www.goacomtax.gov.in. Those dealers/hoteliers/
/proprietors/person who are at present not
registered for e services will have to first register
before generating e challan by visiting the above
mentioned website. The department is also
providing helpdesk facility in each of the ward
office for providing necessary assistance for
generating e challan as well as for guiding the
dealers/hoteliers etc. for smooth functioning of the
payments. In case of any difficulty/ies, they are
required to meet the Commercial Tax Office, incharge of the ward office and in his absence to any
other Assessing Authorities in the ward office.

The facility of online payment of tax will be
available now with effect from 1-2-2015 through
SBI payment gateway having around 55 banks
therein. The same is available for payment of tax,
penalty, interest, etc. under the Goa Value Added
Tax Act, 2005, The Central Sales Tax Act, 1956, The
Goa Tax on Entry of Goods Act, 2000, The Goa
Entertainment Tax Act, 1964 & The Goa Tax on
Luxuries Act, 1988.

All the dealers/hoteliers/proprietors/persons
etc., required to pay online payment through
internet banking, debit card/credit card etc., will
have to generate first e challan before proceeding
for online payment. Henceforth, only e challans
will be accepted by the bank for payment and
therefore the preprinted challans currently used
for physical payment across the counter will be
accepted by the banks w.e.f. 01-02-2015.

Margao-Goa vide letter dated 19-01-2015 has
requested for extension of validity for diversion of
traffic while laying 1200 mm. dia M. S. pipeline for
JICA work across Arlem-Ponda road and submitted
copy of No Objection for extension granted for road
crossing by the Executive Engineer-VI, Public Works
Department, Fatorda, Margao, vide letter dated
19-01-2015 valid from 12th February, 2015.
6. The applicant/contractor is directed to
approach In-charge, Traffic Cell, Margao for
deployment of Traffic Police, if required, on
payment of requisite charges as per prevailing
Government rates.
And whereas, it is revealed that the work
mentioned above is of urgent nature and it requires
to divert the traffic for smoother movement of traffic.
And whereas, I am satisfied that the diversion of
traffic is essential for laying 1200 mm. dia M. S.
pipeline for JICA project across Arlem-Ponda road
near Arlem Control Room.
Therefore, I, Shri Venancio S. Furtado, District
Magistrate, South Goa, Margao do hereby permit
upon urgency of the work for diversion of traffic
while laying of 1200 mm. dia M. S. pipeline for
JICA project across Arlem-Ponda road — State
Highway Four Lane Road — at Arlem near Arlem
Control Room from 21-01-2015 to 12-02-2015.
And also order under Section 115 and 116 of the
Motor Vehicles Act, 1988 (Central Act 59 of 1988)
read with Government Notification No. 5/28/88/TPT
(part) dated 26th September, 1989 being satisfied
that it is necessary in the interest of public safety
and convenience to divert the traffic and erect the
signages accordingly subject to compliance with
the conditions mentioned below:1. The applicant/contractor is directed to ensure
that the regular movement of pedestrian/
/vehicular traffic on the road digging sites is
not disturbed/blocked.
2. The applicant/contractor is directed to inform
exact date of commencement of work to Traffic
Cell, Margao, well in advance.
3. The applicant/contractor is directed to display
proper signages, indicating flash light for
diversion/closure/work in progress for
awareness of the motorists, particularly during
night.
4. The applicant/contractor is directed to depute
security guards/traffic marshals with retro
reflective jackets for diversion of traffic.

should be properly barricaded and illuminated

publish an advertisement well in advance in
the local newspaper about the date of closure
of road for commencing the said work to create
awareness among the general public.
8. If any untoward incident arises due to
poor barricading/non-applying of glowing/
/reflective tapes then the concerned
contractor/PWD authorities shall be held
responsible for the same.
9. The applicant/contractor is directed to obtain
prior permission from other concerned
competent authorities.
10. The repair work should not be carried out
during school hours and peak traffic hours,
and extra manpower should be engaged to
complete the work at the earliest.
11. The original condition of the roads including
tarring of road should be restored after the
completion of the said pipeline work.
12. The applicant is directed to carry out the work
in phases and after completion of one phase
the same should be asphalted for usage of
vehicular traffic and thereafter work of
laying of pipeline of next phase may be
undertaken.
13. CCTV cameras to be installed for surveillance
from safety and security point of view at the
site.
14. All rules and regulations in force should be
adhered.
15. The Senior Officer, PWD, National Highway,
Government of Goa not below the rank of
Executive Engineer should supervise the work
undertaken by JICA.
16. The Senior Representative of the consultants
engaged in execution of the above work
should supervise the work at the time of
digging/excavation.
17. Necessary permissions and clearance should
be obtained from the owners of land Public
Works Departments, National Highways of Goa

the above work.
18. Absolute care should be taken that no damage
of any kind is caused during the course of

21. If the applicant/contractor fails to abide by

such their Office has prepared estimate to reconstruct the culvert after demolishing the existing

permission for closure of road/culvert and diversion
of traffic on alternate route.
Therefore, I, Shri Venancio S. Furtado, District

upon urgency of the work for diversion of traffic on
alternate route during re-construction of culvert at
Betul near Village Panchayat Betul on MDR from
28-01-2015 up to 40 days.
