27 January 2015 VACANCY ANNOUNCEMENT Administrative Support for Territorial Commissions In April 2005, a decentralised Refugee Status Determination (RSD) procedure was established in Italy. The law provided for the setting up of Territorial Eligibility Commissions composed of a Vice-Prefect, a police official, a person representing the regional and municipal administrations and a person representing UNHCR. Since then and in this context, UNHCR has a right to vote and therefore takes full part in the procedure in which the need for the 1951 Convention refugee protection, but also for subsidiary and humanitarian protection, are being assessed. On 6 August 2013 the Law n. 97 modified the Legislative Decree n. 25/2008 and thereby provided for the possibility of establishing additional sections to the existing Territorial Commissions in case of an exceptional increase of asylum applications. More recently also the Law decree n. 119/2014 and the Law n. 146/2014 further expanded the possibility of increasing the number of Territorial Commissions up to 20 - and sections - up to 30 - involved in the current Italian RSD procedure. The sections maintain the same composition and rules as the Territorial Commissions (four members including one UNHCR eligibility staff member). In order to ensure continuity of UNHCR’s participation in the Government procedure to determine eligibility of asylum seekers in all the Territorial Commissions and sections present in Italy, in 2015 the total number of UNHCR personnel deployed in Territorial Commissions will be over forty persons, of whom some thirty holding UNOPS Individual Contractor Agreement contracts. The assistance of a dedicated Admin person is thus required. Major Duties and Responsibilities: Under the supervision of the Senior Regional Admin/Programme Officer and the direct coordination with the Senior Protection Associate, the incumbent will: a. Contribute to the coordination of temporary replacements of UNHCR’s representatives within the Territorial Commissions for various leave and absences reasons, thus ensuring continuity of UNHCR's presence; b. Act as Leave Monitor for all TC personnel on UNOPS ICAs (collecting leave requests, updating attendance record cards, verifying leave balances); c. Coordinate with the Snr HR Assistant as to HR-related matters concerning TC personnel on UNOPS ICAs (e.g. preparing ToRs for ICA extensions, changes in duty stations, follow-up on new recruitment requirements); d. Arrange official mission travels of TC personnel (processing mission requests, liaising with the travel agency for ticket bookings, issuing travel authorisations, verifying travel claims upon travellers' return from missions); e. Assist in making logistic and administrative arrangements for TC coordination meetings and other events as required; f. Provide assistance in monitoring the TC budget implementation, preparing Payment Requests and recording expenditures; 1 g. Provide assistance with regard to staff management activities, including staff development; h. Attend meetings on day-to-day TC-related administrative matters; i. Perform other tasks deemed necessary by the Supervisor in order to meet the level of the services in the Organization. Qualifications Required: University Degree with specialization in Business Administration, Finance, Human Resources or other related field. Minimum 4 years of previous job experience relevant to the function. Computer skills (MS office and People soft applications). Fluency in English and excellent knowledge of Italian. Ability to work under pressure and deliver within tight deadlines. Staff and resource management skills essential. Previous experience with UNHCR is an asset.
