An ordinance amending Chapter 16 of the City Code thereby amending the apartments
water rates for services provided by the Water Department of the City of Mesquite.

An ordinance affirming the City Council district boundaries established in Chapter 2, Section
2-42, of the City Code for the purpose of electing Councilmembers for District Nos. 1, 2, 3
and 4.

A resolution ratifying the expenditure of $167,316.33 without competitive bidding for
emergency permanent repairs to the 24-inch-diameter sanitary sewer force main at the
Long Branch Lift Station and authorizing payment to Tri-Con Services, Inc., for such repairs.

Bid No. 2015-035 - Purchase of Supplies and Accessories for 2015 Police Vehicles.
(Staff recommends award to Defender Supply, LLC, in the amount of $48,757.04, Lone Star
Equipment, LLC, in the amount of $33,449.47 and GT Distributors, Inc., in the amount of
$13,671.65 through a Joint Venture/Cooperative Purchasing Agreement with Tarrant
County Contract No. 2012-128, in the total amount of $95,878.16.)

Authorize the Mayor to execute a Settlement and Release Agreement with Oncor Electric
Delivery Company, LLC, (“Oncor”) to fully and finally resolve any disputes or claims arising
out of or related to prior billings for unmetered streetlights by Oncor.

Authorize the City Manager to execute a Release from Insured with Old Republic National
Title Insurance Company to settle a claim by the City regarding overlapping deeds at 4600
Mercury Road.

Authorize the City Manager to execute a professional engineering services contract with
Kimley-Horn and Associates, Inc., to conduct a LaPrada Drive Project Development Study
in the amount of $309,800.00.

Authorize the City Manager to execute a change order to City Contract No. 2014-041,
Annual Contract for Sidewalk, Handicapped Ramps, Drive Approaches and Curb and Gutter
Replacement, with Cam-Crete Contracting, Inc., in the amount of $51,750.00.
PUBLIC HEARINGS

A. Conduct a public hearing to consider transferring City park property to the Mesquite
Independent School District (“MISD”) in exchange for adjacent MISD property to allow for
the expansion of Range Elementary School. The property to be transferred and received by
the City is generally located within the boundaries of Bamboo Street, Bahamas Drive and
Emerald Drive. A more particular description of the property to be transferred and received
by the City is available in the Parks & Recreation Administration Office located at 1515 N.
Galloway Avenue, Mesquite, Dallas County, Texas. The property to be transferred by the
MISD to the City will be used as City park property.

B. Consider a resolution authorizing the exchange of property with the Mesquite
Independent School District (MISD) for the reconstruction of Range Elementary School and
authorizing the Mayor to execute the Exchange Agreement with MISD for such purpose.

Conduct a public hearing and consider an ordinance for Application No. 342-14D-2014,
submitted by Brandon Hebert for Acadian Ambulance Service, for a zoning change from
Commercial / Military Parkway-Scyene Corridor Overlay to Commercial / Military
Parkway-Scyene Corridor Overlay with a Conditional Use Permit to allow ambulance
services located at 1210 West Scyene Road, Suite D.
(One letter in favor of the proposed amendment has been received.
The Planning and
Zoning Commission recommends approval of the application with certain stipulations.)

Real Property:
Pursuant to Section 551.072 of the Texas Government Code, the City Council will meet in closed session to
consider the purchase, exchange, lease or value of real property. The following subjects may be discussed:

Discuss excess commercial property disposition.

Discuss a possible cell tower ground lease arrangement on City -owned property located
near the Mesquite Main Library.
Personnel Matters:
Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the appointment,
evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager, City Attorney, Municipal
Court Judge, City Secretary, members of the various City boards and commissions, and City officers or other
employees. A complete list of the members of the City boards and commissions is on file in the City Secretary’s
office.
Following discussions in executive session, the City Council will reconvene in open session where any final action
regarding executive session items will be taken.
The City Council reserves the right to adjourn into executive session at any time during the course of this meeting
to discuss any of the matters posted on this agenda, when such executive session is authorized by Texas
Government Code Section 551.071 (Consultation with Attorney), 551.072 (Deliberations regarding Real Property),
551.073 (Deliberations regarding Gifts or Donations), 551.074 (Personnel Matters), 551.076 (Deliberations
regarding Security Devices or Security Audits) and 551.087 (Economic Development); Texas Tax Code Section
321.3022 (Sales Tax Information) and Texas Government Code Section 418.183(f) (Emergency Management).
