campaign literature that clogged
your mailbox and gave your mail
carrier a hernia last election season
cost political supporters a fortune.
While voter turnout was
abysmally low for November’s City
Council race, spending by candidates and outside groups rose dramatically this year.
More than $17.14 was spent per
vote in the council race last year,
according to calculations run by
the Daily Press using campaign
disclosure statements and vote
totals.
Candidates, through loans to
themselves and contributions from
supporters, spent more than
$640,000 while outside groups —
like the city’s largest political party,
Santa Monicans for Renters’ Rights
(SMRR) and a hotel-backed political
committee — spent at least $378,000
for a total of more than a million
dollars spent on a race for which
fewer than 60,000 votes were cast.

open council seat, far outspent her
competitors and any individual
political action committee, dropping
$173,762.98 on her campaign, of
which $160,000 was her own money.
That $160,000 loan itself was more
than the bottom nine campaign
fundraisers spent combined.
Responsible Leadership for a
Better Tomorrow, a political action
committee
headed
by
Councilmember Terry O’Day and
largely backed by hotel owners and
prospective hotel builders, spent
$95,307 on the council race - more
than any other outside spenders.
The hotel-backed committee supported Pam O’Connor, who was
reelected, and Frank Gruber, who
was not elected. These committee
are allowed to support candidates
through mailers, robo-calls, and
advertising but they are not
allowed to coordinate with the
candidates they are supporting.
SMRR spent more than
Responsible Leadership during the
election but, because it was backing candidates in other races —
like the Board of Education and
College Board of Trustees — it
spent only $22,944 in support of
Himmelrich, Kevin McKeown,
who was reelected as the top vote-
getter, and Jennifer Kennedy, who
was not elected.
No group or candidate spent
anything close to what Santa
Monicans for Open and Honest
Development Decisions, spent on
one measure last year. To initiate
and support Measure D, which
ultimately failed, the group spent
more than $870,000.
Candidates and committees
spent more this year than they have
in any of the elections dating back
to 2008, when information was
readily available.
In 2012, they spent at least
$704,000 combined. In 2010, it was
$526,000, and in 2008 it was more
than $455,000.
In fact, each year, both candidates and committees spent progressively more.
Despite the fact that former
Mayor Bobby Shriver spent
$119,000 on his campaign, the second-most among any council candidate over that four-election period, candidates spent less than
$340,000 that year - a little more
than half of what was spent by candidates this year.
That number barely jumped in
2010, to more than $341,000. In
2012, it rose to $390,000 before
skyrocketing to the more than
$640,000 of last year’s election.
Outside spending more than
tripled since 2008, when $116,000
was spent on council campaigns. It
rose to $185,000 in 2010 and
$314,000 in 2012.
All told, more than $2.3 million
has been spent on council elections
since 2008.
Murder suspect

Agnes Stevens, a longtime educator who turned an idea into a nonprofit organization that has impacted
thousands of students, died Feb. 13
in Ventura after a long illness. She
was 79.
Through her involvement with
School on Wheels, which she found-
ed in 1993, Stevens established a network of volunteers who work with
homeless children in one-one-one
sessions to improve academic stability.

Metro sets public forum
about transit station to
connect to LAX
Metro is planning a new transit station
that will connect the Los Angeles
International Airport (LAX) to the regional
rail system and wants public feedback on
proposals being discussed at an upcoming
scoping meeting set for Monday, Feb. 23.
The Airport Metro Connector (AMC)
Transit Station planned near Aviation
Boulevard and 96th Street will provide the
connection between the regional rail system to a future Automated People Mover
(APM) to be planned, built and operated by
Los Angeles World Airports (LAWA).
Metro’s AMC transit station is envisioned to include a light rail station served
by the Metro Green and Crenshaw/LAX
lines, a bus plaza for Metro and municipal
buses, pedestrian and bicycle amenities
and an enclosed transit center/terminal
building that connects Metro’s transit station with LAWA’s APM station.
The AMC transit station will serve as a
new transit “Gateway” to LAX for transit
riders. Metro is seeking public input on
the scope of the project and environmental impacts to be evaluated.
The Airport Metro Connector Scoping
Meeting will take place on Feb. 23 from
6 p.m. to 8 p.m. at the Flight Path
Learning Center, 6661 West Imperial
Highway, Los Angeles.
The location is served by Beach
Cities Transit Line 109 with connections
at the Metro Green Line Aviation/LAX
station and LAX Transit Center. Free
parking is available on site. The meeting will be broadcast live online for
those unable to attend the meeting in

THE DMV IS NOW USING TOUCHSCREEN TECHNOLO-
gy to administer the driver knowledge exam. How is it
different from the written version?
Instead of using a paper and pencil to the take the
exam, you now simply touch the correct answer on monitor screen. The TouchScreen system guides you through
the testing process and gives you immediate feedback if
you answer a question incorrectly. It is currently offered
in both English and Spanish. Additional languages will be
added.
This technology reduces test times, improves field office
wait times, minimizes fraud by randomizing test questions
and answers, and provides easier maintenance of test questions, currently conducted manually.
Make sure you review the California Driver
Handbook. You can find it at www.dmv.ca.gov. Do not
forget to make an appointment. Good luck!
Do I need to visit a DMV office in order to renew my
driver license?
Most drivers are not required to visit a DMV office
each time they need to renew their driver license.
Most of the time, a driver license can be easily renewed
online at www.dmv.ca.gov, by mail or by calling 1-800777-0133.
However, the DMV generally mandates individuals,
with a clean driver record, to visit a DMV office once
every 15 years in order to provide an updated driver
license photograph and a vision test. You should carefully check your DMV notice to find out if you must appear
in-person. If you are required to visit a DMV office, you
are encouraged to schedule an appointment.
The DMV recently expanded the number of appointment opportunities available. Please be considerate of
others. If you do not show up for your appointment, you
prevent someone else from being able to use that time
slot.
Are you required to make an appointment at the four
Driver License Processing Centers to apply for an AB 60
driver license?
Appointments are not required, but strongly recommended, if you plan to visit one of the four Driver License
Processing Centers located in Granada Hills, Stanton, San
Jose, and Lompoc. These centers only process driver
license transactions. They are open Monday through
Saturday from 8 a.m. to 5 p.m.
Remember, that if you are applying for an original
California driver license and plan to visit one of the other
DMV field offices, and not a Driver License Processing
Center, appointments are required.
The DMV lists several passports as acceptable documents to be used when applying for a California driver
license under the AB60 law. Why is the country of
Colombia not on the list?
The DMV continues to work with countries and their
consulates not identified on the current registration list.
This list is not final. The DMV has the authority to add
documents as soon as they are reviewed and approved by
the DMV. Please keep checking our website,
ab60.dmv.ca.gov, for updates on additional documents
that will be accepted.
DMV also offers another option for people from
countries whose documents are not accepted. Under that
option, applicants can present one of several documents
that are available in this country and be interviewed by a
DMV employee who will attempt to verify the applicant’s
identity. California is the first state in the nation to offer
a secondary review process for applicants that lack typical
identification documents to prove identity.

Planning the ‘Arcadia Corridor’
THE BRIGHT LIGHT OF TONGVA PARK
shines upon the surrounding area to become
more alive.
That means it’s time to finally cap the I10 freeway between Ocean Avenue and 4th
Street, and create new public spaces on top,
like we envisioned in the City’s 1997 Open
Space Element.
What if we also turn the landmarked
Sears building into an amazing “world-class”
cultural facility? Then, where the Sears parking is today, together with the freeway cap,
we create incredible public plazas, walkways,
green spaces and complementary low scale
restaurant/retail — and mix in the longawaited City services building for a civic
component as well?
All of this would be across the street from
the Expo light rail station at 4th Street and
Colorado Avenue, meaning we can create a
public-transit
oriented
destination
public/cultural/green space, that enriches us
socially and stimulates us economically,
without the usual strains of development —
and we knit together major parts of the city
in the process.
This possibility is before us now, if we
seek to pursue it. With the Council taking up
interim use of the City-owned property at
4th/Colorado south of the Expo station, it’s
time to give staff visionary direction on its
long-term use as well. That direction should
include planning for more than just the cityowned property and adjacent parcels east of
4th Street, but also the entire corridor
between Ocean and 4th, and Colorado and
the Civic Center.
For long-term circulation and parking
near the Expo station, it makes most sense to
plan both sides of 4th Street together, so we
can ensure automobile ingress/egress with
the least congestion — and to also promote
greater pedestrian orientation in the area.
For example, we want the curb cut to go
away that currently enters the Sears parking
lot from Colorado Ave., because of the
future conflict it would create with the thousands of people walking down the Colorado
Esplanade from the Expo station. That
means parking for future development
in/around Sears is best addressed on the east
side of 4th Street, with exiting back onto 4th
possibly best from the west.
The broader eco/walking concept for this
area is creating parking next to the freeway
as a tool for people to exit, park and walk
into downtown — instead of driving there
to look for parking. That means that the
long-term design of the space south of the
Expo station needs to invite pedestrians to
enter our city and walk ahead.
In play as part of this is a 4th/5th offramp realignment approach — which has
Caltrans’ interest — that would realign the
existing 4th Street off-ramp lanes southward
to connect to Olympic Boulevard at 4th. The
space vacated where the existing 4th Streetbound lanes are could then be added to plan
the area, giving us incredible design flexibility for a mostly underground parking structure with a great public space on top, with
the potential for amazing views to the west
— towards Sears, Tongva Park and the
ocean. We would also plan the bus, shuttle
and kiss-and-ride functionality to connect
to Expo, likely located conveniently under
the plaza as well.
If the Council takes this direction now, it
will positively affect critical planning choices made in the area, with implications for
decades. How the Sears and Wyndham Hotel
sites develop will be influenced strongly by
this City direction. But its also critical to take
advantage of a newfound receptivity within
the highest levels of Caltrans in working
with Santa Monica on innovative freeway
adaptations, beginning with the 4th/5th offramp realignment, and leading to the full
freeway cap between Ocean and 4th.
With so many things on Santa Monica’s
planning plate, and with so many moving
pieces, how could this planing process move
ahead?
This opportunity requires unprecedented
coordination between the city and other
stakeholders, including Caltrans, Big Blue
Bus and private property owners adjacent to
the City-owned site, as well as Sears and the
Felcor Corporation (which owns the
Wyndham Hotel) — and could even involve
Santa Monica Place (more on that tomorrow).
Therefore we need to launch a comprehensive planning process that involves internal and external planning studies and extensive community outreach. But we also need
a efficient process so we can bring these
opportunities to reality in the near future,
and not in 20 years.
At Tuesday’s meeting, Council should
give staff specific direction to move forward
with the proposed interim plan, but also
focus on the long-term plan, which may
include issuing an RFQ (Request for
Qualifications), so we can pick a partner
who can work in conjunction with the city
and other stakeholders to start the planning
and outreach processes.
And what would we call this planning
process? I say call it “Planning the Arcadia
Corridor,” after Arcadia Bandini Stearns,
Santa Monica co-founder, whose namesake
hotel was at the foot of the beach just west of
this area. The magical Arcadia Hotel was a
great draw to Santa Monica in the late 19th
century. A new visionary Arcadia Corridor
could create the magic of tomorrow.

IS TRAFFIC IMPROVING?
We all remember the “no net new car
trips” that city traffic planners said would
result once the now dead Bergamot Transit
Village with hundreds of thousands of
square feet of office space and nearly 500
apartments was built and occupied.
The latest traffic study from Planning
Director David Martin (“City: Afternoon
rush hour has improved,” SMDP, Feb. 17, Pg.
1) claims “peak hour afternoon traffic
dropped about 18.6 percent between 2007
and 2013” and “fell by 1.89 percent between
2011 and 2013.”
The devil is in the details and Martin’s
latest tome is full of little demons. Take this
line: “Traffic on all 10 major corridors studied by City Hall fell during afternoon rush
hour between 2007 and 2013 but rose on
some streets, like Lincoln, Wilshire, Santa
Monica, Olympic, and Pico boulevards
between 2011 and 2013.” In other words
afternoon traffic actually increased on major
thoroughfares.
“A slight increase in vehicle counts during
the 2011 evaluation period can be attributed
to the improving economy and other external factors,” city officials said. “The total
2013 counts show, by and large, relatively
stable numbers from 2011 levels.”
Remember, that Santa Monica was suffering a serious economic downturn during the
study’s earlier period. Another big problem:
data is at least two years old, so it’s valid only
from an historical point of view.
The proof is in the driving and that has
become more difficult despite figures trumpeted by Mr. Martin. But, if his data is accurate, it proves that city traffic engineers have
failed miserably in managing traffic and
reducing congestion. It would also appear
that City Hall’s $20 million 5-phase traffic
signal synchronization project which is 90
percent complete is making things worse, too.
What’s next? Telling us that bus stops are
major transportation hubs like light rail stations?

The Housing Commission met in the
Main Library a week ago for a public review
of its policies and plans regarding the state of
low-income/affordable housing in the city. I
don’t go to these meetings because they’re
cheerleading sessions — in this case for as
much low-income housing as the city can
get.
If you attend these — and other city
board/commission meetings — and ask
some tough questions or criticize the stance
a particular board or commission embraces,
you’ll get the stink eye, be shouted down or
minimalized — in other words, treated like a
gun-control advocate at a National Rifle
Association convention.
A reader of this column emailed me that
she had attended the Housing Commission
meeting, asked an unpopular question and
was ignored. She also said the commission
was using 2000 census figures. Seriously?

price of cool, refreshing Santa Monica water
is going up — that’s unless you say, “Not on
my watch!”
City Council will hold a public hearing
tomorrow night on a water rate increase that
could see municipal water bills jump by nine
percent this year (starting March 1) and 13
percent for each for the next four years. It’s a
fait accompli unless “50-percent plus one”
Santa Monica property owners/water customers file written protest petitions with
City Council.
Protests must be in writing and include the
property owner’s name, signature, and street
address, parcel number or water account
number and specifically state: “I am opposed
to the proposed increase in water rates.”
Petitions will be accepted at the City Clerk’s
office until 5:30 p.m. Tuesday, then at council
meeting itself until the close of the public
comment portion of the water hearing.
Emails and faxes are acceptable. Emails
must include the completed, signed protest
form attachment. You can scan the completed, signed form and attach it as a file to your
email. Only one written protest counts per
property.
Look for Kate Bransfield’s full page ad in
the newspaper. It features a petition form
you can fill out and fax (310 394-2962) or
email ([email protected]) as an attachment
or personally deliver it to City Hall. You can
mail your protest today to the City Clerk’s
office, 1685 Main Street, Room 102, Santa
Monica, CA 90401. Or, you can also drop off
your completed form at Kate Bransfeld’s
office, 1608 Montana Avenue before 5 p.m.
Tuesday and she’ll deliver it to council
chambers before the hearing.
Condominium owners who pay property
taxes can file a protest even if their building
has one central water tank. Renters with a
master water service are ineligible to file a
protest.
Only a property owner/metered water
customer can officially oppose the water rate
increase. If the protest fails and the rate
increase is approved by council, the chances
are, if you are a tenant in an apartment
building with a master water service, you’ll
experience a rent increase because landlords
will push hard for approval to hang the additional water cost on us tenants or request
including it in the annual general rent
adjustment.
Now, I know all you renters out there
have already received a notice from Santa
Monicans for Renters Rights (SMRR) about
a possible rent increase if the protest fails,
because it has renters’ backs. Right? Right!’
The silence from SMRR is deafening because
they’re counting on tenants/ voters forgetting (when the next election rolls around)
that it did nothing to thwart rent increases
due to more costly water.
So run, walk, bicycle, take the Big Blue
Bus (but, don’t drive — it’s not good for the
environment) to City Hall and file a protest!

a teaching career that weaved through New
York, Chicago and Los Angeles. She encouraged them to stay in school and returned for
regular tutoring sessions.
She was driven to action after reading
“Rachel and Her Children,” a book by
Jonathan Kozol about homeless families in
America.
“It takes so little to help a kid,” Stevens
told LA Weekly in 2009. “We’re all about kids
getting an education ... that’s the only way
for the future.”
With Stevens at the helm, School on
Wheels grew substantially. It now provides
weekly tutoring services throughout
Southern California as well as backpacks
with school supplies, a toll-free number for
outreach and retention, assistance with
records and school enrollment and guidance
for parents.
The organization’s Westside region, which
includes Santa Monica, features 18 tutoring
locations — including 11 shelters, according
to marketing director Sinead Chilton. The
region has 125 active volunteers.
Thanks in part to Stevens’ dedication,
more than 3,100 children received tutoring
through School on Wheels in 2014.
“She was one of those very special human
beings who inspired everyone around her,”
executive director Catherine Meek said in a
statement. “She had such courage and the
vision to see beyond all the roadblocks in
life. She had an unwavering belief in and
passion for School on Wheels.”
Stevens’ work with homeless children did
not go unnoticed. She was one of three
women to receive the World’s Children’s
Prize in 2008, and she was named a Minerva
Award honoree in 2009.
“She was an extraordinary woman who
made a lasting difference in our lives and
this world,” Meek said. “We all wanted to be
a part of making Agnes’ dream of helping
homeless children come true. We will miss
her every day.”
Stevens, a Boston native and former nun
who was the youngest of five children, is survived by two brothers, four nephews, two
great-nieces and four stepchildren.
A memorial service was scheduled to be
held at the Paradise Cove community center,
28128 Pacific Coast Hwy., in Malibu.
Stevens’ ashes will be taken out to sea in a
small private ceremony.

needs, the City’s cost to provide water service is projected to exceed the City’s water
revenues without additional water rate
increases,” Public Works Department officials said in a report to council.
In December, council voted 5 to 1, while
expressing ambivalence, to keep the rate hike
on the table.
The rationale for this decision was, in
part, due to the fact that council will have the
chance Tuesday night to lower the rate hike.
Without any changes to the status quo,
water rates would increase 13 percent over
the next five years — 2.5 percent inflation
increases each year — and the Water Fund
would go into the red by fiscal year 2016-17,
city officials have said.
A compromise option would be to raise
rates by 9 percent each year for the next five
years - a 53.9 percent total increase - instead
of jumping 13 percent in each of the second
through fifth years.
City officials have plans for $33 million
worth of capital improvement projects over
five years but under the compromise rate
structure about $5 million of that would be
eliminated.
One of the most common concerns
among residents at the December meeting
was a feeling that current taxpayers would be
covering the cost of infrastructure improvements that would benefit residents for years
to come. Some suggested taking out a bond
that could be paid back over a longer period
of time but city officials warned against it,
noting that it would be looked upon unfavorably by ratings agencies.
Councilmember Sue Himmelrich was the
only member to oppose the measure in
December, but several members expressed
concerns with finalizing the 77.7 percent
increase.
“I’m not a real big fan of the motion,”
Mayore Pro Tempore Tony Vazquez said at
the time, “but I think I will support it
because it sounds like, at least going forward,
in terms of the process, it gives us the opportunity if we have to.”
Leaving the meeting before he got to vote,
Councilmember Terry O’Day said he’d have
been comfortable with at least the compromise rate increase.
Mayor Kevin McKeown was emphatically
supportive of the rate increases, highlighting
Santa Monica’s historical relationship with
access to water, which has allowed the city its
independence from Los Angeles.
Santa Monica buys about 20 percent of its
water from the Metropolitan Water District
(MWD) which is increasing its rates steadily
over the next decade. City Hall has a goal of
becoming water self-sufficient by the year
2020 — a goal that city officials say will
require investment in water infrastructure.
“Owners of record can submit written,
signed protests up to the close of the public
comment period at the hearing date of
February 24, 2015,” city officials said in their
report. “Absent a majority protest (which
would be approximately 11,000 protests),
City Council may approve the final adoption
of the rates at the public hearing. As of
February 18, 2015, there have been almost
950 protests received by the City Clerk.”
These proposed water rates, it should be
noted, are separate from the penalties residents and businesses will incur later this year
if they can’t cut back on their water usage.

SWAT officers descended on the complex
near Lincoln Boulevard at about 12:30 p.m.,
and ordered the suspect to surrender as
nearby residents were evacuated and traffic
was closed in the area.
Carrillo, 28, was taken into custody without incident at about 4:30 p.m. after authorities’ use of tear gas inside the residence and
assistance from a K-9 unit, the release said.
Carrillo was wanted in connection with a
murder investigation stemming from a Feb.
10 incident in the 8000 block of Vermont
Avenue in Los Angeles, according to the news
release. He is being held on $1 million bail.

that consumers want the latest in smartphone technology at their fingertips. A new
report by analysts at German market
research firm GfK determined that global
smartphone sales exceeded 1.2 billion units
in 2014-a 23 percent increase over2013.
With so many new smartphones and
electronics being purchased, are users disposing of their older devices properly?
According to U.S. Environmental Protection
Agency (EPA) data, approximately 2,440,000
tons of electronics, such as computers,
mobile devices and televisions, were disposed of in 2010. Twenty-seven percent, or
649,000 tons, of that “e-waste” was recycled.
Because some materials in electronics, such
as lead, nickel, cadmium and mercury, could
pose risks to human health or the environment, the EPA “strongly supports” keeping
used electronics out of landfills.
“Recycling electronic equipment isn’t
quite as easy as leaving it in a bin in your
front yard, as we’ve learned to do with paper
and plastics, but the health and environmental benefits of recycling e-scrap are tremendous,” said EPA Region 5 Administrator
Mary A. Gade. “Also, we know that half of
the devices thrown away still work.”
If Americans recycled the approximately
130 million cell phones that are disposed of
annually, enough energy would be saved to
power more than 24,000 homes in a year. If
we went ahead and recycled one million laptops, too, we would save the energy equivalent to the electricity used by 3,657 U.S.
homes in a year. Furthermore, for every mil-
lion cell phones we recycle, 35,274 pounds of
copper, 772 pounds of silver, 75 pounds of
gold and 33 pounds of palladium can be
recovered. Recovering these valuable metals
through recycling precludes the need for
mining and processing that much new material from the Earth, thus not only conserving
natural resources but preventing air and
water pollution as well.
Thankfully, recycling old smartphones
and other electronic devices is an easy, typically cost-free process for consumers.
Electronics retailer Best Buy offers the most
comprehensive appliance and electronics
recycling program in the United States, with
more than 400 pounds of product collected
for recycling each minute the stores are
open. Best Buy offers free recycling for most
electronics and large appliances, regardless
of where they were purchased, allowing the
company to achieve its ambitious goal of
recycling one billion pounds of electronics
and appliances by the end of 2014.
Some charitable organizations, like Cell
Phones for Soldiers, also offer free cell phone
recycling. Since 2004, the non-profit has prevented more than 11.6 million cell phones
from ending up in landfills. All cell phones
donated to Cell Phones for Soldiers are sold
either to electronic restorers or a recyclers,
depending on the phone’s condition. The
proceeds from the phones are used to purchase prepaid international calling cards for
troops and provide emergency financial
assistance to veterans. “Cell Phones for
Soldiers truly is a lifeline,” says Robbie
Bergquist, co-founder of the non-profit. “To
withstand time apart and the pressure of
serving our country, the family connection is
a critical piece to survival.”

had smashed through glass front

on a dolly and rolled it to a waiting

ON FEBRUARY 14, AT APPROXIMATELY 12:55 P.M.
Patrol officers responded to the Sears store at 302 Colorado Avenue regarding a theft
that just occurred. The suspect, carrying a backpack, entered the store and headed
directly to the electronics section. He selected a boxed cell phone from a display shelf,
walked behind the shelf out of view of the camera, and then reappeared a few seconds
later with his hands empty. A loss prevention officer followed the suspect as he exited
the store and walked across Colorado Avenue and into Santa Monica Place. SMPD officers met the Sears employee, who was still tailing the suspect in the area of 5th Street
and Broadway, and detained the suspect for investigation. The suspect, identified as
Tyler Denzin, was asked if he had a cell phone. He told the officers, “It’s in my backpack.”
He granted them permission to search the bag and inside they located the still-boxed
phone taken from Sears. The Sears employee signed a private person’s arrest form,
requesting prosecution on behalf of the store. Denzin, who is on probation, was arrested
for shoplifting and a probation violation and transported to the Santa Monica Jail.
Denzin, 19, homeless, had bail set at $10,000.
