Drugs worth Rs 3 cr

Chennai, Feb 21:
Acting on a tip-off, personnel
of the Narcotics Control Bureau
(NCB) arrested two men, who
were attempting to smuggle
drugs valued at Rs three crore at
Central Railway station here this
morning.
According to police sources,
the men reached the city by the
Mumbai-Chennai Express when
officials of the NCB arrested them.
They were found to be carrying
three kg of Methamapetamine.
The drug is reportedly valued at
Rs three crore in the international
market.
The men posing as businessmen
were travelling from Mumbai to
the city.
They are taken for custodial interrogation by the officials.
Mullaiperiyar: Kerala
CM says no to CISF
protection
Thiruvananthapuram, Feb 21:
Kerala Chief Minister Oommen
Chandy has reportedly stated that his
State will not allow Central Industrial
Security Force (CISF) to be deployed
at Mullaiperiyar Dam. He said that
Tamilnadu’s demand will not be accepted.
The Supreme Court had Friday issued notice to the Centre seeking its
response on Tamilnadu government’s
plea demanding CISF protection for
the Mullaperiyar dam, which is being
guarded at present by the Kerala
Police.

on Tamilnadu’s pleas.

even if all the 13 spillway gates of
the dam for the release of excess

The apex court by its 7 May verdict
had allowed Tamilnadu to raise the
water level in Mullaperiyar dam from
136 feet to 142 feet.
It had already 2 December, 2014
dismissed the Kerala government’s
plea seeking the review of the 7 May
verdict by which the court had struck
down the 2006 Kerala Act that had
sought to restrict the water-level in
Mullaperiyar dam at 136 feet.

Seven Rotary Clubs celebrated the
beginning of World Cup Cricket 2015
by holding a joint meeting with a panel
discussion on ‘Cricket Mania - World
Cup 2015’ at Hotel Residency Towers,
T Nagar recently.
According to a press release, the
meeting was organised by Rotary
Club of Madras T Nagar jointly with
Rotary Clubs of Guindy, Chennai Towers, Madras Central Aadithya, Chennai
Mambalam, Chennai Infocity & Chennai K K Nagar.
The discussion centered on analysing
the chances of winning the World Cup
by various participating countries. Interesting views were brought out. While all
agreed unanimously that Australia has
good chances, others felt that countries
like India/New Zealand/South Africa
also could strike at the World Cup
with proper planning and motivation.
There was animated discussion on
the strengths and weaknesses of players from the likely winning countries
and a lot of cricket information was
brought out to the full enjoyment of
the audience. The four panelists who
were present on the occasion were
cricket commentator Sumanth Raman,
journalist Sanjay Pinto, former CEO
of Deccan Chargers J Krishnan and
eminent ophthalmologist Mohan Rajan.

Budget holds the key
I
t would be incorrect to say that nothing has been done in the
nine months the Modi Government has been in power to push
the pace of economic growth. Therefore, Deepak Parekh, a prominent
banking talking head, ought to have held his horses before criticising
the government for failing to turn things around. A lot of incremental
steps have been taken, though big-bang announcements are definitely
missing. Yet, in the absence of a tangible systemic change in the
way government functions, particularly at the nuts-and-bolts stage,
it is inevitable for the feeling to gain ground that not much has been
done in the last nine months. The real change will come only when
delivery is faster.
Governmental systems everywhere tend to be ossified. Serious
effort is required to break the mould of official behavior. Policymakers can break their heads against the wall of bureaucratic
resistance, which favours status quo over progress. The fact that
Modi does have a very comfortable majority in the Lok Sabha
is counter-balanced, if not cancelled altogether, by the no less
significant fact that he is in a woeful minority in the Rajya Sabha.
Yet, the government has sought to achieve through ordinances what it
could not achieve through the regular parliamentary route. Hopefully,
when Parliament meets next week in the Budget Session, it will give
a better account of itself.
The onus to make the government work also lies with the
Opposition. Notably, a few significant changes in the labour laws
and, more vitally, in the land acquisition laws, have been made by
the Modi Government, which require a parliamentary nod in the
coming session. The ruling party leaders ought to reach out to the
Opposition to seek their cooperation in making laws. Without the
smooth functioning of Parliament, it would be very difficult for the
Modi Government to deliver on its promise of development and
economic growth. The resulting frustration and anger would prove
deleterious for the health of the polity.
Modi might be guilty of raising expectations sky-high, but even
a partial success in implementing the electoral promises would go a
long way in renewing faith in the democratic system. As for Parekh’s
criticism, it should be taken in the right spirit, despite the fact that it
came soon after the government acted against the well-oiled racket
to steal official documents from the petroleum ministry. The latter,
of course, had nothing to do with Parekh’s public expression of
impatience with the functioning of the Modi Government. Indeed,
Parekh being a known well-wisher of the Modi Government, his
views should be sought by ministers so that necessary steps can be
taken to further facilitate the functioning and growth of business and
industry. There is need for growing trust and cooperation between
private industry and business and government. Despite the socialist
era distrust and prejudice against corporate houses, their help needs
to be sought in nation-building. You cannot expect a return to seven
per cent growth by treating corporate czars as sheer exploiters
and money-grubbers. Their money and expertise in expansion of
manufacturing, as also in setting up new infrastructure is crucial for
the success of the Modi Government. In this regard, a lot is riding
on the coming annual budget.

Tax evasion: SEBI
cracks the whip
Mumbai, Feb 21 (PTI):
In a fresh clampdown on entities
misusing stock markets for evading
taxes, watchdog SEBI on Friday
imposed trading restrictions on 33
entities and suspended trading in
one listed company, which have been
found to have made undue gains of
over Rs 1,800 crore.
While 24 entities have been barred
from the entire capital markets, nine
others have been restrained from
trading in the shares of Kamalakshi
Finance Corp Ltd. The trading has
also been suspended in its shares
till further orders.
This is the fourth such order by
SEBI against misuse of stock market
framework for evasion of taxes in
recent weeks. Together, the regulator
has suspended trading in 27 companies so far in such cases, wherein
the manipulators are estimated to
have made cumulative undue gains
of about Rs 2,500 crore.
Those having faced action so far
include promoters and top executives
of many listed companies.
In the latest case, SEBI found that
the entities were trading in the scrip
of Kamalakshi above the Last Traded
Price (LTP) and their trades resulted
into artificial increase in price.
‘Thus, these group of entities prima
facie manipulated the price of the
scrip during the examination period

Sebi had conducted a preliminary
inquiry in the dealings in the scrip
of the firm during the period from
15 January to 26 December 2014.
It was noticed that during the
examination period, the price of
the scrip of the company rose from
Rs 10.20 to Rs 489 an increase of
4,694 per cent (48 times) in 150
trading days.
During the entire examination period, the total traded volume in the
firm was only 1,385 shares as against
total 2.84 crore subscribed shares.
Accordingly, SEBI has barred
Kamalakshi Finance Corp, its 24
other entites including the company’s
promoters and directors from accessing the securities market and buying,
selling or dealing in securities, either
directly or indirectly, in any manner,
till further directions.

may not always move in
the right direction, while
suggesting a middle path
between unchecked powers to the administration
and a ‘complete paralysis’.
Giving a lecture on ‘Democracy, Inclusion and
Prosperity’ here, Rajan
said India has strong institutions like the judiciary,
the Opposition, media and
NGOs, but the government
and regulatory capabilities
need to be strengthened.
At the same time, the
country would have to
resist the ‘temptation to
implant layers and layers of
checks and balances even
before the capacity has
taken root’, he said.
‘We must choose a happy
medium between giving

Central Bank
to raise
Rs 1,617 crore
New Delhi, Feb 21 (PTI):
Central Bank on Friday
said that it will raise capital of Rs 1,617 crore by
issuing equity shares to
government on a preferential basis.
The additional capital will
be raised by ‘conversion
of entire Perpetual NonCumulative Preference
Shares (PNCPS) of Rs
1,617 held by Government
of India (GOI), into equity
shares to be issued and
allotted to GOI on Preferential Basis,’ the bank said.
‘It is going to be expertise-driven
and niche. When expertise, knowledge and specialisation are in high
demand, people will be hopping
jobs’, he said.
However, he said RBI doesn’t
have latest attrition levels in but
added that it foresees a spike in
demand for experienced hands with
more new banks come up.
On infl ation, which rose to 5.11
per cent in January, a tad above 5
percent target set by RBI for 2016,
Gandhi expressed confidence that
low inflation will continue. ‘We are
definitely going to have a low and
stable inflation climate that will lead
to low interest rate regime’.

State-owned Coal India (CIL) on
Friday said it is gearing up to invest
about Rs 6,000 crore towards capital
expenditure in the next fiscal and
an equal amount on augmenting
other infrastructure, including rail
connectivity.
The announcement comes at a
time when the company has a target
to achieve an output of one billion
tonnes by 2019-20.
‘CIL and its subsidiaries are proposing to invest around Rs 6,000 crore in
2015-16 towards capital expenditure’,
Coal India said in a filing to BSE.
Further, an amount of around Rs
6,000 crore has been earmarked by
CIL for railway and other infrastructure development for 2015-16, the
company said.
The capex for entire infrastructure
in Coal India for 2015-16 is close to
Rs 12,000 crore, Coal India CMD

He said that annually Rs 6,000
crore would be spent on mining

CIL also unveiled its roadmap, of

the country hovering around 1,200
million tonnes (MTs) by 2019-20, at
an envisaged growth rate of 7 per
cent, CIL is expected to chip in one
billion tonnes, of which, 908 million
tonnes is the expected contribution
from the identified projects, he said.
‘The process of identification of
projects to share the balance quantity, to top up the 1 billion tonne mark,
is also underway’, Bhattacharaya
said.
The two CIL subsidiaries---Mahanadi Coalfields Ltd and South Eastern
Coalfields Ltd (SECL) are expected
to play a pivotal role in its quest of
attaining the one BT production with
250 million tonnes and 240 million
tonnes respectively, he said.
In the biggest ever disinvestment
exercise, the government in January
sold 10 per cent stake in Coal India
for about Rs 22,600 crore.
The world’s largest coal producer is
betting on timely completion of three
critical railway lines and timely land
acquisition and green clearances
to boost output. To overcome the
hurdle of coal evacuation, CIL had
decided to purchase 2,000 railway
wagons from its own kitty for which
specific funds had been earmarked.

of their dubious plans as prima facie
found in this case,’ SEBI said.
SEBI also noted in the order the
artifice employed in this case, ‘apart
from being a possible case of tax
evasion, which could be seen by the
concerned law enforcement agencies
separately, is prima facie also a fraud
on the securities market in as much
as it involves manipulative transactions in securities and misuse of the
securities market.’

lawsuit against Apple for poaching at least five of its employees
in order to start a large scale
battery division of its own.
According to PC World, the
company said in a suit filed

In the lawsuit, the company

Chelsea announced they had suspended two more people from the
club’s Stamford Bridge stadium on
Friday as their investigation into the
Paris Metro racism incident gathered

Uttar Pradesh government has tiedup with FICCI to attract more tourism

on the 137th
birth anniversary of ‘The
Mother’.
They later sat in mass meditation
before the samadhis (memorials)
of The Mother and Sri Aurobindo,
her spiritual mentor.
Aurobindo Ashram, founded in
1926, is an important spiritual
centre in Puducherry, attracting
a large number of people every
day from within the country and
abroad.
The Mother established the International township called Auroville
(City of Dawn) on 28 February,
1968 on the border village of
Puducherry-Tamil nadu.
She also started the Aurobindo
International Centre of Education in 1950s with the children
developing skills in learning and
speaking several languages, including French. While Sri Aurobindo passed away on 5 December,
1950 the Mother breathed her last
on 17 November, 1973.

India’s premier batsman Virat Kohli
today declared that after experimenting
with his batting position, the team management has reached a conclusion that
number three is the best slot for him in
the World Cup.
‘I’ve played enough number of games
to try and experiment batting position for
the team to be in the best combination
possible, but we figured out that it’s best
for me to bat at number three which I’ve
done over the last few years, and we have
got success because me or one of the
top three batsmen has been able to bat
through,’ Kohli told media-persons on the
eve of the match against South Africa.
However, Kohli is dead against it being
termed as a failed experiment.
‘We were trying to figure out the best
combination for the team. People really need to have some patience with
something that we try to do. We do a
few experiments, and if they don’t pay
off, it’s regarded as something which is
going to be our downfall. We don’t think
like that,’ he said.
‘Unless you try, you would never know if
you’re right or wrong. You make mistakes
and you have to learn from them, and that
was one situation where we wanted to try
things out, and we could not have done it
at any time apart from the tri-Series, and

odds to set things right. Lace it up with some
action, humour and romance, the end product is
Tamizhukku En Ondrai Azhuthavum.
The director has managed to lay his hands
at an out-of-the-box concept. However the
movie lacks fizz as it progresses. It is explained at the start of the movie what geomagnetic storm is and how it deactivates
mobile network.
The movie stars Attakaththi fame Dinesh,
Bindhu Madhavi, Nakul, Sathish, Ishwarya
Dutta and Manobala among others. Music is
by Thaman.
The film traverses through the day of four
unusual characters - a flat promoter (Dinesh),
an unemployed scientist (Nakul), a call taxi driver
(Sathish) and a terrorist ready to execute bombing
in Chennai (Asif). A solar flare created through the
sun radiations creates a havoc in mobile network
shutting it down for some time. With the young
lovers (Dinesh and Bindu Madhavi) separated,
the scientist trying to find solution, the call taxi
driver unknowingly carrying the bomb and the
terrorist waiting for the signal to click for the
bombs to be operated through mobile phones
make up the movie.
Veteran actress Urvashi steals the show and
her portions with Nakul make an interesting
watch. Nakul is brilliant, while Dinesh continues from where he left in Attakathi. Bindhu
Madhavi is good and Sathish’s one-liners are
catchy. Cinematography by Deepak Kumar
Pathy is good.
All said, Thamizhukku En Onrai Azhuthavum
is an interesting idea which looks good on paper
but fails to takes off as a film.
