Mullaiperiyar: Kerala CM says no to CISF protection Thiruvananthapuram, Feb 21: Kerala Chief Minister Oommen Chandy has reportedly stated that his State will not allow Central Industrial Security Force (CISF) to be deployed at Mullaiperiyar Dam. He said that Tamilnadu’s demand will not be accepted. The Supreme Court had Friday issued notice to the Centre seeking its response on Tamilnadu government’s plea demanding CISF protection for the Mullaperiyar dam, which is being guarded at present by the Kerala Police. The apex court bench of Chief Justice H L Dattu and Justice A K Sikri sought the Centre’s response on Tamilnadu’s pleas. While seeking the Centre’s response for CISF security for Mullaiperiyar dam, the court Friday allowed Kerala government to withdraw its application seeking clarification if it will have to raise the water-level of dam to 142 feet even if all the 13 spillway gates of the dam for the release of excess water were non-operational. The apex court by its 7 May verdict had allowed Tamilnadu to raise the water level in Mullaperiyar dam from 136 feet to 142 feet. It had already 2 December, 2014 dismissed the Kerala government’s plea seeking the review of the 7 May verdict by which the court had struck down the 2006 Kerala Act that had sought to restrict the water-level in Mullaperiyar dam at 136 feet. akistan suffered their second consecutive loss as they were handed a crushing 150-run defeat by the West Indies who rode on Andre Russell’s all-round show in a completely one-sided cricket World Cup match. Russell smashed 42 runs of just 13 balls at the fag end of West Indies innings, hitting three fours and four sixes, after half centuries from Denesh Ramdin (51) and Lendl Simmons (50) to help his side score a challenging 310 for 6 after being put into bat. He then grabbed three wickets for 33 runs as the West Indies bundled Pakistan out for 160 in 39 overs to post a massive win at the Hagley Oval. Meanwhile, the matchbetween Australia and Bangladesh was today abandoned without a ball being bowled after persistent heavy rain drenched the Gabba ground in the aftermath of Tropical Cyclone Marcia and rendered it unsuitable for the game. Marcia, a category five storm, had weakened after slamming into the Queensland coast late Thursday causing widespread devastation, but its residual effect caused persistent rain over Brisbane. The match has been in serious doubt for the past few days but the organisers had hoped that curtailed game could be played. Both the team took away one point each from the no-result Group A fixture. Bangladesh have lost 18 of their previous 19 one-day international matches against Australia. Modi, who reached the venue at 10.45 AM along with Uttar Pradesh Governor Ram Naik, was received by Lalu and Mulayam at the ‘Tilak ceremony’ of Mainpuri MP Tej Pratap Yadav alias Teju with Lalu’s youngest daughter Raj Laxmi. Tej Pratap said no politics should be seen in the Prime Minister’s visit. There is no politics in his visit. He was extended an invitation. We are grateful to him for visiting us and give his blessings. The opposition to him is issue based and not the personal, he said. Mulayam and Lalu have criticised Modi many times in the past but all was forgotten together with the three leaders happily posing for pictures and shaking hands. The Prime Minister, who was seated between Lalu and Mulayam posed with family members including children of UP Chief Minister Akhilesh Yadav and showered flower petals on the bridegroom. Modi left the venue after spending 45 minutes at the ceremony. A beaming Lalu said, ‘I am happy that my daughter’s marriage is a much talked about affair in the entire country. Mulayam Singh has not demanded single paisa (dowry) for the marriage as our hearts have met. ‘Several prominent leaders including JD(U) president Sharad Yadav, former Madhya Pradesh Chief Minister Babulal Gaur, former Union Minister Raghuvansh Prasad were among those who reached Saifai to attend the function. Former UP and Uttrakahand CM, Narain Dutt Tiwari, former SP leader Amar Singh, BJP MP Sakshi Maharaj and JD(U) President Sharad Yadav were also present. Union Ministers, Chief Ministers, bureaucrats and a string of Bollywood stars and singers, are in the village for the ceremony. Pacer Jerome Taylor rocked the Pakistan top-order by grabbing three wickets for 15 runs while leftarm spinner Sulieman Benn took two wickets. Whether it is Peter Kirsten in ’92, Jacques Kallis in ‘99 or Kallis and AB de Villiers in 2011, India have always found a Proteas batsman, who had turned out to be a thorn in the flesh for them. In all three defeats, India have batted first and it will interesting to see what decision Dhoni will take if he wins the toss. Although a group league match in this tournament is of little consequence but the winner of this game might just go a long way in clinching the top spot in group B, considering that the other teams are just not world beaters. So there are a few things that will be at stake and teams have a lot to play for. As the two teams clash at the Melbourne Cricket Ground (MCG), South Africa under De Villiers will certainly start as clear favourites against a young bunch of bravehearts led by Dhoni. Player to player, South Africa seem to possess a far more formidable line-up compared to India, who are just trying to hit the right rhythm post Pakistan victory. While South Africa were a bit patchy in their 62-run win against Zimbabwe, JP Duminy and David Miller’s magnificent late blitz turned the course after the minnows dominated the better part of the match. 2 SATURDAY 21 FEBRUARY 2015 City Centre CHENNAI New life for Sembakkam lake BAD IS THE WORD Garbag Agaram e strewn aro und a b Main R in on oad, inconv enienc Selaiyur cau s e to pa ssersb ing y. Therefore, Deepak Parekh, a prominent banking talking head, ought to have held his horses before criticising the government for failing to turn things around. A lot of incremental steps have been taken, though big-bang announcements are definitely missing. Yet, in the absence of a tangible systemic change in the way government functions, particularly at the nuts-and-bolts stage, it is inevitable for the feeling to gain ground that not much has been done in the last nine months. The real change will come only when delivery is faster. Governmental systems everywhere tend to be ossified. Serious effort is required to break the mould of official behavior. Policymakers can break their heads against the wall of bureaucratic resistance, which favours status quo over progress. The fact that Modi does have a very comfortable majority in the Lok Sabha is counter-balanced, if not cancelled altogether, by the no less significant fact that he is in a woeful minority in the Rajya Sabha. Yet, the government has sought to achieve through ordinances what it could not achieve through the regular parliamentary route. Hopefully, when Parliament meets next week in the Budget Session, it will give a better account of itself. The onus to make the government work also lies with the Opposition. Notably, a few significant changes in the labour laws and, more vitally, in the land acquisition laws, have been made by the Modi Government, which require a parliamentary nod in the coming session. The ruling party leaders ought to reach out to the Opposition to seek their cooperation in making laws. Without the smooth functioning of Parliament, it would be very difficult for the Modi Government to deliver on its promise of development and economic growth. The resulting frustration and anger would prove deleterious for the health of the polity. Modi might be guilty of raising expectations sky-high, but even a partial success in implementing the electoral promises would go a long way in renewing faith in the democratic system. As for Parekh’s criticism, it should be taken in the right spirit, despite the fact that it came soon after the government acted against the well-oiled racket to steal official documents from the petroleum ministry. The latter, of course, had nothing to do with Parekh’s public expression of impatience with the functioning of the Modi Government. Indeed, Parekh being a known well-wisher of the Modi Government, his views should be sought by ministers so that necessary steps can be taken to further facilitate the functioning and growth of business and industry. There is need for growing trust and cooperation between private industry and business and government. Despite the socialist era distrust and prejudice against corporate houses, their help needs to be sought in nation-building. You cannot expect a return to seven per cent growth by treating corporate czars as sheer exploiters and money-grubbers. Their money and expertise in expansion of manufacturing, as also in setting up new infrastructure is crucial for the success of the Modi Government. In this regard, a lot is riding on the coming annual budget. ‘Never let the things you want make you forget what you have.’ In that note a bright morning to all of u Taapsee Pannu @taapsee If you don’t go after what you want, you’ll never get it. Fire breaks out at Dubai skyscraper DUBAI (UAE): Hundreds of people in Dubai were evacuated from one of the world’s tallest residential buildings on Saturday when fire swept through the Torch, a 79-story skyscraper, residents said. A witness said flames shot out from two sides of the building as glass and metal rained down from near the summit of structure, which stands more 330 metres (1,082 feet) tall. Medics said there were no casualties. At least a dozen fire trucks were able to extinguish the blaze several hours after the fire alarm went off around 2 am local time. Residents said the fire had been fanned by high winds. Dubai civil defense officials did not immediately respond to Reuters requests for comment and the cause of the fire remained unclear. Residents of two other nearby buildings in the emirate’s Marina district, home to thousands of expatriate professionals, were also evacuated, the witness said. Mumbai, Feb 21 (PTI): With the banking sector being thrown open to niche as well as more private players, RBI Deputy Governor R Gandhi on Friday warned the industry to brace for higher attrition. ‘We have been telling banks to expect people to hop from one institution to another. Old method of developing a cadre and expecting them to continue with you for life is going to change. Attrition is going to be the norm’, Gandhi said. Addressing a seminar organised by the Sebi-managed National Institute for Securities Markets, at its upcoming campus at Patal Ganga near here, Gandhi said he foresees the demand for high specialisation rising in the banking space. Tax evasion: SEBI cracks the whip Mumbai, Feb 21 (PTI): In a fresh clampdown on entities misusing stock markets for evading taxes, watchdog SEBI on Friday imposed trading restrictions on 33 entities and suspended trading in one listed company, which have been found to have made undue gains of over Rs 1,800 crore. While 24 entities have been barred from the entire capital markets, nine others have been restrained from trading in the shares of Kamalakshi Finance Corp Ltd. The trading has also been suspended in its shares till further orders. This is the fourth such order by SEBI against misuse of stock market framework for evasion of taxes in recent weeks. Together, the regulator has suspended trading in 27 companies so far in such cases, wherein the manipulators are estimated to have made cumulative undue gains of about Rs 2,500 crore. Those having faced action so far include promoters and top executives of many listed companies. In the latest case, SEBI found that the entities were trading in the scrip of Kamalakshi above the Last Traded Price (LTP) and their trades resulted into artificial increase in price. ‘Thus, these group of entities prima facie manipulated the price of the scrip during the examination period rise in the price of the shares of Kamalakshi Finance Corp on BSE, Sebi had conducted a preliminary inquiry in the dealings in the scrip of the firm during the period from 15 January to 26 December 2014. It was noticed that during the examination period, the price of the scrip of the company rose from Rs 10.20 to Rs 489 an increase of 4,694 per cent (48 times) in 150 trading days. During the entire examination period, the total traded volume in the firm was only 1,385 shares as against total 2.84 crore subscribed shares. Accordingly, SEBI has barred Kamalakshi Finance Corp, its 24 other entites including the company’s promoters and directors from accessing the securities market and buying, selling or dealing in securities, either directly or indirectly, in any manner, till further directions. ‘Strong govt doesn’t move always in right direction’ Goa, Feb 21 (PTI): Citing Hitler’s example, RBI Governor Raghuram Rajan on Friday cautioned that a strong government may not always move in the right direction, while suggesting a middle path between unchecked powers to the administration and a ‘complete paralysis’. Giving a lecture on ‘Democracy, Inclusion and Prosperity’ here, Rajan said India has strong institutions like the judiciary, the Opposition, media and NGOs, but the government and regulatory capabilities need to be strengthened. At the same time, the country would have to resist the ‘temptation to implant layers and layers of checks and balances even before the capacity has taken root’, he said. ‘We must choose a happy medium between giving the administration un- Raghuram Rajan checked power and creating complete paralysis, recognizing that our task is different from the one that confronted the West when it developed, or even the task faced by other Asian economies’, Rajan said. The economic inclusion, he added, should mean easing access to quality education, nutrition, healthcare, finance and markets to all citizens for ensuring sustainable growth. Central Bank to raise Rs 1,617 crore New Delhi, Feb 21 (PTI): Central Bank on Friday said that it will raise capital of Rs 1,617 crore by issuing equity shares to government on a preferential basis. The additional capital will be raised by ‘conversion of entire Perpetual NonCumulative Preference Shares (PNCPS) of Rs 1,617 held by Government of India (GOI), into equity shares to be issued and allotted to GOI on Preferential Basis,’ the bank said. ‘It is going to be expertise-driven and niche. The announcement comes at a time when the company has a target to achieve an output of one billion tonnes by 2019-20. ‘CIL and its subsidiaries are proposing to invest around Rs 6,000 crore in 2015-16 towards capital expenditure’, Coal India said in a filing to BSE. Further, an amount of around Rs 6,000 crore has been earmarked by CIL for railway and other infrastructure development for 2015-16, the company said. The capex for entire infrastructure in Coal India for 2015-16 is close to Rs 12,000 crore, Coal India CMD Coal India CMD S Bhattacharaya told reporters here. He said that annually Rs 6,000 crore would be spent on mining and the remaining Rs 6,000 on rail infrastructure and other related work. CIL also unveiled its roadmap, of strategies to be adopted, to attain the one billion tone coal production by 2019-20. With the projected coal demand of the country hovering around 1,200 million tonnes (MTs) by 2019-20, at an envisaged growth rate of 7 per cent, CIL is expected to chip in one billion tonnes, of which, 908 million tonnes is the expected contribution from the identified projects, he said. ‘The process of identification of projects to share the balance quantity, to top up the 1 billion tonne mark, is also underway’, Bhattacharaya said. The two CIL subsidiaries---Mahanadi Coalfields Ltd and South Eastern Coalfields Ltd (SECL) are expected to play a pivotal role in its quest of attaining the one BT production with 250 million tonnes and 240 million tonnes respectively, he said. In the biggest ever disinvestment exercise, the government in January sold 10 per cent stake in Coal India for about Rs 22,600 crore. The world’s largest coal producer is betting on timely completion of three critical railway lines and timely land acquisition and green clearances to boost output. To overcome the hurdle of coal evacuation, CIL had decided to purchase 2,000 railway wagons from its own kitty for which specific funds had been earmarked. The coordination with Railways for implementation has already been initiated. In a move to synergise its efforts, SECL already has two Special Purpose Vehicles (SPVs) with state governments to develop rail network including last mile connectivity, involving Railways. Zimbabwe struggled after being granted test status in 1992 but had emerged as a force by the end of the decade with batsmen Grant and Andy Flower, David Houghton and all-rounders Heath Streak, Paul Strang and Andy Blignaut driving them forward. In one-day cricket, the high point came with a fifth-place finish at the 1999 World Cup, missing out on a semi-final berth due to an inferior run rate, before the early stages of decline set in at the turn of the millennium. The politicisation of the sport, in- Things are looking up for Zimbabwe in this World Cup. cluding selection policy, hampered the side’s progress and an exodus of leading players along with a suspension of test matches sent the team into a downward spiral that it is still struggling to arrest. Currently 10th in the ODI rankings, Young upsets Dolgopolov Delray Beach, Feb 21: Donald Young upset third-seeded Alexandr Dolgopolov of the Ukraine 2-6, 6-3, 6-4 in the Delray Beach Open on Friday to reach back-to-back ATP Tour semifinals for the first time in his career. On his sixth match point, the 25-year-old American finally put away Dolgopolov with a winner on a backhand volley. Young struggled early, at one point cursing and throwing his racket in frustration. ‘I didn’t start off the way I wanted to,’ Young said. ‘But then I just decided to go out swinging or I knew I’d be on a plane going home.’ Young will face Australia’s Bernard Tomic for a spot in his first career ATP final. The two also played in the quarterfinals in Memphis last week, a 2-hour, 14-minute affair that Young won 7-6 (10-8), 4-6, 7-5. Tomic beat 19-year-old qualifier Yoshihito Nishioka of Japan 6-3, 6-1. The 22-yearold Australian saved all seven break points he faced. Fifth-seeded Adrian Mannarino of France also advanced, beating Taiwan’s Lu Yen-Hsun 3-6, 6-1, 6-1. Playing in temperatures in the mid-50s, Mannarino won 12 of 13 games after losing the first game in the second set. In January, he was lost to Jiri Vesely in the final in Auckland, New Zealand. In the final quar- terfinal, fourth-seeded Ivo Karlovic of Croatia survived two brief rain delays and a late surge by seventh-seeded Steve Johnson of the United States to advance 6-2, 7-6 (7-4.) The 35-yearold Karlovic hit 17 aces and saved two set points on his serve at 5-6 in the second set. The 6-foot-11 Karlovic has not yet been broken this week and has only dropped his serve four times in 12 matches this year. He will face Mannarino for a spot in his 13th career ATP final. A decade ago, Young was the world’s top-ranked junior, but he has struggled to fulfill that promise on the pro tour. Young had five chances to win the match on Dolgopolov’s serve in the final set. Dolgopolov saved all of them, and he won the first two points against Young’s serve in the next game. Young then won four straight points to close out the victory. After earning a career-high ranking of No. 38 in early 2012, Young lost 17 matches in a row over a span of six months, sinking to No. 190 by the end of that year. In 2013, he hired a sports psychologist to supplement the coaching of his parents, Donald Sr. and Illona. He will move back into the top 50 with the win. Donald Young C ity S port s Zimbabwe slumped to a 5-0 defeat in a one-day series in Bangladesh towards the end of last year and arrived for the tournament being cohosted by New Zealand and Australia short of form and victories. All have played a part so far as the Zimbabweans pushed South Africa hard before succumbing to a late collapse but followed that up with an accomplished chase of a challenging total against UAE in their second match. Masakadza, making his World Cup debut almost 14 years after his first Test as a 17-year-old, scored a blistering 80 against the Proteas, while Taylor and Ervine shone in key partnerships with Williams (76 not out) as Zimbabwe overhauled UAE with two overs to spare. The turnaround in form does not come as a surprise to Chigumbura, who felt the conditions in the disappointing tour of Bangladesh did not suit a side he knew were set up to play better New Zealand and Australian pitches. Jaipur, Feb 21: The business end of the Ranji Trophy season 2014-'15 has been reached and four teams remain in the hunt for the top prize. Multiple winners Mumbai, who recovered from a bad start, crushed Delhi to set up a clash with defending champs Karnataka while Tamilnadu sailed through by virtue of their 144-run first innings lead over Vidarbha to earn a crack at Maharashtra. Vidarbha, who were totally outplayed by Tamilnadu, were left with a nearly impossible victory target of 411 runs on the final day of the match. They were reeling at 142 for 8 in their second essay when umpires called off the match after taking consent of both the captains. The Abhinav Mukund-led team has gone from strength after a disastrous start with a loss to Karnataka and a few draws. The win against Jammu & Kashmir sort of turned things around and they have since been a confident outfit. Smith in awe of India’s batting might Melbourne, Feb 21 (PTI): Former South Africa captain Graeme Smith said Mahendra Singh Dhoni’s team would back itself to chase down any target, and billed the upcoming cricket World Cup tie against the Men in Blue as a contest between the Proteas bowling attack and Indian batting line-up. Defending champions India lock horns with South Africa in a high-voltage match at the Melbourne Cricket Ground on Sunday. Halep’s fightback stops Wozniacki Simona Halep Dubai, Feb 21: Simona Halep, the top-seeded Romanian who looked in danger of a semifinal exit, produced a marvellous recovery to reach the final o f the Dubai Open, coming from a set down to overcome Denmark’s Caroline Wozniacki. Halep struck the ball with increasing flair and vigour against an opponent who won the title and played five semi-finals here, and once she had found her rhythm and timing she proved unstoppable as she accelerated to an impressive 2-6, 6-1, 6-1 win. Former world number one Wozniacki, responded positively to the stream of fine ground strokes which increasingly penetrated her mobile defences, trying to take the attack to her gifted opponent in the final set, and creating some fine rallies. Wozniacki had struggled hard with a virus all week, and probably exceeded expectations in surviving so long, later explaining that the ‘air of the balloon just kind of went off.’ Chess tourney NT Bureau Tamilnadu Sports Minister S Sundararaj at the inauguration of the allIndia Civil Services football tournament in Chennai yesterday. Chelsea suspends 2 more fans in racism probe London, Feb 21 (AFP): Chelsea announced they had suspended two more people from the club’s Stamford Bridge stadium on Friday as their investigation into the Paris Metro racism incident gathered pace. A commuter, described in media reports as French-Mauritanian Souleymane S, was blocked from boarding a train by fans travelling to the Parc des Princes for the 1-1 draw against Paris Saint-Germain in the Champions League on Tuesday. Footage captured by a bystander appears to show Souleymane being pushed back on to the platform amid chants of ‘we’re racist, we’re racist and that’s the way we like it.’ The west London club had already suspended three men and on Friday they revealed two more people would be barred, with the potential for life bans. ‘Chelsea Football Club has suspended a further two people from Stamford Bridge as a result of ongoing investigations into the incident on the Paris Metro on Tuesday evening,’ a statement on the club’s website announced. ‘This makes a total of five to date. If it is deemed there is sufficient evidence of their involvement in the incident, the club will issue banning orders for life.’ The club’s investigation is being undertaken in conjunction with the Metropolitan and Paris police. Later on Friday, the Metropolitan Police released images of three other fans they believe were involved in the incident and appealed for help to identify the trio. The three singled out in images taken from the Metro are not the same as the trio initially suspended by Chelsea. A Chelsea spokesman stated that owner Roman Abramovich is ‘disgusted’ by the incident, while Blues boss Jose Mourinho said he was ‘ashamed.’ Ch Chelsea said they have apologised in writing to Souleymane and invited him and his family to London to attend the second leg of the European clash against PSG on 11 March. But in an interview given to BBC Radio 5 Live on Friday, Souleymane argued that Chelsea hold a degree of liability for the conduct of their fans and has yet to receive any contact from Stamford Bridge. ‘Chelsea are partly responsible and I have brought a complaint. They have partial responsibility because it’s their supporters,’ Souleymane said. ‘Chelsea need to call my lawyers and they haven’t done that yet, unlike PSG. Their director general has called my lawyer and he called me. Mixed Bag CHENNAI SATURDAY 21 FEBRUARY 2015 7 GOLWALKAR, THE GURUJI 19 February was celebrated as Magha Bahula Ekadesi. Do or die time for Pak, says Misbah Christchurch, Feb 21 (AFP): Pakistan’s World Cup campaign needed improvement across the board, captain Misbah-ul-Haq declared today after a humiliating 150run loss to the West Indies. The rout at Christchurch’s Hagley Oval was compounded by a batting display that set a record for the worst start to a one-day international innings, with Pakistan’s first four wickets falling for just one run. Pakistan now languish at the bottom of Pool B with two losses from two outings, their performance against the West Indies a step backwards from the 76-run loss to arch-rivals and defending champions India in their tournament opener. ‘It’s a do or die situation for us and there are no ifs and buts,’ Misbah said as he tried to look ahead to Pakistan’s next game against Zimbabwe, while sifting through the wreckage of Saturday’s crushing loss. ‘We just lost in all three departments,’ Misbah admitted. ‘We couldn’t bowl well, a lot of dropped catches, and the batting totally flopped.’ After electing to bowl first, Pakistan took two early wickets, including the out-of-form Chris Gayle, and were still in a relatively strong position when the West Indies were 194 for four going into the final 10 overs. But they could not contain a late onslaught from Andre Russell, who hit an unbeaten 42 off 17 balls, and Lendl Simmons with 50 off 46 as the West Indies reached 310 for six. Pakistan, who won the World Cup the last time the tournament was staged in Australia and New Zealand in 1992, immediately collapsed in their run chase. After the first four wickets fell quickly, they were five for 25 after 10 overs and eventually all out for 160 in exactly 39 overs. ‘We need to pick up ourselves up and come hard in the next game because now we’re at the edge,’ Misbah said. ‘We have to forget the last two matches and learn from our mistakes. We can only win if we perform.’ Misbah said Pakistan’s problems against the West Indies began from the moment he won the toss and opted to use bowler-friendly conditions, with overcast skies and a hint of moisture on the pitch. Jammu, Feb 21: PDP patron Mufti Mohammad Sayeed will be the Jammu and Kashmir Chief Minister after his party reached an agreement for forming a government with the BJP, top party sources said on Saturday. Sources close to PDP patron Mufti Muhammad Sayeed, who returned to winter capital Jammu Friday after spending a week in Mumbai, told IANS an agreement had been reached on all contentious issues between the PDP and the BJP. ‘Yes, main agreement has been reached on the draft of the CMP (common minimum programme) on contentious issues like article 370, armed forces special powers act (AFSPA) and the plight of West Pakistan refugees’. ‘It has been agreed that without any written reference to it, both the parties would respect the wishes of the people of the state in consonance with the constitution of the country with regard to article 370,’ a top party source told IANS. Although it is not clear whether the South African team management team would play either legspinner Imran Tahir or left-arm spinner Aaron Phangiso in their playing XI, the Indian top-order batting, led by premier batsman Kohli, had a fi eld day against spinners, rather than the pacers, at the nets. At the Junction Oval ground at St Kilda, Kohli hammered the spinners into the submission even as other specialist batsmen enjoyed their stint at the nets. It was a day when the centre nets saw bulk of the bowling being done by reserve spinner Axar Patel, part-time off-spinner Suresh Raina and the net bowlers. The Indians batted in sets of two with one batsman taking strike for around six deliveries before the other one would get in and hit his share of balls. hammad Sayeed will be the Chief Mminister for the full six years. The PDP insider who is engaged with the BJP in the dialogue process on government formation on behalf of his party also said instead of accepting the demand that the AFSPA should be revoked from the entire state within one year, it has now been agreed by the two parties that a committee would be formed which would recommend gradual, but timely, revocation of the act from areas in the State. Sources in the BJP said: ‘The PDP has agreed to the BJP demand that the CMP should accept that the problems faced by West Pakistan refugees should not be politicized, but treated as a humanitarian issue that needs to be addressed on humanitarian grounds.’ When asked to comment on media reports that government formation in the state was imminent because the PDP and the BJP had agreed on the draft of the common minimum programme (CMP) for governance, party chief spokesman Naeem Akhtar told IAN Sin winter capital Jammu: ‘I am meeting Mufti Sahib today and if anything has been worked out, we will hold a briefing about it during the day.’ Unlike his steady dismissal of any agreement with the BJP during the last nearly two months when he maintained the ‘structured dialogue between the BJP and the PDP had not even started’, Akhtar sounded less circumspect Saturday about his lack of knowledge regarding an agreement on the common minimum programme with the BJP. West Pakistan refugees are those over 25,000 families who came to the state after the India-Pakistan wars of 1947, 1965 and 1971. Since these people were not citizens of the erstwhile state of Jammu and Kashmir as it existed before accession to India in 1947, they cannot vote in the State Assembly elections, nor buy property in the State. not be crestfallen or despondent. After all, it has been, as it always should be a game between parties belonging to one body-polity and must be played in a thoroughly friendly and brotherly spirit. During the campaigning it is not unnatural that much acrimony and bitterness is let loose. But I feel that all these undesirable feelings should be completely washed away and the correct understanding that we are all one, children of our motherland and of our nation should be assiduously cultivated and all, irrespective of party affiliations should determine to work in cooperation for the good of all our people. Properly seen, it will be found that the area of agreement is extensive and of difference negligible. With this attitude our democratic system will survive any onslaughts by elements desirous of wrecking it and brining about chaos in the country. I pray to the Great Divine Mother, the Eternal Protectress of national life to give us right guidance in these extraordinary times. (Compiled by C Gopalan, Secretary, Sri Aravinda-Bharati, Chennai.E-mail: [email protected]) Mass meditation at Aurobindo Ashram Puducherry, Feb 21(PTI): Hundreds of devotees from all over the country thronged the Aurobindo Ashram here today and offered prayers on the 137th birth anniversary of ‘The Mother’. They later sat in mass meditation before the samadhis (memorials) of The Mother and Sri Aurobindo, her spiritual mentor. Aurobindo Ashram, founded in 1926, is an important spiritual centre in Puducherry, attracting a large number of people every day from within the country and abroad. The Mother established the International township called Auroville (City of Dawn) on 28 February, 1968 on the border village of Puducherry-Tamil nadu. She also started the Aurobindo International Centre of Education in 1950s with the children developing skills in learning and speaking several languages, including French. While Sri Aurobindo passed away on 5 December, 1950 the Mother breathed her last on 17 November, 1973. Lanka not to take Afghanistan lightly Dunedin, Feb 21: Sri Lanka will play a full-strength team when they tackle Afghanistan in the World Cup on Sunday, with skipper Angelo Mathews insisting it would be disrespectful to underestimate the tournament minnows. The 1996 champions lost their opening fixture in Pool A, as did Afghanistan, and that defeat make Sunday’s clash at the University Oval all the more important to Sri Lanka`s hopes of making the quarter-finals. ‘We are playing the full team. Every game is important for us, whether you play Afghanistan or Australia, every game is important, so we’ll take every single game very seriously, and we’ll play the best XI possible on that day,’ said Mathews. His plan to play his strongest side hinted at a reprieve for key swing bowler Lasith Malinga who was smashed to all parts of the Hagley Oval in Christchurch last Saturday in his team`s 98-run loss to New Zealand. Malinga, 31, ended with figures of none for 84 off his 10 overs as the Black Caps piled up 331 for six. The loss to New Zealand also saw Sri Lankan team at a warm up session Sri Lanka commit a series of fielding errors, with the dangerous Kane Williamson one beneficiary when he was dropped by wicketkeeper Kumar Sangakkara off the first ball he faced before going on to post 57. ‘We’ve done a lot of hard work with our fielding, but it’s just the consistency level -- one game we’ll be extremely good, the next game we’ve dropped our standards a little bit,’ said Mathews. ‘It’s a lack of concentration obviously. When you do mistakes, obviously you lose your concentration, and that split-second can turn the game around.’ Afghanistan lost their World Cup opener against Bangladesh by 105 runs when, chasing a target of 268, they were dismissed for 162 at Canberra`s Manuka Oval on Wednesday. But Mathews is not expecting the World Cup debutants to roll over on Sunday. ‘They’re a very dangerous team. You can’t take them lightly because they can upset a team, and they’ve got nothing to lose,’ the captain said. ‘We can’t just run through them. We’ve got to fight really hard from ball one to ball 300 probably, and fight it out and just take it as a Testplaying nation.’ Afghanistan seamer Mirwais Ashraf, who took two for 32 in the defeat by Bangladesh, admitted Wednesday’s had been a brutal introduction to World Cup cricket and that they had been punished for basic errors. 8SATURDAY 21 FEBRUARY 2015 , CHENNAI Licensed to post without prepayment under WPP. No. TN / PMG / (CCR) / WPP-470 / 15-17 Kohli’s choice is No. 3 MELBOURNE: India’s premier batsman Virat Kohli today declared that after experimenting with his batting position, the team management has reached a conclusion that number three is the best slot for him in the World Cup. ‘I’ve played enough number of games to try and experiment batting position for the team to be in the best combination possible, but we figured out that it’s best for me to bat at number three which I’ve done over the last few years, and we have got success because me or one of the top three batsmen has been able to bat through,’ Kohli told media-persons on the eve of the match against South Africa. However, Kohli is dead against it being termed as a failed experiment. ‘We were trying to figure out the best combination for the team. People really need to have some patience with something that we try to do. We do a few experiments, and if they don’t pay off, it’s regarded as something which is going to be our downfall. We don’t think like that,’ he said. ‘Unless you try, you would never know if you’re right or wrong. You make mistakes and you have to learn from them, and that was one situation where we wanted to try things out, and we could not have done it at any time apart from the tri-Series, and yeah, that was the main plan behind it,’ Kohli said, defending the decision to use him as a floater between numbers three and four during the ODI tri-series. Asked if this musical chair affected his batting? Kohli retorted instantly. ‘No, it did not affect my batting at all. If you do well regularly, people want you to play well in every game. I can’t virtually score a century in every game that I play. As long as I know what I’m doing with my batting and the kind of mindset I’m in, I’m not really worried about anything else.’ Talking about tomorrow’s game against South Africa, Kohli was asked if it will be a true test of India’s attack and he replied, ‘Which game is not?’ ‘For us, every game is apparently a test. Even when we play more weaker sides, we always talk about what if they upset us. I’m not really thinking about all that. It’s a game of cricket. I always maintain that you play a game of cricket with bat in hand and ball in hand, and that’s all there is to it. ‘Obviously, there’s no need to prove anything to anyone. We want to play well as a unit, and that’s what we’re looking to do in this World Cup.’ The win against Pakistan, according to Kohli has given the team self belief going into the contest against South Africa. It’s a good job they’ve got minnows to play because they are not playing good enough to beat any decent team. One of the meanest fast bowlers of early 80’s, Hogg has a typical pacer’s temperament and doesn’t beat around the bush about what he feels. ‘India doesn’t have too many fast bowlers and when I mean fast, it’s got to be really quick. Raw pace, that will intimidate any batsman in world cricket. What Steyn and Mitch (Mitchell Joshnson) can do, I don’t see any Indian bowler doing. I don’t think length bowling, with that top of off-stump line will work for them,’ Hogg said. — PTI Karthi, Lakshmi Menon in Komban arthi starrer Komban was slated for release on 2 April. But sources say that the makers are planning an early release. Komban may come in March itself. Directed by Muthiah of Kutti Puli-fame, the movie has Lakshmi Menon as heroine. It is a rare phnomenon that deactivates all mobile networks. A young lad overcomes all odds to set things right. Lace it up with some action, humour and romance, the end product is Tamizhukku En Ondrai Azhuthavum. The director has managed to lay his hands at an out-of-the-box concept. However the movie lacks fizz as it progresses. It is explained at the start of the movie what geomagnetic storm is and how it deactivates mobile network. The movie stars Attakaththi fame Dinesh, Bindhu Madhavi, Nakul, Sathish, Ishwarya Dutta and Manobala among others. Music is by Thaman. The film traverses through the day of four unusual characters - a flat promoter (Dinesh), an unemployed scientist (Nakul), a call taxi driver (Sathish) and a terrorist ready to execute bombing in Chennai (Asif). A solar flare created through the sun radiations creates a havoc in mobile network shutting it down for some time. With the young lovers (Dinesh and Bindu Madhavi) separated, the scientist trying to find solution, the call taxi driver unknowingly carrying the bomb and the terrorist waiting for the signal to click for the bombs to be operated through mobile phones make up the movie. Veteran actress Urvashi steals the show and her portions with Nakul make an interesting watch. Nakul is brilliant, while Dinesh continues from where he left in Attakathi. Bindhu Madhavi is good and Sathish’s one-liners are catchy. Cinematography by Deepak Kumar Pathy is good. All said, Thamizhukku En Onrai Azhuthavum is an interesting idea which looks good on paper but fails to takes off as a film. — M BHARAT KUMAR Santhanam completes his heroic venture Vajram re-censored, receives ‘U’ D irector Ramesh Selvan’s Vajram was reshot after Censor officials gave it ‘A’ certificate recently stating that there are few violent scenes in it.
