Photocopy of valid registration with Pakistan Engineering Council. Photocopy of Computerized National Identity card (CNIC) of authorized person of the firm. iv. Application along with complete Bio-data of the contractor/firm. Cost of Tender form as mentioned above payable through Demand Draft or Pay Order (nonrefundable) from scheduled Bank in the name of Director General Provincial Housing Authority (PHA). The person whose name exists in form – H/Partnership deed will only be entitled to participate and sign the Tender form, BOQ and all other contract document, no proxy will be allowed to participate in the bidding. The construction firms/contractors registered with Pakistan Engineering Council (PEC) in the requisite categories for each work but not registered/enlisted with Provincial Housing Authority (PHA) can download the Tenders form/BOQ from PHA website and mentioned above upto the deadline however, prior to participation in tendering/bidding they have to register/enlist their firms with PHA. PHA registration/enlistment form can be obtained in person. The contractors quoting their rates on “above/below” basis in item rate BOQ/Contract should be termed as “Defective” to avoid complication at the time of evaluation of contracts. The 2% Earnest Money as per bid cost for the work shall be received in the shape of Call Deposit from scheduled Bank in the Name of Director General Provincial Housing Authority (PHA) which shall accompany the tender documents. In case of bids below the Engineer estimate/BOQ on Market Rate Basis, the contractors/bidders shall deposit additional bank guarantees, as prescribed to firm up their bids. Further, in lieu of a bank guarantee an equivalent insurance coverage of a company having at least AA rating from PACRA/JCR shall also be acceptable from contractors/ bidders quoting up to 10% below on Engineer estimates/BOQ while bank guarantees shall be obtained from contactors/ bidders quoting more than 10% below on Engineer estimates/BOQ. These guarantees will be discharged on the expiry of the defect liability period of the contracts. Tender documents must be submitted to the office of the undersigned up to the last submission date at 1:00 PM and shall be opened at 2:00 PM on that day in the presence of the contractors/representatives. Bidding shall be done on “Item Rate System” Bidders should fill their own rates/amount in the blanks columns against each item of the BOQ. In case no rate is filled against any item, the same will have to be executed by the contractor at his own cost as per specification. Furthermore 2-decimal digits will be considered for evaluation. A Pre-bid meeting will be held on 29/01/2015 at 11:00 AM in the office of Director Technical Provincial Housing Authority (PHA).
