Introduction
The Los Angeles County Arts Commission’s Civic Art Program provides leadership in the development of
high quality civic spaces by integrating the work of artists into the planning, design and construction of
Los Angeles County infrastructure and facilities. The Civic Art Program encourages innovative
approaches to civic art and provides access to artistic experiences of the highest caliber to residents and
visitors of Los Angeles County. The Civic Art Program also provides educational resources and ensures
stewardship to foster broad public access to artwork owned by Los Angeles County. The Civic Art
Program has developed and maintains all of the inventory and records for County-owned civic artwork.
The Civic Art Program was established by the Board of Supervisors on December 7, 2004 and the first
project funding under the policy was initiated in 2006. This document outlines accomplishments of the
Civic Art Program for the Fiscal Year 2009-10.
Civic Art Policy Revisions
In December 2009, the Board of Supervisors approved revisions to the Civic Art Policy that further
clarified the goals and management of the program. These revisions included the addition of civic art for
capital projects managed by the Community Development Commission.
Project Management
During the fiscal year, thirteen new civic art projects were initiated. A total of forty projects were actively
managed during the fiscal year. The completion of eleven civic art projects this fiscal year brings the total
to thirty-eight civic art projects that have been completed since the program was established.
Projects have been managed in each of the five Supervisorial Districts, and in partnership with the
Department of Public Works, the Community Development Commission and thirteen different County
departments.
Commissioning Civic Artists
The goal of the Civic Art Program is to commission the highest quality original site-specific artwork for
each new project location. For each new commission, the approach to civic art is developed and artists
are selected with input from various stakeholders including Board Offices, departments, the Department
of Public Works and Community Development Commission, community members and arts professionals.
Through the Civic Art Program, the Los Angeles County Arts Commission works directly with individual
visual artists and design professionals. During the current fiscal year, program staff reviewed over 250
artist applications, and served 180 artists through technical assistance workshops and outreach efforts.
The number of artists notified regarding Civic Art Program opportunities by email was 5,686.
Eleven artists were commissioned for civic art projects for the first time during the fiscal year. Of those
artists, nine, or 82%, live and/or work in Los Angeles County.

Description
Los Angeles artists Claudia Reisenberger and Franka Diehnelt of Merge
Conceptual Design enlivened the 150 foot long retaining wall that
encircles the Rowan Dozier Bus Layover station with colorful painted
plant motifs that reflect the local flora of East Los Angeles in the bird of
paradise and eucalyptus. The artwork was designed as temporary graffiti
abatement intended to be gradually covered with maturing vine growth
over the walls. The artwork features quotes in English and Spanish from
Nobel Prize winner Pablo Neruda’s book “The Sea and the Bells,” and
Pulitzer winner Stanely Kunitz’s “The Layers.”

Description
Artist Denis Richardson created a
stained glass artwork for Lennox
Library that included the designs created by young community members.
In designing his piece, Denis sought community participation through an
interactive drawing workshop. Inspired by the library’s location in the
flight path of planes arriving and departing from LAX, the artwork’s
imagery reflects all things in flight. The artwork was dedicated as part of
a community celebration on April 28, 2010.

Artist Denis Richardson worked with children in the community to design the images
of flight incorporated into the final stained glass artwork for Lennox Library.

Description
Ball-Nogues Studio, comprised of artist/architects Benjamin Ball and
Gaston Nogues, created a suspended sculpture titled “Drop-In
Distraction” which intrigues clients waiting for building permits and
enhances the work environment for staff. Composed of more than one
thousand individual nickel and brass plated bead chains hanging from
custom-made aluminum ceiling panels. The sculpture has a voluminous
and undulating presence, while light-weight and diaphanous.

Description
Los Angeles artists Sandow Birk and
Elyse Pignolet collaborated on a handpainted azulejo tile mural that depicts
elements of fire-fighting and life safety
that takes place around Catalina Island.
The piece also reflects the history of
Catalina tile manufacture. The artwork
was dedicated along with the building on April 30, 2010.

Description
Los Angeles artist Anne Marie Karlsen’s series of large porcelain enamel
discs with vibrant colors and patterns are composed from photographs of
local imagery. The designs appear abstract from a distance, but upon
closer examination, they reveal the history of the community. The discs
thread through a line of wall text that reads, “Where there is an open
mind there will always be a frontier.”

Under the instruction of Theatre of Hearts/Youth First and Artist-inResidence Michael Massenburg, the female youth at Juvenile Camp
Kenyon J. Scudder participated in an intensive 14 week program
learning the history of art, murals and design. The curriculum met the
California State Standards for the Visual and Performing Arts. The youth
then utilized the new skills they learned to design and paint a mural in
Camp Scudder’s cafeteria.

Description
Artist Timothy Gibbs, of R.D.
Gibbs & Company, designed
10 stained glass panels that are installed at the front entrance of the
library. Working closely with the local historical society, Gibbs created a
contemporary interpretation of a traditional stained glass window that
features iconic La Crescenta landmarks such as the Bathey House and
the La Crescent Women’s Club.

Description
Renowned Los Angeles artist Kent
Twitchell has been selected to create three
murals in the interior lobby of the Bob Hope
Patriotic Hall. The large-scale murals will
celebrate the murals originally created in the building by Helen
Lundeburg during the Works Progress Administration (WPA) in 1942.
The composition of the murals will be based on the Lundeburg murals
but will bring Twitchell’s highly realistic rendering to the figures portrayed.
The artist will use Los Angeles area veterans as models for his work.
Pictured above is an initial pencil sketch of one of the figures in the
overall composition.

Description
Los Angeles muralist Ernesto
de la Loza has designed a
540 square foot mural on canvas to be added to the exterior of the
Florence Library. The mural, Faces of the Americas, will include a
pictorial history of Florence and celebrate the range of knowledge and
learning available within the library. The artist has worked closely with
the Teen Advisory Council for the library to solicit ideas for the mural. He
also hosted the group in his studio to assist with painting parts of the
mural and provided sketchbooks to the participants.

Artist Profiles
Los Angeles County is home to one of the greatest concentrations of artists in the nation. The
professional skill, expertise and creative vision of individual artists is central to the success of the Civic Art
Program. The Civic Art Program provides opportunities for artists to create artwork for County facilities
and to engage communities to create distinctive work that serves as community landmarks and
establishes a legacy for current and future generations of Los Angeles County residents.
Artists commissioned through the Civic Art Program over the past year include Al Price, Roberto Delgado,
Carlos Callejo, José Antonio Aguirre, Kent Twitchell, Claudia Reisenberger and Franka Diehnelt
(MERGE), Willie Robert Middlebrook, Cliff Garten, Gerald Heffernon, Ernesto de la Loza, and Roger Dolin
(with Create Now).
Six of these artists are profiled below.
José Antonio Aguirre, Lancaster Animal Shelter
Bi-national artist José Antonio Aguirre earned a MFA from the California
Institute of the Arts and a BFA from the School of the Art Institute of
Chicago. As a studio artist, he has participated in numerous solo and group
exhibitions. As a public artist, he has executed nearly 30 works in California,
Illinois, Texas and Mexico City. Throughout his art career, he has been
active as an installation artist, visual arts educator and cultural journalist for
Spanish publications in Chicago, Los Angeles, Texas and Mexico. In March
2010 Aguirre was awarded the prestigious J. William Fulbright Foreign
Scholarship Award to Mexico. Aguirre resides in Pasadena, California.
Carlos Callejo,
San Pedro Service Center
Carlos Callejo, who lives and works in San Pedro,
has over thirty years experience designing,
directing, and coordinating public art projects. He
has created dozens of public artworks, including
murals he painted for the Smithsonian Institution’s
Festival of American Folk Life in Washington,
D.C., the Silver City Tourist and Visitors’ Bureau,
and the El Paso County Courthouse’s atrium. His
work takes inspiration from the great muralists of
post-revolutionary Mexico and he frequently
creates art that combines historical and mythic
imagery. Callejo studied art at California State University and the Otis Art Institute, and he received a Lila
Wallace-Reader’s Digest Fund Arts International grant to study the history and production of murals in
Italy. Callejo spent time with many of the users of the San Pedro Service Center before developing his
conceptual design for a mural that reflects the history of the area and the community served by the
facility.

Willie Robert Middlebrook,
Florence-Firestone Community Service Center
Willie Robert Middlebrook is an award-winning artist and
photographer based in Inglewood. Middlebrook has been
working as a professional artist/photographer for over 20
years. He has participated in over 200 solo and group
exhibitions throughout the United States and Mexico including
exhibitions at the Los Angeles County Museum of Art,
Cleveland Museum of Art, Studio Museum of Harlem, and the
Watts Towers Arts Center. Middlebrook has received several
awards and fellowships for his work in the arts. In 2009 he
was awarded the City of Los Angeles Individual Artist
Fellowship (COLA) award granted by the Department of
Cultural Affairs. In addition to his gallery experience,
Middlebrook was commissioned in 2008 by Metro
Transportation Authority (MTA) to complete artwork for the
Crenshaw Expo Line Station, scheduled for completion in
2010. “Art is about communication,” Middlebrook states. “My
work is based on collaboration between the subjects I select
to photograph and myself …we have an understanding of
each other, an understanding, focused towards a single goal:
to speak to and about our people, our communities.”
Middlebrook also serves as director for the Watts Labor
Community Action Council’s Cecil Fergerson Gallery.

Claudia Reisenberger and Franka Diehnelt, Rowan Dozier Bus Layover
Merge Conceptual Design, founded in 2003, has
completed temporary and permanent public art projects
for the Los Angeles County Metropolitan Transit
Authority and the cities of Los Angeles, Pasadena,
Santa Monica, Berlin (Germany) and Vienna (Austria).
The Merge team includes Claudia Reisenberger and
Franka Diehnelt who are both architecture graduates of
the Academy of Fine Arts, Vienna, and currently teach
at the Art Center College of Design in Pasadena.

Kent Twitchell, Bob Hope Patriotic Hall
Kent Twitchell was born in Lansing, Michigan, in 1942. He served in the U.S.
Air Force from 1960 to 1965. After moving to Los Angeles in 1966, he
attended East Los Angeles City College, and Cal State University, Los
Angeles, then received his MFA from the Otis Art Institute. While pursuing
his degrees Twitchell began to build his legacy as a large scale muralist
painting in a photorealist style. In 1971 and 1972, he completed some of his
first public murals in Los Angeles, including the Strother Martin Monument
and the Bride and Groom murals. Currently, Twitchell's most familiar
downtown mural is Harbor Freeway Overture (1992-93) which depicts
several members of the Los Angeles Chamber Orchestra. He views his art
as “monuments to American cultural heroes." Twitchell, a veteran, is honored
by this commission opportunity to honor veterans. His studio is located just a
few blocks from Bob Hope Patriotic Hall.
Cliff Garten, El Cariso Gymnasium
Cliff Garten is a Venice-based artist and landscape architect who
has created artwork for numerous public art agencies including
the San Francisco Arts Commission and the Metropolitan
Transportation Authority in Los Angeles. Garten has also created
public art master plans for the City of Calgary (Canada) and the
Pinellas County Cultural Affairs Department. Garten received his
MFA in Sculpture from the Rhode Island School of Design and
Master of Landscape Architecture from the Graduate School of
Design at Harvard University. Garten is the recipient of two
Individual Artist Fellowships from the National Endowment for the
Arts, the Bush Foundation Fellowship for Individual Artists, the
Bush Foundation Leadership Fellowship and the Jerome
Foundation Travelling Artist Grant.

Civic Art Program Stakeholders
During Fiscal Year 2009-10, the Civic Art Program collaborated with thirteen different County
departments and worked in communities in each Supervisorial District. Other stakeholders who played a
significant role in the Civic Art Program included the CEO Capital Projects staff, the Department of Public
Works and the Community Development Commission. External partners included Friends of the
Acton/Agua Dulce Library, Friends of the La Crescenta Library, La Crescenta Town Council, La
Crescenta Historical Society, Lake Los Angeles Park Association, Rowland Heights School District, and
the Los Angeles Conservation Corps. Community members also play a role in the selection, design,
development and fabrication of civic art projects.
Community Participation
Five projects undertaken during Fiscal Year 2009-10 that included a high level of community participation
are highlighted below.
Belvedere and Obregon Park Pools, First District (completed)
Artist Sonia Romero’s aquatic themed color and graphic paint
scheme for Belvedere Community Regional Park Pool and Obregon
Park Pool brings attention to the importance of fresh water. Painting
of the artwork was undertaken by youth from the Los Angeles
Conservation Corp (LACC), a program that provides job skills,
training, education, and work experience for youth with an emphasis
on service projects that benefit the community. Romero led a prepainting workshop with the participants to explain the intent of the
design and discuss execution techniques.
Lennox Library, Second District (completed)
In creating his piece, artist Denis Richardson sought community
participation through an art-making workshop. Inspired by the library's location in the flight path of planes
arriving and departing from LAX, the artwork's imagery reflects all things in flight. At a workshop, a storytime reading of books about flight stirred the imagination of over 40 members of the Lennox community
who were encouraged to dream of things that do, and that do not, fly and to draw them using oil pastels,
markers, and pencils. The outcome was a "flock" of colorful artworks depicting fairies, flying pigs and
planes which Richardson used to create his artwork design.
Lennox Park, Second District (completed)
Through a partnership between the Second Supervisorial District Office, the Department of Parks &
Recreation, and Create Now, a Los Angeles-based nonprofit focused on social change through the arts,
more than 100 community members had a hand in producing a 1,200 square foot mural titled, “Lennox
Past, Present and Future.” Create Now hired local muralist and educator Roger Dolin to conduct drawing
workshops and to facilitate the mural making process with members of the community. During the
workshops, participants were encouraged to design and paint their vision of Lennox. Virtually every image
in the mural originates from one of over 80 drawings produced by Lennox community members. Dolin
worked with a core team of more than 30 participants, primarily youth between the ages of six and twenty.
Residents were encouraged to help with the painting and to observe and comment on the mural.

Lancaster Animal Shelter, Fifth District (underway)
Artist José Antonio Aguirre has designed artwork for the
exterior of several buildings on the campus of the Lancaster
Animal Shelter. Through a series of workshops led by the
artist, the artwork is being fabricated in Venetian glass mosaic
by members of the community. Participants cut and glue
pieces of the Venetian glass onto a template provided by the
artist. The design of the artwork is inspired by former shelter
animals that have had successful adoptions. Each animal
portrait is set against the background of a star based on the
Hollywood Walk of Fame. The Hollywood Chamber of
Commerce granted a license for the use of the Walk of Fame star. The work also promotes the mission
and philosophy of the Department of Animal Care and Control. The project is schedule to be complete in
November 2010.
Camp Kenyon J. Scudder, Fifth District (completed)
Under the instruction of Theatre Of Hearts/Youth First and Artist-in-Residence Michael Massenburg, the
female youth at Juvenile Camp Kenyon Scudder participated in an intensive 14-week program learning
the history of art,
murals and design.

County Collection Management
During Fiscal Year 2009-10, the Civic Art Program has continued to preserve, document, and provide
access to the County’s growing collection of artwork. New artwork condition assessment forms have been
developed to record the condition of artwork over time. Seventeen condition assessments have been
completed during the fiscal year.
Several additional collection processes were formalized during this period, including:

Procedure for responding to image and artwork reproduction requests, subsequently used to
respond to several requests,
Procedure for transferring works (both recently completed artwork and existing artwork) into the
County Collection files, and
Procedure to organize documents within an artwork’s archive and electronic files.
To further the goal of protecting and preserving County artworks, the Arts Commission established the
Interagency Artwork Maintenance Task Force. This group brings together various County department
staff with collections experts from the Los Angeles County Museum of Natural History and the Los
Angeles County Museum of Art. The Task Force held its first regular meeting in April 2010.
Representatives from ten County departments and the museums attended to discuss County artwork
within their respective jurisdictions and to identify and resolve common issues related to artwork
maintenance.
Additional accomplishments in Fiscal Year 2009-10 include a report outlining best practices for collection
management, the addition of nineteen civic artworks to the County Collection Inventory along with
research and web pages to the Arts Commission Web site, and the initiation of a project to interview
artists in order to add audio and video content to project documentation. Nine artists have been
interviewed to date.

Technical Assistance and Outreach
According to the 2009 Otis Creative Economy Report, Los Angeles County is home to over 400,000
professional artists. The Civic Art Program places a priority on increasing awareness among this
population of the commission opportunities available through the program. In order to cultivate artists in
the field of public art and to make the Civic Art Program more accessible to artists in general, an outreach
and technical assistance plan was developed during Fiscal Year 2009-10. Since January 2010, the
following initiatives identified in the plan have been accomplished:
 Two quarterly open office hours for artists have been held to allow artists to meet informally and one-onone with Civic Art Program staff and learn more about upcoming civic art opportunities;
 Five technical assistance workshops have been held in conjunction with the release of new, open calls
for artists; and
 Two civic art information sessions for artists have been held to provide an overview of the application
and selection process and to provide additional information and access to information regarding
commission opportunities.
The Civic Art Program is soliciting evaluation survey responses from the participants for each of these
initiatives in order to develop more responsive technical assistance to address the needs of artists in Los
Angeles County.
In addition, the Public Art Coalition of Southern California (PACSoCal), a regional network of public art
programs in which the Civic Art Program plays a leadership role, is planning an in-depth curriculum to
provide more comprehensive training in public art. The curriculum is being developed in response to input
received from more than 300 artist respondents.
