Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Energy Branch supports developing countries to improve energy efficiency and increase use of renewable energy as part of their effort to achieve low-carbon and climate resilient development pathways. It does so by providing guidance on sound policy, technology and investment choices and thereby assists countries to reduce emissions and drive sustainable development. With its team of experts and a network of partners, it supports the deployment and scaling up of cutting-edge clean energy technologies, and removal of financial and other barriers to renewable energy and energy efficiency. The ongoing ‘Promoting Energy Efficiency and Renewable Energy in Buildings in Jamaica’ project is designing and intends to construct a net-zero energy building at the University of the West Indies (UWI). The University is based on the Mona Campus in Kingston, Jamaica. UNEP/DTIE requires the services of a consultant to review and advise on the various stages of the design project documents and suggest ways the project may better achieve its net-zero, resilient and renewable energy goals. This is a home-based consultancy contract. DUTIES AND RESPONSIBILITIES Under the supervision of the Climate Change Mitigation project team, the consultant will undertake the following activities: A. Schematic Design Review: The consultant to review schematic designs to ensure alignment with project's environmental and performance goals covering: Page 1 of 2 A) Net-zero energy (passive design, active systems) B) Water use (potable, irrigation, and storm water) C)Renewable energy (solar thermal, PV, biogas) D) Resiliency to disaster Expected Output: Short report with comments, participation in conference call with design team B. Design Development (plans and specifications) Review: The consultant will focus on suggested systems specifications to ensure compliance with project goals: A) Passive design components including daylight and site modeling B) Renewable energy systems (including grid connected and battery systems), biogas systems (including review of sizing and demand/supply calculations) Expected Output: Short report with comments, participation in conference call with design team. C. Construction Documents (plans and specifications) Review A) Review to see if previous comments have been incorporated B) Review of Renewable energy system(s) C) Review of structural elements, MEP systems, and building operation schedules for resiliency to disaster. Expected Output: Short report with review comments and final recommendations, call with project team. D. Review of RFP documents for General Contractor, Commissioning Agent A) Review of draft RFP documents for the Building Contractor, Mechanical sub-contractor and other specialty sub-contractors as needed (Commissioning Agent, Renewable Energy contractor, etc.) B) Review of scoring system to rank RFPs to ensure project's environmental goals are adequately addressed. Expected Output: Suggested changes in track-changes to documents. Conference call with project team. E. Discussion on Occupant Survey, Operations Manual, one-year performance audit A) Conference call with project team to discuss the importance of capturing environmental information into the post occupancy documents. QUALIFICATIONS Education: Consultant should have at a minimum a college degree in architecture or mechanical engineering and a Professional design license as either Architect or Engineer. A Master’s degree is preferred. Experience Minimum of 10 years of experience, at least 5 on low-carbon and zero-energy or bioclimatic design for commercial buildings. Project experience in tropical or sub-tropical climates is mandatory. Preference is for candidates with experience in integrated project delivery, construction management experience is a plus. Languages: Work will be undertaken in English and therefore good command of oral and written English is needed Preference will be given to equally qualified women candidates.
