Permanent Secretaries and Heads of Departments are asked to invite applications from suitably
qualified officers in their Ministries/Departments to fill the following posts in the Information
Communication and Technology Unit, Jamaica Customs Agency:
1. ICT Operations Manager (Level 8)
2. ICT Policies, Projects and Records Management Manager (Level 8)
3. ICT Security Management Administrator (Level 8)
Salary range: $3,332,707 - $3,999,248 per annum and any applicable allowance(s)
1. ICT Operations Manager - Level 8
Job Purpose
The incumbent will be responsible to:
Provide specialist support to the Agency’s operations by providing an ICT environment that
supports the day-to-day delivery of Customs core operational and administrative systems, and,
ensures data communications facilities serve the Agency’s locations;
Manage ICT Operations;
Ensure continuous ICT services to all JCA users and external customers;
Manage the configuration of ICT computer and networking infrastructure and systems; and,
Manage the physical ICT environment at all Jamaica Customs Agency (JCA) office locations.
Key Responsibilities
Develops an IT operational continuity framework.
Monitors infrastructure and processing, and resolves problems.
Conducts a business impact analysis and risk assessment.
Develops configuration management planning procedures.
Manages the physical environment (maintaining, monitoring and reporting).
Issues and oversees implementation of recommendations for ICT improvement.
Required Skills/Competencies
Effective oral and written and communication skills, especially in terms of interaction with
professional colleagues and non-technical users
Excellent leadership and staff management skills
Excellent time-management, planning and organizing skills
Excellent interpersonal skills
Knowledge of computer and network operations, running a data centre to provide ICT services.
Supervisory skills, particularly in managing ICT /technical persons.
Knowledge of computer operating systems (e.g. UNIX derivatives, Windows Server as well as
Windows XP/Vista) and other systems.
Knowledge of network systems, including TCP/IP standards and techniques, routers, firewalls
and other ICT infrastructure.
Sound understanding of customs administration and operations.
Experience in ICT Control and project management practices.
Good knowledge of ICT project management.
Working knowledge of computer and network operations, running a data centre to provide ICT
services.

A Masters Degree in Computer Sciences, Information Management or similar ICT related
disciplines, with at least six (6) years’ experience in a similar position OR
A Bachelor’s Degree in Computer Sciences, Information Management or similar ICT related
disciplines, with at least 10 years’ experience in a related position
Training in Business Management
Supervisory Management training/experience
Experience in the application of the Customs Act and related legislation
Specialized knowledge and training in Customs Administration
2. ICT Policies, Projects and Records Management Manager – Level 8
Job Purpose
The incumbent will be responsible to:
Establish and maintain appropriate and effective ICT policies within the Jamaica Customs
Agency;
Oversee the formalization and development of an ICT project management framework for
implementing business ICT solutions;
Devise strategies for the integration of modern records management practices within Customs.
Key Responsibilities
Establishes and maintains an ICT project management framework.
Establishes and maintains an ICT project monitoring, measurement and management system
for all ICT projects in the JCA ICT project portfolio.
Works with JCA Executives to ensure that ICT projects have sponsors with sufficient authority to
own the execution of the project within the overall strategic programme.
Educates and assists project managers to build and review project charters, schedules, quality
plans, budgets, and communication and risk management plans.
Monitors ICT projects, and ensures the participation and commitment of project stakeholders.
Defines and implements project assurance and review methods, and ensures the effective
control of projects and project changes.
Reviews records management systems used for both manual & electronic records, and makes
recommendations for improvement on an Agency wide basis.
Co-ordinates with Records Management activities with user units.

Sound understanding of customs administration and operations
Minimum Required Education and Experience
A Masters Degree in Computer Sciences, Information Management or similar ICT related
disciplines, with at least six (6) years’ related experience in ICT, with at least three (3) years in a
management position OR
A Bachelor’s Degree in Computer Sciences, Information Management or similar ICT related
disciplines, with at least 10 years’ related experience in ICT, with at least five (5) years in a
management position
COBIT Foundation
Member of a records management professional organization, such as JARMA/ARMA
Training in Business Management
Experience in the application of the Customs Act and related legislation
Knowledge and training in Customs Administration

ICT Security Management Administrator – Level 8
Job Purpose
The incumbent will be responsible to:
Maintain the integrity of information and protect ICT assets, by ICT establishing security roles
and responsibilities, policies, standards, and procedures
Perform security monitoring and periodic testing and implementing corrective actions for
identified security weaknesses or incidents
Ensure the focus of effective security management is in place to protect all ICT assets to
minimise the impact to JCA of ICT security vulnerabilities and incidents
Key Responsibilities
Co-ordinates the management of ICT Security within the JCA, so that the management of
security actions is in line with business requirements.
Translates business, risk and statutory requirements into an overall IT security plan, taking into
consideration the IT infrastructure and the security culture. Ensures that the plan is implemented
in security policies and procedures together with appropriate investments in services, personnel,
software and hardware.
Communicates security policies and procedures to stakeholders and users.
Ensures that all users (internal, external and temporary) and their activities on ICT systems
(business application, ICT environment, system operations, development and maintenance) are
uniquely identifiable. Enable user identities via authentication mechanisms. Confirm that user
access rights to systems and data are in line with defined and documented Customs needs and
that job requirements are attached to user’s identity.
Ensures that user access rights are requested by user management, approved by system
owners and implemented by the security-responsible person, such as the ICT helpdesk.
Maintains user identities and access rights in a central repository.
Deploys cost-effective technical and procedural measures, and keeps them current to establish
user identification, implement authentication and enforce access rights.
Addresses requesting, establishing, issuing, suspending, modifying and closing user accounts
and related user privileges with a set of user account management procedures.
Performs regular management review of all accounts and related privileges.
Tests and monitors the IT security implementation in a proactive way.
Clearly defines and communicates the characteristics of potential security incidents so they can
be properly classified and treated by the incident and problem management process.

disciplines with at least six (6) years’ related experience in information technology, of which two
(2) years should be in an ICT management post OR
A Bachelor’s Degree in Computer Sciences, Information Management or similar ICT related
disciplines with at least 10 years’ related experience in information technology, of which four (4)
years should be in an ICT management post
Security Management training such as CISM, CISSP, CISA etc.
