This means that the flow rate increases slowly as the valve begins to open. A socalled "characterising disc" in the inlet of the characterized control valve converts the valve's characteristic to the equal-percentage kind. The side of the characterizing disc facing the ball is concave and is in contact with the surface of the ball.
