QATAR INTERNATIONAL RALLY – Welcome Message Welcome to the opening Championship 2015! round of the FIA Middle East Rally It is with great pride and honour that Qatar Motor and Motorcycle Federation will once again host the opening round of the FIA Middle East Rally Championship. I am delighted to welcome each and every one of you, the drivers, organizers, media, sponsors and spectators to participate in one of the toughest rallies and most prestigious events in the world. This year our MERC calendar has an additional two rounds with Oman and Iran participating and this will add to the challenge for the competitors, promising to make this year's championship even more exciting than 2014. In addition we would like to thank all the FIA representatives, sponsors, promoters, partners, organizers and friends for their ongoing contribution to the success of this event. SERVICE PARK AND REMOTE REFUEL The Service park is located at Aqua Park 40km from Doha on Salwa Road (see appendix III for roadbook th Corniche to Aqua Park). It may be accessed from January 27 . Good opportunity to see the drivers and the cars close up. Please always follow marshals' instructions Service Park Facilities: The service park is located in an area near the Muscat down town where many shops and facilities are available nearby , it is also equipped with the following : 1- Coffee station 2- Results office 3- Toilets 4- Oil disposal 5- Trash Bins 6- Security: The organizing committee has arranged a private security company to monitor the service park from 2nd February; however the organizers are not responsible for any missing or damaged units. 7- Medical facility: An ambulance will be located in the service park from 6 th February. Regulations and restrictions: Within the service park: The service regulations will be run in compliance with article 12 of the FIA General Prescriptions. The organizer will supervise that the service regulations are obeyed by using judges of fact along the route. It is compulsory for service vehicles gaining access to the service parks to display the appropriate plate which shall be affixed on the front of the car. It is forbidden under any circumstances to drill holes in the tarmac or the ground at the service park. Teams and competitors are asked to bring weights for tents and others that need to be fastened. Service teams are required to use protecting canvas, which does not let any liquid leak through, underneath the competing cars at all times due to environment purposes. Fuel and tyres The use of AVGAS is permitted. 6.1 Fuel 6.1.1 Competitors may only refuel in the refuel zones designated by the organiser in the road book (except as detailed in 6.1.9 and 6.1.10). 6.1.2 These refuel zones will be established immediately after the exit from service parks. Their entry/exit shall be marked by a blue fuel pump symbol. 6.1.3 only actions inside a refuelling zone that are directly involved in the refuelling of the competing car are permitted. 6.1.4 In the refuelling zone, a 5 km/h speed limit will apply. 6.1.5 It is recommended that mechanics wear fire-resistant clothing. 6.1.6 The responsibility for refuelling is incumbent on the competitor alone . 6.1.6.1 solely for the purpose of assisting with the refuelling procedure of their car , two team members of each crew may access the refuelling zone 6.1.7 Engines must be switched off throughout the refuelling operation. 6.1.8 It is recommended that the crew remain outside the car during refuelling; however, should they remain inside at their own risk; the safety belts must be unfastened. 6.1.9 When necessary as part of service (i.e. changing a fuel tank or pump, changing of fuel filter, changing of any other item of the fuel circuit ) emptying and /or Refilling is permitted in a service park provided that: - Work is carried out with the knowledge of the organizer. - No other work is carried out on the car while the fuel circuit is open and/or during emptying and/or refilling operation. - A suitable safety perimeter is established around the car. - fire extinguishers with operator on standby to be provided by the competitor. - Only sufficient fuel is added to reach the next refuel zone. 6.1.10 The organisers may make provision for additional points for refuelling. These additional points for refuelling shall only be set up along the route, in service stations. In these areas any kind of servicing is prohibited - except for refuelling the car. 6.1.11 Super Unleaded fuel is widely available in Qatar. 6.1.12 In the event of a breakdown, a car may be pushed out of the refuelling zone by the crew, officials and/or the two team members without incurring a penalty. 8 | Page Qatar International Rally, 5th to 7th February 2015 | Doha, Qatar 6.2 Tyres 6.2.1 For all competitors, tyre changes may only be carried out in authorised zones 6.2.2 In accordance with article 60.1.6 of the FIA regional Rally championships Sporting regulations, the use of any device for maintaining the full performance of the tyre with an internal pressure equal to or less than atmospheric pressure is forbidden. The interior of the tyre (the space between the rim and the internal part of the tyre) must be filled only with air. 6.2.3 In accordance with article 60.13 of the FIA regional rally championship sporting regulations, all tyres must be readily available commercially. 6.2.4 In accordance with article 60.8 of the FIA regional rally championship sporting regulations, Tyre marking will take place immediately after the refuelling zone at the exit of each service parc. The appropriate FIA signs will identify the tyre marking zone. Tyre mark checking zone will be established at the each technical zone as per the itinerary 6.2.5 Gravel tyres must be used for the duration of the rally 6.2.6 Tyre Regulations Breach Any breach of the tyre regulations will be submitted to the stewards and may result in a penalty, which may go as far as the exclusion of the crew by the stewards . 7. Reconnaissance 11.1 Procedure for registration 11.1.1 Registration for reconnaissance is at QMMF on Monday 2 reconnaissance time cards will be distributed at this time. nd February from 18.00- 20.00. The 11.1.2 When registering for the reconnaissance one of the crewmembers must be present to sign an indemnity, register the details of the reconnaissance car, mobile telephone numbers and contact details of the place of residence. 11.1.3 Reconnaissance car identification numbers must be attached to the front windscreen (top centre) and on the right and left rear side windows. They must be kept visible for the duration of the reconnaissance period. 11.1.4 Crews are authorised to drive a maximum of 2 (two) times through each Special stage during the Reconnaissance period. When a Special Stage is used more than once in the same configuration only a total of 2 passes will be permitted. 11.2 Specific regulations: 11.2.1 It is emphasized that reconnaissance is not practice. The competitors must drive in a manner that does not endanger or cause inconvenience to traffic or people living near the stages. All road traffic laws of Qatar must be strictly complied with and the safety of other road users must be respected. Reconnaissance over the rally route outside the stated times for the respective Leg will entail the start being refused. 11.2.2 Crews are not allowed to drive in the opposite direction of the rally route on special stages. 11.2.3 Crews are required to present their Reconnaissance time card at the Start and Finish of all Special Stages. Cars will only be permitted to enter and leave the special stages through the Start and Finish controls. 11.2.4 The presence of any entrant and/or crewmember entered in the Rally on any part of a Special Stage, in any way whatsoever, is considered as Reconnaissance. Reconnaissance outside the schedule set by the Organisers is considered as a very serious offence and will be reported to the Stewards, who may apply penalties at their discretion. 11.2.5 If reconnaissance takes place outside the scheduled times, any crew and/or competitor is found on any part of any Special Stage to be used in the Rally, he or she will be reported to the Stewards. If this involved a Qatari licensed driver, he or she will be subject to national suspension. In the case of a foreign licensed crew/competitor, he or she will be reported to the respective ASN, which will take appropriate action. 11.2.6 All Reconnaissance for all crews will only be carried out using series production cars of two or four wheel drive. Reconnaissance cars must be covered by insurance as required by the laws of Qatar. No responsibility being imputable to the Organisers. 14 | Page Qatar International Rally, 5th to 7th February 2015 | Doha, Qatar 11.2.7 The maximum speed limit of 80 km/h is imposed on all special stages during Reconnaissance. Speed will be monitored by GPS tracking devices carried by all reconnaissance cars. Speeding will incur such fines as specified in 2015 FIA Regional Rallies Championships Sporting regulations Article 20.2.2 11.2.8 Any infringement of the reconnaissance regulations will be reported to the Stewards who may impose penalties under article 152 of the FIA International Sporting Code. The helmets will have to comply with the FIA standards listed in ISC, Appendix L, Chapter III, Article 1. Each helmet used by the crew will have to be identified and marked during the scrutineering before start. This marking may be checked on the start of each special stage. 15 | Page Qatar International Rally, 5th to 7th February 2015 | Doha, Qatar 12.4.3 Drivers’ and co-drivers’ overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to the FIA 8856-2000 standard. 12.4.4 In accordance with Appendix J, Article 253.6, two belt cutters must be carried on board at all times. They must be easily accessible for the driver and co-driver when seated with their harnesses fastened. 12.4.5 In accordance with Appendix L, Chapter III, Article 2, the wearing of long underwear homologated to the FIA 8856-2000 standard on special stages is MANDATORY for all drivers and co-drivers. Infringements are subject to the penalty of refusal to take the start. 12.5 Noise levels: As per article 65.3 of 2015 FIA Regional Rally Regulations 12.6 Special National requirements Permitted modifications: 12.6.1 Under body protection is permitted. 12.6.2 Lighting: Additional forward facing headlamps may be fitted in accordance with Appendix J of the International Sporting Code. 12.6.3 2-Way Radios: 2-Way radios are not permitted 12.6.4 Windows: The use of silvered or tinted film complying with Appendix J, Article 253, 12 is authorised on the side and rear windows. 12.7 Tracking, data logging and emergency signalling: For every vehicle, it is MANDATORY to mount a tracking system, live satellite tracking, data recording and emergency signalling device that will be used to monitor the position, movement and status of all competing cars at all times during the rally. This apparatus will be provided by the Organiser. The installation of the provided tracking system as well as its operating instructions will take place whilst scrutineering. Any misuse of the system(s) during the rally will result in the competitor being reported to the Stewards who may impose penalties which may go as far as exclusion. 13. Shakedown There will be no Shake Down in the QIR 2015 14 Start procedure 14.1 Ceremonial Start procedure and order: 14.1.1 Pre-start holding area th Rally cars must enter the holding area on the Corniche not later than 16.00 on Thursday 5 . Time cards will not be issued. A representative of the team may deliver the car. Competitors reporting late to the start area will be penalized QR.100 per minute to a maximum of 14 minutes. Thereafter, they will be reported to the Stewards who may apply penalties at their discretion. The holding area will be secured. Access is limited to team members and media representatives with appropriate identification/ accreditation. 16 | Page Qatar International Rally, 5th to 7th February 2015 | Doha, Qatar The Ceremonial start will be at 18.00. 14.3 Permitted early check-in at the end of a Leg: Crews are authorised to check in early without incurring a penalty at: TC1A End of Section 1/ Parc Fermé IN TC 7B End of Leg 1 / Parc Fermé IN TC 14C End of Leg 2 / Parc Fermé IN 14.4 Super Special Stage procedure and running order: 14.4.1 Official Start. The official start of the rally will be at TC0. Immediately after TC0 crews will be neutralised. The starting time for SSS1 will be indicated to every crew at the super stage start line. 14.1.2 Start Order for the rally The start for the rally will be given in the same order as for the super special stage (SSS1). 14.4.3 Super Special Stage Penalties: The maximum time allowed to complete SSS1 will be 5 minutes. Any crew who fails to complete SSS1 within this maximum time or does not start SSS1 will incur a 10-minute penalty Which will be added to the fastest time set for the same class in which the driver is competing in . . If the running of SSS1 is interrupted, this will be signalled to the drivers by showing yellow flags. When given this signal, the driver must immediately reduce speed and follow instructions of any marshals or other officials. Failure to comply with this rule will entail a penalty at the discretion of the Stewards. If the super special stage is interrupted or stopped for any reason, the dispositions of article 39 of the 2014 FIA Regional Rally Sporting Regulations will apply. 14.5 Starting order and interval: 14.5.1 The start for section 2 will be given in accordance with article 45.3 of the 2015 FIA Regional Rally Sporting Regulations. 14.5.2 The drivers will start all road sections and special stages having a minimum of two minutes (2) interval. 15. Finish procedure and prize-giving Location and time: th The finish prize giving podium will be held at QMMF on Saturday 7 of February at 16:00 pm with a ceremony attended by government and VIP officials. Procedure and instructions: From the final Service, the cars will drive to QMMF to the final holding area whose entrance is TC13C in where the finish ceremony will be, then the Rally Officials will direct the cars to the finish podium. Rally officials will give a request to the drivers to move forward to the finish ramp at a time upon the request of the clerk of the course. 17 | Page Qatar International Rally, 5th to 7th February 2015 | Doha, Qatar All the rally finishers will drive over the ramp in reverse order i.e. last placed will drive over the ramp first. At 16:00hrs. the competitor placed last will drive to the Ramp, stop with nose of the car dropped onto the exit ramp, stop engine .The crew will get out and stand on either side of the car with doors open wave for the photographers. The car will be driven off the ramp and directed by security marshals to either the parc ferme or final checks. The second last placed, same procedure as above. Winners of Classes and other trophies as specified in the supplementary regulations will be presented by dignitaries on the ramp. The third overall driver will drive to the top of the ramp, stop with nose of the car dropped onto the exit ramp, stop engine .The crew will get out and stand on either side of the car with doors open wave for the photographers, dignitaries will present the trophies. The car will then be driven off the ramp and parked so it is positioned on the left hand side of the ramp, as directed by security marshals. The crew waits by the car. Second overall, same procedure as third overall, car to be positioned on the right hand side of the podium. First overall drives on to the finish ramp with nose dropped onto the exit, the crew gets out, dignitaries will present trophies. The appropriate national anthem will be played. The crew will close doors and climb onto the bonnet, maybe joined by team personnel, team personnel leave ramp, the car stays on the ramp until the finish of the ceremony. The Finish: Take the road out of Doha West on Salwa Rd for about 40km , take the exit of Dukhan Umm Bab, continue for about 20km, turn right at the sign Al Karsaah, continue for about 4km , to get to the finish of the stage which few hundred meters from the tarmac Road. Twisty and winding track a great challenge to the drivers. SS 10 and 13 QMMF Starts at 9:49 and 12:58 Description: 27.5K longest stage in Leg 2 in a scenic area by the sand plant, twisty and fast. How to get there: The start: Take the road out of Doha west on Salwa road for 40km, Continue past the industrial area toward Mekaines satellite dishes. take the exit showing Dukhan and the sand processing plant, continue toward the plant for about 6.0km , Before you reach the plant the start is on the Left side about 500m from the main road, cars will travel at high speed, can be seen for while before disappearing into the desert . The Finish: Take the road out of Doha west on Salwa road for 40km, Continue past the industrial area toward Mekaines satellite dishes. Take the exit showing Dukhan and the sand processing plant; continue toward the plant for about 5.0km, the Finish is close to the road. From this point you can witness the superb speed of the cars blasting through the final leg of the stage on to the finish.
