3. QUALIFICATION OF TEAM MEMBERS
3.1. Certified Uniformed Personnel of the Bureau of Fire Protection
3.2. Assigned to the Region he represents.
3.3. Physically and mentally fit (with latest medical certificate)
4. TEAMS ARE REQUIRED TO:
4.1. Wear their respective personal protective equipment (ppe) i.e., Fireman’s Helmet with
chin strap, Fireman’s Coat, Fireman’s Boots during the competition proper.
4.2. Finish all events.

6. GENERAL RULE:
6.1.
Players without Medical Certificate will not be allowed to play.
6.2.
Points system will be based on the speed, approach, proper use/handling of
firefighting equipment and proper technique executed by the team. A point
deduction will be credited to each team score standing based on each event rules
and regulations.
6.3.
In case a tie in an event, this will be resolved by playing Event No. 2 (Rescue and
Transfer Relay Operation).
6.4.
The Official Team Coach is allowed inside the playing area during their turn to give
guidance and instructions ONLY and not to assist any player/s. Moreover, he is NOT
allowed to get in contact with any personnel, equipment or accessories otherwise,
the team will be given penalty/ies for each and every offense and a corresponding
point shall be deducted to the team’s score.
6.5.
Unsportsmanlike behaviour by any member of the performing team such as :
pushing, elbowing, distracting, spraying of water, uttering unsavoury remark,
pointing dirty fingers, challenging the Tournament Officials, competing team,
audience or media people and other similar acts shall be meted with a 10-second
penalty per individual infractions and will be added to the team’s clock
performance.

6.6.
Disqualification for unruly and undisciplined player/s shall be decided upon by
The Tournament Chairman, subject to review by the Tournament Ethics
Committee.
6.7.
Only Official Team Coach will be entertained by the Tournament Chairman
regarding any appeal, inquiry which concerns the event.
6.8.
All non-playing participants shall not be allowed to go beyond the fire line. Violation
of this rule shall be meted with a 10-seconds penalty per individual/infraction and
will be added to the team’s clock performance.
6.9.
Tournament Committee’s decision regarding the result of the competition is final.
6.10.
The official tabulation of results shall be signed by the Tournament Chairman, MIS
Chairman and Operation Manager. Declaration of the winners shall be announced
by the Operations Manager.
6.11.
All technical questions / problems that may arise during the competition which is
not under the present rules shall be evaluated by the Tournament Ethics
Committee and the final decision will be rendered by the Tournament Ethics
Committee Chairman.
6.12.
Tournament Chairman may reduce the length/measurements of the actual
playing field (if the situation warrants).
7. RULES OF THE EVENTS:
7.1.
Event No. 1 – Hose on Shoulder Relay
7.1.1. Performing Team shall be composed of six (6) participants (3 males and 3
females). At the start, all Hose Man will take their respective position (in no
particular order)45 feet apart up the sixth Hose Man to the Finish Line;
7.1.2. At the Starting Line, the first hose man shall positioned himself at a distance
of 10 feet from the Straight Rolled 2 ½” x 50 Double-Jacketed, Fire Hose;
7.1.3. When the tournament official signals WHISTLE which means “GO”, the Fire
Hose Man No. 1 will run and pick-up the rolled hose and run toward the
position of Fire Hose Man No. 2 and put down the fire hose in the
designated place;
7.1.4. Fire Hose Man No. 2 will pick-up the rolled fire hose and run toward the
position of Fire Hose Man No. 3 and put down the fire hose in the
designated place;

7.1.5. Fire Hose Man No. 3 will pick-up the rolled fire hose and run toward the
position of Fire Hose Man No. 4 and put down the fire hose in the
designated place;
7.1.6. Fire Hose Man No. 4 will pick-up the rolled fire hose and run toward the
position of Fire Hose Man No. 5 and put down the fire hose in the
designated place;
7.1.7. Fire Hose Man No. 5 will pick-up the rolled fire hose and run toward the
position of Fire Hose Man No. 6 and put down the fire hose in the
designated place;
7.1.8. Fire Hose Man No. 6 will pick-up the rolled fire hose and run toward the
designated area to perform the hose throwing and aim for a perfect straight
hose line. The male coupling should hit the center of the two marked
traffic cone.
7.1.9. Hose Man No. 6 should raise his both hands to indicate the end of their
performance. Failure to raise his both hands will mean continuous time.
7.1.10 Penalties:
A ten [10] seconds penalty shall be given for every violation/s committed by
the players. Said penalty/ies shall be added to the team’s performance time as
follows:
a.
False Starting /Stepping on the Line.
b.
Helmet fall, Hose Fall and/or Coupling Drop.
c.
Official

Placement of hose outside the marked area.
e.
Placement of female coupling outside the marked area after hose

Hose thrown outside the marked area “traffic cone” will have additional

7.2.
Event No. 2 – Rescue and Transfer Relay Operation
7.2.1. Performing Team shall be composed of ten (14) Members with 10 Males and
3 Females and One (1) Victim (with a minimum weight of 50 kgs.). The main
objective of this event is to perform a Rescue Operations with relay race at a
distance of 160 feet performing the following rescue carries:
a. Fireman’s Carry
b. Carry in Arms
c. Carry by Extremities
d. Four-Hand-Seat
e. Bearer’s Along Side
f. Four Man Carry
7.2.2. At the start, all rescuers shall take their respective position according to the
result of the draw lots except for the three (3) Females. The Three (3) female
rescuers will automatically position at the RP6.
7.2.3. At the Starting Line, the first rescuer shall position himself at a distance of
10 feet from the victim. Replacement of rescuer after the start of this event
proper would be allowed with an additional 60 seconds penalty.
7.2.4. When the tournament official signals “GO” (by a WHISTLE), the rescuer shall
start to run towards the victim at the 1st Rescue Point (RP1). The rescuer
shall perform FIREMAN’s CARRY rescue technique and proceed to Rescue
Point No. 2 (RP2). The rescuer shall properly unload and lay down the
victim. Said, rescuer shall tap the hands of the second performer (high-fives).
7.2.5. The rescuer from Rescue Point No.2 shall perform the CARRY IN ARMS
rescue technique and proceed to Rescue Point No. 3. Properly unload and
lay down the victim. Said rescuer shall tap the hands (high-fives) of any of
the third performers.
7.2.6. The two rescuers from Relay Point No. 3 shall perform the CARRY BY
EXTREMITIES rescue technique and proceed to Rescue Point No. 4.
Properly unload and lay down the victim. Said rescuers shall tap the hands
(high-fives) of any of the fourth rescuers.
7.2.7. The two rescuers from Rescue Point No. 4 shall perform the
FOUR-HAND
SEAT rescue technique and proceed to Rescue Point No. 5. Properly unload
and lay down the victim. Said rescuers shall tap the hands (high-fives) of any
of the fifth rescuers.

7.2.8. The three rescuers from Rescue Point No. 5 shall perform the BEARER’S
ALONG SIDE rescue technique and proceed to the Rescue Point No. 6.
Properly unload and lay down the victim. Said rescuers shall tap the hands
(high-fives) of any of the sixth rescuers.
7.2.9. The four rescuers shall perform the FOUR-MAN CARRY rescue technique
and proceed to the Finish Line and properly unload the victim.
7.2.10 At the FINISH LINE, all rescuers facing each other shall raise their both
hands to indicate the end of their performance. Simultaneously the clock
will be stopped. Failure to stand and raise their both hands within 10
seconds the team will carry a penalty max. of 5 minutes.
7.2.11 Penalties:
Sixty [60] seconds penalty for the wrong type of carry executed during the play.
Ten [10] seconds penalty/ies shall be given for every violation/s committed by the
rescuer/s. Said penalty/ies shall be added to the team’s performance time as follows:
a.
False Starting /Stepping on the Line
b.
Every improper handling of victim
c.
Victim Fall (all kinds of carries)
d.
ABC compromised (carry in arms),(carry by extremities)
e.
No arm locked (fireman’s carry)
f.
Hand position at lower extremities (carry by extremities)
g.
No arm locked (carry by extremities)

Fall of Victim’s leg (carry by extremities)

7.3.
Disregarding victim’s safety to avoid added injuries.
Event No. 3 – Turret Target
7.3.1. Participated by three (3) BFP uniform personnel with one (1) Fire Truck.
7.3.2. At starting line, one (1) Driver Pump Operator (DPO) and two (2) Firefighter
Crews on board the fire truck situated 250 feet away before the designated
sign of full stop.
7.3.3. When the tournament official signals WHISTLE which means “GO”, the DPO
shift the engine and drive toward the designated sign of full stop. Upon
reaching the full stop sign, the two (2) firefighters should position
themselves at the deck; DPO will give a throttle on the deck turret-gun
wherein the two (2) Firefighters hold the turret-gun aiming for the target.
7.3.4. The target “bell” which is thirty (30) feet away from the designated full stop
area. Official time will stop when the “bell” sounds.

7.3.5. Penalties:

False Start will have additional Sixty (60) seconds in the official time

Additional 60 seconds shall be imposed if the front wheel of the fire
truck had run over or across the designated full stop area.

Hitting the “bell” without the assistance from the second firefighter will
impose 30 seconds additional time

7.4.
Event No. 4 – Raising Ladder
7.4.1. Fifteen (15) BFP Personnel are required to participate on this event.
7.4.2. At the starting line on board the fire truck with one (1) 24 feet standard
ground ladder, four (4) ropes “22mm by 100 ft” and three (3) lengths of 1 ½”
x 50 of Double-Jacketed Fire Hose, which is pre-connected horseshoe load
with a Gun Type nozzle.
7.4.3. When the tournament official signals WHISTLE which means “GO”, the DPO
shift the engine and drive toward the designated sign of full stop, the Crews
will pull-out the ladder and assemble the four ropes. The pre-connected
three (3) lengths of fire hose with nozzle in the hand of a Nozzleman. The
Nozzleman climb the ladder, aim the target which is the bell. When the bell
was hit by the stream of water from the nozzle, the sound will be the basis
of the Official Timer to stop the clock. This make the running time of team’s
performance.
7.4.4. Penalties:
-
False Start will have additional Sixty (60) seconds in the official time

Nozzle-man climbs the ladder without first securing that the ladder is locked
and before the ladder handlers and rope handlers have positioned themselves.

20 seconds additional.
Players should ensure correct position of the ladder, otherwise,
20 seconds additional per rung if the nozzle-man insisted to go up the
ladder. If the players will not correct the ladder’s position, upon
Tournament Judge’s recommendation, team’s performance shall be
stopped for safety reasons.

7.5.
Event No. 5 – Blitz Attack
7.5.1. This requires four (4) BFP Personnel and a Fire Engine.
7.5.2. The fire engine on board the four (4) BFP Personnel with two (2) 2 ½” x 50
feet Double-Jacket Single Rolled, and two (2) 1 ½” x 50 feet Double-Jacket
Single Rolled.
7.5.3. At the starting line is the fire engine which is 250 feet away to the
designated full stop.
7.5.4. Wherein another supply engine fixed in its position at about 150 feet away
from the starting line will be used to supply water to the fire engine (demo
connection of 2 and ½ size hose will be done and need not to operate the
supply engine).
7.5.5. Before the start, Two (2) Sets of fire pan have to be lighted. A signal for
gasman to pour One (1) Liter Gasoline and One (1) Liter Diesoline per halfcut drum. Another signal for the igniter to set the fire, a 10 second preburning will be count by the Official.
7.5.6. When the tournament official signals WHISTLE which means “GO” the TIME
START. Driver Pump Operator, shift the engine and drive toward the
designated sign of full stop.

7.5.7. The crew/s should connect the two (2) hoses 2 ½” x 50’from the supply
engine to the fire engine. The remaining two (2) hoses 1 ½” x 50’ will be
connected to the fire engine and nozzle moving to the designated position
to extinguish the fire pan (Target 1).
7.5.8. If the fire was already extinguished, the nozzle man shall move to the next
designated area to hit the bell with water to determine its completion
(Target 2).
7.5.9. The fire must be totally extinguished before hitting the “bell”. If in case,
there will be spill and/or rekindle, the running time will not stop.
7.5.10. When the bell sounds this will be the signal to “STOP” the time. The team
with the best time win.
7.5.11. Penalties:
-
False Start will have additional Sixty (60) seconds in the official time

The DPO should supply water once the nozzle man and his/her back up
had position themselves, otherwise additional 30 seconds will be
imposed

8. RULES OF REPLAY
Replay or repeat performance shall be decided based on the following grounds by the
Committee, such as:
a. Damage of equipment and accessories;
b. Malfunction of Fire Pumper;
c. At least ten (10) minutes rest shall be given to the team/s before the
repeat performance;
d. And others.

9. AWARDS
9.1
Every participating team will be awarded certificate of participation.
9.2
Trophy to be awarded to the following:

Champion
1st Runner-up

- Event Winners
- Best in Uniform
- Most Disciplined Team
- Best Muse (BFP Personnel)
9.3
Distribution of Awards shall be right after the competition.
10. Deadline for Submission of List of Participants NLT 1500H 05 February 2015 (Thursday)to
the OFFICER-IN-CHARGE, BFP (Attention: Directorate for Operations) thru telefax no. (02)
376-0117.
11. Final briefing for Team Coach/ Leader will be held on March 2, 2015 at the 3rd floor,
Conference Room, BFP NHQ, Agham Road, Quezon City.
Performing teams will have draw lots after the briefing to identify their
order of performance in the competition proper.
