Topic: The Navy's Small Surface Combatant Task Force was established by CNO and ASN RD&A to develop and assess alternatives for procuring a "capable and lethal surface combatant generally consistent with the capabilities of a frigate". During this effort, the Task Force developed a new approach to establishing and evaluating capability concepts ( i.e., alternative mission sets) for surface combatants, including analysis to assess the force contributions of each. This analysis, tightly integrated with Fleet feedback and senior Navy leadership input, provided a framework for developing and evaluating combat system and ship design alternatives in terms of technical feasibility, performance and cost. Dr. Burrow will discuss the process and methodology used by the Task Force, as well as discuss the broader application of this approach to inform future requirements and program decisions across the Department of the Navy and other services. Business Meeting: A short INCOSE business meeting will be held after the presentation to discuss and update on Chapter initiatives and business. The Speaker: Dr. Burrow was appointed to the Senior Executive Service in December 2004 and currently serves as a Special Assistant to the Assistant Secretary of the Navy (ASN) for Research, Development and Acquisition (RDA). In this role, he leads critical acquisition decision studies to provide technical rigor for leadership decisions on future capabilities. In his previous role, he served as the Executive Director, Marine Corps Systems Command (MCSC). As the Executive Director, Dr. Burrow provides executive direction and oversight of command-wide resources, management systems and programs, and is engaged in all aspects of ground equipment and systems acquisition for the Marine Corps. From 2006-2009, Dr. Burrow served as Deputy Commander, System Engineering, Interoperability, Architectures and Technology (SIAT) for MCSC. In this position he led Marine Air Ground Task Force systems engineering and integration efforts, ensured Marine Corps systems interoperability with coalition and joint forces, and managed science and technology planning and transition for MCSC programs. Prior to reporting to MCSC, Dr. Burrow served as Department Head, Force Warfare Systems, for the Naval Surface Warfare Center Dahlgren Division (NSWCDD) from 2004-2006. During this period, Dr. Burrow also served as the Naval Sea Systems Command Technical Warrant Holder for Combat and Weapon Control Systems, and Technical Process Owner for Navy Open Architecture. Dr. Burrow earlier served as Director of Systems Engineering for the Program Executive Office for Integrated Warfare Systems (2003-2004), Division Head for NSWCDD’s Maritime Defense and Surface Ship Combat Systems Engineering Divisions (1997- 2003) and Technical Director of the Navy’s DD 21 Technical Team (1997-2001). Dr. Burrow is a Certified Level III Acquisition Professional in the Advanced Systems Planning, Research, Development and Engineering (SPRDE) and Program Management (PM) acquisition career fields. He has more than 25 years of civilian service. Dr. Burrow holds a Bachelor of Science in Mathematics from the University of Mississippi (1983), a Master of Public Administration from Virginia Polytechnic Institute and State University (1997), and a Doctorate of Management from the University of Maryland University College (2009). I am delighted to work with the capable and highly motivated Board of Directors.
