www.arcolarecordherald.com Volume 153 — Number 25 THURSDAY, JANUARY 29, 2015 ONE SECTION — 12 PAGES STIFF, EDWARDS SET NEW MARKS Past Week A Record Setter By Chris Slack It was a memorable week for more than one reason for the Arcola High School girls’ basketball team. In addition to milestone achievements by head coach Nancy Stiff and four-year senior starter Taylor Edwards, the Purple Riders captured the program’s first Little Okaw Valley Conference Tournament championship in 21 years. The week of milestones began last Thursday when the Purple Riders gave Stiff her 700th career win. A 1997 inductee into the Illinois Basketball Coaches Association Hall of Fame, Stiff is believed to be one of only six high school coaches in Illinois girls’ basketball history to achieve such a lofty wins total. After Saturday’s win over Palestine-Hutsonville in the title game of the LOVC finals, Stiff’s overall record is 701-317. She is pictured above left receiving the game ball from Argenta-Oreana Athletic Director Dan Sheehan after Arcola’s 52-38 win over Arthur-Lovington/Atwood-Hammond in the title game of the LOVC Northwest Division Tournament. The tournament was hosted by A-O. Edwards wasn’t far behind in reaching her own milestone. On Saturday, as the Purple Riders were en route to defeating Palestine-Hutsonville 51-39 in the LOVC finals, Edwards eclipsed the Arcola girls’ career scoring record formerly held by 1985 graduate Angie Little. With her 18-point effort against Palestine, Edwards has scored 1,360 points in her career. Including Monday’s game against ALAH at Arthur, Arcola has four regular season games remaining, plus the postseason tournament. Little amassed 1,351 points in her career. Edwards, who missed the first 14 games of the season due to a broken bone in her foot, is pictured above right with her parents, Lisa and Jeff Edwards, and her brother, Beau, as Arcola celebrates its tournament title at Arthur. Not since the 1993-94 season has the Purple Rider girls’ basketball program won an LOVC tourney title. In DOUGLAS COUNTY BOARD T E N TAT I V E AG E N DA Firm Hired To Do Appraisals By Chris Slack The Douglas County Board has opted to team up with a firm that specializes in industrial appraisals. At its monthly meeting on January 21, the board unanimously voted to contract with Vanguard Appraisals of Cedar Rapids, IA, to conduct reappraisals of 14 major industrial property sites in the county. Sites scheduled to be appraised include industrial sites Equistar, Cabot, Panhandle and Trunkline; and licensed grain elevators Arthur Grain Co., Camargo Grain (Camargo), Camargo Grain (Villa Grove), ICM Grain (Hindsboro), ICM Grain (Filson), Tabor Grain (Newman), Topflight Grain (Atwood) and Okaw Co-op (Arcola). According to the contract submitted to the county by Vanguard President Robert Ehler, all revaluation work is scheduled to be completed by October 1, 2016, at a total cost of $46,500. The cost of appraising the four industrial sites is $25,000 ($6,250 per site). The 10 grain elevators will be appraised at a cost to the county of $21,500 ($2,150 per site). It was noted at the meeting that the present appraisals on the 14 properties are out of date and “not up to the detail needed for setting the correct (equalized assessed valuation) for the county.” The buildings will be described by their component parts individually, priced at the current replacement cost and depreciated according to age, condition and function. The appraisal work is scheduled to begin by March 2016. County board member Mike Carroll said Supervisor of Assessments Rena Cain approached the board about obtaining new appraisals of industrial properties. He added it’s important to have an expert do industrial appraisals, which are more complicated than home appraisals. ALSO AT THE MEETING Closed Loop Well System Ordinance Gets Board OK The board approved a Douglas County closed loop well system ordinance which regulates the construction and/or reconstruction of closed loop well systems and requires a registration certificate for the private contractors who install, modify or seal these systems in the county. It was stated in the ordinance that improper installation, modification or sealing of closed loop well systems poses a significant threat to the health and welfare of Douglas County residents. A closed loop well is defined as a sealed, watertight loop of pipe buried outside of a building foundation intended to re-circulate a liquid solution through a heat exchanger, but is limited to the construction of the borehole, piping in the borehole, heat exchange fluid, and the grouting of the borehole and does not include the piping and appurtenances used in other capacities. A closed loop well system means a clustered group of closed loop wells that serve the same facility.
