Seminar: Field to Finish for Survey and GIS Collection from a GIS Dummy For those who have considered Field to Finish too intimidating, we will show you how to spend about 15 minutes in order to save hours of time when processing survey data. We will also get creative with field coding so that you can keep the data collector entry to a minimum but also automate the drafting as much as possible. Struggling to get symbols to come in right? Fighting to figure out how to separate out the layers to show just what you want? Do you want to use some of the point attributes as plan labels? Want to collect more than point number, elevation and description for utility structures? Come to this session loaded with your questions and we’ll do our best to answer them. In addition, we will show how closely the future of surveying is tied to GIS by taking client-provided Esri GIS files and collecting new data that meets the client’s specifications. The data can then be delivered in a format that can be imported back into their GIS. You will be surprised how easy it can be – even for a self-described GIS dummy like me – to extract your client’s GIS data and use it as a template for your own field collection in SurvCE or SurvPC. TODD W. HORTON, PE, PLS Todd Horton, PE, PLS, is an associate professor and the director of the land surveying and construction management degree programs at Parkland College in Champaign, Illinois, where he has taught since 1998. He also teaches surveying to University of Illinois civil engineering students. Beyond the campus, he presents continuing education seminars across the country for land surveyors and engineers. Mr. Horton has several years of experience in planning, surveying, design, construction, and maintenance of civil engineering projects, including commercial structures, residential subdivisions, airfields, utility systems and highways. A. “TONY” NETTLEMAN III Tony Nettleman is a professional land surveyor that specializes in the legal aspects of land surveying. Tony began surveying with his grandfather in his early teens while working on boundary, easement, and title disputes. After completing a B.S. in Land Surveying Engineering with honors at New Mexico State University and a M.S. in Geospatial Surveying Engineering at Texas A&M Corpus Christi, Tony is currently finishing his PhD in Geomatics at University of Florida and J.D. at Florida International University. While attending university, Tony has served as an expert witness, forensic surveyor, university professor, and research fellow for over ten years. Seminar: Riparian Water Boundaries This presentation introduces the student to the complex and confusing world of riparian water boundaries. The seminar begins with the historical development of water boundary law with regard to Rome, England, and the United States. After a foundation has been laid, the boundary between private lands and the sovereign, a boundary in continual conflict, will be discussed in depth. Next, students will apply what they have learned in group exercises by calculating and drawing water boundaries in various situations. And finally, emerging issues such as climate change and sea level rise will debated among the group. Goals • The student will be able to describe the importance of coastal boundaries, in terms of population, economic value and historical significance • The student will be able to distinguish how water boundaries are created, depending on the source of title • The student will be able to describe how the tidal datum is calculated, and then locate coastal water boundaries depending on the datum adopted by the respective state • The student will be able to distinguish between gradual and sudden water boundary movements and describe how title is affected by these natural processes. Seminar: Easements, Rights of Way and Encumbrances In Land An easement is a certain right to use the real property of another without possessing it. It is “best typified in the right of way which one landowner, A, may enjoy over the land of another, B.” It is similar to real covenants and equitable servitudes; in the United States, the Restatement (Third) of Property takes steps to merge these concepts as servitudes. This seminar will discuss one of the areas in which surveyors are becoming more professionally involved. The seminar will discuss the purpose of easements, how they are created, how they are terminated and other interests in land. The instructor will show how the area of easements can possibly be a new source of expertise for the surveyor. Using actual case studies, the full impact of this specialized area will be examined as they relate to the surveyor. Goals • The student will be able to define the different types of easements and give practical examples of each •The student will be able to distinguish a positive from a negative easement • The student will understand how easements are terminated and the level of evidence to distinguish existing easements from extinguished easements •The student will understand how real convents differ from easements and list each of the required elements of a covenant or equitable servitude Seminar: Three Worlds of Surveying This seminar will bring to the attendee an understanding of how the surveying profession is in a state of flux. The instructor will show how the acceptance of the past will not be sufficient or meet the needs of the future. Telatovich, P.E., Esq. is the President of Consulting Services & Investigations, LLC (CSI) a Forensic and Investigative Engineering firm in Bethlehem, Pennsylvania. He is also an Owner and Vice President of Land Development at Benchmark Civil Engineering Services, Inc., a Land Development, Transportation and Surveying firm in Allentown, Pennsylvania. A graduate of Hazleton Area High School, Mr. Telatovich received his Bachelor of Science in Civil Engineering from Lehigh University in 1985. In 1993, he obtained a Juris Doctorate degree from the University of Florida. He is currently a 2015 candidate for his Masters in Engineering (MEng) degree from the University of Alabama – Birmingham. His career as an engineer has taken him from Florida where he worked his way from project engineer to Vice President of a medium size engineering firm, and to the Lehigh Valley where he has worked with Benchmark since 2004. In between, he has worked for contractors in New York City and as an Assistant County Attorney for Pasco County, Florida. His forensic work, which includes accident reconstruction and premises liability, is ever expanding and has taken him from New York, to Florida, and as far west as Wyoming as a consultant on numerous related forensic engineering matters. In addition, he lectures across the country to various professional societies on topics of interest. He also provides marketing services in Metropolitan New York City area for Cabot Creamery of Vermont. Mr. Telatovich is a registered professional engineer in three states (PA, NY, and FL) and a licensed attorney in two states (PA and FL.) He remains active on the local scene with numerous societies and organizations. He is a past treasurer and Region Governor for the American Society of Civil Engineers, a Past-President of the Lehigh Valley Chapter of the American Society of Civil Engineers, the Past-Chairperson at the Lehigh Valley Engineering Council, a member of the Engineering Academic Advisory Board at Lehigh Career Technical Institute, a member of the External Curriculum Advisory Panel at Lehigh University, a diplomat for the American College of Forensic Examiners, a member of the Bar Association of Lehigh County, a member of several National Engineering Honor Societies, and Board Member for the Pediatric Cancer Foundation of the Lehigh Valley. Over his career, he has lectured before numerous groups including Attorneys, College Students, Contractors, Professional Surveying Societies, and schools from elementary grades through high school. He has been an adjunct professor at the college level for more than ten years in the engineering, technology, and legal departments. He writes articles for his forensic newsletter for CSI, and has been a contributing author for many articles in the East Penn Business Journal.
