Attached is a copy of Unnumbered Memorandum from ASEC Jesus L.R. Mateo, dated
February 2, 2015, on the subject "Rapid Validation on Key Assumptions Used in Normative
Financing Study" which announces the schedules of the validation workshops scheduled this
month of February 2015.
As stated, the Visayas Cluster (Regions VI, VII, VIII and IX) is scheduled on February 1718, 2015. The workshop venue is Marco Polo, Cebu City and the accommodation venue is
Ecotech Center, Lahug, Cebu City.
Please inform your respective participants as listed in the Attachment and submit their
names using the suggested template to this Office attention: Dr. Milagros C. Gabia of the Policy
Planning and Research Division immediately.

In line with the DepEd's thrust to provide the appropriate level of school
Maintenance and Other Operating Expenses (MOOE) for effective 'and efficient
operation of the schools leading to quality education, the Department through the
assistance of World Bank (WB) is undertaking a comprehensive study of normative
financing options. Initial results of the said study were already presented to
selected DepEd Officials of the Central Office. However, DepEd management is
seeking validations from the field on the key assumptions and considerations used
to derive a normative school MOOE formula.

In this connection, a series of workshops with selected division- personnel, school
heads and teachers will be conducted this February 2015. .The said activity aims
to: 1) clarify and validate DepEd service standards, b) ascertain realistic types and"
magnitudes of school-level expenses; and c) refine proposed policy guidelines to
maximize desired effects and formulate policy safeguards, "to minimize unintended
negative effects of the new normative financing formula. Please refer to Attachment
1 for the program design.

Offices of the Undersecretaries for Programs, and Finance & Administration, Office
of Planning Service and Financial Management Service, bj' Division Office:
Accountant and Curriculum Specialist c) Schools: school head or teacher.
Please refer to Attachment 2 for the detailed list of participants.
All SDOs are encouraged to provide service credits to school heads and teachers
from Visayas and Mindanao clusters in lieu of February 19, a public holiday.
To ensure the success of this activity, participants are hereby requested to observe
the following:
1) Travelling expenses and other incidental expenses shall be charged against
local funds subject to usual accounting and auditing rules and regulations.
2) Accommodation:
.
a. For Luzon, Visayas and Mindanao Cluster: Accommodation starts
at 2:00 PM on day 0 and the first meal is dinner while the last meal
is breakfast (day after the workshop proper)..
b. For TechVoc Cluster: Check-in at Oasis Hotel will be after the halfday workshop on February 11, 2015. Lunch and PM snack will be
provided in the workshop venue.
3) Registration:
a. For Luzon, Visayas and Mindanao Cluster: Register on or before
8:30AM in the workshop venue on day 1 of the activity.
b. For TechVoc Cluster: Register on or before 1:OOPM in the workshop
venue on February 11, 2015,
4) Bring the following:
a. Reports on special programs or cxirricula implemented in the school
b. BEIS data submitted by the schools for SY 2013-14 and SY 2014-15 .
c. Summary of MOOE liquidation reports for CY 2013. and 2014 .
