ExpertsattheGorsheninInstitutebelievethat,althoughitmaysound paradoxical,theinitialgoaloftheRussianleadershipwastopreserveDonbas withinUkraine. Putinisnotreadytotakeontheloadofsubsidizingthedevastatedregions,the expertexplained.TheRussianpresidentisinterestedinputtingthisburdenon thecriticallyweakeconomyofUkraine.Inaddition,hehasapoliticalinterestin keepinginUkrainethissignificant(fromanelectoralpointofview)pro-Russian regionasaleverofinfluenceonKiev'sdecisions,includingthoseinforeignpolicy.
