TENDER NOTICE
NOTICE FOR SEALED QUOTATION REGARDING HOUSKEEPING SERVICES TO BE CARRIED
OUT AT THE SPECIFIED AREA OF THE OFFICE OF THE COMMISSIONER, CUSTOMS,
CENTRAL EXCISE & SERVICE TAX, DURGAPUR COMMISSIONERATE,
CA-9, AMBEDKAR SARANI, CITY CENTER,DURGAPUR -713216
1.
Sealed Tenders are invited from experienced and eligible contractors as illustrated in the
technical bid for hiring of three (3) ‘Multi Tasking Staffs’(here-in-after referred to as MTS), who
will provide Housekeeping Services’ such as cleaning, dusting, sweeping etc. in the premises of
the Office of the Commissioner, Customs, Central Excise & Service Tax, Durgapur located at CA9, Ambedkar Sarani,City Center Durgapur-713216 for the period of ONE year from the date of
acceptance of the tender. The tender notice along with terms and conditions can be obtained
from the Superintendent (Hqrs.), Durgapur, Satyajit Roy Sarani, City Center, Durgapur-713216
on all working days or can be downloaded from the official website http://www.cbec.gov.in. The
tender form for technical bid and financial bid in proforma prescribed in Annexure –I & II
complete in all respect should be submitted in two separate sealed covers. Those sealed covers
should be kept in another sealed cover superscribed as ‘Tender for House Keeping’ addressed
to the Commissioner of Central Excise, Durgapur Commissionerte, Satyajit Roy Sarani,City
Center Durgapur-713216
and should be submitted to this office
by 15.00 hrs. of 19th.
February, 2015. Only the bids complete in all respects, received by the stipulated date and
time shall be considered. The financial bids shall only be opened if all the terms and conditions
of technical bid are fulfilled. The Technical Bids will be opened in the presence of bidders,
whosoever will be present, on 20th. February, 2015 at 14.00 Hrs in the, Commissionerate
office, Durgapur.
2.
If the tenders are sent by post/courier, it should be ensured that cover should be sealed in such
a way so that it remains intact at the time of reaching destination without any damage or loss.
This office shall not be responsible for delay/damage on account of postal/courier services.
3.
The bidder is required to sign and stamp each page of the tender document and all other
enclosures appended to it as a token of having read and understood the terms and conditions
contained therein and also submit the same along with the technical bid.
4.
Interest bidder can inspect the site on pre-appointment on any working day. For this purpose
they may contact the Superintendent (Hqrs), Durgapur of this office.

For the purpose of housekeeping the office shall be functional on Six (6) days in a
week excluding closed holidays.
The prime object of MTS is to maintain the entire premises in neat and tidy condition
and to be kept hygienic at all times.
Sweeping, wet mopping of all the office area including the staircase is to be done on
a daily basis.
Furniture like table chairs, visitors chairs, sofas and almirahs and all electronic gadgets
like computers, telephones, fax machines, photo copier machines etc. have to be
maintained dust free and dusting has to be carried out on a daily basis.
All the sweepings, garbage and waste should be collected and disposed off in the
nearest pit of the local municipal corporation.
The work of cleaning of the office should be completed before 9.15 a.m. daily and the
MTS shall be present during office hour for other housekeeping job like supply of
drinking water to different sections etc.
On a weekly basis, every Saturday non routine work like removal of cobwebs in rooms,
chambers and lavatories must be carried out. Rigorous cleaning of window panes,
ventilators etc should be also done on Saturdays.
Shifting of furniture and other equipments, files and photocopying should also be
carried out.
Mats, carpets, artificial and natural plants should be attended to on a daily basis.
Utmost care should be exercised while cleaning electronic/electrical gadgets installed
in the office.
Any other related work assigned by the administration/authority concerned.
Note- All the housekeeping cleaning materials such as Soap, Phenyls, Bleaching Powder
etc. shall be supplied by the General Section of this office.

General Terms and Conditions
1. The Technical bid should be accompanied by an earnest money of Rs.2,000/=(Rupees Two
thousand only) in the form of Bank Draft in the name of Commissioner, Customs, Central
Excise & Service Tax, Bolpur payable at Bolpur. Technical bid received without earnest
money shall be summarily rejected without assigning any reason there of and the bidder
shall have no right to represent against it, even if, his quotation happens to be the lowest.
Earnest money received from the bidders except the selected agency, will be returned
without interest immediately after the process of selection of bid/ quotation is over.
2. The office of Commissioner, Customs, Central Excise & Service Tax, Durgapur Commissionerate,
Durgapur reserves the right to postpone and/or extend the date of receipt/opening of
Rates/Quotation or to withdraw the same, without assigning any reason(s) thereof.

The Service Provider is required to submit the complete Rates/Quotations only after satisfying each
and every condition laid down in the Annexure enclosed.
4. Rates/Quotations should be submitted and signed by the firm with its current business address and
contact number.
5. The contract will be awarded for the period of ONE year from the date of entering into the contract
which may be renewed for further period on mutual agreement..
6. The rates will be valid for the period of one year from the date of entering into the contract.

The MTS deployed by the contractor should be well experienced and adequately trained and should
be of sound health. They should be well behaved and well mannered.
8. The MTS deployed should wear tidy uniform with identity card issued by the service provider.
9. The Service Provider should complete the cleaning work of the entire office premises before 9.15
a.m. daily. The contractor should ensure that the work is done as specified in the agreement.
10. The contractor should ensure payment of minimum wages to the deployed personnel at the
prevailing rates as fixed under Minimum wages Act, prescribed by the Central Government. The
Bidder shall ensure that all statutory compliances (PF, ESI, Bonus etc.) in respect of their deployed
staffs are paid to the proper authority as per law for the time being in force. Any breach of such Act
shall make it liable for termination of the contract and the same would be dealt accordingly.
11. The contractor is responsible for payment of monthly salary including leave salary, bonus, gratuity
etc., to the personnel as applicable to them as per Law in force.
12. The contractor should ensure that there is no scope for any grievance from the personnel on delayed
payment of wages.
13. The contractor shall indemnify and shall keep this office indemnified against acts of omission or
negligence, dishonesty or misconduct of the men/women engaged for the work and this office shall
not be liable to pay any damages or compensation to such persons or to third party. All damages
caused by the Housekeeping Personnel shall be charged to the contractor and shall stand fully
recoverable from its dues/bills.
14. Service Provider shall be fully responsible for theft, burglary, fire or any mischievous deed by its staff.
Any loss due to any of above reasons shall be compensated by him in full.
15. That any liability such as Service Tax, EPF, ESI etc. shall be borne by the service provider and shall be
deposited by the service provider with respective authorities. At the time of submitting tender, all
statutory liabilities should be factored in while quoting the rate for deployment of three (3) MTS for
housekeeping service. There will not be any enhancement of rate over and above the rate finalized.
16. The Service Provider shall strictly comply with the terms and conditions of the agreement which will
be executed with the successful Bidder. Failure by the contractor to comply with such statutory
requirements and/or the terms of the agreement during the period of agreement or deficiency in
services shall result in termination of the contract.
17. Notwithstanding anything contained herein, the office of the Commissioner, Customs, Central Excise
& Service Tax, Durgapur Commissionerate, Durgapur reserves the rights to terminate the contract by
giving thirty (30) days notice in writing without assigning any reason and without incurring any
financial liability whatsoever to the contractor. This office does not bind itself to accept the lowest
tender and also reserves the right to reject any quotation without assigning any reason whatsoever.
18. In case of any dispute, the decision of the Commissioner, Customs, Central Excise & Service Tax,
Durgapur Commissionerate, Durgapur shall be final and binding on all the parties concerned.
