NEWSLETTER JANUARY 2015 LEVIES: From the 1st March 2015 the levy will increase to R1,400 as approved at the AGM in November 2014. Debit orders signed directly with FHA will be adjusted automatically. Please remember to adjust your stop orders (which you have signed at your bank) and electronic payments. Levies are payable in advance on the 1st of every month. CLUBHOUSE: Since December the restaurant leased a generator to be able to operate during load shedding. The Board approved purchasing this generator as a joint venture with the restaurant. With load shedding being a reality, remember the restaurant will be able to serve you during open times. The restaurant opens every day at 08h30. Kitchen closing times: Mon – Thursday 20h00, Fri – Sat 21h00 and Sundays 15h00. LIGHT BOLLARDS: Tenders were called for painting bollard lights on the Estate. The tender was awarded to Statum contractor. Painting will commence shortly. POSTER BOARDS: Three ‘snap on’ advertisement poster boards will be erected along Eagle Road to advertise FHA/restaurant community activities. No private advertisements will be allowed on these poster boards. STREET NUMBERING: Residents are urged to paint their house numbers on the pavement for easy identification. This should be done with a reflective paint that will be visible at night. Resident can contact Bronwen at Trafficare on 082 854 5641 for quotes. MTN: MTN is in the process of installing the optic fibre in Falls/Furrow Road leading up to the Estate. Please be patient and adhere to the traffic control measures where installation is taking place in the roads. MTN should commence work in the Estate within the next week. ENCROACHMENT ONTO PARKS: No gardening/developing may take place on a park land bordering your stands. FHA will request you to remove such encroachment or will remove this at your cost. This includes small shrubs, flowers, etc. DOGS: The municipal bylaw restricts the number of dogs allowed on a property to 2. The SPCA will be requested to enforce this bylaw. LAPA BOOKINGS: Please contact Aletta at the Estate office (011 662 1426) for all Lapa bookings. Own catering will be allowed at the Lapa or Dulce can do the catering. Once the liquor licence is approved (hopefully within the near future) NO liquor may be brought onto the premises, and this includes the Lapa. All liquor will then have to be purchased through the Dulce restaurant. The fees for hiring the Lapa: Mon – Thursdays R750. Lapa to be vacated by 22h00. Friday – Sundays R1 000. Lapa to be vacated by 23h00. Non-residents (co-signed by a resident) – R1 500 The fee for hiring the FHA Board room is R450 p/day. All catering/drinks/coffee, etc. to be catered for by Dulce restaurant. PLAYGROUND EQUIPMENT: The various pieces of playground equipment on the Estate is for the use of young children only. Please inform your teenager/young adult children and domestics please not to use this equipment. RECYCLING: Residents are once again requested to participate in the recycling programme on the Estate. Thursday is Mondi paper recycling and Fridays are glass, tin and hard plastic recycling, in black bags. If you recycle, in most cases you will find that you have less than the allowable 5 refuse bags per week. If you do have more than five bags, please contact Rassie who will remove the additional bags at a fee of R5 p/bag (Rassie 072 296 8534). GENERATORS: Please take note of the following rules re generators on the Estate GENERATORS 7.1 INSTALLATION OF PORTABLE GENERATORS The installation of all portable generators shall be carried out by a fully qualified electrician and in accordance with the Electrical Contractors Association of South Africa (ECASA) document “GUIDELINES FOR THE SAFE USE OF PORTABLE GENERATORS ON UTILITIES’ NETWORKS”. The electrician is required to supply the building owner and/or contractor with a certificate confirming that the installation is safe and complies in all respects with the ECASA document referred to above. A copy of the electrician’s certificate is to be deposited with the FHA by the building owner and/or contractor. 7.2 PORTABLE GENERATORS – EXISTING INSTALLATIONS The requirements of rule 4.2.4.5.5 (in the Building Regulations) are retrospective and apply to all existing installations. Building owners and/or contractors must have such installations inspected by a qualified electrician, remedial work carried out if required and certified by a qualified electrician. The FHA is to be supplied with a copy of the electrician’s certificate. 7.3 PORTABLE GENERATORS – NOISE EMISSIONS All portable generators in both new and existing installations shall have a maximum noise emission measured at a point 3 meters away from the generator in accordance with SANS 10103, Table 2 – Acceptable rating levels for noise in districts. A copy of this document can be made available at the Estate Office. Noise level as rated by the World Health Organisation shall be no greater than 55 – 60 dBA (decibels). 7.4 PORTABLE GENERATORS – MAXIMUM SPECIFICATIONS Exhausts must be fitted with filters/scrubbers with exhaust temperature standards not exceeding 545˚C and exhaust gas flow 176L/s (373cfm). Coolant system maximum fan power 2kW. Emission levels maximum PM60mg/Nm3, CO 190mg/Nm3, HC 150mg/Nm3. HOUSE MAINTENANCE: It is noted that a few houses on the Estate are in desperate need of maintenance. Please ensure your house maintenance is of the standards expected in the Estate. Rule 3.3.3 makes provision for a penalty to be implemented where the problem persists. “The owners of all property on the Estate are required to maintain their buildings, gardens and vacant stands in a proper state of repair, decoration and tidiness. Where a property is leased, then the owner will remain responsible for the maintenance of the property as stipulated above. Where external redecoration is to take place then in all cases the proposed colours shall be submitted to the Joint Aesthetics Committee for approval. Failure to comply with the entire Rule as set out will attract a penalty.” The penalty applicable is R1,000 p/month.
