MAIN STREET RESURFACING!
Main Street is due to be resurfaced in the week beginning 16th
February - so you will need to find another parking spot that week
between the hours of 8 am and 5 pm. Please please, remember,
because if you don’t the resurfacing may not go ahead - and it
certainly needs doing!!
THIS MONTH
On page 4 we have a couple of letters - including a special
message for the Diamonds.
Also on page 4 we have some more araprosdokians for your
amusement.
On page 15 Neighbourhood watch has some advice on how to
keep your children safe when on-line.
Details of another (very plausible) scam to avoid are on page
21.
There is an appeal for First Responders on page 33.
In the Parish Council minutes on page 31 you will see that final
approval for the Catesby development site at the Eastern end of
the village has been given and it is rumoured that the site has
been sold to Bellway homes. This means that the sum of
£278000 will come to the village for the development of sport and
leisure facilities. Development must now start within 18 months
and reserved matters - including surface water drainage must be
resolved in that period.

Chris’ Homemade Soup
Something of a tradition after several years, the first soup coincided with a heavy
snow fall. Few members were able to come & we distributed soup and bread
rolls to members’ homes.
There will be time for a discussion about speakers & entertainment for the next
six months, to ascertain views and receive suggestions from members.
Then, while the lunch is being prepared, a game or two to exercise the grey cells.
We meet in the Village Hall from 10.30 to 12.30 on the first Wednesday in the
month. New members and guests are always welcome & we have a growing
number of residents from the villages surrounding Tingewick.

Tingewick and Water Stratford News briefs
The Main Street will now be surface patched with tarmac the week of 16th February. Please
DO NOT park on it that week until the work is complete during working hours 8:00AM –
4:00PM. It must be left clear otherwise it cannot be resurfaced by BCC TfB.
There is to be a new, fourth dog bin in the village. Situated near to the white gates and the
Gawcott turn. This is for dog walkers from Church Lane to the roundabout to use.
There is talk that Catesby have sold the proposed building site on the village entry to a
recognised national house builder.
The TPC children’s playground situated at the front of the primary school was resurfaced in
some mixed weather in mid-January and now looks fantastic with a soft rubber surface from
top to bottom and side to side.
“ECO-NEWS”
Planning permission has been approved for the installation of 9.2 Megawatt ground mounted
photovoltaic solar farm project at Gawcott Fields Farm between the Gawcott Road and
Radclive Road. This is good, “green” news as Eric Pickles has recently rejected quite a few
plans for local wind generation farms. A decision supported by the Rt. Hon. John Bercow
MP.

St Mary Magdalene Church
Our celebrations over Christmas and the New Year went well – thank you to everybody who
helped to decorate the church. It was lovely to see so many in Church for the Crib Service and for
the Midnight Service.
The building of the loo and kitchen is going well – thank you to Martin Hornsey and his team for
the work that they are doing. Also for mending the church roof which was vital especially now that
we are having such wind and rainstorms.

Vehicle theft warning in frosty conditions
Drivers throughout the Thames Valley area are urged not to leave their vehicles unattended with the engine
running on frosty mornings. Opportunist thieves could be on the lookout to take advantage of such a
situation. It only needs a moment for a thief to jump behind the wheel and drive off in your car. Even if the
door is locked, a thief will not think twice about smashing a window to get in. The simple message is not to
leave a running car unattended for any length of time, whether it is left on your own driveway to de-ice on a
cold winter morning, or for example while you pop to post a letter or pay for fuel. Give yourself extra time
to defrost all your cars windows and don’t be tempted to leave the car even for a few moments. A car
unattended with its engine running is a golden opportunity for a thief. As well as causing a huge amount of
upset and stress, this type of theft can also result in your insurance company refusing to settle the claim
because the vehicle was left running whilst unattended. You could potentially lose thousands of pounds.

Are your sheds and outbuildings secure?
The Police would like to remind residents to check the security of their sheds and outbuildings following a
number of burglaries across the area. Some of the sheds have been left unlocked and some of the garden
gates have been left insecure. Please take a moment to review your own security and make sure that sheds,
outbuildings and garages are locked when not in use.

Did you know that 80% of online crime is easily preventable by taking simple steps to protect computers,
smart phones and tablets? During 2015, Thames Valley Police will be working in partnership with Get Safe
Online to provide practical advice to help our communities protect themselves on the internet. The website
covers a wide range of topics, and will be a useful read for parents, businesses and the vulnerable and

Are you a parent or carer of a child aged 8 – 12?
You may have already seen or heard about the new NSPCC online safety campaign, Share Aware. Many
parents feel out of their depth in understanding what their children are doing online and what the risks might
be. This campaign is aimed at parents and carers of children aged 8-12 and is a good tool to help with
understanding what children like to get up to online, that will certainly help parents to have those difficult
conversations with children about staying safe. There is a downloadable Share Aware guide for parents that
has three main purposes: to provide an overview of sites, apps and games that children and young people
use from a user-perspective; to give parents the confidence to facilitate balanced and informed conversations
about what their children are doing online; and to encourage parents to look at social networking platforms
themselves and form their own views about the appropriateness of popular sites for their children.

Time is passing so quickly I feel I should be saying Happy
something but I'm not sure what. I do know that it is not
Christmas because we made a nice warm bed in the big duck
house lying on some of the Christmas cards. We are sure that
most of you had a wonderful time because you were talking
about it when you came to see us. Oh boy didn't you do well
by us. We were so greedy that each time you came we rushed
up to you as if it was our first feed of the day. I'm so sorry
for our bad behaviour. Now that I have taken over from Lady
I really must try and teach them a few manners which they
are sadly lacking in. I must say that for the most part the majority of the young ones are quite
well behaved. Just like children there is always the odd few that want to cause a stir.
We crossed Santa with a duck and what did we get for our trouble? A Christmas quacker.
Okay,can you do any better?
We had a marvellous holiday time because we were promised,yes promised, a bag of corn
EVERY MONTH UNTIL WHENEVER. IN ADDITION TO THAT WE WERE GIVEN A
DONATION OF £20 TO BUY SOME CORN as and when we need it. Plus we must not
forget to mention our old ( well not so old ) stalwart Nick Baughan who has fed us more or
less from day 1. We are all in unison when we quack a very big thank you to him and the other
folk for their kindness. Mrs B will give you their names in the next edition. Why doesn't she
do it now?Well I think she wrote their names down and put them in a safe place, so safe she
can't find them. I promise you they will be in the next edition.
Now children this is a message just for you. As the weather is getting colder you may have
noticed some parts of our pond are frozen. Please,please do not step on to the ice because it is
not as thick as you think it might be and this could lead to a terrible accident and we don't
want any of those do we?
One of our number you may have noticed,walks with a limp. He got a stocking filler. What
was it? A stocking filler!!

Yet another Scam
First of all a Very Happy Christmas to you all and a Happy New Year, but with a 'be very careful'
message.
Last night about 10pm I had a call from 'Stephen' who said he was from Visa. He asked me if I
had made an online purchase of £75 in the last 20 minutes. I said I had not . He then said that he
was not asking for any details, but could I read out the phone number on the back of my card and
ring the number immediately. LUCKIILY I had read about this scam, so I used my daughter's
phone in the belief that he had kept the line open, so that when I rang VISA I would in fact be
speaking to his accomplice who would ask me for details of my account etc. When I got through
to my bank they said that there was no evidence of somebody using my card and that in this case
all was well, but to keep vigilant. A point to make is that he knew when I read the phone number
that I had my card in my hand so that I would be able to ring straight away.PLEASE BE
CAREFUL, do not use the same phone as the incoming call to call your bank and pass the
message on.

NEWS OF EVENTS AT WATER STRATFORD
CAROL SERVICE AROUND THE VILLAGE
Usually only the Rogation service takes the church around the village but on 21st December
this year we tried doing the same with the Carol service. New nativity figures were
purchased and distributed to various houses in advance. We started the service at the top
of the village and walked down to the church, collecting figures and singing carols en route.
On arrival in church the figures were placed in the crib and, after a final carol, we enjoyed
mulled wine and mince pies.

5. County Councillor's Report
BCC is investigating ways to make savings, possibly joint working with AVDC. AVDC are
to consider the possibility of a Unitary Authority.
There are very likely to be cuts during the budget process which will become clearer in due
course.
There is a proposal to reduce the funding available to Bucks Young Carers. Cllr Stuchbury
is opposed to this.
BCC's Children's Services is working to address the issue of cyber bullying.
Cllr Stuchbury is involved with the current scrutiny of the improvements required to
Children's Services as a result of identified failings.
The new 11plus is being scrutinised to ascertain whether the new exam is achieving its
aims.
Additional funds have been received to repair potholes, the most urgent repairs will be
carried out.

Cllr Stuchbury was asked whether Local Government should be non-political. Given the
Local Government Act it is considered that this is unlikely.
6. District Councillor's Report
No report received
Open Forum
It was stated that the possibility of a reduction to the speed limit along Main Street to
20mph, whilst a good idea, is not a good use of money as due to parked cars it is very
difficult to travel faster than 20mph and is largely unenforceable.
By way of background, Gawcott has prepared an application to the LAF for a speed
review, as the area is very close to Tingewick it would cost very little more to extend to
Tingewick. This will be discussed at Item 11.
The Clerk will take the recent statistics from the MVAS for publication.

There is an indication that planners have requested a substantial bond on the Catesby site
in the village. Cllr Stuchbury will make further enquiries to establish the validity of this.
7. Planning
14/03575/APP - TINGEWICK -1 Maytree Cottages Main Street Tingewick
Buckinghamshire MK18 4NT (Erection of a single storey lean-to side extension with mono
pitched roof)- Cllr Maxwell and three other residents have formally objected to the
application on a personal basis. Cllr Maxwell as such declared an interest, remained
present but took no part in the discussion. This is based on an application that was
previously submitted some while ago to which the Parish Council did not object but was
refused by AVDC. The application has been resubmitted with some amendments.
The Parish Council has no objections with the caveat that access to the neighboring
properties is not unduly impeded

9. Councillors Reports and Items for Future Agenda
Street Lights
A street light in Main Street is on all day due to it being heavily shaded by the adjacent
tree and not receiving sufficient light at this time of the year to turn off the photocell.

Footpaths
A report has been received that the footpath under the bypass has flooded. This will be
remedied with the assistance of BCC.
Cemetery and Grass Cutting
The cemetery gate has been repaired but it requires a catch/latch which will be added.

Playgrounds and Ponds
Cllr Roy confirmed that an application was made to AVDC's Community Chest to assist
with the resurfacing of the playground at the school. This has been approved and £900
has been awarded.
Special Projects
The Historical Society's book in respect of the First World War has been very successful
and has sold out its first print run. There will be a further print run. The Historical Society
will repay the Parish Council's loan which funded the first print run.
Roads and Footways
BCC has repaired the light by the roundabout at Water Stratford Road.
The bins have been emptied in a timely manner
The salt bins are adequately stocked.
Various granite sets require securing.
There will be an article in the Tingewick News asking residents to ensure that all cars are
removed from Main Street during working hours of the week commencing 16th February to
enable access to the contractors carrying out the works to Main Street. Notices will be
displayed nearer to the time by TfB.
Planning
Details of the planning applications approved by AVDC were provided.
Approval has been given to the Catesby site which implies that the s106 funding has been
agreed. Information has also been received that the Catesby site has possibly been sold
to Bellway Homes, however the Parish Council has not received formal notification of this.
The conditions of the development were provided to the meeting.
10. Equality and Diversity Policy
The Clerk presented a draft policy for approval. An amendment was made to the
implementation in that the chairman will be assisted in its implementation by the Clerk.
It was proposed that subject to the above amendment the draft Equality and Diversity
policy be approved.

11. LAF Application
Gawcott has submitted an application to the LAF for a speed limit review in Gawcott.
Gawcott has asked whether Tingewick would wish to be involved.
The Parish Council discussed whether a limit of 20mph would be appropriate in Tingewick
and the areas that may benefit from such a reduction. There was a consensus that the
whole village would benefit from a speed limit of 20mph.
It was agreed that Tingewick would join with Gawcott in their application to the LAF for a
feasibility study.

13. Recreation Ground Report/Development
The valuation has been prepared and the report will be received shortly. The cost of the
report and advice letter is £750.00
Negotiations will need to be entered into to agree a final price. The Parish Council does
not consider that it has the necessary professional skills to carry out the negotiations.
It was proposed that Brown and Co be instructed to carry out the negotiations with a cap
on the fee at £750.00

The next meeting is to take place on the 5th February at 8.00pm in the Village Hall.
Future meetings will take place on the first Thursday of the month in accordance with the
Parish Council's Standing Orders save for the May meeting which will take place on the
14th May 2015 due to national and local elections likely to take place on the first Thursday
of May.
The Annual Village Meeting will take place on Thursday 21st May 2915 at 8.00pm in the
Village Hall

Community First Responders
Your local ambulance service needs you!
Community first responders are volunteers in the community that undergo some
training with the ambulance service so that they are able to be a first response to
999 emergency calls. A community first responder’s role is to provide basic life
support ,care and reassurance to a patient and their family between the time of
the 999 call and the emergency ambulance arriving.
For every minute a victim of Sudden Cardiac Arrest waits for Basic
Life Support and defibrillation,
They lose approximately 10 – 20% chance of survival!
Community first responders are a very important part of our team and are a huge
benefit to the local community. The training provided covers numerous situations
ranging from cardiac arrests, strokes and breathing difficulties to emergency care
of infants and Diabetic emergencies. A defibrillator and emergency kit are provided as well and a mobile phone, pager and possible access to a community first
responder vehicle.
