Fitzgerald Submits Bills, Appointments for Consideration at January 20 Meeting
PITTSBURGH – County Executive Rich Fitzgerald submitted twelve bills to County Council for
th
consideration at its upcoming January 20 meeting:

Ordinance authorizing acquisition by condemnation of three temporary construction easements to
construct retaining walls to stabilize the slope and provide lateral support for HomesteadDuquesne Road at Franklin Street in the Borough of Munhall.

Ordinance authorizing acquisition by condemnation of two temporary construction easements to
construct lateral support facilities for Painters Run Road east of McMillan Road and Painters Run
Road at Essen Hill Road in the Township of Upper St. Clair.

Ordinance authorizing an acquisition by condemnation of a drainage easement area to construct
a replacement storm sewer along West Run – Homestead & Duquesne Connecting Road, also

known as East 22 Avenue Extension, in the Borough of Munhall.

Ordinance authorizing the use of property located in South Park, known as Exhibit Building # 5,
by Allegheny County Budo-Kai.

Ordinance authorizing the use of a house located in Boyce Park, at 720 Center Road, by Family
Links, Inc. to provide programs and resources for at-risk families.

Ordinance authorizing the use of property located in Boyce Park, known as the Model Aircraft
Field, by Gateway Radio.

Ordinance authorizing the extension of an agreement with the North Hills Eagle Squadron for the
operation and management of the Model Aircraft Field located in North Park.

Ordinance authorizing the extension of an agreement with the Amateur Astronomers Association
of Pittsburgh for the continued operation and maintenance of Wagman Observatory in Deer
Lakes Park.

Resolution authorizing a temporary exemption of real estate taxes to a property within a
deteriorated area of Findlay Township for Walgreens Specialty Pharmacy, LLC; the LERTA would
be used as a mechanism to facilitate construction of an 86,000 square foot building to house their
division headquarters. The total project cost is estimated at $14 million with $4 million allocated to
real property and $10 million to personal property. The exemption shall be limited to a period of
five years and shall apply to any building permitted during the 10 year LERTA District time period.
The exemption will decrease by 20% in each year until the sixth year when the exemption shall
end and the entire property will be subject to full property taxes.

Resolution authorizing a temporary exemption of real estate taxes to a property within a
deteriorated area of the City of Pittsburgh for Walnut Capital; the LERTA would be used as a
mechanism to facilitate construction of a five-story, 175 unit apartment building with 158 parking
spaces. The exemption shall be limited to a period of 10 years and shall apply to any building
permitted during the 10 year LERTA District time period. The exemption will decrease by 10%
every two years until the eleventh year when the exemption shall end and the entire property will
be subject to full property taxes. The exemption is capped at $250,000 in any single year.
Pittsburgh Public Schools will not be participating in the LERTA for this project.

Resolution amends the 2014 Capital Budget to accept an Act 89 allocation of $809,276 from the
PA Department of Transportation. The funds can only be used for construction, reconstruction,
maintenance and repair of County-owned bridges. No additional County bond funds will be
required and the overall total of the 2014 Capital Budget will remain in balance.

Resolution amends the 2013 Capital Budget to increase the allocation for the Mansfield Bridge
Rehabilitation by $907,000 to cover the cost of a handrail replacement that was not included in
the original scope of work. The funding is coming from the PA Department of Transportation so
the County bond funds allocated to the project remain unchanged. No additional County bond
funds will be required and the overall total of the 2013 Capital Budget will remain in balance.
