operation Costs, etc.
based on a .5% population growth. The information
presented also showed a monthly utility cost
increase to individual households of $92.63 $119.91.
Jason Miller presented a Phased Construction plan
that would utilize two separate grant cycles. As an
example, first to refurbish the lagoons and second to
construct the cover. This would reduce the monthly
utility cost increase of $44.77 - $45.18.
Jason Miller introduced the idea of phases to be
able to include more grant money and in the long
run enable Milo to potentially keep costs lower to
the City of Milo and its citizens. The City of Milo’s
current sewer rate is $20.00 per month and an
increase in that rate in inevitable. If the City of Milo
were to reduce the amount of rainwater entering the
system it would effectively lower the cost to
consumers. Jason Miller went on to say that his
opinion is that rainwater entering the system is
coming from individual home sewer laterals and
sump pumps dumping directly into the system.
Miller suggested taking it one step further and
addressing the home sewer lateral. The sewer laterals
leak and are below the groundwater level; since it is
leaking the groundwater is literally getting into the
sewer lateral pipe and ending up at the sewer plant.

system would be tornado proof. Miller said that
when an extreme wind blows over it there can be
issues. The answer is to use an anchor trench to hold
the cover in place.
Jason Miller stated that the next two options are
for biological nutrient removal which is the latest
and greatest but that this is not what the City of
Milo is mandated to comply with. It is what the
State is pushing on large communities. Some of the
nutrients are phosphorus and nitrogen which are
found in fertilizer. In order to do that it is one step
beyond what the City of Milo is contemplating.
Mayor Hitsman addressed Jason Miller asking that
whatever the City of Milo chooses with cost being a
factor, if we add to what we currently have will we
be saving some money in the long run? Second
question was will the City of Milo be compliant in
the future with the DNR? Jason Miller answered that
it would be his suggestion to keep the current system
and modify it. And in answering the second
question, Miller stated that all of the projections for
the discharge compliance will comply for at least the
next 10 years. The problem is what will change,
what will the EPA/DNR make you do? The big issue
is total nutrient removal regarding nitrogen and
phosphorus. It is not currently intended for
communities less than 5,000 population to comply
with this. EPA/DNR have a 10 year moratorium that
if a facility is constructed/updated it will be
compliant for 10 years before it can be evaluated.
Councilwoman Hall asked if any nitrogen/
phosphorus testing had been done. Jason Miller said
no because the City of Milo was only mandated to
test for ammonia nitrogen.
Councilwoman Hall inquired of the life of the
lagoon covers. The cover itself has successfully lasted
more than 20 years.
Mechanical Aermod: Activated sludge system is
literally a bunch of concrete basins that concentrate
the bugs and provide aeration to them. The benefit
to this system is that it can assimilate waste
efficiently and achieve compliance for today and for
the potential future standards. The major downfall is
operation. Electrical costs are very high because
maintaining the operations of the facility. This
system will require a grade 3 license and an operator
will need to be at the facility 30 hours a week.
SAGR (Submerged Attached Growth Reactor):
Aerated lagoon followed by a sand filter. After the
lagoon water is discharged into the rock media and

completed by 2018. Councilman Graham added that
the construction will more than likely start in 2016.
Councilman Morgan pointed out that if we raise the
rate now and then have to raise it again in 5 years
most people won’t be happy. Jason Miller asked
when the last sewer rate increase was. Council
discussed and determined it had been about 7 years.
Jason Miller suggested creating a cost of living
increase ordinance so that the amount would
increase gradually. Discussion followed with no
action being taken.
Councilwoman Hall addressed Jason Miller
regarding the timeline provided by MSA
Professionals asking why the CDBG procurement
process wasn’t not completed in August as shown on
the timeline. Miller stated that the CDBG
procurement could not be completed because the
LMI survey wasn’t finished. Hall asked why the LMI
survey took so long to complete stating that the city
clerk sent many emails to Chris Janson basically
spearheading the project when it really should have
been MSA taking the lead. Miller said that the LMI
survey was mailed to everyone in town and then
council went door to door stating that that is what
took so long. Miller agreed that there was an increase
in the scheduling time because of it. Councilwoman
Hall then asked how the will the CDBG grant
application get completed and given to council for
review and still be submitted by November 17, 2014?
Hall went on to say that the Request for
Qualifications (RFQ) that the City specifically
requested from organizations were unable to respond
because there was not any way to complete it in
time. Hall also stated that after talking with a
company who has successfully complete the CDBG
grant process she found it usually takes 8 months to
prepare the information and 3 months to write the
grant. Jason Miller stated that the LMI survey is what
really hindered the schedule. Councilwoman Hall
stated that since cost is a huge factor in update of
the facility, it would have best to apply for the CDBG
grant this year. Miller responded that the LMI survey
is good for two years’ worth of grant cycles and that
the City would be able to apply next year. City Clerk
addressed Jason Miller questioning if a facility plan
needed to be approved prior to the CDBG grant
application being submitted. Miller responded by
saying that the scoring is better if you do have a
facility plan in place and the chances of being
awarded the grant are better. Councilwoman Hall
interjected that she felt the LMI survey could have
been completed more timely. Hall went on to say the

Sewer laterals are the homeowners responsibility
and the sewer mains are the city’s responsibility.
Miller stated that the sewer laterals throughout town
are sporadically not in good condition. As the
groundwater rises they leak and act like a standard
field tile draining groundwater and then that ends
up at the wastewater plant. Jason Miller went on to
say that the sewer lateral is private property and that
it is not something that the city maintains; but it is
something that a homeowner maintains. To address
that issue and come up with a smaller construction
cost each individual private homeowner would be
responsible for the update/improvement of their
own sewer lateral. Miller stated that his
recommendation would be to adopt a time of
transfer home sewer lateral inspection. So when a
house is sold the sewer lateral inspection is done and
the any issues are addressed at that time.
Councilman Graham stated that the cost
associated with this mandated DNR wastewater
update is huge for a town of 775 people and council
needs to look at all possibilities. Jason Miller agreed
saying that looking at the possibilities is important
and the best solution would be the use of grant
money. Councilman Graham said that the dollar
liability would still be a huge burden for the entire
community. Councilwoman Hall stated that the
originally council thought the amount for the
wastewater update may be up to a $1,000,000.00
dollars and now it is up to $3,000,000.00. Jason
Miller stated that there is a funding program from
the USDA Rural Development that offers 45% grant
meaning that the 45% of the total project cost is
grant money. Based on the current LMI of 54.77%
the City of Milo would qualify to apply for the grant.
Jason Miller suggested the city council consider
measuring the amount of sludge in the lagoon which
could change the cost projections that currently
include sludge removal.
Councilwoman Hall suggested potentially doing a
rate increase now and bank the money for future use
of the wastewater facility update. Jason Miller agreed
with the idea saying it was the best long term
solution and in the city’s best interest to do that.
Essentially raising the rate and not constructing
giving the city cash on hand for the project
alleviating some of the 3% interest rate that would
need to be paid for borrowing funds. Councilwoman
Hall pointed out that City of Milo is on a timeline
with the DNR and that construction needs to be

had to push MSA to complete the LMI Survey which
was needed to complete the CDBG grant application.
Hall said the City continually emailed/asked what
the next step was and was ready to help.
Councilman Graham said that he also felt the same
that MSA was not always following through.
Councilwoman Hall went on to say that in the MSA
qualifications it states that you have team of people
dedicated to this and that if it is necessary other
people within your organization will assist with the
project. Hall also said that the City of Milo was
neglected by MSA when it came to completing the
LMI survey. Jason Miller said the delays within the
LMI survey were strictly the second and third go
around and that the first survey was timely.
Councilman Graham responded saying that the City
of Milo had to ask continually what the next step
was essentially chasing MSA to complete the LMI
survey. City Clerk spoke stating that if MSA had
completed the LMI survey in a timely manner and
had completed the facility plan in a timely manner,
then the City of Milo could have applied for the
CDBG grant this year stating that MSA has done a
disservice to the City of Milo. Councilwoman Hall
went on to ask why the CDBG grant administration
would be $20,000 when most other places are about
$10,000. Jason Miller stated that he wasn’t aware of
the difference and would welcome information
regarding it.
Departmental Reports
Doug Hembry addressed council regarding the
ongoing water leak search. September 24th a water
leak was found on North 4th that wasn’t visible on
the surface and wasn’t running into the house. It was
shut off that day and when the monthly water read
was completed it amounted to 260,000+ gallons.
Water flow had previously been running at 16 gallons
per minute and currently it is down to 9.2 gallons per
minute. October 22nd on Olive St another water leak
was found and the homeowner was notified and the
City of Milo fixed the leak. Another small leak was
found and fixed on South 5th.
Playground equipment has been ordered to
replace the storm damaged swing set at City
Park. Also for City Park, Hembry ordered a new slide
to replace the broken one; a tic-tac-toe insert board
to replace the “bubble” shaped insert which was
removed due to being broken; a step to make the
equipment more accessible; and an infant/toddler
swing.
Street repairs are ongoing. North 4th Street is
complete; a piece by Casey’s is complete; South 4th
Street is ready for concrete. A 12 inch culvert is being
placed in the ditch along Chestnut and this will help
to alleviate some of the flooding. Also the Hembry
shared that he had re-shaped the ditch along 1st
Street near the Co-op to allow for better mowing
maintenance of the ditch.
Councilwoman Hall inquired why the hose is
hooked to the corner hydrant. Hembry stated that
the asphalt company is purchasing water for their
paving project on Hwy 65.
Mayor Hitsman asked about the salt and sand
reserves for the upcoming winter season. Hembry
said that he hadn’t heard anything from Warren
County yet but was sure it would be taken care of soon.
Hembry informed council that the park
restrooms have been winterized and closed for the
winter season.
Councilwoman Hall commended Hembry for
the progress being made. Councilman Graham
added “nicely done”.
New Business
Possible community member nomination for
Iowa Rural Water Association Board of Directors –
Council discussed. No action taken.
Review/Approve Snow Removal Bid 3 year term
– Motion by Graham to approve Turner Lawn Care
for a term of 3 years for snow removal on city
properties. Second by Morgan. Ayes-All. Motion
carried.
Approve Resolution 728: to appoint mayor pro
tem and adjust signature privileges regarding city
of milo business financial accounts – Motion by
Graham to approve Resolution 728. Second by
Miller. Ayes: Graham, Morgan, Miller. Abstain: Hall.

items for the Sheriff’s 28E Agreement. Items to be
included are: City Park and Centennial Park patrol,
more random speeding and stop sign patrols,
before/after school presence, 4th of July and Country
Christmas with an automatic renewal of the
agreement. More discussion followed. Doug Hembry
offered that the city should ask for specific times
that they are in Milo providing the 15 contract
hours. Having the Sheriff to be transparently
accountable for the time fulfilling the contract hours
in Milo. Councilwoman Hall suggested that the
Sheriff’s reports be timely asking that they be
submitted to the City of Milo by the 10th of the
following month. Discussion followed. City Clerk
will prepare a revised contract for the next meeting.

Old Business
Wastewater Treatment Facility Improvements –

Professionals, addressed council regarding update of
the schedule for the wastewater treatment facility
and LMI. Discussion followed. Miller went on to say
there is still at least one significant industrial user
which is impacting the city by increasing the
amount of waste being treated. Councilman Graham
asked if the testing had been completed. Miller
responded by saying the locations have been
determined but not the sample results. Discussion
followed.
Jason Miller, MSA Professionals, suggested to
council that the amount of sludge in the lagoon
needs to be determined. When the update occurs the
sludge will need to be removed and this is a cost
factor that could potentially be lower than
anticipated if the sludge amount is lower.
Jason Miller, MSA Professionals, stated that he felt
like council may think things are moving along at
too quick of a pace and needed to slow down. Miller
suggested completing a DNR Disadvantaged
Community Application. This is a statement
submitted to the State that indicates the City of Milo
needs more time to comply with the DNR mandated
updates. If approved, then the length of time
allowed to comply is extended. Mayor Hitsman
asked if this just for an extension of time. Miller
replied that the city is making a financial case that
states that to comply with the regulations right now
is going to be a significant financial burden to the
users. Mayor stated that there are grants available for
disadvantaged communities. Discussion followed.
Councilwoman Hall asked what fee MSA would
charge to complete the DNR Disadvantaged
Community Application. Miller stated there would
not be a fee and he would contact city clerk for
needed information.
City of Milo / Sheriff’s 28E Agreement Determine contract items – Council discussed the

Doug Hembry – addressed council stating the
street patch has been stopped due to the weather.
Hembry said he is hopeful that they can do one
more before the winter weather arrives for good.
Hembry said there were a few snow truck issues that
were dealt with last week. Christmas decorations are
being prepared and the city is waiting on
replacement bulbs. Hembry told council he will be
gone the majority of this week for continuing
education hours. Councilman Graham asked if sand
could be dropped at 2nd and Elm it is slick due to
the weather.
New Business
MidAmerican Energy Electric Franchise
Renewal – Mark Reinders, Franchise Manager for
MidAmerican Energy, addressed council stating that
basically a franchise gives MidAmerican Energy the
legal right to use the public right-of-way in the City
of Milo for electricity and natural gas service. This
franchise is renewed every 25 years; however, the
natural gas service was renewed 4 years ago and to
keep the two franchise agreements within the same
renewal year Reinders asked council to consider
renewing the electrical franchise agreement for 21
years. Reinders went on to say that MidAmerican
Energy will take care of all publication costs after city
council approves the ordinance. Reinders informed
council of their ability to impose franchise fees;
however, he cautioned council that there needs to be
a project submitted that the funds would be used for.
Fees would be collected monthly and paid quarterly
to the City of Milo. Discussion followed. Motion by
Morgan to set the public hearing for December 1,

2014 & October 2014 – Council reviewed the
Sheriff’s reports.
Resolution 730: Milo Annual Financial Report
FY2014 – Motion by Hall to approve Resolution 730.

Website/Webmaster review – Council discussed
the website and webmaster performance all agreeing
everything is going well. Motion by Graham to
continue the webmaster agreement with Andy
Ohnemus for the term of 1 year with a review at that
time. Second by Hall. Ayes-All. Motion carried.
Newsletter Delivery review – Council discussed
the newsletter delivery and stated that Ben Cumings
has done a great job. Motion by Graham to increase
the newsletter delivery fee to $75.00 effective with
delivery of the December 2014 Newsletter. Second by
Doss. Ayes-All. Motion carried.
Schedule Budget Work Sessions for December
2014 and January 2015 – Council discussed the
upcoming dates for the Budget Work Session. Council
unanimously chose an open meeting beginning at
6:00 p.m. prior to council meetings beginning with
the December 15, 2014 council meeting.
Approval Of Accounts Payable November 4 –
November 17, 2014 - Motion by Graham to approve
accounts payable in the amount of $15,809.39.

American Legion Post 263
Biscuits and Gravy will be served

Community Blood Drive
Fourteen units were donated during our
Community Blood Drive in November. We had two
first time donors. Thanks to all who donated and to
Paulette and Ilyse Putz who manned the canteen and
Craig Wright who helped load.
Propositions And Remarks From Mayor/Council
Councilwoman Hall shared with council that the
grant she had written on behalf of the Lion’s Club
had been awarded! The Warren County
Philanthropic Fall 2014 Grant was awarded to the
Lion’s Club in the amount of $5,000 for concrete for
the trail. The grant is finishing money so the Lion’s
Club will front the first $5,000 and the grant award
will finish the last half allowing the Lion’s Club to
pour $10,000 worth of concrete on the
walking/biking trail. Congratulations!

About the Tribe:
• Indianola Soccer Tribe is a non-profit organization
that takes pride in bringing soccer opportunities to
kids starting at age four. Indianola Soccer Tribe’s
primary purpose is player development - improving
ability to play soccer, while having fun!
Holiday Garbage Pick Up
There will be no delay in service for January 2. We

Library News
Just a reminder that the Milo Public Library will be
extending hours on Thursdays in 2015. Our new
hours will be 2:00-7:30 starting Thursday, January 8th.
Don’t forget Story Time every Thursday from 3:45
pm- 4:15 pm. It is for preschool-3rd grade aged
children. Hope to see many there in the New Year!
Uniforms:
• U6-U8 – Jersey is included with paid registration.
• U10-U19 – A uniform kit must be purchased
through Soccer Connections. Cost is less than $50.
Kit includes two jerseys, shorts and socks.
• Shin guards are required!

Milo Lions News
Again, I’d like to thank the Warren County
Philanthropic Partnership for their approval of a
$5,000 grant for our pedestrian/bike trail. To this
point, I’ve been remiss in failing to thank Diane Hall
for her work in assembling the grant application. I’ve
prepared a few grants in my life, and I know how
challenging the work can be. Well done Diane, and
thank-you!
On December 11, our club held its annual
Christmas gathering. We enjoyed a lovely meal at
Motor Friends Church. We thank those who looked
after us so well. And we thank Lion Albert Butler and
his sister, Cindy Baker, for serenading us after dinner.
(Now granted, there were a few of us hoping for
another demonstration of prisoner control upon
poor Albert, but alas, that wasn’t to be.) It’s a
blessing to be a good singer, and more so to share
the gift. We were richly blessed. Cindy sings with a
passion usually only found in seasoned recording
artists. Albert is the soul of humility and humor.
And, when Albert can talk Lions Randy Uttley and
Dan Nash into singing with him, well, you’d better
buckle up. The trio’s a stitch, AND they sing well
together too. Make plans to catch them at our
Variety Show set tentatively for early March.
We hope all our neighbors in Southeast Warren
County enjoyed the sacred and secular gifts of
Christmas. It’s our hope and prayer that 2015 will be
a year of prosperity, good health, benevolent
weather, true love, and peace. If you have yet to find
your niche for making the world a better place, come
find it with us. You’ll be welcome.

Milo's Snow Ordinance
Even thought the fall has been very pleasant, but
winter weather will be upon us soon enough. Just a
reminder for the upcoming winter, there is no
parking ordinance on city streets when snow
removal is needed. Please help our maintenance crew
by not parking on the streets. You could be ticketed
and towed. Make sure your sidewalk is cleared
promptly after a snowfall.

Milk Money Scholarship Fund
Volleyball League Signup
In August of 2007, the Milo United Methodist
Church established a Milk Money Scholarship Fund
to help families pay for afternoon (snack) milk for
kindergarten to third grade students at the Southeast
Warren Primary School. Donations received from
local churches, the Milo Lions Club and private
citizens funded afternoon milk at the Southeast
Warren Primary School for thirty students. The
afternoon snack milk is optional for all students and
is usually served in the classroom mid-afternoon.
There is no reduction of the price for afternoon milk
based on free or reduced status. The price is the same
for everyone.
Every semester we have families that struggle to
pay the afternoon milk fee. The fee is $31.50 per
semester, which works out to be 35¢ per day. The
scholarship fund continues but every year it is a
challenge to raise enough money to cover the need.
The first semester of this year the fund paid for milk
38 students, about 26% of our student population.
This percentage is comparable to our free/reduced
lunch percentage. The total cost for the first semester
for these 38 students was $1,197.00.
The Milk Money Scholarship Fund is run through
the school’s hot lunch fund. All money is deposited
and a semester of student milk is deducted at one
time. A separate account has been established and it
is audited with the rest of the lunch accounts yearly
by the state. All money donated is used to directly
pay for milk, there is no profit or mark up on milk.
Any money left over from this year is carried over to
next year.
It’s that time of year again . . . volleyball! We will
be starting adult winter league the first Sunday of
January at the Milo Community Center. If you
would like to sign a team up please contact Shawna
Beck 515-669-9375 or Tiffany Chumbley 515-6699808. If you don’t want to play but would just like to
come and watch you can enjoy some great meals by
local nonprofit groups. Activities will start at 3:30
pm.
